1. RBI declares SBI, ICICI as Domestic Systemically Important Banks: On September

1, the RBI declared the State Bank of India (SBI) and Industrial Credit and Investment

Corporation of India (ICICI) as Domestic Systemically Important Banks (D-SIBs). As

per the D-SIB framework, RBI is expected to disclose name of banks selected as D-SIB's

every year in August. These banks are labelled as 'too-big-to-fail' and thus the central

bank would take every measure to prevent their downfall as it would spell doom for the

economy.

2. RBI inks MoU with Nepal Rastra Bank: On September 14, the RBI inked a Memoran-

dum of Understanding with the Nepal Rastra Bank (NRB) on Supervisory Cooperation

and Exchange of Supervisory Information. The agreement was signed between NRB’s

Executive Director Narayan Prasad Paudel and RBI's Executive Director Meena Hem-

chandra.

3. RBI grants in-principle licence to 10 small finance bank applicants: The RBI gave

in-principle small finance bank (SFB) licences to 10 entities out of a total of 72 appli-

cants. The chosen entities have 18 months to fulfill all the requirements and guidelines

as laid down by the central bank. Ujjivan Financial Services Pvt. Ltd, Janalakshmi Fi-

nancial Services Pvt. Ltd and Equitas Holdings Ltd, are a few of the shortlisted licen-

sees. SFBs would offer basic banking services to the country’s unbanked and un-

derbanked population including small and marginal farmers, micro and small industries,

among others. DHFL, SSK Microfinance, Share Microfin Limited, among others, lost

out on the SFB licence.

Financial and Banking News 1. SBI Life launches CSC Saral Sanchay - SBI Life launched CSC Saral Sanchay - an individual, non-linked, non-participat-

ing, variable insurance plan with dual benefits of a life insurance cover and savings. Any Indian citizen between 18-60 years

of age can opt for this plan. A guaranteed interest rate of 1% p.a. will be applicable throughout the policy term. Further, an

additional interest rate (AIR) of 4% p.a. will also be applicable during the first 5 years and an AIR of 0.5% from the sixth

year. Besides helping consumers save regularly, it would support a family in case of an unforeseen event.

2. G20 Finance Ministers and Central Bank Governors meet in Turkey - Finance Minister Arun Jaitley and RBI Governor

Raghuram Rajan participated in the G20 meet that was held in Ankara, Turkey on September 4-5, 2015. Ministers and gov-

ernors from Argentina, Brazil, China, France, Germany, Italy, Japan, Russia, South Africa, Turkey, the UK, the US and the

European Union also attended the meet. The dignitaries reviewed recent global economic developments across the world,

discussed the volatility in financial markets, the challenges and collective measures to resolve them, among others.

3. UK India's largest FDI source among G20 countries - UK emerged as the largest investor in India among all other

G20 countries. Between 2000 and 2015, UK's FDI to India made for 9% of the total FDI in the country - $22 billion. Of the

total $73.9 billion invested by G20 countries, largest sum was invested by UK, followed by Japan ($18.3 billion), US ($13.7

billion), Germany ($ 7.6 billion) and France ($ 4.5 billion). In the 15-year period, UK's FDI created around 138,000 direct

jobs, which is 7% of the total 1.96 million jobs generated by FDI in India.

4. Andhra Bank launches 2600th branch and 3000th ATM: On September 11, Andhra Bank launched its 2600th branch

and 3000th ATM at Yadgirigutta and Secunderabad respectively. The bank has presence across 26 states and three Union

Territories with 43% of the branches in semi-urban/rural areas. 231 branches are in unbanked rural centres. Managing Di-

rector and CEO Satish Kumar Kalra e-launched the establishments.

5. SBI launches online shopping card SimplyCLICK: On September 15, the State Bank of India (SBI), launched Simp-

lyCLICK - a card to enhance the experience for India’s large online shoppers. The card was introduced in partnership with

seven e- commerce firms, viz. Amazon India, BookMyShow, Cleartrip, FabFurnish, Food Panda, LensKart and Ola Cabs.

6. Paytm to launch payments bank by March: Mobile payments firm Paytm announced the launch of a payments bank by

March 2016. The company is open for partnership with banks, NBFCs or insurance companies with focus only on product

development. Paytm's founder and CEO Vijay Shekhar Sharma got the RBI’s approval to set up a payments bank in August

2015 along with 9 other entities-Reliance, Vodafone, Airtel, Birla and TechMahindra, among others.

7. Forward Markets Commission merges with SEBI: The capital markets watchdog Securities and Exchange Board of India

(SEBI) and the commodities regulatory body Forward Markets Commission (FMC) were merged on September 28. The

ceremony took place in Mumbai in the presence of Union Finance Minister Arun Jaitley. The aim is to systematise financial

sector regulators and curtail speculations in the commodities market to drive holistic growth.

