1.2 IDENTIFICATION Identification Requirements

Primary required; do not seat a candidate for an exam unless he or she provides one form of valid ID.

Citizens of Canada Examples of acceptable IDs include the following: • Passport • Government-issued driver's license • Permanent resident card • Military identification card • Province identification card

Primary ID Students are required to provide one valid form of identification. The ID must be government issued and non-expired. It must also include the student's name, address, date of birth, signature, and photograph. GED Testing Service® accepts the following primary forms of ID: • Passport • Driver's license • Learner's permit • National/state/country identification card • Any other form of government-issued ID (national or foreign), including Matricula

Consular Note: Most jurisdictions accept a government-issued ID from another state as a primary ID. If the jurisdiction requires proof of residency, and the student does not have a state-issued ID from that jurisdiction, the student must present proof of residency (e.g. utility bill). Refer to the jurisdiction reference sheet for more information. Students can provide more than one form of identification to meet the requirements above. If the student does not provide the proper IDs, the student must not be allowed to test. However, before turning a student away because of an ID issue, call the test center support line to contact a program coordinator. (Note: Test centers located in the U.S. and Canada should contact the test center support line at 1-866-389-3665 (option 1), and they will connect with a program coordinator. Note: When dealing with ID issues, create a case if you turn a student away. Be as specific as possible in cases about ID issues. If the student arrived with insufficient ID, explain what ID the student did and did not have and why the ID was disqualified. Note: GED Testing Service acknowledges that a small segment of the testing population may not be able to obtain traditional government-issued identification as detailed above. Common examples of impacted test-takers are homeless youth and those in Youth Offender programs as well as those inmates residing in halfway houses. In these instances GED Testing Service will work with the state in determining an appropriate form of identification for testing. Identification issued by a third-party program, i.e. non-government agency, is not acceptable by itself. A government agency must provide written confirmation as to the identity of the test-taker and the written confirmation should contain the student's name, date of birth, student signature, student photograph, and a signature from an employee of the government agency confirming the test-taker's identity. After the state has identified the appropriate and acceptable form of identification, the state may approve such additional qualified form of identification based on the policy stated above. For the sake of clarity, it is the state's responsibility to qualify and approve the additional form of identification. The state must communicate the additional acceptable form of identification to GED Testing Service for review and implementation. Implementation may take up to 90 days. ID Policy for DOC Inmates Students testing in DOC sites are not required to present an ID at the time of testing because the DOC completes registration and scheduling beforehand. DOC inmates brought to a testing center outside of a correctional facility are not required to present an ID. The guard acts as an ID for the student in these situations.

Secondary ID Not required Note: Some jurisdictions may require a secondary ID; refer to the jurisdiction reference sheet for additional requirements.

Local Language ID Government-issued local ID is acceptable as long as the ID meets the established Pearson VUE guidelines.

1.3 NAME-MATCHING GUIDELINES Follow the standard name-matching guidelines.

1.4 DEMOGRAPHIC CHANGES If a student needs to make changes to his or her address or other demographic information, direct the student to www.ged.com.

1.5 ADMISSIONS DATA Digital signature, palm vein, and photograph Note: • A digital signature and photograph are not collected at DANTES centers and correctional facilities that do not have

the admissions equipment to capture the data. • Palm vein is only collected at international test centers (sites outside of the United States and Canada) that have

the admissions equipment to capture the data. Thus, palm vein is not collected at any test centers in the United States and Canada. Palm vein is also not collected at international test centers that do not have the equipment to capture the data.

1.6 ADMISSIONS DATA WAIVERS If a student requests a photo waiver, refer the student to his or her jurisdiction to get written approval of the exception from the State Administrator. If a student requests a palm vein waiver, inform the student to contact the call center. (See section 3.2 for phone numbers.) Once approved by the student's jurisdiction, the written approval is either faxed or emailed to the program coordinator. Upon receipt, the program coordinator creates a case and assigns it to your test center. The case lists the student's name, site ID, and GED ID. If the student refuses a photo or palm vein collection and does not have a waiver, create a case and turn away the student. When creating the case, select Exam delivery and Candidate error or misconduct. In the case details, be sure to select Candidate refused to follow proper procedures in the first drop-down menu.

