RULE 1: CONSTRUCTION AND DEFINITIONS

1.010 Promulgation, amendment, modification and repeal

ThefollowingRulesareissuedintermsofsection85oftheGautengGamblingAct1995,as amended.TheBoardwill,fromtimetotime,promulgate,amendandrepealtheseRules,consistent withthepolicy,objectsandpurposesoftheAct,asitmaydeemnecessaryordesirableincarrying outthepolicyandprovisionsofthatAct.Theserulesshallcomeintoeffectonthedateofpublication thereofintheProvincialGazetteandallrulespreviouslymadebytheBoardarerepealedonthe dateonwhichtheserulescomeintoeffect.

1.020 Applicability and condonation

(1) TheserulesshallbeapplicabletoallapplicantsforandholdersoflicencesintheProvinceandare setoutinthefollowingmanner:

(a) Rule1-4shallbeapplicabletoallapplicantsforandholdersofalltypesoflicences;

(b) Rule5-12shallbeapplicabletoallapplicantsforandholdersofcasinolicences;

(c) Rule13shallbeapplicabletoallapplicantsforandholdersofbingooperator licencesaswellasallholdersofmanufacturer,maintenanceorsupplierlicenceswhodeal withbingooperatorlicensees;

(d) Rule14shallbeapplicabletoallapplicantsforandholdersofbookmakerlicences;.

(2) Notwithstandinganythingtothecontrarycontainedintheserules,theBoardmay,onpriorwritten application,condonenon-compliancewiththeserulesandgivespecialdispensationswithregardto anythingcontainedintheserulesinthemannerandundertheconditionsdeterminedbytheBoard.

1.030 Construction

NothingcontainedintheseRulesshallbesoconstruedastoconflictwithanyprovisionoftheActor Regulationsmadethereunderorofanyotherapplicablestatute.

1.040 Severability

IfanyprovisionoftheseRulesbeheldinvalid,itshallnotbeconstruedtoinvalidateanyoftheother provisionsoftheseRules.

1.050 Definitions, words and terms; tense, number and gender

TheprovisionsoftheAct,relatingtodefinitions,tense,numberandgenderapplyandgovernthe interpretationoftheseRules,exceptwhenotherwiseplainlydeclaredorclearlyapparentfromthe context.

1.060 Definitions

IntheseRules,unlessthecontextotherwiseindicates:

"Asset number"meansauniquenumberpermanentlyassignedtoagamingmachine,cash storageboxandroulettewheelforpurposesoftrackingsuchmachine,storageboxorroulette wheelownedbyalicenseeandwhichshallbeaffixedinapermanentmannertothemachine, storageboxorroulettewheeltowhichitrefers.

“Business day” and “working day”meansanydayexcludingweekendsandpublicholidays.

"Card game"meansagameinwhichthecasinolicenseeisnotpartytowagersandfromwhich thecasinolicenseereceivescompensationintheformofarake-off,atimebuyin,orotherfeeor paymentfromaplayerfortheprivilegeofplaying,andincludesbutisnotlimitedtothefollowing: Poker,bridge,whist,solo,panguinguiandothernon-bankingcasinogames.

“Company”meansanycompanyasdefinedintheCompaniesAct,1973(Actno.61of1973), anyclosecorporationasdefinedintheCloseCorporationsAct,1984(Actno.69of1984), partnership,trustorotherformofbusinessorganisation,whichisnotanaturalperson.

"Establishment"meansanypremiseswherebusinessisconducted,andincludesallbuildings, improvements,equipmentandfacilitiesusedormaintainedinconnectionwithsuchbusiness. "Funds"meansmoneyoranyotherinstrumentofvalue.

“Gaming day”meansanaccountingperiodforalicenseewhichwillbeginandterminateatsuch timesasspecifiedinthelicensee’sinternalcontrolsystemsapprovedbytheBoard.

"Rake off" meansapercentageofthetotalamountantedandwageredbyplayersduringahand inacardgame.

