Grant Keys Administration Building, 226 Middle Avenue, Elyria, Ohio, at 9:30 a.m. with the following members present: Commissioner Ted Kalo, President, Commissioner Matt Lundy, Vice President and Commissioner Lori Kokoski, Member and Theresa L. Upton, Clerk. JOURNAL ENTRY Commissioners said the Pledge of Allegiance. Commissioner Lundy gave an inspiration word of the day. The Board of Commissioners of Lorain County, Ohio met this day in a regular meeting, in the J. Grant Keys Administration Building,

Commissioner Lundy gave an inspiration word of the day.

Deputy Dog Warden Pihlblad presented a 1 year old female mix available today in cage 6 or choose from 22 other dogs. Commissioners asked how many cages re there. Dog Warden said there are 28 larges, 25 small and we do have 15 in an overflow area

9:35 a.m. Proclaim October as Domestic Violence Awareness Month – Virginia Beckman, Executive Director – Genesis HouseCommissioner Kokoski read the proclamation. Ms. Beckman thanked the Commissioners and said this Friday, September 29 from 4-8

pm., St Frances Cabrini Church, Lorain is the kick off rally. They also are doing an empty seat the table display, which consists of a chair designated in the business to be set aside and wrapped with a purple ribbon and will have a framed story of someone who was murdered through domestic homicide. Also there are close to 200 businesses through the county that will hang domestic violence awareness posters in their windows and have tri folds available. Elyria Parks & Rec have joined and will tie purple ribbons around trees and benches. The Task Force will hold its regular meeting o October 5 at 1:30 pm., El Centro, Lorain and everyone should wear purple on October 18. Take a selfie with hastag. Keep Lorain County Beautiful is an 11 member advisory board including Commissioner Kokoski. County Administrator Cordes said this is the first phase in order to see how we proceed with the levy in November, need to know the cost to have stabilized the building. Commissioner Lundy said this is a public building, Mr. Cordes said it is on the national historic list. The hvac is on the roof and the roof needs to be replaced and it would be more feasible to replace the roof top units when the roof is replaced. The electric boilers have failed in the old farm house and that building will possibly be demoed for additional parking, etc. Also this building sits on a corner lot into the township and city of Amherst. Commissioner Kokoski said the money for the project came from a state grant, Mr. Cordes said yes, part but the levy is needed but this work still needs to be done or it could become despair like Green Acres did. Commissioner Kokoski spoke with Auditor Snodgrass and was told that the levy probably would cost less than $10.50/month due to the values being raised and the new tax rates not going into affect until January 2019.

Commissioner Lundy said the application was submitted to the state for Recovery 1 project and the roof and hvac were part of that stabilization of $500,000 state gave the county as well as the county putting in $250,000 which is step 1 and step 2 is Issue 14. He stated the opioid deaths increased 20% in Ohio and last research was 35,000 residents have misused opioid and we are at 11.5% where the nation is at 4.4%. Lorain County has a national rate, alarming the rate of children and families being devastated. June 1, Children Services reported 74 infants being exposed to drug alcohol abuse, 6 infants/day , 75% children are in foster care because the parents have substance abuse issue as well as grandparents overdosing, it’s not just teens, young adults and there are 1/6 veterans that struggle with addition issues. This levy and recovery one will get people off drugs, back to work, need to stop the ripple effect, children being taken away from parents, babies/children having withdrawal, enough is enough this needs to stop and hopes the community will send the need. The state needed the county’s plan to be submitted to even be considered on the grant funds

Commissioner Kokoski said she and County Administrator Cordes met with Elaine Georgas, Exe Director, Lorain County Alcohol & Addiction Services Board and there are 2 types of detox. 1) medical necessary like alcohol and zanex this can be fatal to do it on your own and this Mercy tries to do this as well as other hospitals and 2) subaqute detox for opioid users, you will not die from withdrawal but you feel like you are dying so that is why people continue to get more and they continue to be in a hamster wheel. Recovery 1 is a need in the community to fill the gaps that are needed. This is not a political issue; all sides see that something needs to be done.

WHEREAS, the Directors of the Federal Transit Administration and Ohio Department of Transportation are authorized to make grants for mass public transportation programs, and

WHEREAS, Federal contracts for financial assistance will impose certain obligations upon the applicant, including the provision of the local share of the project costs in the program, and

WHEREAS, it is required by the U.S. Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance, the applicant gives an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements thereunder; and

WHEREAS, it is the goal of the applicant that minority business enterprises be used to the extent possible in connection with these projects, and that definite procedures shall be established and administered to ensure that minority business shall have an opportunity for construction contracts, supplies, equipment contracts, consulting and other services.

Mr. Cordes said there were a few less people that have died but the overdoses and the lifetime of doing such is lifetime destruction. We have great partners and level of care but money is needed for services, something needs done, there are gaps in service delivery. There are people that go to the methadone clinic in Cleveland because we don’t have one here. Commissioner Kokoski said many people go out of this county or to even other states to get help because Lorain County has nothing and with Recovery 1 services will be available with the continuum of care. Commissioner Kokoski said the county can provide a facility for these experts to provide the services that are needed. Mr. Cordes said 80% of people are under Medicaid expansion and not sure how the rollback will change things.Commissioner Kokoski said AG DeWine put a work program into place with the Medicaid expansion, Mr. Cordes said he is not sure on work elements will do, if you are addicted it’s hard to work. Commissioner Kokoski said at a sober living facility you are unable to go to work until steps are completed. Commissioner Lundy said several discussions took place with state representatives to see if this plan or idea was something that could get the funding and how it would be accomplished, that is why the county put a plan in motion and received the fundsMr. Cordes said deaths are non partisanCommissioner Kokoski said she is attending funeral tonight for someone that lost their life and young man. Mr. Cordes said Commissioner Kokoski has had close friends pass away due to addiction we need to help people out. He said a lot of people go to Florida to get some help but they come back and the struggle is real for some. He has spoken with police chiefs last week and they will have an endorsement for the levy and will be speaking with fire chiefs as well and looking to get outside donations for some levy support.

With no further business before the Board, Motion by Kalo seconded by Lundy to recess into an executive session at 10:18 a.m. to discuss new hires at JFS, ongoing negotiations, potential sale and purchase of real estate and 1 pending litigation issue and real estate transaction. Upon roll call the vote taken thereon, resulted as: Ayes: Kalo, Lundy & Kokoski / Nays: None
