LAUNCH OF WEBSITE FOR THE COLLEGE:

17th of July, 2011: The Hon’ble Minister for Higher Education, Jenab Abdul Gani Malik, today

launched the website of Government Degree College, Paloura. On the occasion, the Hon’ble

Minister stated that Government Degree College, Paloura has become one of the few colleges in

the State which have their own websites. He informed that all the government colleges would

have their websites soon in the State to provide all sorts of information including college

administration, faculty, games and fees.

He emphasized that coalition government headed by Chief Minister Omar Abdullah was

committed to provide better education facilities to the State especially in far-flung areas. He said

that various Degree Colleges have already been established in the State to meet this goal.

Hon’ble Minister expressed that he was very happy to see the progress made by the college in

recent years and also promised all possible help with regard to infrastructural development of the

college. He appreciated the efforts of college administration in providing quality education to

students. He also appreciated the efforts made by the Principal GDC, Prof. (Dr.) Hemla

Aggarwal for the development of college in a very short span.

The Principal, Prof. (Dr.) Hemla Aggarwal, apprised the Hon’ble Minister that the

college staff is doing all efforts for the all-round development of the students so that the student

community at large is benefitted by them and they become responsible citizens of the country.

STAFF SECRETARY ELECTED

17th of August, 2011: The election was held in the college for the Staff Secretary under the

supervision of Prof. Jugal Kishore, HOD of Urdu and Ms. Narayani Jamwal, Physical Director.

Prof. Davinder Kour, HOD Education, was unanimously elected as Staff Secretary of the college

in the election.

HERITAGE WALK

24th of August, 2011: Govt. Degree College Paloura organised a Heritage Walk from its old

University Campus to Mubarakh Mandi Heritage Complex which was flagged off by Mr. K. C.

Katoch, General Secretary INTACH, Jammu chapter and Principal GCET, Prof. Bhupinder

Singh jointly. Mr. K. C. Katoch, in his address, emphasized the need and importance of our past.

According to him, it is a noble way of educating the youth. Before the walk, Prof. (Dr.) Hemla

Aggarwal, Principal of the college highlighted the importance of heritage walk. According to

her, “it is a best way to know study and understand one’s past”. In his address, Prof. Bhupinder

Singh also expressed his views on the subject and appreciated the unique way of educating youth

through this medium about their culture, heritage and history. More than 150 students

participated in this walk from College Campus to Heritage Complex.

TEACHERS’ DAY CELEBRATIONS

5th of Sept., 2011: Govt. Degree College, Paloura celebrated Teacher’s Day and Prof. (Dr.)

Hemla Aggarwal, Principal of the College inaugurated the function by lighting of the traditional

lamp. The vice Principal, Associate Professor, Sh. Jugal Kishore Sharma, and Associate

Professor, Sh. B.B. Anand among the whole staff appreciated the students for their endeavour

and zeal to throw light on degradation of Teacher-student relations in present times.

CIVIL DEFENCE CAMP:

5th of Sept., 2011: A Five days’ Camp on Civil Defence was inaugurated by the Principal Prof.

(Dr.) Hemla Aggarwal. This camp was a result of Collaboration between GDC, Paloura and

Civil Defence Department. On this occasion, DSP, Civil Defence, Sh. Harjeet Singh told

students about the importance of Civil Defence, especially, in the event of disasters during

Earthquakes, Fire, Floods etc.. Sh. Ram Chand, Civil Defence instructor and Sh. Bhan Ji Bhat

also expressed their views on this subject.

On this occasion, a team of Civil Defence and State

Disaster Response Force (SDRF) organized a mock exercise with the help of college volunteers

on various emergency situations such as fire fighting, rescue from high rise building and how to

provide first aid in case of casualty or accidents during natural calamities. In this 5 days’ training

camp, 48 students of the college participated, wherein, they were equipped with all the skills for

managing the different emergency situations.

In her address, Principal of the college, Prof. (Dr) Hemla Aggarwal

stressed upon the importance of such skills during the emergency situations. She also thanked the

Civil Defence authorities for organizing these kinds of activities in educational institutions. On

this occasion Prof. Jugal Kishore, Sh. Jugal Mahajan, Chief Warden Jammu, Sh. R.Vijay

Mangotra, Deputy Divisional Warden, Sh. Sudershan Saini, Civil Defence Instructor and Sh.

Shiban Ji Bhat, Civil Defence Instructor were also present.

