NamasteDearMembersanddearFriendsoftheGNHA,Thosewhotookonthetremendouschallengeofhelpingtorestorethedevastatedschoolinfrastruc-turecausedbytheearthquake,experiencedafeelingofsheerdesperationduringthefirsthalfofthisyear.Themoneyandtechnicalpersonnelwereavailable,buttheblockade,bureaucracyandotherbarrierspreventedusfromgettingstarted.Andthiswasalsothecaseforeveryoneelsewhowantedtohelp.Thisuncertainandhighlyfrustratingphasethatlastedfartoolong,isnowover.Inthemeantimewehave been working parallel at 18 locations, either setting up completely new, earthquake-proof,classroommodules,orrepairingexistingbuildingsandstructurallyreinforcingthem.Now,attheendofthesecondhalf-year,thefirstbuildingsarebeinghandedoverandutilised.Notonlyweandourprivateandinstitutionaldonorsarehappyaboutthis,butaboveallthechildrenwhocanatlastexpectproperlessonsagaininsuitablepremises.Wefeelthattheinterviewheldbyourreporter,SabinePretsch,withoneofourcivilengineers,RajaBabuDangol,reflectstheproblematicsituationandchallengesofthereconstructionworkverywell.Meanwhile,theexperimentswehavesuccessfullycompletedonbuildingstructuresandwallsmadeofearthbags,hasinspiredoneofourteacherstorebuildhisdestroyedhomeonhisown,usingthisconstructionmethod.Thisshouldactasamodel.Wheresomethingnewdevelops, somethingoldoftenhas togiveway.And this isparticularly thecasewhereoneofourmodelprojectsisconcerned.Stringentofficialrequirementsarecreatingun-solvable problems for the home for endangered children,managedbyPIN (People inNeed). Analternative would be to look after these afflicted children at home and ensure them a place atschool.Forover15yearswehavebeensupportingChildrenNepalinPokhara,alocalNGOthatsup-portstheDalitgirlsinthisway;andstilllivingintheirrespectivehomes,thisNGOalsoadvisestheirfamiliesandsupportsthem,ifnecessary.ParticularlyproficientinwritingisAngelaBaumann.Forthisreason,weaskedhertointroduceher-self.Whohidesbehindthisname,andwhatdoesshehavetodowiththeGNHA?Withgreatsorrow,wehadtobid farewell toourmotherly friend,ErikaBelz, inMay.Shewas thefoundingmemberoftheGNHA,aBoardMemberfordecades,andfinallyalsoanHonoraryMember.ErikaBelzsignificantlyinfluencedthedevelopmentoftheGNHAoverthreedecadesandremainedfaithfultilltheveryend.Andwealso thankyou foryour loyaltyand theencouragement thatyouhavegivenusagainandagain,notleastthroughyourdonations.Wehaveagreatdealonouragenda.Itisthereforegoodtoknowthatyouarebehindusandarecontinuingtogiveusenormoussupportinthereconstructionmeasuresandinourregularwork.Allthisisonlypossibletogetherwithyou.Inthisspirit,Igreetyouwithasincere"Namaste".

InterviewheldbySabinePretschwithRajaBabuDangol, oneof the two civilengineersresponsibleforthereconstructionworkSP:Whichregionsandhowmanyschoolsareyouresponsibleforasregardsthereconstructionwork?RD:InApril/May2016myconstructionteambeganthereconstructionworkontheschoolsintheDhad-ingDistrict.Fivelocationsincloseregionalproximitywereselectedthereinaccordancewiththeinternalco-ordination.Subsequently,abuildingwithtwoclassroomsandtwobuildings inKundala inthestyleoftheapprovedschoolmodelcouldbecompletedinKanyadevi.Theexternalpaint-workonthisbuildingwillbe carried out shortly.At three locations therewere delays in the reconstructionwork during the rainyseason.Roadsblockedbylandslideshinderedthedeliveryofthematerials.Itwasthereforenotpossibleattwootherplaces,either(Narayani,Gyanodaya),toconstructtheouterwallsafterfinishingthesteelstruc-tures.ThefoundationhasnowbeencastattheMahendraBarahiSchool.InAugusttherepairworkcouldbecommencedattwoschools intheKavreDistrict (JanalkalayanandNamobuddha).Atthesetwo loca-tionsitwillbepossibletore-usetheundamagedsupportingstructures.Consequently,onlythesidewallswillhavetobenewlybuilt,withverticalbeltsandhorizontalreinforcementsforprotectionagainstearth-quakes.Furthermore,wehavestartedtheworkinSingeswariintheDistrictofSindhupalchowk.ThereareplansforaddingfourotherlocationsintheDhadingDistrict,twomoreintheKavreDistrictandonemorelocationintheSindhupalchokDistrictaftertherainyseasonandtheFestivalsDashainandTiharattheendofOctober.SP:Howmanyteammembersareworkingunderyourdirection?Whichspecifictasksarebeingtakenoverbyyouandtheotherteammembers?RD:Two site supervisorswork togetherwithme in the team.Weare responsible for implementing thespecificationsand for the surveyingwork.Clarifyingandexplaining theapprovedconstructionmodel totheschoolcommunityis important,aswellasinstructingthelocalworkersandsupervisingthetechnicalconstructionwork. In addition,wearepresentduring the concretework, inorder toensure thequality.Furthermore,wearesearchingtheregionalmarketforqualifiedmetalworkers.Sincetheproductionofoursupportingstructuresisfarmorecomplicatedthantheproductionofconventionaltypes,itisnecessarytofindcompetentand,aboveall,experiencedworkers.