1.070 Calculation of time periods

WhereanytimeperiodisprescribedintheseRules,thattimeperiodshallexcludethefirstdayand includethelastday.

RULE 2: GENERAL

2.010 Improper attempts to obtain information

Nopersonshalldirectlyorindirectly,procureorattempttoprocureinformationfromtherecordsof theBoard,whichisnotmadeavailablebyproperauthority.

2.020 Procedure for control of evidence and destruction of cheating devices

1. WhenaninspectoroftheBoardseizesanyarticleofproperty,thecustodianofevidenceforthe Boardshallplacetheevidenceinasecurefacilityandenterinasuitablesystemsufficient informationtoestablishachainofcustody.Afailuretocomplywiththissub-ruleshallnotrender evidenceinadmissibleinanyproceedingsbeforetheBoard.

2. Anyarticleorproperty,whichconstitutesacheatingdevice,shallnotbereturnedtoaclaimant.All cheatingdevicesshallbecomethepropertyoftheBoardupontheirseizureandmayperiodically bedisposedofbytheBoard.Whendisposingofacheatingdevice,theBoardshalldocumentthe dateandmannerofitsdisposal.

3. TheBoardshallnotifybyregisteredmaileachknownclaimantofacheatingdevicethathehas 30daysfromtheservingofnoticewithinwhichtofileawrittenclaimtocontestitsdepiction asacheatingdevice.

Failuretotimelyfileawrittenclaimasprovidedinsub-rule3constitutesanadmissionbyallclaimantsthatthearticleofpropertyissubjecttodestruction.TheChiefExecutiveOfficershallhavecompleteandabsoluteauthoritytoruleonaclaimfiledpursuanttosub-rule3.Afterexpirationofthe30-dayperiod,theBoardmayretainordisposeofthecheatingdeviceinanyreasonablemanner.

OWNERSHIP OF LICENSED PREMISES

2.030 Ownership of premises where gambling conducted

1. TheBoardmaydeemthatpremisesareunsuitablefortheconductofgamblingoperationsby reasonofownershipofanyinterestwhatsoeverinsuchpremisesbyapersonwhoisunqualifiedor disqualifiedtoholdagamblinglicence,regardlessofthequalificationsofthepersonwhoseeksor holdsalicencetooperategamblinginoruponsuchpremises.

2. Inallcasesinwhichthepremiseswhereinorwhereonthegamblingoperationforwhichagambling licenceissoughtarenotwhollyownedbytheapplicant,theapplicantshallfurnishtotheBoard astatementofthenameandaddressoftheownerorownersofsuchpremises,whichmayinclude suchotherinformationastheBoardmayrequire.

3. Inallcasesinwhichthepremisesarewhollyorpartlyownedbytheapplicant,theapplicantshall furnishtotheBoardcompleteinformationpertainingtotheinterestheldbyanypersonotherthan theapplicant,includinginterestheldunderanymortgage,deedoftrust,bondsordebentures, pledgeofcorporateshares,votingtrustagreement,orotherdevicewhatever,togetherwithsuch otherinformationastheBoardmayrequire.

4. EverylicenseeshallfurnishtotheBoardcompleteinformationpertainingtoanychangeof ownershipofthepremisesorofanychangeofanyinterestinthepremiseswhereinorwhereon thelicensedgamblingisoperatedatleast30daysbeforethedateofsuchchange;or,if thelicenseeisnotapartytothetransactioneffectingsuchchangeofownership,immediatelyupon acquiringknowledgeofsuchchangeofownershiporanycontemplatedchangeofownership.

2.040 Methods of operation

1. ItisthepolicyoftheBoardtorequirethatallestablishmentswhereingamblingisconductedin thisProvincebeoperatedinamannersuitabletoprotectthepublichealth,safety,morals,good orderandgeneralwelfareoftheinhabitantsoftheProvince.