In the valedictory function of Civil Defence Camp, which was held

from 5th of Sept. to 9th of Sept. 2011 in the college campus of Govt. Degree College, Paloura,

Deputy Controller Civil Defence, Sh. Vijay Kumar Khajuria was the chief guest and Principal of

the college Prof. (Dr.) Hemla Aggarwal presided over the function. At the end, certificates were

distributed among the participants.

PLANTATION DRIVE

1st of Oct., 2011:

A Plantation Drive activity was held in the college on the Eve of Gandhi Jayanti. On the eve of

Gandhi Jayanti, GDC Paloura organized a plantation drive in the college campus. DFO, Urban

Forestry, Mr. Naveen Shah was the chief guest on the occasion. Principal GCET, Prof.

Bhupinder Singh and Principal GDC Paloura, Prof. (Dr.) Hemla Aggarwal were also present on

the occasion. Mr. Naveen Shah launched the plantation drive by planting a Chinar Tree in the

college premises. More than 200 saplings were planted on the occasion. According to Mr.

Naveen Shah, Environment and ecology are a part and parcel of our life and because of

industrialization and technology, our environment is getting polluted day by day. He also

emphasized that it is high time that we must understand the importance of conserving ecology

otherwise it will be very difficult for the future generation to survive on this planet.

In her address Principal GDC Paloura, Prof. (Dr.) Hemla Aggarwal

highlighted the importance of environment in our day to day life and also narrated a story on

Gandhiji’s Love for Trees. More than 200 students of the college participated in the event and it

was also decided that in the future, college will organize such kind of frequent environmental

activities in the college. The developmental work for this particular project and trees were

sponsored by Mr. Ajay Vaid.

GANDHI JAYANTI

3rd of Oct., 2011. Gandhi Jayanti was celebrated in the college. A guest lecture was delivered by

Chief Executive of KVIB . He awared the students about various khadhi schemes and various

short term courses. GDC, Paloura organized “A Guest Lecture” in commemoration with Gandhi

Jayanti. The resource person, Mr. P.K. Nargotra, Chief Executive Officer from J&K Khadi &

Village Industries Board spoke at length about the various schemes offered by Govt. to provide

employment opportunities in rural as well as urban areas by setting new self-employment

ventures such as, Beauty parlour, Computer, Boutiques etc. Earlier Dr. Jugal Kishore Sharma

welcomed the resource person and vote of thanks was presented by Dr. Davinder Kour. Principal

of the College, Prof. (Dr.) Hemla Aggarwal also spoke on various Gandhian Schemes.

NATIONAL EDUCATION DAY CELEBRATED

11th of Nov., 2011. Govt. Degree College, Paloura celebrated “National Education Day” on the

birthday of M.A. Kalam Azad. The Essay writing and Slogan writing competitions were

organized in the college. A symposium on the topic “Role and Place of M.A. Kalam Azad in the

Freedom Struggle” was organized by the students of the college. A Special lecture was also

delivered by Prof. B.B Anand on the life history of M.A Kalam Azad. Prof. (Dr.) Hemla

Aggrawal, the principal of the college presided over the function and exhorted the students to

follow the footsteps of the great leader who revolutionized Higher Education. The formal vote of

thanks was presented by Prof. Davinder Kour.

STUDENTS ACHIEVEMENTS

SPORTS:

1. The students of Govt. Degree College, Paloura participated in Athletic Meet organized by

J&K Police Department, wherein, Ms. Nitish Bakshi secured 2nd Position in 100 meter

race. Another student of B.A. Part-II of the college, Ms. Surekha Rani secured 3rd

Position in 800 meter race. Principal of the college, Prof. (Dr.) Hemla Aggarwal

congratulated and encouraged the students for their performances in their respective

events. Prof. Jugal Kishore, Convenor, Sports Committee and Physical Director,

Narayani Jamwal were also present.

2. Mr. Vipul Vig of B.A.Part-II participated in the 34th Junior National Handball

Championship held at Sundernagar (H.P.) w.e.f. 23rd August to 1st of Sept. 2011.

3. GDC, Paloura participated in the inter-college Badminton tournament (Men) held on 5th of

September, 2011. Six players represented the college in this tournament.

4. The college participated in the Boxing Competition (Men) in inter-college tournament held

at M.A. Stadium, Jammu w.e.f. 12th -14th of Sept., 2011. Mr. Rajesh and Mr. Javed Khan

were the participants.

5. The college participated in Chess Competition (men) held on 19th of Sept., 2011.

6. Mr. Rajesh Kumar was selected for the 18th State Tang-Ta Marshal Art Championship-

2011 held at Srinagar w.e.f 30th of Sept. to 3rd of Oct., 2011. He won a silver medal.