1.7 DOCUMENTS REQUIRED TO TEST (FOR U.S. AND CANADA SITES ONLY) Review any necessary documentation that the candidate presents. For example, a candidate may present a document confirming that he or she meets the residency requirement. Check the jurisdiction reference sheet to see whether there are any additional requirements for what to do with the document(s). Return the document(s) to the candidate after reviewing.

Students will not see any message changes for the Science and Social Studies modules. 2002 Series: • IMPORTANT: Students who are testing at a test center located within Canada

are ALLOWED to use their own personal hand-held calculator if they wish. • The Casio fx-260 is the only approved hand-held calculator for the GED®

Mathematics portion of the test. As stated above, only those testing within Canada are allowed to use a personal hand-held Casio fx-260 calculator. Note: The embedded calculator in the Mathematics module is the TI-30XS, which is a different model from the official calculator mentioned above. Test administrators are not allowed to provide candidates with a hand-held calculator. Students must either bring their own personal calculator, which must be the Casio fx-260, or use the embedded calculator even though it is not the Casio fx-260. If a student brings a TI-30XS model, he or she is not allowed to use it during the exam.

• Upon completion of the first section, a 2-minute break will occur and the student will be presented with a screen stating, "This completes section 1. If you are using a hand-held calculator, raise your hand and the TA will escort you out of the testing room so that you may store your calculator away." If the student has a personal calculator and does not alert the TA so that he or she may remove their calculator, create a case, selecting Exam delivery and Candidate error or misconduct. Students testing outside of the United States and Canada should ignore the message.

• If your test center is located in Canada, make sure to complete the following tasks when checking in a student through Admissions Manager: o Check to see whether the student has a personal calculator, and verify that the

calculator is the correct model (Casio fx-260). o Check the Admissions Manager screen to see whether the student's exam

contains the Mathematics module. If it does not, the student should store his or her calculator away because he or she is not taking the Mathematics portion of the exam.

Exhibits 2002 Series No exhibits 2014 Series Distribute the following exhibits to candidates taking the applicable modules. Collect the exhibits after the exam. 1. Math Formula Sheet / Calculator Reference – Hand out to students taking the Math

2.2 BREAKS

Scheduled Students taking the computer-based GED® test receive a 10-minute scheduled break between each module if they are taking more than one module during a single appointment time (1 day). (This policy applies to both 2002 and 2014 series tests.) Language Art Test: The 2014 LAR test includes a scheduled 10-minute break between sections. If a student does not return from his or her 10-minute break within 30 minutes, test administrators must not stop the test. Instead, leave the test in scheduled break mode, and allow the time to run out. You must then advance to the next module in the test by answering the NDA, allow the time to run out, and then end the test. Make sure to create a case. Students are allowed to leave the test center building during scheduled breaks.

Unscheduled Students are NOT ALLOWED to take unscheduled breaks. If a student takes an unscheduled break during the test, create a case, selecting Exam delivery and Candidate error or misconduct. Put the exam in unscheduled break mode, allow the time to expire, and then end the exam module. DO NOT allow the student to re-enter the testing room after the break to continue that exam module. However, if the student has additional exam modules scheduled after the one where the unscheduled break occurred, allow the student to take those exam modules. If the student has any questions, inform the student to contact GED Testing Service®. Note: If the student has a health condition that necessitates breaks, the student needs to reschedule and request an accommodation.

Leave Building Permitted during scheduled breaks (between exam modules)

Access to Personal Belongings

During scheduled breaks (between exam modules) and lunches, students are permitted to access any personal items.

2.3 EXAM EVENTS/RESULTS Tutorial 2002 Series (Canada): The core tutorial is presented at the beginning of each module

(20 minutes) and is required. In addition, there is a tutorial for the Mathematics and Literacy modules instructing students on the essay items and on the use of the calculator. 2014 Series (U.S. and International): Tutorials are not included in the test content areas for 2014 modules. Students can go to www.ged.com.(http://www.gedtestingservice.com/2014cbttutorialview/) and take the tutorial.