8. Rs.1.22 lakh crore to be disbursed under MUDRA scheme: Finance Minister Arun Jaitley announced that the govern-

ment aims to disburse Rs.1.22 lakh crore by the end of FY15-16 under the Pradhan Mantri MUDRA (Micro Units Develop-

ment Refinance Agency) Yojana. He also launched a week-long (September 25-October 2) Mega Credit Campaign under

PMMY in New Delhi. Jaitley informed that till date Rs.24,000 crore has been disbursed to about 37 lakh small entrepre-

neurs under this scheme.

Reports and Studies

1. WEF Report 2015 released - India fares low: A two-year study on income inequality was released recently by the World

Economic Forum (WEF) wherein India fared miserably low. Titled 'Inclusive Growth and Development Report 2015', it

ranks India 37th out of 38 lower-middle-income countries in fiscal transfers. In the category of 'asset building and entrepre-

neurship', especially the sub-pillar 'small business ownership', India ranked lowest (38th). However, India fared better in

some areas- 8th in 'corruption and rents' category, 6th and 12th in the sub-pillars of 'concentration of rents and business' and

'political ethics' respectively.

2. India among the bottom 11 of Asia Pacific Economies in terms of entry-level salaries: Professional services company

Tower Watson’s study on entry-level salaries to graduate employees shows that India ranks among the lowest i.e. 9th out of

the top 11 Asia-Pacific economies. Indian graduates’ average monthly pay in the entry-level stands at $400 (Rs.26,640). The

rankings revealed that this is less than a fifth of what is being paid to fresh graduates in South Korea and Singapore.

3. UNEP releases the Global Waste Management Outlook 2015: The United Nations Environment Programme (UNEP)

released the Global Waste Management Outlook - a first-of-its-kind report on waste management at the global level- for the

first time on September 7. The study was jointly prepared by UNEP and the International Solid Waste Association (ISWA),

aimed at generating awareness among governments and the public in general about different sources of wastes, assessing its

impact on the environment, health and finding solutions to address the same.

4. Murder convicts in Delhi and J&K more likely to be sentenced to death-NCRB: As per the National Crime Record Bu-

reau's latest study called 'Hanging in Balance: Arbitrariness in Death Penalty Adjudication in India', a murder convict in

Jammu and Kashmir and Delhi has a high probability of being given the death sentence vis-à-vis any other state. While in

J&K a person convicted of murder is 6.8 times more likely to have the noose around his/her neck, in Delhi the probability is

six times more than the national average.

5. India's IISc and IIT-D among world's top 200 universities: Two Indian institutes figure in Quacquarelli Symonds' (QS)

list of the top 200 universities in the world. The Indian Institute of Science (IISc), Bangalore and the Indian Institute of

Technology, Delhi (IIT-D) have been placed 147th and 179th respectively. Massachusetts Institute of Technology (MIT)

and Harvard University hold the first and the second position respectively. As per the QS report, "While the IITs and the

Institute of Science have all progressed in this edition, the large comprehensive universities, such as the University of Delhi

and the University of Mumbai have lost ground, principally because of the normalization by faculty applied to the research

indicator besides deterioration in other dimensions.”

6. Indian IT firms provide 4 lakhs job in US- NASSCOM report: The National Association of Software and Services

Companies' (NASSCOM) report titled 'Contributions of India's Tech Industry to the US Economy' was released ahead of

PM Narendra Modi's recent visit to the US as part of the ongoing US-India strategic and commercial dialogue in Washing-

ton DC. As per the findings, Indian IT companies have provided over 411,000 jobs, both direct and indirect. Jobs supported

by India's IT sector in the US grew at an annual rate of 10% from 2011 to 2014, or about six times higher than the average

growth rate of jobs, which was 1.7% during that period. Besides job creation, the Indian IT industry invested over $2 billion

during 2011-2013 and paid $22.5 billion in taxes to the US Treasury in the same period.

7. Health Ministry releases National Health Profile: The Union Health Ministry released the National Health Profile, a

comprehensive report on people’s health and the resources made available to ensure good health including finance, infra-

structure and human resources. Prepared by the Central Bureau for Health Intelligence (CBHI), the report reveals that India

has only 938,861 registered allopathic doctors i.e. just seven doctors per 1,000 people. Further, Maharashtra and Bihar have

the worst doctor to patient ratios, with each doctor serving 27,790 and 28,391 patients respectively. Chhattisgarh ranked

third with doctor patient ratio of 1 is to 25,032. It also revealed that the total number of hospital beds in rural and urban ar-

eas, number of auxiliary nurse midwives (ANMs), and total dental surgeons, among others. It stated that the Centre's share

in public expenditure on health has been falling over the last two years.

8. UN Report - An estimated 57% of the world's population still without Internet: The UN released a report titled the

'State of Broadband' in September 2015, as per which an estimated 57% of the world's population have no access to Internet

and thus are not benefitted by the economic and social benefits the medium offers. The report came ahead of the summit

that was held in New York, wherein discussions were held on the new Sustainable Development Goals, which include ac-

cess to information and communication technology (ICT).The report revealed the sheer work needed to be done by coun-

tries to enhance internet penetration and bridge the digital divide.