7. The college students (N.S.S. Volunteers) participated in blood donation at Red Cross on

30th of Sept., 2011.

Oct., 2011. He got the consolation prize.

2. Mr. Stanzin Paldan of B.A. Part-II participated in the Inter-College Seminar held on 1st

of Oct., 2011 in G.G.M. Science College and got 1st prize. The Topic of Seminar was

“Impact Of Science and Technology On Society”.

NSS ACTIVITIES:

6th of Aug., 2011: The N.S.S. Unit of GDC Paloura organized an Essay Competition on the Topic

“ Gandhism in Nuclear Age”, wherein 20 students participated. Mr. Sohaib of B.A. Part- I was

adjudged best essay writer.

24th of Sept., 2011: To commemorate the NSS Day on 24th of Sept., the NSS volunteers of GDC,

Paloura visited the Kusht Ashram at Bhagwati Nagar. A sum of Rs. 4500 and clothes were

donated to the inmates of the locality by the volunteers on the occasion. The volunteers

interacted with the residents of locality on health and hygiene. Two volunteers also talked on

the importance of education to survive in this competitive world. The volunteers were

accompanied by NSS Programme Officer, Prof. Nisha Bhagat and Prof. Davinder Kour.

21st of Oct., 2011. NSS unit of GDC, Paloura organised an extension lecture on the topic

“Relevance of Organic Food" to commemorate World Food Day. Dr. R.K. Samnotra, Associate

Professor SKUAST Jammu was the resource person on the occasion. According to him, there is

a need to strike balance between increasing growth rate of population and decreasing food grain

production in India. He also stressed upon food security and price stability for the overall

development of the nation. He deliberated in detail about the upcoming concept of organic

farming which was first started in China and is free from the chemical effects. He also talked

about the most alarming issue of adulteration of food and explained how now-a-days the

vegetables are injected by oxytocin which causes high rate of cell division resulting into the

overnight undue growth of the vegetables. Now-a-days, artificial colouring is used to make

vegetables and fruits more attractive, as a result of which food becomes spongy and lack all

essential vitamins and nutrients. He stressed upon improved research and technology

dissemination to achieve self sufficiency in food grain production. Prof. Jugal Kishore and

Dr.B.B. Anand were also present on the occassion. The event was organised under the

supervision of NSS Prog. Officer, Prof. Nisha Bhagat who also presented the vote of thanks.

22-NOV-2011. To commemorate the 150 birth anniversary of Swami Vivekananda ji, the

Indian Railways has dedicated a train named Vivek Express, a mobile museum/exhibition,

which depicts Swamiji's life and message. 38 NSS volunteers along with NSS Programme

Officer, Prof. Nisha Bhagat visited Vivek Express at Jammu Railway Station to have a glimpse

of this exhibition train on 22-11-2011 and to know about the life and teachings of Swami

Vivekananda. The students were greatly impressed by his ideas on education, which, according

to him, is the manifestation of the perfection already in man.

He was the first religious leader in India to understand and openly declare that the real cause of

India's downfall was the neglect of the masses. The immediate need was to provide food and

other bare necessities of life to the hungry millions. For this, they should be taught

improved methods of agriculture, village industries, etc. It was in this context that Vivekananda

grasped the crux of the problem of poverty in India. One thing became clear to Swamiji: to carry

out his plans for the spread of education and for the upliftment of the poor masses, and also of

women, an efficient organization of dedicated people was needed. As he said later on, he wanted

“to set in motion machinery which will bring noblest ideas to the doorstep of even the poorest

and the meanest.” It was to serve as this ‘machinery’ that Swamiji founded the Ramakrishna

Mission a few years later. He founded on 1st of May 1897 a unique type of organization known

as Ramakrishna Mission, in which monks and lay people would jointly undertake propagation of

Practical Vedanta, and various forms of social service, such as running hospitals, schools,

colleges, hostels, rural development centres etc, and conducting massive relief and rehabilitation

work for victims of earthquakes, cyclones and other calamities, in different parts of India and

other countries. One of the most significant contributions of Swami Vivekananda to the modern

world is his interpretation of religion as a universal experience of transcendent Reality, common

to all humanity. Swamiji met the challenge of modern science by showing that religion is as

scientific as science itself; religion is the ‘science of consciousnesses. As such, religion and

science are not contradictory to each other but are complementary.