Non-Disclosure Agreement 2002 Series (Canada): Students will be required to confirm that they have reviewed the NDA at the beginning of each module. The NDA confirmation screen is two minutes long for all modules. The full NDA is not presented on the exam. Students review the NDA either before coming to the test center or during admissions when they are provided with the rules agreement and NDA document. Note: If a student has not read the NDA and asks for it during the confirmation screen, TAs should stop the exam and provide a printed copy to the student. You may resume the exam when the student has finished reading it. DO NOT place the exam in unscheduled break mode because it will result in the NDA timing out and the exam ending prematurely. 2014 Series (U.S. and International): Students will be presented with the NDA along with the Candidate Rules Agreements at the time of admission. The electronic signature collected indicates agreement to the NDA. The NDA is not presented in the 2014 test content areas.

Exam Refer to section 3.1 for the length of each module. 2002 Series (Canada): There are five test content areas.

Item Review Students may skip or mark questions and review them at the end of the exam. The review time is included in the total amount of time allowed for the exam. Note: Students taking the Mathematics module can review questions after completing the first section of the module. Once the student leaves the first section of the Mathematics module, he or she cannot return to that section later to review and/or make changes.

Results 2002 Series (Canada) Note: For the 2002 Series GED® test, the minimum passing standard set by GED Testing Service® is an average standard score of 450 or greater across the five content area tests (a total standard score of 2250 or greater) with a standard score of 410 or greater on each content area test. Most U.S. jurisdictions use this passing standard requirement; however, they may set their passing standard requirement higher than but not lower than the total standard score of 2250 or greater and a standard score of 410 or greater on each test. Onscreen: No Printout: For the 2002 Series GED test, a preliminary score report is printed at the end of each test. The score report includes an unofficial pass/fail score for all tests except the writing test. If a score report is not printed, direct the student to contact his or her jurisdiction for a copy of the score report. A sample score report is included on the VSS downloads page. DO NOT distribute the score report until the student has completed all modules in his or her test appointment and has returned all materials, such as the erasable noteboards or noteboard booklet. Official results for 2002 exams for Canadian students are sent by the jurisdiction or its scoring vendor. 2014 Series (U.S. and International) Onscreen: No Printout: Test centers give students a document with instructions for obtaining results on www.ged.com. This document will eventually print automatically after an exam. However, until it does, provide all students with "GED Test Center Exit Printout," which is posted on VSS. Credentials and Transcripts: GEDTS provides credentialing services along with other vendors. Check the jurisdiction reference sheet regarding any transcript or credentialing questions and to determine the credentialing agency for the jurisdiction.

2.4 CANDIDATE MISCONDUCT If you suspect a student of misconduct, e.g. cheating, disruptive behavior, or not following procedures outlined in the GED® Test Candidate Rules Agreement, ask the student to leave the testing room immediately. Then put the exam in unscheduled break mode rather than stopping it. Tell the student that he or she is not allowed back into the testing room to complete the exam. Inform the candidate that you will create a case immediately and that GED Testing Service® will be notified. After the candidate leaves the test center, end the exam properly so that the exam can be scored. There are two ways to accomplish this. The first way is to resume the exam, and press Ctrl+Shift+F12 on the keyboard. There should be an option to abandon the exam. Select this option to end the exam properly. If you do not see this option, then put the exam back into unscheduled break mode and allow the exam to time out. For more information about ending an exam early, see the policies and procedures guide.

Exceptions

If a student is not authorized to take the GED® test, he or she is considered an "Exception." Exceptions include: • Under Age of 18: Individuals shall be at least 16 years of age and not currently enrolled in an accredited high

school, including those accredited by regional accrediting bodies and also those approved by the jurisdiction's department or ministry of education. Under no circumstances may the GED® test be administered to persons less than 16 years of age.

• Accommodations: See the "Accommodations" section later in this document. • Options Program (applicable within U.S. & Canada ONLY): Approved jurisdictions can offer the GED® test for

alternative education providers and selected school districts for secondary students 16 and 17 years of age, who are still enrolled in these programs.

• Instruction Required (applicable within U.S. & Canada ONLY): Jurisdictions may require students to take Adult Basic Education (ABE) classes prior to taking the GED® test.

• Official Practice Test (applicable within U.S. & International ONLY): For 2014 exams, the GED Ready™ is the official GED® practice test. Jurisdictions may require students to take these practice tests to provide predictive validity with regard to a person's readiness to pass the GED® test.