2. Responsibilityfortheemploymentandmaintenanceofsuitablemethodsofoperationrestsat alltimeswith thelicensee,andwilfulorpersistentuseortolerationofmethodsof operationdeemedunsuitablewillconstitutegroundsforlicencerevocationorotherdisciplinary action.

2.050 Grounds for disciplinary action

TheBoarddeemsanyactivityonthepartofanylicensee,hisagentsoremployees,thatis harmfultothepublichealth,safety,morals,goodorderandgeneralwelfareofthepeopleofthe Province,orthatwouldreflectortendtoreflectdiscreditupontheProvinceorthegaming industry,tobeanunsuitablemethodofoperationandshallbegroundsfordisciplinaryactionby theBoardinaccordancewiththeAct.Withoutlimitingthegeneralityoftheforegoing,the followingactsoromissionsshallbe groundsfordisciplinaryaction:

1. Failuretoexercisediscretionandsoundjudgementtopreventincidentswhichmightreflecton thereputeoftheProvinceandactasadetrimenttothedevelopmentoftheindustry.

2. Permittingpersonswhoappeartobevisiblyintoxicatedtoparticipateingamblingactivity.

3. Servingofintoxicatingbeveragesinthegamblingareatopersonswhoappeartobevisibly intoxicated.

4. Possessingorpermittingtoremaininoruponanylicensedpremisesanycards,dice,mechanical deviceoranyothercheatingdevicewhatever,theuseofwhichisprohibitedbylaw.

5. Conducting,carryingon,operatingordealinganycheatingorthievinggameordeviceonthe premises,whichmayhaveinanymannerbeenmarked,tamperedwithorotherwiseplacedina condition,oroperatedinamanner,whichtendstodeceivethepublicorwhichmightmakethe gamemoreliabletowinorlose,orwhichtendstoalterthenormalrandomselectionofcriteria

whichdeterminetheresultsofthegame.

6. Failuretoconductgamblingoperationsinaccordancewithproperstandardsofcustom, decorumanddecency,orpermitanytypeofconductinthegamblingestablishmentwhich reflectsortendstoreflectonthereputeoftheProvinceandactasadetrimenttothegambling industry.

7. ExceptasprovidedintheRegulationsandtheseRules,thesaleorassignmentofanygaming creditinstrumentbyalicensee,unlessthesaleistoapubliclytradedorotherbonafide financialinstitutionpursuanttoawrittencontract,andthetransactionandthetermsofthe contract,includingbutnotlimitedtothediscountrate,arereportedtotheBoardforapproval.

8. Issuingcredittoapatrontoenablethepatrontosatisfyadebtowedtoanotherlicenseeor person,includinganaffiliateofthelicensee.Thissub-ruleshallnotprohibitalicenseefrom collectingadebtowedtoanaffiliateofthelicensee.

2.060 Gaming by owners, directors, officers and employees

Noowner,director,officeroremployeeofanentitywhichholdsagaminglicenceinthisProvince shallplayorplaceawageratanycasinogamewhichisexposedtothepublicforplayorwagering:

a. Bythatgaminglicensee;

b. atorwithintheestablishmentintheProvincewhichisownedoroperatedinwhole orinpartbythatgaminglicensee.

2.070 Criminal convictions as grounds for revocation or suspension

1. ThelicenseeshallnotifytheBoardwithinsevendaysofbecomingawareofanyinformationwhich mayimpactonthesuitabilityofanyregisteredemployee,owner,directororthirdpartywithwhom thelicenseeconductsbusiness.

2. TheBoardmayrevokeorsuspendthegamblinglicenceorcertificateofsuitabilityorregistration ofapersonwhoisconvictedofacrimewhichconstitutesadisqualificationintermsoftheAct,even thoughtheconvictedperson'spostconvictionrightsandremedieshavenotbeenexhausted.