This universal conception frees religion from the hold of superstitions,

dogmatism, priestcraft and intolerance, and makes religion the highest and noblest pursuit – the

pursuit of supreme Freedom, supreme Knowledge, supreme Happiness. The visit to Vivek

Express enlightened the NSS volunteers about the life and philosophy of Swami Vivekanand, the

ideal of national youth.

1-Dec-2011. To commemorate World AIDS Day, NSS unit of GDC Paloura organized a quiz

competition in the college campus on the theme “AIDS: Getting to three Zeros” for the

students intended to sort the myths from the facts when it comes to HIV/AIDS. Principal of the

college Prof. (Dr.) Hemla Aggarwal presided over the function and told the students that World

AIDS Day is a date for people to think about and act upon the global HIV epidemic, because

HIV continues to have a devastating impact on millions of people around the world. Four teams

from all the three classes of B.A-1st, 2nd and 3rd year participated in the competition, wherein,

they were asked different questions regarding the prevention, cure, causes and general myths

attached with HIV/AIDS.

NSS Prog. Officer Prof. Nisha Bhagat informed the students about

the statistics that the world HIV+ population has risen drastically from 8 million in 1990 to a

whopping 33 million in 2007. Even more alarming is the fact that young people, below the age

of 25, account for half of these infections. This is definitely adequate proof for the lack of

awareness among the general public even in these modern times. She stressed that this fact

makes it important for everyone to know about the essential facts of HIV/AIDS. Prof. Jugal

Kishore and other staff members of the college were also present on the occasion.

TEN DAYS’ NSS WORKSHOP (WINTER CAMP) (26th of Dec.,2011 to 5th of Jan.,2012)

A 10 days’ NSS winter camp was inaugurated by the Principal of the college Prof. (Dr.) Hemla

Aggarwal on 26th of Dec. 2011 in the college campus. In her inaugural address, she encouraged

the NSS volunteers of the college for participating in such kind of activities which are necessary

for their overall development. She stressed upon the need for organizing extra-curricular

activities so that a sense of responsibility and qualities of a good citizen can be inculcated in the

Students.

The first day of the camp started with the training session on Yoga Kriyas which were taught to

the NSS volunteers by Prof. Uma Sharma. She demonstrated number of Yog asana for curing

and preventing various ailments like knee-joint pain, frozen shoulder, headache, cervical

problems etc. In the afternoon session, Rangoli Making workshop was held, wherein, Prof.

Aruna Dubey from Dept. of Home Science, GCW Parade and PG students of Home Science

Dept. taught the volunteers about the skills and technicalities required for making rangoli. They

explained all the rules that students need to follow while making rangoli. The detailed lessons

about the colour dyeing, colour combinations and the variations that one can do in rangoli were

deliberated by them. In the end, volunteers also practiced with them.

The morning session of 2nd day started with the lecture on Naturopathy and Yoga by Dr.

N.K.Sharma. He gave number of tips to the NSS volunteers for maintaining healthy lifestyle. He

advised students to take lukewarm water during winter to protect their body from cough, cold

and infections. He further suggested them not to take too much of food at one time and avoid fast

food which can disturb their digestive system. The volunteers were also informed about the

various pressure points of the body which on pressing can cure the headache, backbone pain,

thyroid, heart problem etc.

In the afternoon session, Retd. IGP, Mr.S.S.Bijral gave a motivational lecture to

the volunteers on “Me the Nation”. He told the students that the physical body depends on

spiritual being; therefore, mind is very important and need to be focused upon. According to him,

a thought is necessary to reap a destiny but this thought must be accompanied by the discipline to

value the time. He stressed that this discipline makes us free from our inner inhibitions and

Laziness.

On the 3rd day, Mr. Surinder Gupta, an expert from Peetanjali Yogpeeth demonstrated

different asanas required to cure and prevent various ailments. According to him, yoga is a

science which deals with health of body and harmony of mind and the main purpose of yoga is to

provide sound body with tension free and sound mind. He taught NSS volunteers number of

asanas which are basically slow-stretching activities performed to improve whole body fitness.

The students practiced with him Tarr asana, Trikon asana, Ardh chakra asana, Makra asana,

Vajra Asana, Paschimotan asana and so on which are beneficial for increasing height, relieving

leg pain, reducing obesity, curing abdominal spondylitis, reducing stress and tension etc.

In the 2nd session, a workshop on poster-making was held in which PG students of Home

Science Dept. of GCW Parade explained the students the difference between a chart and a poster.

They described in detail the rules of poster-making which includes the plain margins, use of

three basic colours, use of only one caption with one picture and about the colour combinations.

In the end, the students also practiced with them and made posters on various issues.