The student receives a message on myged.com regarding the status of the exception. Only the jurisdictions are allowed to approve exceptions. The exceptions process is completed through the jurisdiction. A list of locations and contact information is provided on the GED website (GED Manager is the name of the Affiliate Tool. www.myged.com/gedmanager). If a student has a question regarding the exceptions process or has applied for an exception that has not yet been approved, direct the student to contact his or her jurisdiction. Note: Accommodations are the only types of exceptions for students testing outside of the U.S. and Canada.

Scheduling Methods

The student cannot schedule an exam at a test center unless he or she already has an authorization record in the database. • All payments for test fees are handled through Pearson VUE at the time of scheduling. Prices are in USD only. • A student has the following options for payment of the test: credit card and voucher. A debit card is also an option

within the U.S. or Canada only. • Students need to request accommodations from www.ged.com as noted in the "Accommodations" section. • Accommodation students will not receive a confirmation email for their appointment until they have worked with the

GED Testing Service Accommodation team to have their accommodation approved. The confirmation email indicates whether accommodations are approved. If so, the student must schedule an appointment by calling Pearson VUE and speaking with the ADA Program Coordinator. See the "Accommodations" section.

• GED® tests may be scheduled for same day appointments at PVTCs or PVTC Selects if there is time available at the test center. Same day appointments are not available at PPCs. If a student arrives at your test center and wants to take a test that day, you may schedule an appointment at your site. Once the test is scheduled, run RMA manually to prepare the appointment. After the test is marked deliverable on the Admissions Manager screen, you can check in the student as you normally would.

• In some situations, Registration Manager displays GED practice exams intended only for correctional facilities. As shown in the image below, these exams are labeled "Corrections" somewhere in the exam title. Unless you are scheduling a student for an exam at a correctional facility, do not schedule students for Corrections exams.

GED Testing Service® Client Reference

Version 3.7 October 2019 Pearson Confidential Page 12 of 17 Sections Revised: 2.4

Scheduling Notes: • Once registration requirements are met, the student schedules the test through single sign on at myged.com. • All GED® approved test centers located in the jurisdiction selected will be displayed to the student. • The student will be charged the test fee based on the jurisdiction they are testing under (as the fee is determined by

the jurisdiction).

Residency Requirements Note: This section applies only to test centers located in the United States and Canada.

The residency policy for 2014 testing has been changed so that the jurisdiction selected for testing by the student is the jurisdiction where the student will be credentialed. All testing centers in the jurisdiction selected for testing will appear in Registration Manager. There are jurisdictions that have specific residency requirements for students taking the GED® test within a specific jurisdiction. Residency requirements may include being a citizen of the United States or Canada or having a jurisdiction-specific mailing address, while others have specific time durations, such as 30 days or six months. Students must meet these requirements before scheduling their tests. The system will prevent a student from scheduling his or her test outside of the jurisdiction if there are residency restrictions. Students from a jurisdiction that does not have residency restrictions will be able to take their tests anywhere, even in states having residency restrictions.

Rescheduling and Canceling

GED Testing Service students must reschedule and cancel test appointments at least one full business day (Note: Business days are Monday – Friday.) before the appointment via the student website, call center, or the test center. Appointments must be rescheduled within the authorized test delivery period. If a student wants to reschedule or cancel within one full business day of his or her scheduled appointment, he or she can either take the test or not take the test at the scheduled appointment time. If he or she does not take the test, it will be treated as a no-show. Students who are no-shows lose the ability to test at the scheduled time and forfeit the testing fee. Students are able to make a new appointment following the policy for reschedules, which is one business day prior to the appointment. Students who attempt to reschedule or cancel their appointment less than one full business day from their appointment will forfeit their test fees. All registrations with accommodations must be rescheduled or canceled through the GED Testing Service Accommodations Team. This includes voicemails from students.

Note (only applicable within the United States and Canada): If a student's jurisdiction changes after he or she has scheduled a test and the student attempts to reschedule the test, the system shall: 1. Prevent the student from rescheduling the test

and 2. Require the student to cancel the test and schedule it again.