9. McKinsey Global Institute's report stresses on gender equality for higher growth: McKinsey Global Institute (MGI)

recently conducted a study in 95 countries and published a report concluding that increased participation of women in work-

place contributes to an increased GDP. The study report stated that India can add 60% (or $2.9 trillion) to its GDP by 2025

if it increases women's participation in the economy by reducing gender inequality.

10. UK lags behind in terms of productivity among the G7: As per data released by UK's Office for National Statistics

(OSO), the country was much less productive in 2014 than its G7 counterparts. While the UK was slightly worse than Italy

and Canada, it was trailing behind the US, Germany and France by a huge margin. UK's output per hour was 20% below the

G7 average. Economists attribute the slump in productivity to global economic downturn.

1. International conclave Samvad in New Delhi - On September 5, Modi visited Bodh Gaya in Bihar, the place where

Lord Buddha attained enlightenment and thus the most important Buddhist pilgrimage. Modi's visit coincided with

'Samvad - Global Hindu Buddhist Initiative on Conflict Avoidance and Environment Consciousness', which was or-

ganised to discuss rising incidents of conflict, terrorism and issues due to climate change, across the world. Delegates

from 90 countries, including former Sri Lankan president Chandrika Kumaratunga and foreign ministers of Japan,

Myanmar, Nepal, Bhutan, Taiwan and other Buddhist countries, attended the meet.

2. Forbes India Rich List-Flipkart founders make their debut at 86th place: With a net worth of $1.3 billion, Flipkart's

founders Binny Bansal and Sachin Bansal became the first e-commerce billionaires as they made it to the Forbes India Rich

List, which features the country's 100 richest people. Mukesh Ambani was ranked first, followed by Dilip Shanghvi and

Azim Premji in the second and third places respectively.

3. Polish striker Robert Lewandowski scores 5 goals in 9 minutes: Polish national team skipper Robert Lewandowski, who

entered the game in half-time on September 22 night scored five goals in nine minutes, including the league's fastest hat-

trick, to guide Bayern Munich to a 5-1 victory against VfL Wolfsburg, at the Allianz Arena. As per reports, $1.11 million

that the team won will be donated to help resettle refugees who are arriving in Germany.

Science, Defence, Technology and Environment

1. NASA, USAID launched SERVIR-Mekong - The US Agency for International Development (USAID) along with NASA

launched the SERVIR-Mekong project to make regional environmental monitoring effective in five countries in the lower

Mekong region of Southeast Asia, namely Myanmar, Thailand, Cambodia, Laos and Vietnam. This project will enable

countries effectively address issues of natural resource and disaster management and support climate resilience studies in-

cluding reducing greenhouse gas (GHG) emissions. The technology will also help alert governments of countries in case of

a natural disaster.

2. Remains of hitherto unknown human species discovered in South Africa - Recently 15 bodies of previously unknown

human species were found in a cave in South Africa. The discovery has been acknowledged as a major revolution in evolu-

tion research. The newly found species have been named Homo Naledi, after the Rising Star Cave where the bones were

found. A Homo Naledi stands approximately at 1.5 m and weigh about 45 kilos.

3. Scottish scientists produce biofuel from whisky residues - In a first, scientists in Scotland developed a way to produce

biofuel from whisky residue, which is capable of powering cars. Edinburgh-based company Celtic Renewables was awarded

£11 million, to be used to build a new production facility after the first samples of bio-butanol have been manufactured from

by-products of whisky fermentation. The usage of biofuel will reduce dependency on traditional fuels, thereby lowering

greenhouse gas emissions.

4. India's Mars Mission completes one year: On September 24, India's Mars Orbiter Mission successfully completed one

year. The Indian Space and Research Organisation (ISRO) released the Mars Atlas on this day to mark the mission as the

Orbiter is expected to last many years. Mars Atlas contains images clicked by the Mars Colour Camera (one of the five sci-

entific payloads installed in the spacecraft) and the results obtained by other payloads. The organisation will also publish a

book on November 5th this year titled- 'Fishing Hamlet to Mars'.

5. Flowing water present on Mars-NASA: NASA scientists recently confirmed the presence of liquid water on Mars giving

credibility to the search for life beyond Earth and strengthening hopes of people wishing to travel to the red planet. "The

existence of liquid water, even if it is super salty briny water, gives the possibility that if there's life on Mars, that we have a

way to describe how it might survive," said John Grunsfeld, associate administrator for the Science Mission Directorate at

NASA. Some of the earliest missions to Mars revealed several sources of water. NASA rovers are finding that there's a lot

more humidity in the air and the soil is much more moist than anticipated. Jim Green, director of planetary science at NASA

stated that the time is ripe to look in the right places and investigate whether life existed in Mars.

6. Joint Military exercise conducted by Sri Lanka and India- MITRA SHAKTI 2015: Recently India and Sri Lanka be-

gan joint military exercise termed as MITRA SHAKTI 2015 in Pune, Maharashtra. This is the third edition of training exer-

cise between both countries that seek to share best military practices and promote healthy military relation and co-operation.

7. 2015 Nansen Refugee Award Aqeela Asifi The United Nations High Commissioner

for Refugees gave this award to Aqeela

Asifi, an Afghan refugee teacher, in

recognition of her dedication to educate

young Afghan refugee girls in Kot

Chandana village in Mianwali, Pakistan.

