In their 1964 resolution opening the Kennedy Round, Ministers of GATT countries affirmed that every effort would be made to reduce trade barriers to exports of developing countries in the negotiations. With the adoption of Part IV of the Agreement, the developed contracting parties have further undertaken to accord high priority to the reduction and elimination of barriers to such exports. At the Punta del Este meeting of the Committee on Trade and Development, the developed contracting parties once again reaffirmed their willingness to consider improving their initial offers in the Kennedy Round on products of interest to developing countries. In this context they have undertaken to take such steps as are open to them to make cuts deeper than 50 per cent (including total elimination of duties) on such products. The Committee also recommended that to the maximum extent possible the tariff reductions in respect of products of interest to developing countries should be implemented immediately. While it was agreed that such action should be sought through specific consultations between developing and developed contracting parties concerned, it has been suggested that each of the major participating developed contracting parties might be presented with a list showing the products to which they are expected to give priority consideration as regards advance implementation and deeper cuts. 2. Attached are four such lists, addressed to the European Economic Community, Japan, the United Kingdom and the United States respectively. It should be noted that most developing countries participating in the trade negotiations have submitted specific requests to the developed countries and that in many cases they have already specified the products on which they would request reductions of more than 50 per cent or free entry. 1. The action requested of the developed countries concerned consists of the advance implementation of concessions without the phasing envisaged for the application of concessions in general and deeper cuts than the linear rate of 50 per cent or the reduction at present offered. In certain cases the request, as indicated in the individual requests lists, is for the elimination of duty or for the binding of existing free-entry treatment.

4, Although the present document includes no requests specifically addressed to the developed contracting; parties other than the four negotiating partners mentioned above, the developing countries hope that those countries would never­theless consider taking similar action such as is open to them in appropriate cases.