3.3 RETAKE REQUIREMENTS

GED Testing Service has the following retake policy: A student can take his or her first three attempts per subject area without wait time restrictions. All subsequent attempts are subject to a 60-day waiting period between attempts. There is no maximum limit to the number of attempts per student within a year. The total number of attempts is dependent on when a student schedules his or her test. A jurisdiction may choose to have a jurisdiction-specific retake policy, which may be more restrictive than the GED Testing Service retake policy. In such instances, the jurisdiction-specific policy overrides the GED Testing Service policy. Some jurisdictions may have additional requirements for students needing to retake the test. These requirements will be configured per jurisdiction and may include the following: • Requiring the student to complete the tests for all subject areas before retaking a test. • Requiring that a remediation course be taken. • Requiring that a practice test be passed to demonstrate competency in the subject area. • Enforcement of a retake waiting period before being able to retest. Any additional jurisdiction retake requirements are provided in the jurisdiction reference sheet. Canada/International Retake Policy: • Canada: Students need to check their province policy for the wait period between retake attempts, which vary by

province. • International: There is no waiting period between first three attempts of a subject area. The waiting period is 60

days between the fourth and subsequent attempts.

3.4 ACCOMMODATIONS Students must submit requests for accommodations to GED, and all requests must be approved before the exam appointment. Pearson VUE cannot approve accommodations. Refer students to the following sites for information about accommodations the exam sponsor offers: • General information: http://home.pearsonvue.com/test-taker/Test-accommodations.aspx • Accommodations by program: http://www.pearsonvue.com/accommodations/select_program.asp Client accommodations are never rescindable at the test center through Delivery Manager. Never manually extend the exam time for extra time accommodations. Other Information Instructions for extra break accommodations Note the following if a student has been approved for an extra break accommodation: • Extra breaks: 5-minute break at 30 minutes

Students take a 5-minute break at approximately 30 minutes after the test time begins. The student sees a break screen after answering the item presented at the 30-minute period but is instructed not to leave the testing area due to the short period of the break.

• Extra breaks: 10-minute break at 45 minutes Students take a 10-minute break at approximately 45 minutes after the test time begins. The student sees a break screen after answering the item presented at the 45-minute period and may leave the testing room.

2014 Series: Paper & Pencil/Braille Accommodations Students approved for a paper & pencil or Braille accommodation take the exam in a separate room with the assistance of a recorder, who enters the student's responses into the CBT as the student takes the paper exam. Even though the student's responses are recorded in the CBT, the student records his or her answers on the paper exam as well. For Braille students and those otherwise physically unable to record answers on paper, the recorder must record the student's response on the paper exam as well as the CBT. When with these accommodations are scheduled at your test center, a package containing all necessary exam materials is sent to your center. Open the package as soon as possible, and follow the instructions on the GED Paper & Pencil/Braille Exams TA Checklist. This document provides detailed instructions for exam preparation, delivery, and package return. The checklist also includes a test package inventory list. You will check this list before the appointment to confirm that the package contains all necessary materials. After the appointment, refer to the return mailing instructions included in the test package. Keep the test package in a locked location before the student's exam and after the exam until UPS collects the package. Be sure to update the case with UPS tracking information after UPS collects the package. Applying for Accommodations In order to apply for accommodations, students should create an account first at myged.com and then complete the GED Testing Service Registration Form® and state/jurisdiction form. On the GED Testing Service Registration Form,® students should indicate their interest in applying for accommodations by selecting Yes on the question that asks about testing modifications based upon a documented disability or disorder. Once these registration forms are completed, students receive an email (email used in registration process) providing a link to the accommodation forms, guidelines, and directions for where to submit the request documentation. GED Testing Service® will review all accommodation requests within 30 days once received and correspond with students via email once a decision has been made. Students will be able to discuss their request with a GED Accommodations Coordinator if they have any questions or if more information is needed for further review. If a student is approved for accommodations, the Pearson VUE Accommodations Scheduling Team will contact the student and schedule the accommodated exam.

3.5 CLIENT SPECIFIC Admission Steps • Some jurisdictions may have unique admission steps in addition to the steps listed below. Refer to the jurisdiction

reference sheet for more information. • Some steps in Admissions Manager may require TAs to check a confirmation box above the instructions before

being able to proceed to the next step. Refer to the Policies & Procedures guide for more information about the confirmation box.