` The 4th day of the camp began with the lecture by Dr. T.R.Gupta, (Retd.) Medical Supdt.

of Govt. Ayurvedic Hospital, who was of the opinion that with the advancement in allopathic

system of medical science, the use of medicinal plants in treating various ailments had almost

gone to back burner. But the fear that the quick relief with the allopathic treatment might trigger

off other side effects, has once again brought the use of medicinal plants to forefront and this has

reversed the gear to old traditional ayurvedic system of medicine. He informed the students that

India, especially J&K State, has vast potential of this hidden wealth of medicinal and aromatic

plants. Then he gave an extensive description illustrating the medicinal uses of Amla, Tulsi,

Sarpagandha, Brahmi, Ashwagandha, Aloe Vera and so on. A workshop on Role Playing was

organized in the 2nd session of the day, wherein, the students were taught about the rules of role

playing and stage performances. Through this workshop, the students learnt the skills of script

writing and dialogue delivery. Later on with the help of the PG students of Home Science Dept.

of GCW Parade, the volunteers also prepared a skit on “Education for Girl Child”.

The 5th day of the camp started with the session on Pranayamas, wherein, Prof. Uma

Sharma demonstrated eight types of pranayama including bhastrika, kapal bhatti, anulome

vilome, bhramari, udget and ujahi pranayama. She told the students that pranayam is a

systematic and rhythmic control of breathing, performed to improve the functioning of the whole

body. She also encouraged the students to practice these breathing exercises daily as this will be

helpful for their memory and for relieving their stress or tension. In the 2nd session of the day,

Principal of the college Prof. (Dr.) Hemla Aggarwal gave a lecture on “Nutritional Value of

Food”. In her lecture, she motivated the students to take a balanced diet in order to avoid health

problems. She also gave a detailed description about the food and the various categories of food

which includes cereal food, meat and pulse group, fruits and vegetables and miscellaneous

group. She further stressed that the food should not be over cooked and over washed so that

maximum of the nutrients can be retained in their original form.

On 2nd of Jan. 2012 Prof. Uma Sharma started the first session by planting medicinal

plants like Ashwagandha, Amla, Aloe Vera in the college campus. Then she discussed the

importance of growing such plants and encouraged the development of herbal gardens both in

the residential and official complexes. She also awared the students about the benefits of taking

Lemon Grass, Nagdoon, Sukh chain, Anaj posh, glowi, staber, ashwagandha, amla etc. In the

afternoon session, a poster-making competition was held on the theme “Save Environment”

wherein, all volunteers participated whole heartedly. Mr. Vinod Bhatt of B.A.Part-I was

adjudged as the best among all by the panel of judges.

On 3rd of Jan 2012, two days’ workshop on Art of Living started in which Ms. Mokshi

Anand, Instructor Art of Living, was the resource person. In her introductory session, she talked

of three sources of life force energy which includes proper food in proper amount, right amount

of sleep and positive thinking and knowledge. After basic introductory lecture, she taught the

students the art of meditation which according to her increases and improves concentration. In

the end, volunteers participated in the meditation session which is a state of alertness in relaxed

way. The second session began with the lecture on “Self Management” for which Prof. Rakesh

Gupta of Govt. SPMR College of Commerce acted as a resource person. He motivated the

students for developing the feeling of giving in order to serve others. He also encouraged the

students to identify their strengths and weaknesses and to make maximum of the opportunities

that come their way. The students were also given tips by him for overcoming their fears and

inhibitions.

2nd day of Art of Living workshop started on 4th of Jan 2012, wherein, Ms. Mokshi

Anand taught the students bhastrika pranayama, which is a breathing exercise. She believed that

90% of the toxins are flushed out through breathing and by controlling our breath, we can control

our emotions and mind. She also made the volunteers to play various educative games which

were helpful in boosting their confidence and reducing their stress or tension. The workshop

ended with the meditation session in which all the students participated actively and rejuvenated

themselves. In the afternoon session, Dr. Rajendra Misra from The Management Dept. of

University of Jammu delivered a lecture on “Time Management”. He told the students that an

unexamined life is not worth living and, therefore, we need to keep a check over our lives

regularly. He said happiness comes with the sense of achievement for which we need to set our

goals and a human being has mainly four goals in his life- physical, mental, social and spiritual

and to have a successful life everyone needs to have a balance of all these four goals. In the end,

an interactive session took place through which students cleared their doubts.

On 5th of Jan 2012, a Road Safety Awareness programme was organised for the students.