Asifi, 49, came to Pakistan from Kabul

in 1992, and has steered a thousand refu-

gee girls through primary education.

8. Jnangarima Manad Alankaran award Shamim Hanfi Renowned Urdu litterateur Shamim

Hanfi was conferred with the Jnan-

garima Manad Alankaran by Bharatiya

9. Community Impact Award at Google

Science Fair

Lalita Prasida Sripada Srisai Indian student Lalita Prasida Sripada

Srisai from Odisha won this award at the

fifth annual Google Science Fair, held in

California, United States. The 13-year-

old developed a low-cost bio-absorbent

based water purifier which uses waste

corn cobs as key ingredient. She will re-

ceive Google's support for a year for her

project and a cash prize of $10000.

12. Champions of Change Award Swetha Prabakaran A 15-year-old Indian-American girl

Swetha Prabakaran received the White

House's prestigious Champions of

Change award for her efforts to em-

power the community by teaching Inter-

net coding through her NGO. Named

Everybody Code Now!, the NGO

founded by Swetha works to endow the

youth with knowledge and encourage

them to become engineers, scientists,

and entrepreneurs.

13. Limca Book of Records for the

largest Yoga performance

National Cadet Corps (NCC) India’s National Cadet Corps (NCC)

was presented with the certificate of

Limca Book of Records for the largest

yoga performance. The record was made

on International Yoga Day when NCC

members simultaneously performed at

multiple venues.

14. 2015 Lata Mangeshkar Award for

Lifetime Achievement

Prabhakar Jog Prabhakar Jog, noted violinist and music

composer, will be given this award for

his contributions in the field of music.

Maharashtra government has chosen Jog

for this honour due to his significant

contributions to the Marathi and Hindi

music industry over the past 60 years.

Obama approved the long pending demand of Native Americans to rename Mount McKin-

ley, the highest mountain peak in North America, as Denali. The White House statement

said, "This designation recognises the sacred status of Denali to generations of Alaska's na-

tives.”

2. ISIS bombs ancient temple of Bel in Palmyra - The 2000-year-old temple of Bel in Pal-

myra was destroyed as the militant group Islamic State of Syria (ISIS) blew it up it in early

September. Temple of Bel is one of the ancient and carefully preserved historical sites in

Syria, dedicated to the Palmyrene gods. As per the head of Syrian Department of Antiquities

and Museums, there was an explosion within its perimeter but the basic structure of the site

was unharmed. However, satellite images show that the main building along with several

columns in the vicinity were brought down.

3. 12 Syrian migrants die in an attempt to reach Greece: On September 2, Turkish

coastguards carried the body of a young Syrian boy who was washed ashore, along with 11

others, in a failed attempt to escape to Greece. Over the past 5 years, the Syrian conflict has

been consistently escalating causing thousands to be killed and several more to flee the

country risking their life. For the last few months, Europe is dealing with a huge influx of

refugees from Syria. Four million Syrians have registered/are awaiting registration with the

UNHRC.

4. Polio Virus discovered in Europe for the first time since 2010: In September 2015, two Ukrainian children were detected

with polio for the first time since 2010. The WHO said that both cases occurred because immunisation rates in Ukraine were

extremely low. India has been declared polio-free, however in neighbouring countries of Afghanistan, Iraq and Pakistan, the

disease is still endemic.

5. SAARC conference on disaster mitigation held in New Delhi: Heads of South Asian Association for Regional Cooperation

(SAARC) nations met in New Delhi on 2nd September 2015 for a discussion on issues related to disaster mapping and mitiga-

tion. From India, the National Disaster Management Authority (NDMA) and National Disaster Response Force (NDRF) partici-

pated in the conference that was held to formulate joint efforts considering the increased frequency of disasters in the wake of

the recent earthquake in Nepal.

6. India to allow Bangladesh and Pakistan refugees to stay on humanitarian grounds: The Union government has decided

to allow refugees belonging to minority communities from neighbouring Bangladesh and Pakistan to stay in India despite expiry

of their visas on humanitarian grounds. Refugees who have entered India on or before December 31, 2014 would be allowed to

stay without papers.

7. India and UK to work towards a FinTech Bridge – It was recently announced that India and Britain will collaborate to

create a 'FinTech bridge', in order to encourage close partnership and investment between their financial technology companies.

8. France to close down oldest nuclear plant before 2018 - The French government announced its decision to close down the

nation's oldest nuclear power plant earlier this September. The plant will shut down no later than 2018 as part of the plan to re-

duce dependency on nuclear power. The French Parliament, passed a law in July to reduce the share of nuclear power to 50 per

cent by 2025 from the current 75 per cent, which is higher than any other country in the world.

9. Hungary opines to declare state of crisis: On September 10, Hungary's Interior Ministry reported that it has proposed dec-

laration of a "state of crisis due to mass migration" as of September 15 based on the bills passed. More than 160,000 migrants

have reportedly entered Hungary over this year and heading to richer economies in the EU such as Germany.

