Subject: Tinkham Garage Site Management of Migration Water Quality Sampling Quarter 1 - June 1994
Dear Mr. DiLorenzo:
Based on our May 25, 1994 telephone conversation, GEI Consultants, Inc. (GEI) has scheduled the week of June 13, 1994 to initiate the Management of Migration (MOM) water quality monitoring program at the Tinkham Garage Site (site) in Londonderry, New Hampshire. Because the draft interim MOM Work Plan for ground water monitoring will be submitted while sampling is in progress, GEI proposes to conduct the Quarter 1 (Spring 1994) sampling event for volatile organic compounds (VOCs) hi general accordance with the prior EPA-approved document, Sampling and Analysis Plan (SAP) for On-Site Ground Water Discharge Evaluation. for the site, dated June 16, 1992 (GEI Project Number 89136). The following modifications to the June 1992 SAP are proposed:
• The MOM water quality monitoring program's sampling and data quality objectives are specifically outlined in the draft interim MOM Work Plan. These objectives, as drafted, take the place of the 1992 Sampling and Data Quality Objectives (Section 2). The data obtained from the water quality monitoring program will be used to evaluate concentrations of VOCs present in site ground water as the MOM remedy is implemented. Wells with detectable Total VOC results from the Quarter 1 sampling will be resampled in Quarter 2. The data quality objectives of representativeness and comparability are emphasized for the MOM monitoring program.

The site-specific Health and Safety Plan (HSP) of the June 1992 document will be revised to reflect the current GEI staffing for the sampling event. Section 6 of the HSP, Decontamination and Disposal, will have all references to decontamination with methanol removed. Alconox detergent will be used in place of methanol. We do not plan to containerize water purged from wells or water used for equipment decontamination.
Samples will be collected from the 56 wells designated in Table 4 of the draft interim MOM Work Plan (see attached). Well locations are shown on the draft Figure 2 (attached). Also attached for reference is the draft well summary table (Table 1) of the draft interim Work Plan document. The wells which will not be sampled in Quarter 1 of the water quality monitoring program are shown "shaded" in Table 4. GEI borings and well installations performed in 1992 were not intended for the purpose of ground water sampling. As such, they have been excluded from the water quality monitoring program. The reasons the "shaded" wells in Table 4 are not to be sampled include; the wells have been destroyed or have not been found; or the wells are currently non-functional for water quality sampling and require rehabilitation. Wells in strategic locations which have less than 75 percent of their screened or open-hole intervals open will be rehabilitated. Wells FW-11 and NAI-B will be proposed for rehabilitation (i.e., to reopen more of the installed screened section) between Quarter 1 and Quarter 2 (August 1994) of the water quality monitoring program sampling events. Other well rehabilitations, or exclusions from the water quality monitoring program, will be proposed based on the results of the Quarter 1 sampling.
Quarter 1 water quality samples will be collected by disposable PVC bailers for EPA Method 624 or Contract laboratory Program (CLP) Statement of Work (SOW) VOC analysis. The analyses will be performed by National Environmental Testing, Inc., Cambridge Division (NET), in Bedford, Massachusetts. The Quality Assurance Project Plan (QAPP) presented in the draft interim MOM Work Plan for water quality monitoring will supersede the June 1992 Appendix B QAPP where appropriate. NET's Laboratory Quality Assurance Plan (LQAP), Revision 4, dated April 15, 1994, and Standard Operating Procedure (SOP) for Volatile Organic Analysis of Aqueous Samples by Purge and Trap/Capillary or Packed Column Gas Chromatography/Mass Spectrometry, dated May 11, 1994, are provided in the MOM Work Plan and will be followed for the Quarter 1 water quality monitoring program analytical work. Tables 7.1 (pages 3 and 4, of 14) and 9.1 (pages 2 and 3, of 19) of the LQAP contain Quality Control Objectives, and Analytes and Reporting Limits, for Method 624 and CLP 3/90 SOW analyses as performed by NET.

• Section 5, Sampling Equipment and Procedures, of the June 1992 document will be modified to include development for sampling of deep bedrock wells by a continuous (15 minute), slow (5 to 10 gallons per minute), single-depth purge of the well with a submersible pump (as proposed in the draft interim MOM Work Plan for water quality monitoring program sampling of deep bedrock wells). This method of well development is used by GEI for bedrock well sampling at another superfund site. The VOC samples will be collected from the developed-depth with disposable bailers. The length of tubing used to reach the development-depth (within the bottom one-third of the well) will be dedicated to the well. Should the water level in the well be lowered to the depth the pump has been set at, additional tubing will be added to the setup to lower the pump to within 90 percent of the total open well depth and the well's development will be continued for an additional 15 minutes at 5 to 10 gallons per minute or until the well goes dry. Decontamination of the pump will be performed with Alconox-soap solution washes and water rinses. One submersible pump equipment blank sample will be collected for every 10 uses of any pump used to develop wells for sampling.
• Section 7 of the 1992 document, Data Evaluation and Reporting, will be superseded where appropriate by the data evaluation and reporting requirements as presented in the draft interim MOM Work Plan. All VOC samples collected in Quarter 1 will provide Level III analytical data (OSWER Directive 9355.0-78) and will be reviewed for data completeness, holding times, blank analyses, duplicate analyses, matrix spike and surrogate spike analyses, laboratory control sample analysis, and reporting limits. Ten percent (10%) of the wells sampled in Quarter 1 will have split samples collected for Level IV CLP SOW VOC analysis. A Level IV data validation will be performed on the laboratory CLP deliverables.
• Section 8, Schedule, of the 1992 document will be revised as follows:
1. Collection of MOM water quality monitoring program samples for Quarter 1 is scheduled for June 13, 1994, provided EPA's/New Hampshire Department of Environmental Services' approval is given to proceed as outlined in this letter.
2. Analysis and reporting of analytical results by NET to GEI will be completed within three weeks following the completion of the Quarter 1 water quality monitoring program's sampling event.
3. Deleted.
Analysis of samples from the relatively large number of wells which we propose to sample in Quarter 1 will provide current, comprehensive, baseline data of ground water quality at the site. GEI will propose specific wells for rehabilitation or deletion from the MOM water quality monitoring program as soon as we move past the first quarter's water quality sampling. The next three sampling quarters (Quarter 2, August 1994; Quarter 3, November 1994; and

Quarter 4, February 1995), prior to the one year anniversary sampling (Quarter 5; May 1995), will include sampling only those wells with detected VOC results. As you know, the MOM water level monitoring program has also begun.
We collected the second month of water level data on June 1, 1994. The monthly water level monitoring of all functional site wells will continue to be scheduled for the first week of each month.