2.080 Reports of violations

EachlicenseeshallreporttotheBoard,inwriting,anycontraventionofanyprovisionoftheAct, theRegulationsortheseruleswhichthelicenseehasknowledgeoforreasonablysuspectsto haveoccurred,within96hoursofsuchknowledgeorsuspicion,whichreportshallincludethe actionstakenorbeingtakenasaresultofsuchcontraventionunlessprovidesotherwise.

2.090 Access to premises and production of records

1. Noapplicant,licenseeorcertificateholdershallneglectorrefusetoproducerecordsorevidence ortogiveinformationuponproperandlawfuldemandbytheBoardoritsauthorisedagent,orshall otherwiseinterfere,orattempttointerfere,withanyproperandlawfuleffortsbytheBoardorany authorisedemployeetoproducesuchinformation.

2. Eachlicenseeshallimmediatelywithinareasonabletimeonrequestmakeavailableforinspection bytheBoardoritsauthorisedagentallrecordsrelatingtothelicensee’sbusiness.

3. EachlicenseeshallallowtheBoardoritsauthorisedagentunrestrictedaccesstoitspremises includingexaminationofanyequipmentuseddirectlyorindirectlyintheconductingofgambling activities.

2.100 Collection of gambling credit

1. Onlylicensee’semployees,licensedjunketrepresentatives,attorneys,affiliatedcompaniesand theiremployees,oranyotherentityapprovedbythechiefexecutiveofficermaycollect,on thelicensee’sbehalfandforanyconsideration,gamblingcreditextendedbythelicensee.

2. Notwithstandingtheprovisionsofsub-rule1,nolicenseeshallpermitanypersonwhohasbeen foundunsuitable,orwhohasbeendeniedagaminglicenceorothersuitabilityapproval,tocollect, onthelicensee’sbehalfandforanyconsideration,gamblingcreditextendedbythelicensee.

3. Eachlicenseeshallmaintain,fortheBoard'sinspection,recordsthatdescribecreditcollection arrangementsandthatincludeanywrittencontractsenteredintowiththepersonsdescribedin sub-rule1,unlesssuchpersonsarethelicensee’skeyemployeesorlicensedjunket representatives.

2.110 Extension of time for reporting

TheChiefExecutiveOfficer,inhis/hersoleandabsolutediscretion,mayextendthetimeforfiling anyreportordocumentrequiredbytheseRules.

2.120 Tournaments and Promotions

AlicenseeshallobtainpriorapprovaloftheChiefExecutiveOfficerforstagingatournamentora promotionwheretheparticipantsarerequiredtopayaconsiderationforparticipatinginthe tournamentorpromotion.

2.200 PROGRAMS TO PROMOTE RESPONSIBLE GAMBLING

2.210 Advertising

1 EachlicenseeshalltothesatisfactionoftheBoardpost,publishandprovideinconspicuousplaces inornearthegamblingoutlet/facility,informationand/orwrittenmaterialsstating:

a Thenatureandsymptomsofproblemgambling.

b ThetollfreetelephonenumberoftheNationalResponsibleGamingProgrammeand referralservicesforproblemgamblers.

c Nopersonsundertheageof18yearsarepermittedtoparticipateingambling.

d ThattheoperatorislicensedbytheGautengGamblingBoard.

e ComplaintsorgrievancesagainstitmaybelodgedwiththeBoard.

f ContactdetailsoftheGautengGamblingBoard.

2 Eachlicenseeshallensurethatallprintedmarketingcollateralinrespectofgamblingactivities:

a containthefollowinginformation:

(i) Nopersonsundertheageof18yearsarepermittedtoparticipateingambling.

(ii) Allbillboards,webpagesandmulti-pagepamphletsshalldisplaytheinformationon atleastsixpercentofthesurfaceofthebillboard,thehomepageofthewebpageor thefrontpageofamulti-pagepamphlet.

(iii) Allradioadvertisementsshallcarrytheinformationforfivesecondsattheendorthe beginningof eitherathirtyorsixtysecondsgamingadvert.