10. UN motion gives India hope for a permanent seat in UNSC: In the first major step towards negotiations for India's per-

manent seat in the UN Security Council (UNSC), the UN General Assembly on September 14 announced to use negotiating text

as the basis for discussion on the issue instead of relying solely on statements and speeches. India as well as other countries have

welcomed the move. India's Permanent Representative to the U.N. Asoke Mukerji informed, "All of us are celebrating the fact

that we can talk about UN reforms with an actual piece of paper on the table."

11. India misses targets of the UN Millennium Development Goals: India has to achieve the Millennium Development Goal

(MDG) by the end of 2015, however, as per the Ministry of Statistics and Programme Implementation’s (MoSPI) report, only

six of the 18 targets have been fully met. Another report brought out by the UN Economic and Social Commission for Asia and

the Pacific proves that India has met only four of the eight MDGs. MDG targets included eradication of extreme poverty and

hunger, achieving universal primary education, encouraging gender equality, bringing down child mortality and improving ma-

ternal health, among others. Of these, India has only managed to halve poverty from the 1990s level, ensure gender parity in

primary school enrolment, reduce HIV/AIDS, malaria and TB deaths. However, India is far from reducing maternal and child

mortality, eliminating hunger and ensuring access to proper sanitation facilities, among others.

12. Nepal adopts democratic constitution - On September 20th, Nepal adopted a democratic constitution after years of delib-

eration. Some of the highlights of the constitution are - It is the first in Asia to specifically protect the rights of LGBT commu-

nity. Further, the state and judiciary are prohibited from discriminating against sexual and gender minorities. Despite certain

sections' demand to declare Nepal a Hindu country, the constitution defines Nepal as a secular country. Proselytising is illegal

under the new constitution as incidents of marginalised and lower caste Hindus converting to Christianity remains high. The

constitution has been criticised by some section of people for discriminating against women as it has separate, unequal provi-

sions for men and women in passing on citizenship. It has also been criticised for not being truly secular as the constitution de-

fines secularism as the "protection of Sanatan religion culture, as well as cultural and religious freedom".

13. Japan passes contentious security bills: Japan’s parliament passed a bill which may soon lead to Japanese troops fighting

abroad for the first time in 70 years. Though this bill was welcomed by Japan's ally - the US - the legislation has sparked mas-

sive protests across the nation. From ordinary citizens to the privileged, people have asserted that it violates the pacifist constitu-

tion and would involve Japan in US-led conflicts nearly 70 years after the post-war peace.

14. Alexis Tsipras-led Syriza party wins snap elections in Greece: In the snap elections held in September 2015, Alexis

Tsipras' Syriza party won around 36% of the total votes. The strongest challenger - New Democracy - conceded defeat with only

28% of the total votes. Syriza party has won 145 seats and will form a coalition government with Independent Greeks who have

another 10 seats to add. Tsipras called for snap elections in late August following a series of revolts from Syriza MPs, who

formed a new party called Popular Unity (which won only 3% of votes).

15. Nigeria no longer a polio-endemic country: Recently, the World Health Organisation (WHO) removed Nigeria from the

list of polio-endemic countries. This has been acknowledged as a historic achievement for Africa's most populous country. As

per the WHO's statement, "This is the first time Nigeria has interrupted transmission of wild (naturally occurring) poliovirus,

bringing the country and the African region closer than ever to being certified polio-free." This leaves only Pakistan and Af-

ghanistan on the list.

16. UN General Assembly adopts new sustainable development goals: In September 2015, the 193-member UN General

Assembly formally adopted a new framework of goals – ‘Transforming Our World: The 2030 Agenda for Sustainable Develop-

ment’, which comprises 17 goals and 169 targets to eliminate poverty, inequality and tackle climate change. These goals broadly

include economic growth, social inclusion and environmental protection.

17. G4 nations rally for permanent UNSC seat: On September 26, PM Narendra Modi hosted a summit in New York, with

G4 member leaders, namely - German Chancellor Angela Merkel, Brazilian President Dilma Rousseff and Japanese Prime Min-

ister Shinzo Abe. The four countries pushed for reforms in the United Nations Security Council (UNSC), reiterating that they

are legitimate candidates for permanent membership in an expanded and reformed council. The UNSC is a powerful world body

that is responsible for international peacekeeping and bringing about changes in the UN charter.

18. Taliban captures Afghan's Kunduz city in a massive assault: The Taliban captured the city of Kunduz in northern Af-

ghanistan on September 28. This event marked setback not just for the Afghan government but the US and NATO that have

been struggling to bring the situation under control for years.

19. Super typhoon Dujuan wrecks Taiwan: Super typhoon Dujuan killed at least two people and injured over 300 civilians in

Taiwan. The storm followed by rains wreaked havoc in the north of the island leaving cities without electricity and resulting in

landslides in some parts. Over 12,000 people were evacuated and almost 3,000 were in temporary shelters.