SP:Whocarriesouttheconstructionworkattheschools?Aretheyvillagersorworkersfromthere-spectivevillages?RD: Theworkersmostly come from the villages.Normally, constructionwork ismanaged by a generalcontractorwhohiresworkersandorganises thematerialand transport. Inorder to reducecostsand in-volve the schools in sharing the responsibility, theSchoolManagementCommitteewas involved in theentireconstructionprocess.Theirtasksincludetheacquisitionofmaterials,suchassand,cementandnat-uralstonefromtheregion,aswellasassumingtheresponsibilityforlocalworkers.SP:Who trains theworkers in thebuilding construction?Do theworkersneed special trainingor acertificate?RD:Inordertoassessthequalificationsoftheindividualworkers,ourteammeetsupwiththerespectiveworkforceandteststheirproficiencyandknowledge.Wethenaskthemquestionsaboutourconstructionmodelandabouttheworkcarriedoutatanearlierstage.Theskillsoftheworkersdifferconsiderably,de-pendingonthelocation.Someoftheworkershavetakenpartinrespectivetrainingcoursesandreceivedcertificates.Thesespecialistsarehighlyqualifiedandworkindependently.Otherworkersaretrainedandsupervisedbyus.SP:Howoftendoyouinspectthebuildingsites,andwhoisresponsibleandcontrolstheprogressoftheconstructionworkwhenyouarenotthere?RD:Thereisaninspectionplanfortheindividuallocations.Ivisittheseplacesregularlyforinspectionpur-poses.Theconstructionworkintheremoteareasisinspectedbythetwootherconstructionsitemanag-ers.Dailyvisitstherearepossible,duetotheirproximity.SP:Wereyoualso involved inthebuildingpermitprocess? Ifso,whatexactlywereyouresponsiblefor?RD:TogetherwithKedar,theGNHArepresentativeinNepal,andthearchitect, Iwenttothecompetentgovernmentauthorityandwasresponsible,inparticular,forexplainingthetechnicalaspects.Weusethreedifferentmodelsaltogetherforconstructingthesidewalls.Masonryusingnaturalstoneuptothehorizon-talwaterproofing level, and theneither light-weightmaterials suchas corrugated sheetmetalwithply-wood,completenatural-stonemasonry,orbrickmasonry.Mostoftheschoolbuildingsarenowbeingbuiltofbricks.After theearthquakepeople lost their faith inbuildingwithnatural stone;and they think thatthese stonesare tooheavy,and that thebuildingsare thereforeunsafe.Thehalf-heightmasonry isnotappreciatedeither,fordifferentreasons.SP:HowlongdidittakefortheapprovalstobegrantedbytheMinistryforEducationandtheBuild-ingDepartment?RD:Ittook6monthsaltogetherforobtainingthetypeapprovals.SP:Havetheapprovalsalreadybeenobtainedforalltheschoolsthathavetoberebuilt?RD:Yes,allthenewbuildingsandrepairworkhavebeenapprovedbythecompetentauthorities.SP:Howlongdoesittaketorebuildaschool?RD:IftheparticipationoftheSchoolManagementCommitteeisverygood,theroadtransportsarepossi-ble,andthematerialsareavailable,thenittakesat least3monthstocompleteabuildinginaccordancewiththerequirementsofourapproved,two-roommodule.SP:Inwhatwaydoestheconstructionmethodforthehousesandbuildingsdifferfromthatappliedbeforetheearthquake?RD:Evenbeforetheearthquake,thebuildingregulations inNepalhadalreadycontainedstipulationsontheprovisionofseismicbelts,cornerreinforcementsandothersafetyprecautions.Inmostcases,howev-er,theseregulationswerenotapplied.