(iv) Alltelevisionadvertisementshallcarrytheinformationfortensecondsattheendor thebeginningofeitherathirtyorsixtysecondsgamingadvert.

3 Notwithstandingtheprovisionsofsub-rule(2)above:

a TheBoardmaydeterminegenericrequirementsforradioandtelevision advertisementsorindividualadvertisingdrives,withwhichallsuchadvertisements ordrivesshallconform,and

b TheBoardmayuponrequestdispenseand/orrelaxoneormoreoftheprovisionsof sub-rule(2)above.

4. Eachlicenseeshallensurethatnogamblingadvertisementisaimedordirectedatpersonsbelow theageof18.e.g.promotionormarketingofgamblingatprimaryschools. 5 AlladvertisementsshallinadditiontothisrulecomplywiththeprovisionsofSection71oftheAct and regulation 42.

2.220 Training

1 Eachlicenseeshallimplementproceduresandtrainingforallemployeeswhodirectlyinteractwith gamblingpatrons.

2 Thetrainingcontemplatedinsub-rule1aboveshallataminimumconsistof:

a Informationconcerningthenatureandsymptomsofproblemgamblingbehaviours

b Assistancetopatronsinobtaininginformationaboutresponsiblegamblingprograms

3 Thelicenseeshalldesignatepersonnelresponsibleformaintainingthetrainingprogramanddetermining (subjecttoapprovalbytheboard)thetypesandfrequencyofsuchtrainingandprocedures.

4 Thelicenseeshallonceithasbecomeawareofapunterwhomaybehavingagamblingproblem, furnishsuchpunterwithinformationordetailsofwhereheorshemayobtainassistancewith regardtothegamblingproblem.

5 Thelicenseeshallonamonthlybasisfurnishtheboardwiththefollowinginformationrelatingto personscontemplatedin4above.

2.230 Self exclusion by patrons

1 Eachlicenseeshalldevelopandimplementprocedurestoenablepatronstolodgearequesttobe excludedfromparticipatingingambling.

2 Theproceduresforselfexclusionshallataminimumprovide:

a Reasonablemeasurestoidentifyandrestrictaccesstogamblingbypersonswho requestedtobeexcludedfromparticipatingingambling

b Thatself-exclusionwillonlybelifteduponproductionofacertificatebyapsychologist, psychiatristoranycounsellorappointedbytheNationalResponsibleGamblingProgram. Thecertificateshouldatleastcertifythatthepunterhasattendedcounselingsessionsand thatinhis/heropinionthepunterisfitandcompetenttoparticipateingambling.

c ThatwhilsttheBoardandthegamblingoperatorswillmakereasonableeffortstogiveeffect totherequestforexclusion,itisthepunter’s/player’sresponsibilitytorefrainfrom participatingingamblingduringtheperiodofexclusion.BoththeBoardandthelicensee shallnotbeliablewhatsoeverforanydamagesthatmaybesufferedasaresultofthe punterparticipatingingamblingduringtheperiodofself-exclusion.

d Thattheexclusionwillnotbeliftedwithinaperiodofsixmonthsfromdateofexclusion.

2 Eachlicenseeshallpublishandpostnexttotheautomatedtellermachineslocatedonits premises,thesloganandtollfreenumberoftheNationalResponsibleGamblingProgrammeand referralservicesforproblemgamblers.

2.250 Enquiry

1 Theboardmayuponawrittenrequestbyaninterestedparty,conveneaninquirytoestablish

whetherornotapunterhasagamblingproblem.

2 Interestedpartiesreferredtoinparagraph1aboveshall:aconsistofandbelimitedtothe following:

(i) parents

(i) dependentchildren

(ii) spouseorliveinpartner

b attheinquiryproveonabalanceofprobabilitiesthatthepunter:

(i) gamblesmorethanhis/hermeansallows

3 Apunterwhouponreceivingpropernoticetoattendaninquiry,failstodosowithoutadequateor validgrounds,shallbeexcludedfromparticipatinginfurthergamblingintheprovinceuntilsuch timethathe/sheattendstheinquiry.