Important News - India and States

1. Centre allocates Rs.410 cr. to minimise impact of deficit monsoon: In order to reduce the negative effects of deficit

monsoon, the Union government has allocated Rs.410 crore to 20 states and Union Territories this year under the Pradhan Man-

tri Krishi Sinchayee Yojana (PMKSY). Ministry of Agriculture has observed that in the past few years, 219 districts in the coun-

try have been frequently affected by drought. Realising the gravity of situation, the Centre has identified the most vulnerable

areas that require immediate attention for water conservation, harvesting and ground water recharge.

2. Government to do away with MAT for FIIs: On September 1, Union Finance Minister Arun Jaitley announced the govern-

ment's decision to waive off the minimum alternate tax (MAT) on capital gains made by Foreign Institutional Investors (FIIs) and

Foreign Portfolio Investors (FPIs) prior to April 1, 2015. The decision was taken based on Justice A P Shah Committee's report,

which said there is no legal footing for levying 20 per cent MAT on past capital gains.

3. Central government announces plans to create Green Highways Fund: The government announced plans to create a Green

Highways Fund in order to transform its 96,000 km network of National Highways into "green corridors". It will thus be mandatory

to set aside 1% of the total road project cost for tree plantation. The Ministry of Road Transport and Highways is formulating the

'Green Highways (Plantation & Maintenance) Policy -2015' to develop eco-friendly NHs with the participation of the community,

NGOs, private sector, among others.

4. Union Ministry bans multi-dose vials of diclofenac: As the Asian Vulture has been on the verge of extinction, the Union

Health Ministry has banned multi-dose vials of human formulations of the painkiller diclofenac to protect the species. In 2006,

most of the vulture population was annihilated due to this drug. Chris Bowden, Globally Threatened Species Officer and Pro-

gramme Manager for SAVE (Saving Asia's Vultures from Extinction), called it one of the biggest conservation actions taken to

protect the much-neglected species.

5. Central Armed forces to have 33% reservation for women: Union Home Minister Rajnath Singh in September 2015 an-

nounced that CISF will be the first among Central Armed Police Forces to achieve 33 percent reservation for women. He informed

that women represent 5.04 per cent of CISF force and the Centre had issued a circular to Union Territories directing them to recruit

33 per cent women in police forces.

6. Odisha govt. renames Wheeler Island as Abdul Kalam Island: Odisha government recently renamed the Wheeler Island as

Adbul Kalam Island as a tribute to late Dr. APJ Abdul Kalam and his contributions to India's missile technology. Chief Minister

Naveen Patnaik said that the Wheeler Island, which is the missile launching station of Defence and Research Development Or-

ganisation (DRDO), had played a major role in test fires and Dr Kalam had contributed hugely for the same.

7. Cabinet approved 6% hike in dearness allowance for government employees - The Union Cabinet in September approved

a 6% hike in the dearness allowances of government employees and pensioners which will benefit 48 lakh government employees

and 55 lakh pensioners. The dearness allowances now stand at 119 per cent.

8. INS Vajrakosh recently commissioned in Indian Navy - On September 9, Union Defence Minister Manohar Parrikar, com-

missioned INS 'Vajrakosh', a naval station at Karwar, Karnataka. Together with the INS Kadamba, 20 km away, INS Vajrakosh

spreads out about 1000 acres and becomes the largest naval base east of the Suez Canal. Vajrakosh which loosely translates to

'Thunder Chest' was constructed as the second phase of project seabird, which was initiated in 1985.

9. Haryana honours Emergency protesters: In a first, Haryana Chief Minister Manohar Lal Khattar announced the decision to

honour people who agitated against the Emergency imposed by Indira Gandhi during 1975-77, and were consequently harassed.

The protesters are entitled to benefits like free travel in all state buses and 75% discount on state-run Volvo buses, starting October

10. Krishna and Godavari rivers interlinked in Andhra Pradesh: On September 16, in a momentous step in the mission to

interlink rivers, Godavari and Krishna rivers were formally connected in Andhra Pradesh. Chief Minister N Chandrababu Naidu

inaugurated a pylon at Ibrahimpatnam where Godavari's water, flowing from the neighbouring West Godavari district, was linked

to Krishna. This step would not only help farmers in Krishna delta and Guntur region (which suffers from acute shortage) but also

enable generation of power.

11. Apoorva and C - 421 commissioned by the Indian Coast Guard: On September 21, the two indigenously built Indian Coast

Guard Ships - Apoorva and C - 421 - were commissioned at Mumbai's Naval Dock. Apoorva is a 50-metre long Fast Patrol Vessel

(FPV) and C-421 is a water jet propelled vessel. Both ships are expected to strengthen maritime security. The coast guard officials

informed, "Apoorva is equipped with state-of-the-art weaponry, advanced communication and navigational equipments that make

her an ideal platform for undertaking multifarious close-coast surveillance, interdiction, search and rescue and medical evacuation

missions. The ship will be based in Goa." C-421 will be based in Androth (Lakshadweep Islands) and is fitted with medium range

armaments designed for close coast and shallow water operations.