SP:ArethebuildingsitesandthenewlybuiltschoolsalsoexaminedandinspectedbyaGovernmentengineer?RD:Wehavetoreporttotheauthoritiesregularlyonallthebuildingsites.Inaddition,theschoolsaretobeinspectedatleastthreetimesduringthebuildingphasebyaconstructionengineer.SP:Howmanyschoolsdoyouthinkwillhavebeenreconstructedbytheendoftheyear?RD:AllthesixschoollocationsintheDhadingDistrictandaschoolintheSindhupalchowkDistrictwillbecompletedwithin3months,i.e.bytheendoftheyear.TherepairworkontheschoolsintheKavreDistrictwillalsobefinishedbythen.SP:Howlongdoyouthinkitwilltakeforallofthe40damagedanddestroyedschoolstoberebuilt?RD:That'sadifficultquestionthatcan'tbeansweredexactly.Firstly,thetimethistakeswilldependonthedifficultiesoccurringduringtheconstructionphase.Inadditiontothat,twoteamsareresponsibleforre-buildingtheschools.IwouldfirsthavetoconsultBirendra,theotherconstructionengineerresponsible.Iwouldestimatethatmyteamwouldbeabletobuildabouteightmoreschoolbuildingswithinonemoreyear,i.e.bytheendof2017.SP:Finally, Iwould like toaskyou twopersonalquestions.Youare in chargeofan important taskwiththereconstructionoftheseschools.Howdoyoufeelaboutthis?RD: It's awonderful feelingbeingdirectly involved in the reconstructionwork! 25thFebruary1925–5thMay2016OurHonoraryMember,ErikaBelz,diedonAscensionDayattheage0f92.ThefactthatErikawas"calledhome"onthatveryday,maywellberegardedasagoodomen.ErikaBelzwasoneof the foundingmembersof theGNHAandtheDeputyPresidentof theAssociationuntil2009.ShewasalsothePresidentforonetermofoffice.Afterretiringfromactiveworkduetolackofstrength, she nevertheless still wanted to be informed about the Association's activities, and then ex-pressedhersatisfactionandthanksforallthattheGNHAhadachievedsincetheverybeginning.Shehadalwaysbeena lovingcompanionwhoshowedusherunlimitedbenevolenceandputher trust inus.Herloyaltyandfaithfulnesswereunconditional.We,andacountlessnumberofNepalesepeoplehaveprofitedfromErika'swarmheartednessandextraor-dinarygenerosity.Therewasalwayssomethingvery"motherly"aboutErika. Ithereforebelievethatthiswaswhy theNepalese loved her somuch, and inNepal shewas generally called and known as "Ama"(mother). InNepal this is the formalwayofaddressinganelderly lady towhomonewishes toshowre-spect.Butinthisparticularcase,italso"hitthenailonthehead".Shewasan"Ama"formany,andalsoforus.Wemournthelossofourmotherlyfriendandaregratefultohavehadherwithus.Foraslongasshelived,shewasablessingforall.AndIamsurethatshewillcontinuetogiveusherblessing,fromwhereverthismaybe.AndreasFalk

SchooleducationandpersonaldevelopmentforthepoorestofthepoorThe caste system inNepal hadbeen laid downby lawover centuries, until itwas officially abolished in1963.Thosebelongingtothelowestcaste,theDalits,areconsideredasuncleanandthereforeuntoucha-ble.ForusEuropeansthisishardtounderstand,astheyhavereputableprofessions,suchasblacksmiths,tailors,barbers,aswellascertainmusicians,washers,streetcleanersandslaughterers.TheDalitsbelongtothepoorestofthepoorandeventoday,theystillexperiencesocialandpoliticaldiscriminationandhos-tilityinsociety.Since1998theGNHAhasbeensupportingtheDalitgirlsintheireducationandpersonaldevelopment,viatheNepaleseHelpOrganisation,ChildrenNepal(CN)inPokhara.ThislocalNGOwasfoundedin1995andparticularlysupportssocially-underprivilegedchildren-mainlygirls-frompoorfamilies.Theorganisationacts as a counselling and education centre at the same time. 18 qualified and highly motivated socialworkerslookafterthechildrenandtheirfamilies.115ofthe400childrenbeinglookedafteratpresent,arenowbeingsupportedbytheGNHA.TheGNHAwould liketo increasethisnumber, inordertomeettheincreasingneed.