Checking Date of Birth To further confirm the student's identity during admissions, you must complete the following: 1. Check the date of birth on the student's identification and confirm that the date matches the student's record, which

will be shown in the admission steps. The date of birth on the student's ID must match the record. If the date of birth on the student's ID does not match the record, turn away the student unless the student or you can get the date of birth updated. (See the following two options for details.) Create a case, selecting Admissions/Check-in and Incorrect date of birth to document the turn away. Before turning away a student, test administrators can allow the following two options: • Students can leave the test center to update their date of birth by contacting the call center. However, the

student should return within 30 minutes of his or her appointment time. If the student states that it may take longer than 30 minutes, it is up to the discretion of the test administrator as to whether the student may still take the test that day. Whether the student must return by 30 minutes after the scheduled appointment time, or if the student can arrive later than 30 minutes after the scheduled appointment time, test administrators must tell the student what time to be back in order to sit for the test. If the student arrives after the time quoted by the test administrator, the student can be turned away. However, if you choose to seat the student, be sure your test center can accommodate him or her without interfering with

other tests that are scheduled that day. Create a case, selecting Admissions/Check-in and Incorrect date of birth to document these types of events.

• Test administrators can contact the GED Test Center Support Line to request the date of birth update for the student. If the date of birth is updated within 30 minutes of the student’s appointment time, the test administrator can allow the student to test. If it takes longer than 30 minutes, it is up to the discretion of the test administrator as to whether the student may still take the test that day. If you choose to seat the student, be sure your test center can accommodate him or her without interfering with other tests that are scheduled that day. Create a case, selecting Admissions/Check-in and Incorrect date of birth to document these types of events. If the date of birth cannot be updated even within 30 minutes, turn away the student and be sure to document this in the case.

2. Verify that the student meets the minimum age requirement. • Students who are testing outside of the United States & Canada: The student must be at least 16 years of

age or older. If the student does not have an ID showing that they meet the age requirement, the student must be turned away and you must create a case. If a student is under the age of 16 and requests an exception, place their request in a case and DO NOT tell the candidate that an exception may be granted. The case will be raised to GED Testing Service® for consideration. If approved, the student will get authorized to test.

• Students who are testing within the United States & Canada: The age requirement will vary by jurisdiction. Refer to the jurisdiction reference sheet for the age requirement. If the reference sheet does not state the age requirement, then students must be at least 18 years of age or older. If the student does not have an ID showing that he or she meets the age requirement and the student does not have official documentation stating that he or she is approved for an exception, the student must be turned away, and a case must be created. Students who do not meet the minimum age requirement can be admitted to test if they are approved for an exception (jurisdiction provides approval and updates Credential Manager).

Workstation Issues If a delivery workstation goes down or is not working properly, test administrators should contact VSS to diagnose and correct the issue. If this is not successful, check first to determine whether there is a spare PC (not the admin machine) that could be put in place to allow the student to continue. If not, GED Testing Service® students must be rescheduled. Testing at the faulty workstation must be discontinued until the workstation is fixed. Technical Issues If the site is experiencing technical problems (Internet outage, power outage) inform students that the test center staff is taking the necessary steps to resolve the issue. Have students remain at their workstations so testing may resume as quickly as possible once the issue has been resolved. If the issue is not resolved within 30 minutes, create a case for the student. Inform the student that a case has been created and that he or she will be contacted by Pearson VUE to reschedule at no cost. Student Questions, Complaints, and Concerns When a student has a question or complaint about a GED® test, first determine if it relates to test content or to some other type of issue. Then, take the appropriate action as noted below. • Registration and scheduling questions: Questions about registering, scheduling, rescheduling, or canceling a

test appointment through the call center should be directed to the Pearson VUE Call Center. • Exam content questions or complaints: If a student complains/questions exam items, typos, wording of

questions, or any other item related to the content of the exam, you need to create a case. o DO NOT include exam content or any description of exam content in the case. Exam content is defined as

questions, response selections and any text on exam supplements/handouts/exhibits, whole or partial. o Include the item number from the exam in the case (if the student remembers the item number). o In the case, include one of the following descriptions based on what the student is complaining

about/questioning: Typo or inaccurate wording No right answer Multiple right answers Duplicate item

Not audible or legible Test administrators must be very careful not to engage in discussions with students about the meaning of exam questions or of specific words used in an exam.

• Appeal process: A student may also request to challenge the scoring of the essay item on the Language Arts test. Students wishing to appeal the scoring of the essay items must contact the call center at 1-877-EXAM-GED (877-392-6433).