12. UNDP to help in Arunachal Vision 2030 implementation: In September 2015, the United Nations Development Programme

(UNDP) expressed interest in supporting the implementation of Arunachal Vision 2030 and the CM's Mission on Skill Develop-

ment and Employment Generation in Arunachal Pradesh. The Arunachal Vision - 2030 elaborates the medium and long term goals

to be achieved by the state in 6 fields including social harmony, infrastructure, economic potential, social sectors, border security

and resource mobilisation.

13. Virbhadra Singh is the first serving CM to undergo CBI raid: On September 26, the CBI raided the residences of Himachal

Pradesh's serving Chief Minister Virbhadra Singh in the case of disproportionate assets. He is already under the Income Tax

Department's scanner. The CBI carried out searches at 11 places - including Singh's residences in Shimla and Delhi, among others.

Some opposition leaders criticised the raid as a vindictive act as it clashed with the day when Singh's daughter, Minakshi Singh

was getting married.

14. Supreme Court directs government to grant citizenship to Chakma Hajong refugees: The Supreme Court of India re-

cently directed the Union government and the Arunachal Pradesh government to grant citizenship to refugees in Chakma Hajong

region in a period of three months. The refugee in news had migrated from Bangladesh in 1964-69 and settled in the state.

1. Sun Edison Inc. signs MoU with Tamil Nadu: On September 9, US-based renewable

energy firm SunEdison signed a Memorandum of Understanding (MoU) with the Tamil

the next 5 years. This is part of the company's bigger plan to develop 15.2 GW of re-

newable energy in India by 2022.

1. Ratan Tata invests in Infinite Analytics: Chairman Emeritus of Tata Sons Ratan Tata

invested an undisclosed sum in a big data analytics start-up Infinite Analytics. The start-up

helps customers like eBay, Croma Retail, Air BnB and others rake through reams of data

and highlight hidden insights, patterns and unknown correlations.

2. Snapdeal acquires US-based start-up Reduce Data: Snapdeal.com recently acquired

Reduce Data, Silicon Valley-based advertising technology start-up. Snapdeal aims to build

discovery platform, tools for brands and over two lakh sellers on the marketplace. As per re-

port by investment bank Goldman Sachs, the battle to acquire talent and technology is

catching pace in India's speedily growing e-commerce industry, which is worth $7 billion

(Rs.46,347 crore) and is expected to reach $220 billion (Rs.14.5 lakh crore) by 2030.

3. Anil Ambani's RDL signs MoU with Abu Dhabi Ship Building: On September 7, Anil Ambani-led Reliance Defence Ltd

(RDL) signed an MoU with Abu Dhabi Ship Building (ADSB) to set up a strategic partnership for construction of naval ships

including frigates and destroyers to meet the demands of the Gulf Cooperation Council (GCC) in the next decade. ADSB is a

leading provider of construction, repair and refit services for naval, military and commercial vessels based in UAE and RDL is a

fully-owned subsidiary of Reliance Infrastructure Limited, India.

4. Telecom service provider Uninor rebrands itself as Telenor: Uninor, the wholly-owned subsidiary of Norway-based

Telewings, will rebrand itself as Telenor, the name by which the parent company operates in 12 countries. Telenor entered the

Indian market in 2009 and initially operated in a joint venture with real estate investment firm Unitech. However, the latter ex-

5. Google to launch scholarship program Android Nanodegrees: Google announced the launch of Android Nanodegrees, a

program that aims to enhance skills of app developers in India. To be launched in partnership with Udacity and Tata Trusts, the

duration of the online course would range from 6-9 months with a monthly fee of Rs.9800. A total of 1,000 scholarships would

be offered to deserving students by Google and Tata Trusts. The tech giant has also declared that if a student successfully com-

pletes the degree, 50% of the tuition fee would be refunded.

Important Schemes Launched by Union Government and State Governments 1. SAHAJ scheme for online release of new LPG connections: In another boost to the government's Digital India campaign,

the Petroleum and Natural Gas Ministry on August 31 launched SAHAJ in Delhi. It is an online LPG service, which will

help consumers avoid hassles in getting new connections. The new system will be available on the government's LPG por-

tal-PAHAL and every oil company's website.

2. Government launches Niryat Bandhu @ Your Desktop: The Union government on September 9th, launched an online

certificate programme for exporters and importers named 'Niryat Bandhu @ Your Desktop. This certificate programme was

launched under the Niryat Bandhu Scheme of the Directorate General of Foreign Trade (DGFT) to help new importers and

exporters learn the essentials of trade.

3. Union HRD Ministry to get global scholars to teach in India under GIAN scheme: The Union Human Resource Devel-

opment Ministry has made an agreement to rope in academicians from global universities to teach 200 short-term courses in

Indian institutes by the end of 2015. The first course under GIAN is expected to begin at NIT Suratkal in November 2015;

Professor Prashant V Kamat, the John A. Zahm Professor of Science from University of Notre Dame, USA is likely to take

the lecture. Scholars like American philosopher Judith Butler and Indologist Dean Schulman are also expected to teach at

Indian universities.