ThisHelpProgrammerunbyChildrenNepal, isanexcellentexamplefordemonstratinghowhelpcanbegiveninNepal inatargetedwaytounderprivilegedgirls, includingsupportfortheirfamilies.Particularlyworthyofmention isthefactthatthechildren liveathomewiththeirfamilymembersduringtheentiredurationoftheirsupport,andthatn0extrahostelwasbuiltforthem,asisotherwisebecomingincreasing-lynormal inNepal.ThehelpersatChildrenNepalknowthe familyandsocialbackgroundofeachsinglegirl.The familybackground isalreadyexaminedwhen thechildrenare selectedat theageof five to sixyears,bypayingavisit to theirhomeandholdingtalkswiththeneighbours.Bymakingregularvisits totheirhomes,anyproblemsarisinginthefamiliescanbedetectedatanearlystage,andanydisturbanceinthepersonalandeducationaldevelopmentofthegirlconcernedcanthenbecountered.Regularmeetingswiththeschoolmanagementandteachersensurethatanylearningproblemsorunexcusedabsencefromlessonsarediscussedandclarified.Thegirlsaresupportedfinanciallybyprovidingthemwiththeirschoolmaterialsanduniforms,andpayingfor their school fees, school outings and other activities for promoting their education. TheGNHAalsocontributestowardsthepersonnelexpensesofthesocialworkers.Inaddition,theNGOmakesaparticu-larlyoutstandingcontribution-thatisotherwiseseldominNepal-towardsthepersonaldevelopmentoftheyoungchildrenandadolescents.Duringtheregulartrainingcoursesonbehavioralissuesandcareeropportunities,theaimsinlifeandaspi-rationsof each single child aredocumented in awritten "TargetAgreement". Togetherwith the social

workers, their targetsaremonitored,corrected,ornewlydefined in regular, follow-up reviews.ChildrenNepaltherebyattachesgreatimportancetothegirlssettingrealisticandattainabletargets.TheHelpOrganisationalsocontributestowardsintegratingtheDalitsbyholdingtrainingcoursesfortheteachersandschoolmanagement."ItusedtobealmostimpossibleforDalitstoenterthehomesofothersinahighercaste.Havingamealwiththem,orholdingacosyget-togetherwasunthinkable.Nowadays,itispossibleforalltheschoolchildrenfromdifferentbackgroundstosittogetherandjointlycarryoutpracti-calwork.Positivedevelopmentsandchangesareslowlybecomingapparent,"soSharadaSharmawhoisresponsiblefortheprogrammeatCN.Sharada,whohasalreadybeenworkingfortheNGOfor21years, isabletoreportonmanyasuccessfullifestoryofthesegirls.She isparticularlydelightedaboutthedevelopmentoftheyoung lady, Israth. IsrathwasoneofthefirstDalitgirlstobesupportedbytheGNHA.TodaysheisworkingwithChildrenNepalasasocialworkerandexecutiveassistant.Afterpassingherfinalschool-leavingexamination,KunjaniPariwarcompletedacourseoftrainingasalifecounsellorandcareersadvisor.TodaysheisstudyingLawinherlastsemester.Aftertheearthquakelastyear,shevisitedtheaffectedregionsonherowninitiative, inordertosupportthepeoplethereandgivethemsomeencouragement.SabinePretsch Ahousebuiltofearthbags Itismid-Septemberandinoneweek'stimeKeshavBadalwillbemovingintohisnewearth-baghomewithhiswifeandchildren.Ahomewithwallsmadeofbagsfilledwithsoil,isunfortunatelystillararityinNepal.Thisconstructionisconsideredearthquake-proof.Thesingle-storeyhousewithtworooms,eachof9m²isinthedirectvicinityoftheMargareteMüller-BullTrainingCentreinBadalgaon,asmallvillageintheKavreDistrict.Keshavisateacherattheschoolthere,the“BinayakBalLowerSecondarySchool“,whichissup-portedbytheGNHA.Hisownhomewasdestroyedbytheearthquake.Togetherwith the threeGNHAworkers, Keshav attended a 3-day practical training course for buildingearth-baghouses.ItwasorganisedbyaNewZealandNGO.HegainedfurtherpracticalexperienceduringtheconstructionoftheimpressiveretentionwallbelowtheTrainingCentre.Andduringthisphaseheac-quiredtheknow-howthatheneededforbuildinghisownhouse.

