No matter what the age, the benefi ts

of an active lifestyle go beyond physical

health to holistic well being. Exercise

is the one ingredient that continues to

show up in being helpful for all medical

conditions!

In Esquimalt we are blessed with an

abundance of parks and recreation assets,

including fi rst-class facilities, and scenic

parks and greenways. The past year

has been a very successful and active

one in Esquimalt Parks and Recreation

with the re-opening of our Japanese

Garden at Kinsmen Gorge Park and the

Township receiving a one million dollar

infrastructure grant to upgrade Archie

Browning Sports Centre. As of this writing,

the sports centre is looking forward to

hosting a major sporting event: the 2010

Victoria Curling Classic.

Community engagement is an

important part of planning our parks and

recreation programs. Our staff continues

with its outstanding work in fi nding new

ways to ensure our residents are aware

of, and have access to, our programs

and parks. We held an open house at

Macaulay Point Park last fall and invited

the public to provide input on future park

management. We received over 160

submissions from park users that will

help us in park management direction.

In addition, we recently hired Ipsos

Reid to conduct a recreation survey

on community needs and attitudes

to ensure we are providing the right

recreation programs and services for our

residents. This will help us plan for the

future and ensure that we are meeting

or exceeding our customer’s needs.

Our parks and recreation staff is also

exploring the use of social media, such

as Facebook and Twitter, to connect

with parks and recreation users and to

promote our services and events.

I am excited by the depth of parks

and recreation offerings we have here in

Esquimalt, and also by what the future

has to offer as we continually work to

improve the Township’s programs and

services.

On behalf of Council I encourage you

to come out and experience all that

Esquimalt Parks and Recreation has to

offer. I think you’ll be surprised by what is

in our backyard.

Forgot or Lost your pass? Please keep your pass safe; there is a $5 replacement fee for lost cards. If you forget your card, you will need to return when you have your card – you must swipe your card to be permitted admission to the centre.

Cancelling a membership – Membership Cancellation fee is $27.90 No cancellation on a one or three month pass.

Cancellations – At times, great programs with great instructors must be cancelled

because minimum registration has not been met. Please register early to avoid disappointment. Minimum registration for programs must be met 3* working days prior to the fi rst scheduled class. (*5 working days are required for Advanced Aquatic Programs).

Withdrawals from programs – Withdrawals will be permitted up to 3 working days prior to the start of a program to receive a full refund or credit. Some exceptions may apply.

Refunds for programs or membership – In the event of illness, deployment or relocation pro-rated refunds will be granted – valid documentation will be required.

Attending Young Children – For the safety of your children, at no time may children under 7 be left in the building unattended (parent/guardian must be within 15 feet at all times). Please see childminding hours of operation on page 11. Please note, while in the aquatic facility, parents/guardians must be within arms reach at all times.

Esquimalt Parks and Recreation is pleased to offer their funding program for community special events

occurring within the municipality. The purpose of this funding is to enhance community special event

opportunities for Esquimalt residents. Groups are invited to apply, for requests up to a maximum of $750.

Requests will be considered on a case-by-case basis and priority will be given to events that address the

following criteria:

COMMUNITY EVENTS FUNDING

• Events that benefi t and are open to all Esquimalt residents and occur in the Municipality of Esquimalt.

• Events that are targeted for children and families.

• Events that offer FREE or low cost ( $2.00 adult admission) access to participants.

• Events that are not for the purpose of charitable fundraising

• The Event has not received any other municipal funding

What’s happening with theESQUIMALT VILLAGE PLAN?

Creating an exciting, lively and

sustainable centre for our

community, incorporating a mix of uses

and community recreation needs

In November 2009, two detailed options for the development of Phase 1 of the Esquimalt Village Plan, that is the area currently occupied by the old municipal hall and old public works yard, were presented to the public. This presentation is available on the municipal website at www.esquimalt.ca

Both options would include a mix of commercial, residential and civic uses in buildings stepping from two to ten storeys. The Town Square which currently fronts on Carlisle Street would be moved closer to Esquimalt Road with the new buildings clustered around it.

Prior to marketing this phase of the Esquimalt Village Plan or entering into any partnership or lease agreements, the municipality will be considering conducting an environmental assessment of the site and investigating the best method to realize the preferred design option.

