Construction phase of the Australia Pacific LNG project is currently at a peak and will be finalised by 2015. The maintenance and operations phase has an expected project life of 30 years and Downstream is preparing to tender to the market.

The Gladstone Engineering Alliance along with APLNG has helped give insight to local business into the Operations and Maintenance phase of the project as well as the opportunities and expectations of the supply chain partners for Downstream Facility at a supplier briefing breakfast hosted on Wednesday, 10th July.

Speakers at the event - Nage Moummar - ABU East Supply Chain Manager ConocoPhillips, Jack Taylor - HSE team leader ConocoPhillips, Deb Archbold – Managing Director Deborah Wilson Consulting Services and Tim Mcgrath – Senior Local Content Manager ConocoPhillips offered information to local businesses with a specific focus on those looking directly at obtaining maintenance and operation contracts and sub-contracts. Conoco Phillips is at the coal-face of the projects and has committed to exploring real options to source locally and will work to influence their primary contractors to do so.

There is a need in the region to clearly outline the specific skill sets and capabilities of local businesses and have this information readily available to large corporations when assessing the requirements of this phase. A heavy reliance on the ICN gateway as the starting point for sourcing contractors and suppliers was emphasised by APLNG as well as partnerships with local organisations, such as the GEA. The APLNG team stressed that in order to effectively promote one’s capabilities, it is a must that all information on the ICN gateway is accurate and up-to-date.

Quality systems and risk management were identified as mechanisms by which local businesses can increase capabilities and review the required standards in order to compete and win contracts. There was encouragement to review and reflect upon the importance placed on quality systems and risk management all the way down the supply chain – from Tier 1 contractors through to individual sub-contractors with a high value placed on ISO accreditation- a program which the GEA recognises as vital to competition and lends support to with a pilot program currently in development. The focus on HSE, risk assessment and quality systems was re-enforced as a primary way of growing capabilities.

It has often been recognised that there is a common challenge for businesses to get to the right person in relation to tendering for major contracts and perhaps the most beneficial and invaluable aspect for attendees to the event was the accessibility to those direct contacts - “Without pre-existing relationships we have found it  difficult to find the right people to talk to about the technical requirements and processes needed. This morning’s briefing was exactly what we were waiting for and needed to complete the puzzle.” – Derek Berg, Berg Engineering.

The APLNG team highlighted precisely which industries would be sought after in the maintenance and operations phase of the process and indicated that contracts can be expected to begin rolling out in August and September of this year. Steve Hall, of Corporate Protection Australia noted that it was ‘a fantastic opportunity meeting Nage Moummar and also Tim McGrath. The session and presentations were more than interesting and informative and the ability to speak with the supply manager personally is not to be missed.’ – one indication that businesses are getting access to the information they need to prepare for upcoming tenders.

The GEA’s core mission is to represent, support and promote the capacity, capabilities, competitiveness and interests of its members and to assist them in meeting world’s best practice. Successful events such as these and the relationships that the GEA fosters with these project leaders are just one way that this service is delivered. The GEA will be at the fore-front of the roll-outs and the promotion of those who are awarded contracts as well as the sub-contracts to follow.

“Over the past decade Prime Rentals has grown from a small equipment rental business employing 16 people to 75 staff today with branches throughout Central Queensland. A high growth business brings its own challenges and in particular the pressure to spend more time on the next sale rather than spending some time putting a firm foundation and structure in place. Safety Moment

An employee momentarily falls asleep at the wheel while driving to work and subsequently fails to see that a truck ahead has come to a stop. Fortunately he is not seriously injured. This can easily happen with any organisation; it may not involve driving a car; but include other activities such as operating machinery.

Fatigue is the loss of alertness and capacity to perform safely. Fatigue can result from:

• Insufficient or poor quality sleep

• Working at times you would normally be asleep

• Carrying out mentally or physically demanding activities.

There are a number of potential causes of fatigue in our working lives including:

• Roster

• Work requirements

• Shift length

• Time and type of shift (night, afternoon, rotating)

• Recovery time away from work

• Illness

• Stress (work/family/financial)

• Quality of sleep, particularly daytime sleep for shift workers.

When we move into the warmer weather we are more prone to the effects of long working hours, warm working conditions poor sleep and other activities outside work that we may indulge in due to the season.

Workers need to be aware of the need for good rest before starting a shift to prevent injury to and from work and on the job so they may spend quality time with the family.

If your organisation does not have a Fatigue Management procedure in place consider implementing one now before the warm weather is upon us.

GE Awarded Contract for QGC on Curtis IslandGE Oil & Gas, a leading supplier of equipment and services for liquefied natural gas (LNG) projects, has recieved a 22-year contractual service agreement in the operations phase of the QCLNG project on Curtis Island.The QGC plant is the first of four LNG projects scheduled for Curtis Island and is expected to begin production in 2014, with the LNG produced primarily targeted for export including to China, Japan and Singapore. GE will deliver advanced technology and services which will enable safe and reliable operations of the LNG plant. The GE scope of work will include planned and unplanned maintenance of the GE equipment being installed at the QCLNG plant, including gas turbines, centrifugal compressors, gearboxes, generators and all auxiliaries. The agreement also includes monitoring and diagnostic services, as well as reliability guarantees on the equipment. Using GE’s technology will contribute to the QCLNG plant being one of the most emissions-efficient facilities of its kind in the world. The QCLNG project will be supported by GE resources in the Asia Pacific

region and worldwide. Maintenance activities on the power turbines and compressors will take place at GE Oil & Gas facilities in Jandakot, Western Australia and in Florence, Italy. Monitoring and diagnostics will be provided from GE Oil & Gas’ global iCenters, located in Florence, Houston and Kuala Lumpur. These centers house teams that constantly track and advise on the performance of installed equipment, enabling customers to optimize plant availability and life cycle of parts. This ability to ‘predict-and-prevent’ service and maintenance issues through the industrial internet—a connected network of technology, data and experts—is a core part of GE’s strategy to deliver the most advanced service solutions to its customers. Australia now has under construction 70 percent of the world’s LNG capacity, capable of supporting 40-50 years of production, according to Australia’s Bureau of Resources and Energy Economics. Gladstone, Curtis Island LNG projects ink pipeline dealCompanies behind two major liquefied natural gas (LNG) projects in Queensland have reached a bilateral agreement to jointly invest in secondary pipelines to allow gas to flow between the two projects.The deal is between the developers of the $US18.5 billion Gladstone LNG project on Curtis Island and the $US15 billion Queensland Curtis LNG project.It involves Santos, Petronas, Total and Kogas, who are behind the Gladstone LNG project, and BG Group and QGC, the firms behind the Queensland Curtis LNG project.The pipeline deal will also allow the two projects to be able to buy, sell and swap gas between themselves.“We expect that this will be just one of the many mutually beneficial arrangements across the industry in the future,” Santos said in a statement announcing the agreement.

The firms have not put a price tag on expected cost savings from the project.The Queensland Curtis project is expected to begin making LNG exports from 2014, while the Gladstone LNG project is scheduled to begin shipments in 2015.The agreement covers the construction of two interconnecting pipelines running 50 kilometres each, one on the western side of the Narrows Crossing in central Queensland and the other on Curtis Island.