Theearth-baghousewasbuiltintwomonthsandtheGNHAcontributedhalfofthefunding,sinceitisaninnovativeconstructionmethod,andthehouseisintended,atsomelaterstage,asthehomestayaccom-modationforparticipantsintheMGMLtrainingcourses.Aforemanand6-7helperswereengageddailyforconstructingthewalls.In12daysthisworkwasfinished.Thepurchasedbagswerefilledwithasuitablesoilmixture,asisavailableeverywhereinNepal,andthenstackedinastaggeredpatternontopofeachother.Theearthbagswereprevented fromslippingbyusing intermediate layersofbarbedwire.Furthermore,simplesteelrodswereintegratedforadditionalstability.Thewallswerecoatedinsideandoutwithamix-tureofcementandclay.Thesteelgridformountingtheroofofcorrugatedsteel,waswelded inthevil-lage.Thereareevenawatersupplyandelectricalinstallations.

"Ithinkitisagoodideathatthehousewasbuiltinthetraditionalstyleusingnaturalmaterials.Thiscon-tributesparticularlytowardsagoodindoorclimatethroughouttheentireyear",Keshavansweredwhenhewasaskedwhyhebuilthishouseusingthisconstructionmethod.SabinePretsch RemarksontheoriginoftheaphorismsbyAngelaBaumann,foundintheGer-manNepaleseHelpAssociationcalendar"Andyoucanearnmoneydoingsomethinglikethis?"My former school friend frownedand trottedout someof theaphorisms that she found in thepreviousyear'sGNHAcalendar.AndIwasstillbroodingoverthepresentphotos."CanItakethisone?"Thelittletablecalendareasilyfoundaplaceinherstrictlylimitedluggage."Whatfor?"Her friendhad twogrown-up,musically-gifteddaughters, and shewasquite sure thatasa three-some,theywouldbe able to produce far better texts, and in the caseofmy ice-cold-anticipateddeath, couldseamlesslytakeoverthejob,sotospeak.Andlikeanyotherauthorinsuchasituation,Iwasimmediatelystruckbyafeelingoftremendousuncer-tainty.

AndIhavebeensittingheresince1996,i.e.for20years,studyingpictureseveryyear,alwaysofasimilarkind,depictingthe lifeandcountrysideofNepal, rackingmybrain-andotherpeoplecancomeupwithaphorisms,justlikethat?Evenmyson,whenhewasstillatgrammarschool,"supported"mewiththefollowingtext:“ThechildreninNepalbeforereadingatallalreadyfaceicyjagsthreateningtheirnecks!”Firmlyimplantedinmybrain,thistextpersistentlykeepscomingbacktome-Iwouldhaveforgottenmyownalongtimeago,ifIhadn'tsavedthemonmyPC.

EveryyearIprintouttheeverincreasingnumberoftexts,toavoidmakinganyrepetitions.Thereisadan-gerofthishappening,ifcertainthemesareconstantlyrepeated:Firstofall, theHimalayas:atsunriseandsunset,snow-covered,stonedesert,people in frontofandbe-tweenhighmountainpeaksanddeepvalleys.Andthenthestupas,adornedwithprayerflagsblowinginthewind, togetherwithstatuesof thedifferentgods,agriculture fromrice topomegranatesandwater,lotsofwater.Well,theArctic,MediterraneanorotherEuropeanphotosarenotlikelytocomefromNepal,regardlessofwhotakesthemandhowimpressivetheyare.Aphonecall - it'smy friend.Self-critically she tellsmeanexcellentexampleofher family'sefforts:Thehigherthemountain,thedeeperthevalley.That'swheretheproblemlies,andfinallyIrealisedit.Basically,it isaquestionoftruismsandphilosophiesoflifethatweareallfamiliarwithandcanrelatetoourselves-IhaveneverbeentoNepal.Icanonlyunderstand,expressandrelateageneraltexttovisualsubjects;andhowdothefinallyauthor-isedtextsdifferfrombeingcommonplace?Actually,theyonlydifferinthewayIpresentmybasicimpressionarousedbythepicture,rightattheend.

Poetry,ironyorpoliticalawareness-thereisalwaysahintofthese,andtheyelevatethetextsbyadeci-sivehair'sbreadthaboveplatitudeandbanality.IsincerelyhopethatIamnottheonlyonewhoseesthingsthisway.OurnewNepalCalendar2017withaphorismsbyMrs.BaumanncanbeorderedonourwebsiteordirectlyfromWunschDruckservice(Tel.:+49-7117803051).