4. Union Government launches Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY): In order to ensure the wel-

fare of people affected by mining projects and related operations, the Union government launched the Pradhan Mantri

Khanij Kshetra Kalyan Yojana (PMKKKY) scheme on September 17. This programme will use funds generated by the

District Mineral Foundations (DMFs) to implement welfare schemes in mining-affected areas. One of the main objectives is

to minimise the adverse impacts, during and after mining, on the environment, health and socio-economics of people in min-

ing districts.

5. Cabinet approves Shyama Prasad Mukherji Rurban Mission: On September 19, the Union Cabinet approved the

Shyama Prasad Mukherji Rurban Mission to drive social and economic advancement in rural areas. With an outlay of

Rs.5142.08 crore, the Rurban Mission will develop clusters of smart villages that have a potential for holistic growth. The

clusters would be developed by encouraging economic activities, local entrepreneurship and creation of infrastructure. The

government would set up 300 such clusters across India by 2019-20.

1. Lewis Hamilton wins the 2015 Italian Grand Prix: Britain’s Lewis Hamilton of Britain won the 2015 Italian Grand Prix

Formula 1 finals, which was held at Monza, Italy. This was Hamilton's seventh title in 2015 and third victory at Monza, the first

being in 2012 and second in 2014. He has the record of being the first British racer to have 40 wins.

2. Sebastian Vettel wins Singapore Grand Prix of F1: German driver Sebastian Vettel won the 2015 Formula 1 Singapore

Grand Prix in September 2015. Marina Bay Street Circuit, which is the first street circuit in Asia, was the venue for the race.

3. Lewis Hamilton wins Japanese Grand Prix: Mercedes driver Lewis Hamilton won the Japanese Grand Prix on September

27, moving a step closer to bagging his second straight F1 title. The Briton crossed the finish line in 18.9 seconds pushing back

2015 IAAF World Championships. Dibaba beat Kenya's Helah Kiprop and Bahrain's Eunice Kirwa, who claimed silver and

bronze respectively.

2. Indian boxer Vikas Krishan bagged a silver at the Asian Championship: Indian boxer Vikas Krishan (75kg) settled for a

silver medal against Uzbekistan's Bektemir Melikuziev in a close summit clash of the Asian Championships, Bangkok.

India's medal tally totals to one silver and three bronze medals of which Vikas Krishan won the silver, L Devendro Singh

3. Deepak Lather bags a gold at the 2015 Commonwealth Youth Games: Indian weightlifter Deepak Lather made his pres-

4. Anirban Lahiri becomes first Indian golfer to qualify for the President's Cup: In September, Anirban Lahiri became the

first Indian golfer to have qualified for the President's Cup. Lahiri qualified for it by being part of the top 10 international

players of the official world golf ranking at the conclusion of the 2015 Deutsch Bank Championship.

5. Floyd Mayweather Jr. defeats Berto in his last match: Floyd Mayweather Jr. won his final fight as a professional boxer

against Andre Berto in Las Vegas, US on September 13, 2015. He boosted his record to 49-0, matching legendary boxer Rocky

Marciano’s total wins when the latter ended his career, thereby earning a prestigious place among several other great boxers.

6. India ranks 22nd in the Asian football technical rankings: Of all the 46 member countries of the Asian Football Confeder-

ation, India has been ranked 22nd as per the new technical ranking system. However, India is highest among the South Asian

nations. In this system, points are given based on the performance of a country's national team and clubs (at AFC competitions)

in the last four years. South Korea leads the technical rankings list with 88.354 points followed by Saudi Arabia (84.666), Iran

(79.435), Japan (71.191), UAE (68.261), Australia (65.395), China (61.229), Qatar (56.280), Uzbekistan (52.334) and Kuwait

(43.635).

7. 2022 Asian Games to be hosted in Hangzhou: On September 16, the Olympic Council of Asia signed a contract with offi-

cials from China's Hangzhou city to host the 2022 Asian Games. The year 2022 is expected to be a major sporting year for

China with Beijing hosting the Winter Olympics in addition to the Asian Games. The next Asian Games would be held in Indo-

nesia in 2018, though initially Vietnam was to hold the games but withdrew citing financial reasons.

8. Manpreet Kaur shatters 18-year-old national record: The 25-year-old, Patiala-based Indian shot putter Manpreet Kaur

became the latest Indian athlete to qualify for next year's Olympics when she shattered an 18-year-old national record by her

throw of 17.96 metres. With this performance Manpreet also broke her previous best record of 16.39 that she achieved at last

year's Delhi National Open.

9. Abhinav Bindra bags gold at the Asian Air Gun Championships: Indian shooter, Abhinav Bindra, recently won a gold

medal in the men's 10-metre Air Rifle event of the Asian Air Gun Championships in New Delhi. The 32-year-old shot 208.3,

striking ahead of Kazakhstan's Yurkov Yuriy (206.6) and Korea's Yu Jaechul (185.3).

10. Pankaj Advani wins IBSF World Billiards Title: Pankaj Advani, India's ace billiards player, won the IBSF World Bil-

liards title on September 27, in Australia. This is his 14th world title. He defeated Singapore's Peter Gilchrist in the final by

1168 points when the match ended after 300 minutes.