4 Apunterwhohasbeenfoundbytheboardtohaveagamblingproblem,maybeplacedonthelist ofexcludedpersonscontemplatedinRegulation29.

RULE 3: GAMBLING TAXES AND LEVIES OVER AND UNDER PAYMENTS

3.010 Claims for refunds; procedures

1. AlicenseefilingaclaimforrefundofoverpaymentofgamingtaxorotherlevieswiththeBoard shallserveacopyoftheclaimontheChiefExecutiveOfficer.Suchaclaimshallcontaina memorandumofpointsinsupportoftheclaim,settingforththelegalbasisandthe licensee'scalculationsoftheamountoftherefund.

2. TheaforesaidclaimforarefundshallbelodgedwiththeBoardwithin6monthsafterthefinancial year-endrelatingtotheyearinwhichtheoverpaymentwasmade.

3.020 Additional assessment in respect of underpayment of gambling tax

1. UpondeterminationbytheBoardthatalicenseehasunderpaidgamblingtaxesorotherapplicable levies,theBoardshallissuetothelicenseeanadditionaltaxassessmentsettingouttheamount dueandthebasisofcalculationthereof.

2. Theamountdueintermsoftheaforesaidadditionalassessmentshallbepaidwithin7daysof receiptorsuchlongerperiodastheBoardmayallow.

3. Wherealicenseefailstokeeptherecordsusedbyittocalculategrossgamingrevenueorany otherapplicablefeesorlevies,theBoardmaycalculateorestimatetheamountsdueupon thebasisofanyinformationwithintheBoard'spossessionincludingstatisticalanalysis.

RULE 4: GAMING MACHINES, MODIFICATIONS, CONVERSIONS AND OTHER GAMING EQUIPMENT

4.010 Definitions

Forthepurposesofthischapter,unlessthecontextindicatesotherwise–

“conversion” meansachangeinagamingmachinefromonepre-approvedconfigurationtoan otherpre-approvedconfigurationorfromoneapprovedmodeofplaytoanotherapprovedmodeof play.

“modification”meansachangeoralterationofanyapprovedgamingmachine,excludingacon versionandtherepairormaintenanceofagamingmachine.

“other gaming equipment”meansanygamingdeviceasdefinedintheAct,excludingagaming machine;and “promotional machine”meansacontrivancethatresemblesagamingmachinethat–

a. Isplayablewithoutawagerbeingmade;or

b. Alwayspaysoutanamountineithercashorprizesthatisequaltoorgreaterthanthe wagermade.

4.020 Technical standards for gaming machines

1. ThischapterappliestoallgamingmachinesofferedforplayintheProvincetotheextenttheydo notconflictwiththestandardsetbytheSABS.

2. Changestopay-outpercentage:

a. ForgamingmachineswithsinglegameEPROMs,thetheoreticalpaybackpercentageof agameshallnotbecapableofbeingchangedwithoutchangingtheEPROMsinthegaming machineandwhensuchachangeismadethefollowingshallberecorded–

(i) Thenameofthepersoneffectingthechange;

(ii) Theclosingmetersofthegamingmachine;and

(iii) Detailsofthechange,suchastheEPROMidentificationandKobetronnumbers;and

b ForgamingmachinescontainingEPROMswithmorethanonegameorreturnto player(RTP)orbetsizecombination,allgame/RTP/betsizecombinationsonthe installedEPROMshallbesubjecttoapprovalbytheBoardandthesetofgames tobemadeavailabletotheplayermaybevariedbychangingtheEPROMsorthe softsettingsofthegamingmachineandthefollowingshallberecorded–

(i) Thenameofthepersoneffectingthechange;and

(ii) Metersofthegame(s)beingreplaced.

c Anychangereferredtoinparagraphsaandbmayonlytakeplaceduringatimewhenthe gamingmachineisswitchedoff.

d Forpurposesofthissub-rule,theadditionofanattendant-paidbonus,aprogressive jackpot,orachangeinrateofprogressionofanexistingprogressivejackpotisnot

consideredtobeachangeinthetheoreticalpaybackofthegamingmachine.