Planning for the remainder of the Esquimalt Village Plan, that is the area bounded by Esquimalt Road, Joffre Street, Lyall Street and Park Place, will continue during 2010.

behaviour management, confl ict resolution

Archie BrowningSports CentreThe Archie Browning Sports Centre houses an arena, a six sheet curling rink and two lounge areas. It is the main location for large meetings, wedding receptions, conventions, conferences and trade shows. Activities from late September to the end of March include hockey, broomball, fi gure skating, speed skating and curling. During the “dry fl oor” season, the centre hosts a variety of trade shows, conferences and community functions as well as a number of sporting activities that includes ball hockey, roller hockey(in-line skating) and lacrosse.

Esquimalt Recreation CentreEsquimalt Recreation Centre is a multi purpose building that houses a fi tness centre, gym, seniors’ centre and a pool. The building also has a number of activity and meeting rooms that will accommodate up to 300 people for various recreation programs, community meetings and wedding receptions.

OVERHANG COMPLAINTSIt’s that time of year when trees and shrubs are actively growing. When growth occurs over a walkway or street, it may hinder people’s visibility of signs or their safe use of the sidewalk or roadway.

The Township of Esquimalt has a bylaw requiring residents to trim back all trees, shrubs, hedges and bushes growing over any sidewalk that prevents free use of the sidewalk or street.

Access Awareness Day takes place on the fi rst Saturday of June every year. Esquimalt’s Access Awareness Committee organizes a number of events to help the community understand the challenges of the disabled. The events planned will ensure that Esquimalt continues on the path of becoming a community that is inclusive and accessible to all its citizens including persons with disabilities.

Visitors to Esquimalt and Greater Victoria are often surprised to see deer wandering through private yards, public parks, and congested downtown areas. With residents however, deer have become a commonplace sighting. Deer adapt well to both suburban and urban environments. Under favourable conditions, deer can double their population in a few years.

In Esquimalt, like the rest of southern Vancouver Island, the foraging habits of of deer have become a problem, causing damage to residents’ gardens and Township parks. As deer become habituated to living in the Township, many are accidentally struck and killed by vehicles. Recently, three deer were killed in front of the Esquimalt Parks Nursery located on Craigfl ower Road. Two more were killed by motorists at Admirals and Colville.

Deer travel across municipal boundaries in search of forage and habitat. A tagging program initiated by the DND revealed

that deer found in Esquimalt also forage at the Cedar Hill Golf Course, a distance of some eight kilometres.

Esquimalt Parks staff have taken to wrapping the trunks of newly planted trees with tree guards to prevent deer from destroying the plants through foraging and rubbing.

According to the Ministry of Environment, some steps homeowners can take against deer damaging their gardens include:

• Use landscape plants that deer don’t like• Use landscape plants that deer can’t reach• Apply commercial deer repellents• Use motion detecting sound, light or water

scare mechanisms• Construct deer-proof fencing• Use browse “barriers”

what’s new in parks

Come down to Esquimalt-Gorge Park by Tillicum and Gorge Rd. and explore the wonders of the Gorge Waterway ecosystem. Our friendly staff and volunteers are there to guide you through our displays, show you the animals in our touch-tank Seaquarium, and answer your questions. For a more in-depth experience, we also offer a wide range of educational programs tailored to the age and learning styles of school, daycare and community groups.

We are open to the public every Sunday from 11am to 4pm, and for special events in the park. Public admission is by donation (suggested donation: $1/child; $2/adult during public hours), and program fees vary. Donations and fees help keep the Centre open, keep displays and resources up to date, and subsidize groups with fi nancial challenges.

The Gorge Waterway Discovery Centre

Watershed ModelParticipants learn about watershed and urban development issues through hands-on interaction with a 3-D scale model of watersheds in the Gorge Waterway. Issues such as non-point source pollution, storm drain effl uent, and pesticide/fertilizer use that enter the Gorge waterway are graphically demonstrated using these models.

EDUCATION PROGRAMS INCLUDE:

SeaquariaParticipants observe, interact with, and learn about marine creatures and plants found in the Gorge Waterway and surrounding shorelines. The touch tank aquarium provides a hands-on habitat where participants can learn through observation and study of living marine life from our local shores.

Stream StudiesAn up-close and personal look at the newly “restored” creek adjacent to the Centre will provide lots of opportunities for mapping and other studies.

children. Or you can book a Fun Leader for an additional $24.44/hour to play games and

GVPL Books for Babies Program Encourages Family Literacy: The Steve Nash Foundation and TD Bank Financial Group Fund GVPL Initiative Beginning in April, 2010, GVPL will provide Greater Victoria region newborns with a free kit containing a book, CD and information to support babies’ early learning and development. These kits will be distributed to approximately 2,000 families through public health nurses, midwives and doulas.