Mr. S.S.Dhani Retd. Suptd. Engineer was the resource person on the occasion. Principal of the

college Prof. (Dr) Hemla Agarwal presided over the function and stressed upon the need for

maintaining safety related components while driving. She also encouraged students for

participating in such kind of activities which are important to improve knowledge about factors

contributing to road accidents, effects of different counter measures and development of new and

more effective safety measures.

Mr. Dhani, in his address, expressed his views on road accidents, especially, in the hilly

areas like Doda, Kishtwar, Bhaderwah, Srinagar highways. According to him, hilly areas are

more accident prone due to high gravitational force in such areas. He maintained that road safety

can be achieved by periodic vehicle inspections combined with frequent random checking of

vehicles on the road. He said that now a days improvement in vehicle design, occupant

protection and vehicle maintenance have made a significant contribution to crash reduction but

still our state has been witnessing so many tragic road accidents because of overloading of heavy

passenger buses which is a serious safety hazard for all road users. He also informed students

that timely and proper treatment of road casualties is essential for reducing the severity of injury

to road accident victims for which driver education on first aid procedures and correct

transportation of accident victims is very important.

CAREER & COUNSELLING CELL:

17th of Sept., 2011: GDC, Paloura organized a lecture under the banner of Career Counselling

Cell on the topic “Career Counselling, Options and Role of Institutions”. This was the second

Lecture of the series and Prof. Madhu Gupta was the resource person on the occasion.

In her inaugural address, Principal of the college, Prof. (Dr.) Hemla Aggarwal

highlighted the importance of Career Counselling in today’s competitive world. According to

her, the role of Career Counselling at this level can play a very important role for the students in

deciding their options which they can undertake as career soon after their Graduation.

The Resource Person Prof. Madhu Gupta deliberated on the topic at length.

According to her, choosing a right career is the most vital decision in every body’s life and

Career Assessment can help an individual to identify and articulate in a better way their unique

interest, values and skills. She also emphasized that Institutions should have cooperative

Programmes for the welfare of the students. This was followed by a vibrant Interaction with the

resource Person. Prof. B.B. Anand, presented vote of thanks and conducted the proceedings.

24th of Sept., 2011: In a series of activities organized by Career Counselling Cell of GDC

Paloura, a personal interactive session with each and every participant was held on 24-09-2011.

Prof. Madhu Gupta was the resource person for the personal counselling session. Principal of the

college, Prof.(Dr.) Hemla Aggarwal welcomed the guests and appreciated the efforts of Career

Counselling Cell for organizing such activities in the college campus for the welfare of the

students. The main reason of this kind of activity was to know what kind of profession is suitable

for each and every participant. This is a unique exercise of its kind in which the resource person

Prof. Madhu Gupta distributed the proforma among the students to know about their family

background, economic strata and academic performances and choices of occupation. After this,

she individually interacted with the participants.

After assessing the biodata of more than 50 students, she advised the students

about the different choices of occupation suitable to them as per their qualifications. She also

suggested the ways and means to the participants to achieve their desired goals. The students

found this personal counselling session very helpful as it put an end to their confusions regarding

their choice of careers.

26-NOV-2011. Govt. Degree College, Paloura organised an orientation programme for the

students on the topic "RTI: Problems and Prospects" in collaboration with Life Long Learning

Department of University of Jammu on 26-11-2011 in the college campus. Prominent Advocate

Sheikh Shakeel and RTI activist Mr. Raman Sharma were the resource persons for the

orientation programme. Adv. Sheikh Shakeel awared students about the background of Right to

Information Act 2005 which is an Act of the Parliament of India "to provide for setting out the

practical regime of right to information for citizens." The Act applies to all States and Union

Territories of India except the State of Jammu and Kashmir because Jammu and Kashmir has its

own act called Jammu & Kashmir Right to Information Act, 2009. Under the provisions of the

Act, any citizen may request information from a "public authority" i.e, a body of Government or

"instrumentality of State" which is required to reply within thirty days.

The Act also requires every public authority to computerize their records

for wide dissemination and to pro-actively publish certain categories of information so that the

citizens need minimum recourse to request for information formally. He informed the students

that the Act of RTI helps in bringing about the transparency and openness in the system. He also

discussed Constitution of India, its various provisions and rights guaranteed to its citizens. He

stressed that every citizen should be aware of their constitutional rights to live a dignified life.

Another resource person Mr. Raman Sharma shared his personal experiences in this field of RTI.

