Note by the Chairman
Attached is a notification received from Norway of an amendment of its agreement with Indonesia, effective for the period 1 October 1990 to 31 December 1991.
The bilateral agreement is contained in C0M.TEX/SB/1456.

Dear Mr. Ambassador,
Pursuant to Article 4:4 of the Arrangement Regarding International Trade in Textiles as extended by the 1986 Protocol, I am pleased to notify the Textiles Surveillance Body of certain amendments to the current bilateral textile agreement between the Government of the Kingdom of Norway and the Government of the Republic of Indonesia.
According to the amendments, 4 categories previously subject to quotas have been fully liberalized. Furthermore, concerning the remaining 3 clothing categories, children's garments up to and including size 152 cm have been excluded from the quotas.
The amendments, which were agreed upon in an exchange of notes dated 31 August 1990 and 21 September 1990, took effect on 1 October 1990.

The Royal Ministry of Foreign Affairs presents its compliments to the Embassy of the Republic of Indonesia and has the honour to refer to the Agreement between the Government of Norway and the Government of Indonesia relating to the exports from Indonesia of certain textile products for imports into Norway, signed at Jakarta on 13 May 1988.
The Royal Ministry of Foreign Affairs has further the honour to propose the following amendments to the aboveroentioned bilateral Textile Agreement:
(1) amend Article 3 of the Agreement to read: "This Agreement shall apply for the period 1 October 1987 - 31 December 1991." The consequence of this amendment is a 3 months extension of the agreement. For practical purposes the Ministry would propose that the present quota period is extended from 12 months to 15 months, i.e. that the quota period should be 1 October 1989 - 31 December 1990. The restraint levels would correspondingly be increased by 25 per cent.
(ii) delete from Annex A on product coverage, categories 3, 4, 6 and 8,
(iii) exclude from Annex A on product coverage, in the case of categories 1, 2 and 5, garments for boys and girls with height up to 152 cm. This would mean that Norwegian import licence for these si2es will be granted on the basis of an Indonesian Certificate of Origin, and that Norwegian licensing authorities would not require an Indonesian Export Certificate.
(iv) delete from Annex B on restraints, categories 3, 4, 6 and 8.
The Ministry proposes that these amendments taxe effect on 1 October 1990.
The above amendments of the Textile Agreement would imply that, the revised Annexes A and B would read as follows from 1 October 1990:

If the foregoing is acceptable to the Government of the Republic of Indonesia, this Note and the Embassy's Note of confirmation shall constitute an amendment to the bilateral Textile Agreement.

The Embassy of the Republic of Indonesia presents its compliments
to the Royal Norwegian Ministry of Foreign Affairs and has the honour
to refer to the latter's Note dated August 31, 1990 regarding the
proposed amendments to the Agreement between the Government of the
Republic of Indonesia and the Government of Norway relating to the
exports from Indonesia of certain textile products for imports into
Norway, signed at Jakarta on 13 May 1988, which reads as follows:

The Embassy of the Republic of Indonesia has further the honour
to inform that the abovementioned proposal is acceptable to the
Government of the Republic of Indonesia and confirms that this Note and
the Ministry's Note dated August 31, 1990 shall constitute an amendment
to the bilateral Textile Agreement between the Government of the Republic
of Indonesia and the Government of Norway relating to the exports from
Indonesia of certain textile products for imports into Norway, signed
at Jakarta on May 13, 1988.
The Embassy of the Republic of Indonesia avails itself of this
opportunity to renew to the Royal Ministry of Foreign Affairs the
assurances of its highest consideration.
