Call for Consultant Applications The United Nations Industrial Development Organization (UNIDO) in collaboration with the Macedonian Ministry of Environment and Physical Planning, the Ministry of Economy, the Energy Agency and the Macedonian Bank for Development Promotion is launching the implementation of the project “Catalyzing market transformation for industrial energy efficiency and accelerate investments in best available practices and technologies in the Former Yugoslav Republic of Macedonia”. The project, largely funded by the Global Environmental Facility and executed through the REC Country Office Macedonia, seeks to address many of the existing barriers to energy efficiency in Macedonian industry through an integrated approach that combines capacity building with targeted technical assistance interventions at the policy, market and energy efficiency implementation level (for more information on the project please see Annex 1). The project wants to contribute accelerating the transformation of the Macedonian market for industrial energy efficiency towards increased use and demand for best-available practices and technologies such as energy management systems in line with ISO 50001 and greater offer of related consultancy services. The GEF-UNIDO Energy Management Systems Capacity Building and Implementation (EnMS CBI) Programme has two objectives: 1. To equip local energy efficiency consultants, service providers and industry with the expertise, skills, methodologies and tools required to effectively implement and provide services for energy management systems in line with ISO 50001 2. To successfully pilot the implementation of energy management systems in line with ISO 50001 in a limited number of Macedonian enterprises and organizations. The GEF-UNIDO EnMS CBI Programme is a comprehensive training and implementation programme delivered and supervised by leading international EnMS/ISO 50001 experts through classroom, on-the- job practice and coaching. By the end of the Programme, participating national energy efficiency professionals are able to: Develop and implement energy management systems in line with ISO 50001 Provide expert technical assistance to enterprises, including coaching of facility personnel, for implementing energy management systems in line with ISO 50001 Conduct 2-day training on EnMS implementation in line with ISO 50001 Conduct 2-day training on Energy Performance Measurement and Indicators (EnPMI) for effective energy management.

Call for Consultant Applications

The GEF-UNIDO EnMS CBI Programme is primarily targeted to national energy efficiency consultants andprofessionals as well as few energy managers from enterprises. Other management system experts suchas Quality (ISO 9001) or Environment (ISO 14001) may also be selected as Programme trainee if they candemonstrate sufficient energy knowledge.

This Call for Consultant Applications aims to identify national energy efficiency consultants andprofessionals with the level of expertise and experience required to be selected and recruited as GEF-UNIDO EnMS CBI Programme trainee. National consultants and professionals will be eligible to becomeEnMS CBI Programme trainee if they will meet the following minimum requirements:

1. Bachelor degree in engineering or energy management related discipline2. At least 3-5 years working experience in the area of energy efficiency or management systems

consulting3. Good knowledge of the management, technical, financial and economic aspects involved in

determining efficient management and use of energy in industry or other energy related sector.4. Proven project development, planning, execution and coordinating skills5. Ability and experience in working with enterprises and/or other organizations in developing and

implementing energy efficiency projects.6. Macedonian citizenship7. Working knowledge of English.

What will EnMS CBI Programme trainees benefit?

The national consultants/professionals that will be selected by the UNIDO EnMS CBI Programme astrainees will enjoy the following benefits:

1. They will learn and acquire state-of-the-art knowledge, competencies, methodologies and toolsfor EnMS implementation in industry and other organizations from leading international experts

2. They will expand their energy efficiency services offer to industry in Macedonia and inneighbouring countries

3. They will receive a contract from the GEF-UNIDO project to remunerate the time worked withproject partner enterprises in the implementation of EnMS

4. Upon successful completion of the EnMS CBI Programme they will receive originals of the wholeUNIDO EnMS CBI Programme material for further use and dissemination

5. Upon successful completion of the EnMS CBI Programme they will become eligible to berecruited by the GEF-UNIDO project for delivering EnMS training and/or providing EnMSimplementation expert support to companies in Macedonia as well as abroad (a Certificate ofQualification will be issued by UNIDO)

ANNEX 1: Project overview

The GE-UNIDO project “Catalyzing market transformation for industrial energy efficiency andaccelerate investments in best available practices and technologies in the Former YugoslavRepublic of Macedonia” aims to reduce greenhouse gas emissions of industry in the Republic ofMacedonia to by accelerating the transformation of the local market for industrial energyefficiency (IEE) by addressing many of the existing barriers, in particular through strengtheningpolicy, regulatory and institutional frameworks for IEE and supporting increased diffusion of andinvestment in best available industrial energy efficiency practices and technologies.

The project pursues the objectives of reducing industrial GHG emissions and transforming thelocal market for IEE through barrier-mitigation interventions at three levels:

The Project consists of three components.

Component 1 - Strengthening Macedonian policy, regulatory and institutional frameworks for IEEand green industry

This component is designed to ensure that supportive policies, secondary legislation andprograms specifically targeted to promote and support industrial energy efficiency and energymanagement systems are put in place. It also aims to ensure that decision-makers build theknowledge needed to promote and support industrial energy efficiency in a sustainable andincreasingly more effective way.

Component 2 - Market development support for deployment and diffusion of best availablepractices and technologies for energy efficiency and environmental sustainabilityin industry

This component is designed to introduce and support deployment of energy managementsystems in line with ISO 50001 and best-available techniques for industrial energy systemsefficiency improvement in Macedonian enterprises and local IEE market. The goal will bepursued by working both on the demand and supply side for energy efficiency services, throughknowledge dissemination between industry decision-makers, skills and expertise upgrade ofnational EE service providers, training enterprises through hands-on experience and coaching inimplementing energy management systems and energy systems optimization projects. Thiscomponent makes use of a “Train-the-Trainers” approach.

Component 3 -Scaling-up of investments in energy efficiency technologies for industry

This component aims at accelerating the pace of investments in IEE projects and technologies.The project will intervene to enhance the use of existing financing facilities for investments inindustrial EE as well as to help mobilize additional financing from the Macedonian banking sector.The project will specifically focus on increasing the quality and number of IEE projects andinvestment proposals submitted to Macedonian banks; Increasing the incentives for

enterprises and banks to invest and engage in industrial energy efficiency projects.

The Project is funded by the Global Environment Facility (GEF) with a grant contribution of1,400,000 USD and committed co-financing from UNIDO, national government institutions,Macedonian Bank for Development and Promotion and other project partners to the level oftotal 5,900,000 USD.

The Project is implemented by UNIDO and executed by the REC Country Office Macedonia (RECCOM) in collaboration with the Ministry of Environment and Physical Planning, the Ministry ofEconomy, the Energy Agency of the Republic of Macedonia and the Macedonian Bank forDevelopment and Promotion. The project runs from February 2015 till August 2018.