He talked of number of problems that are associated with it and suggested measures on this

particular issue. He told the students that under the Act, all authorities covered must appoint

their Public Information Officer (PIO). Any person may submit a request to the PIO for

information in writing. It is the PIO's obligation to provide information to citizens of India who

request information under the Act. If the request pertains to another public authority (in whole or

part), it is the PIO's responsibility to transfer/forward the concerned portions of the request to a

PIO of the other within 5 working days. In addition, every public authority is required to

designate Assistant Public Information Officers (APIOs) to receive RTI requests and appeals

for forwarding to the PIOs of their public authority. The applicant is not required to disclose any

information or reasons other than his name and contact particulars to seek the information. He

stressed upon the need to develop educational programs for the public especially disadvantaged

communities on RTI. After this an interactive session was held in which students participated

actively and asked number of relevant questions on the issue to both the resource persons.

Students cleared their doubts and myths that are attached with this Act.

Principal of the college, Dr. Hemla Aggarwal presided over the

function and stressed on the participation of public Authorities in the development and

organization of such programmes to promote timely dissemination of accurate information to the

public. Dr. Sandeep Singh from Department of Life Long Learning University of Jammu was

also present on the occassion. The proceeedings were conducted by Prof. Nisha Bhagat.

FINANCIAL EDUCATION WORKSHOP

GDC, Paloura organized a Financial Education workshop in collaboration with securities and

exchange Board of India (SEBI) for the students in college campus on 19-12-2011. Principal of

the College, Prof. (Dr.) Hemla Aggarwal presided over the function and encouraged the students

for understanding the financial needs and financial planning to cope up with the future financial

goals.

Mr. Sarvadanam Khajuria was the resource person for the workshop organized for young

investors. In his address, he stressed on the need for financial planning, wherein, he presented

various aspects of financial planning for college students. He told the students that financial

planning is very important for every individual and helps the individual in achieving their future

financial goals. According to him, there is a need to plan at early age so that individuals can meet

their financial needs in time. He also informed the students about the various investment avenues

in the Indian financial market and further explained the precautions needed to be taken before

making investments. He said that the first critical step in managing our finances is to be able to

set up SMART financial objectives or goals which have to be specific, measureable, motivated,

realistic, resource based and time bound. He awared the students about one of the important

investment principles which says that the level of our returns depend on the level of risk we take

and every individual has its own risk taking capacity.

WORKSHOP ON HEALTH AND HYGIENE:

GDC Paloura organized a one day workshop on “Health and Hygiene” in collaboration with Department

of Life Long Learning, University of Jammu in the college campus on 10-12-2011. Prof. Madhu Gupta

and Dr. Vikas Jamwal of Department of PSM, ASCOMS, Sidhra, Jammu were the resource persons on

the occasion. Prof (Dr.)Hemla Aggarwal, Principal of the college, presided over the function and stressed

on the need for spreading awareness among the student community regarding the bad sanitation practices

that can have negative impact on their health and their family’ health. She said that such workshops

empower students with the necessary skills to ensure healthy life.

Dr. Vikas Jamwal, in his address, talked of range of health problems, including

physiological, psychological and emotional problems, which can lead to high mortality rate. He

deliberated on adolescent health and the various problems like anxiety, depression associated with this

particular group and suggested mental therapy, counselling sessions as the solution for these problems.

He said that alcohol is the easy way out of stress but can lead one to great trouble and therefore, such

habits should be avoided. He further stressed that adolescents should discuss their problems with parents

and teachers to find out the simple solutions to big issues in their lives. He said that healthy eating habits

should inculcated in the young generation which includes balanced diet full of vitamins, minerals and

fibre, lack of which can lead to decrease in immune system.

Prof. Madhu Gupta increased awareness with regard of the ill-effects of bad hygiene practices on the lives

of the students, in particular and society, in general. According to her, sanitation must respond to the

demands of communities and should link to improved hygiene awareness. She said that hygiene must be

accompanied by environment and health education. She discussed basic food hygiene, basic health and

safety which aims to raise safety standards. She also talked on the importance of eating well and

following general hygiene practices to prevent the spreading of germs and diseases. In the end, an

interactive session was held between the students and the resource persons who cleared their doubts

pertaining to health and hygiene. Dr. Sandeep Singh of Department of Life Long Learning University of

Jammu was also present on the occasion. Prof. Nisha Bhagat conducted the proceedings of the workshop.

WOMEN DEVELOPMENT CELL:

31-OCT-2011. A One day workshop was organised in GDC, Paloura by the Women

Development Cell in collaboration with Women Study Centre, University of Jammu, Jammu on

the topic “Declining Sex Ratio with special reference to Female Foeticide". Dr. Renu Sharma of

PSM Department of Medical College Jammu and Prof. Indira Rathore, former Principal and

social activist were the main resource persons on the occassion. The workshop started with the

welcome address by Dr. B.B.Anand. Number of students and faculty of Women Study Centre,

University of Jammu namely Dr. Anuradha Goswami, Dr. Priyanka Chauhan and Saranjit were

also present.

In her presentation, Dr. Renu Sharma highlighted the causes and repercussions of female

foeticide. She said that certain medical practitioners were misusing the medical technology for

quick money. She stressed on the need for strictly adhering to various Acts such as PNDT Act.

She pointed towards the alarming declining sex ratio in J&K in general and Leh district in

particular.

The second resource person Prof. Indira Rathore pointed towards high mortality rate among

women due to lack of proper nutrition, lack of proper medical services and female foeticide. She

stressed on the need to change the mindset of the people. She said that there are three things

necessary for elevating the position of women i.e, economic empowerment, political rights and

legal rights.

The formal vote of thanks was given by Dr. Anuradha Goswami from Centre of Women Studies,

University of Jammu.The proceedings were conducted by Prof. Puja Parihar, Convenor Women

Development Cell of the host college.

LECTURE ON GENDER DISPARITY:

Women Development cell of GDC, Paloura organized a lecture on the topic “Gender Disparity”.

Dr. Madhu Gupta was the resource person and she spoke in detail about women education,

employment and Gender discrimination. She said that Gender equality and women

empowerment are two faces of the same coin. She also talked about different forms of gender

discrimination such as neglect infanticide, sex selective abortion, dowry etc. to do away with

these evils. Dr. Gupta stressed upon education of girl child which brings lasting change in

women in developing countries as education opens avenues for better paying jobs. Their higher

educational status will translate into power to influence their families and society. According to

her, gender disparity can be addressed through economic participation and opportunity, political

empowerment, health and survival, community child care. She stressed that Indian Society needs

the inclusion of both men and women in designing and evaluating social protection program

which is a pre-requisite for the overall development of society. The Principal of the College Dr.

Hemla Aggarwal was also present on the occasion and addressing the students said that there

was a need for empowering women at the gross root level through various schemes. She stressed

upon the need for increasing the public awareness about the value of girl child and at the same

time strengthening the self image, self esteem and status of women. The programme was

conducted by Prof. Puja Parihar. She also presented vote of thanks.

EQUAL OPPORTUNITY CELL

An Equal Opportunity Cell was established in the college under UGC to create a socially-

congenial atmosphere for academic interaction and for the growth of the healthy interpersonal

relationships among the students of the college coming from various social backgrounds.

An Advisory Board was constituted for the smooth functioning of the “Equal

Opportunity Centre” of the college comprising following members:

A meeting of the Advisory Board was held in the Conference Hall of the college at 11.00 a.m.

on 15-12-2011 where the future course of action, regarding the effective functioning of the

Centre, was decided that first of all a list of all the students who belong to the minority

community including women will be prepared. After these underprivileged students will be

identified, they will be given a specially-designed bio-data form to fill up. On the basis of the

analysis of those forms various activities will be organized for these students.

There will be various Guidance and Counselling sessions for these students wherein

they will be given individual attention and their problems will be discussed. In the later stages, a

seminar on “Govt. Policies & Assistance provided to the SC/ST/OBC & Women” will be

organized. There will be number of Group Discussion Sessions for these students and a

Grievance Cell for SC/ST/OBC & Women will be established to take care of their problems.

In the meeting, it was also decided that these students will be taken to Jammu

Urban Haat where presently an exhibition by the Handloom Corporation is going on. The

students will be given knowledge regarding vocational training in Textile Designing and

Polytechnic/IT for which Professionals will be invited to make the students aware of various

career options in these areas. It was unanimously decided that a tour to various institutions to

gather knowledge about various career options in private sector will be made by these

underprivileged students to explore new possibilities as far as their career is concerned.

REMEDIAL COACHING CLASSES

Remedial Coaching Classes in various subjects were organized at the Undergraduate level in the

college with a view to improve academic skills and linguistic proficiency of the students,

thereby, raising their level of comprehension of basic subjects to provide a stronger foundation.

Various experts and experienced professors were specially invited to deliver lectures to the

students. The students were really enthusiastic and got benefitted by these extra classes.

To promote the participation of different social groups, special development grants, provided by

the UGC were distributed among the SC/ST/OBC/Physically Challenged and Financially

Disadvantaged students. Total amount worth Rs. 1,31,500 has been distributed so far.