4.030 Conversions: Notification and procedure

1. Aconversionmayonlybeperformedbyalicenseewhoisauthorisedintermsofhislicenceto manufactureormaintainthegamingmachinebeingconverted.

2. AconversionshallonlybeperformedfollowingwrittennotificationoftheconversiontotheBoard byhecasinolicenseeonwhoselicensedpremisesthegamingmachineisofferedforplayorin thecaseofagamingmachineonthelicensedpremisesofasitelicensee,therouteoperatorto whomthesiteislinked,whichnotificationshallbedonenolessthan7dayspriortotheconversion beingperformedorsuchshorterperiodastheBoardmayallow.3. Thenotificationreferredtoinsub-rule(2)shallincludeacomplete,comprehensive,andtechni callyaccuratedescriptionandexplanationoftheconversioninbothtechnicalandlaylanguage signedbythepersondoingtheconversion.

4.040 Maintenance of gaming machines

1. Alicenseeshallnotaltertheoperationofapprovedgamingmachinesandmayonlyallow maintenanceongamingmachinesbypersonslicensedbytheBoardtodoso.

2. Licenseesshallmaintaingamingmachinesavailabletothepublicforplayinasuitablecondition.

3. Eachlicenseeshallkeepawrittenlistofrepairsmadetogamingmachinesinthatlicensee’s possession,includingthenameofthepersonmakingsuchrepairs,andshallmakethelist availableforinspectionbytheBoard.

4.050 Duplication of program storage media

1. Onlyalicensedmanufacturer,routeoperatororcasinolicenseemayduplicatethecontentsof gamingmachineprogramstoragemedia.

2. Theprocedureforperformingsuchduplicationshallbecontainedintherouteandcasinolicensee’s internalcontrolproceduresasapprovedbytheBoard.

4.060 Marking, registration and distribution of gaming machines

1 NogamingmachineshallbedistributedintheProvinceorfromalocationwithintheProvinceout oftheProvinceunlessithasthatmachine’suniqueserialnumber,permanentlystampedoren gravedinletteringnosmallerthan5millimetersonthemetalframeorotherpermanentcomponent ofthemachineandonaremovableplateattachedtothecabinetofthemachinewhichwill alloweasyreviewbyaBoardofficialwithouttheopeningofanypartofthemachine.

2 NolicenseeshalldistributeanygamingmachinewithinoroutoftheProvinceortransportany gamingmachinethroughtheProvincewithoutthepriorwrittenapprovaloftheBoard.Applications forsuchapprovalshallbemade,processed,anddeterminedinsuchmannerandusingsuchforms asapprovedbytheBoardandshallinclude,inadditiontosuchotheritemsorinformationasthe Boardmayrequire–

a. InthecaseofgamingmachinesbeingdistributedoutoftheProvince,thefullname, provinceofresidence,address,telephonenumber,identificationnumberorpassport numberofboththepurchaserandthepersontowhomtheshipmentisbeingmade. Ifthepurchaserorpersontowhomtheshipmentisbeingmadedoesnothavean identificationnumberorpassportnumber,thebirthdateofthepurchaserorperson towhomtheshipmentisbeingmademaybesubstituted;

b. InthecaseofgamingmachinesbeingdistributedintotheProvince,thenameand permanentaddressofthesellerandthepersonfromwhomtheshipmentisreceived ifsuchpersonissomeoneotherthantheseller;

c. InthecaseofgamingmachinesbeingtransportedthroughtheProvince,thefull name,provinceofresidence,address,telephonenumber,identificationnumberor passportnumberofthepersonfromwhomthegamingmachinesaredistributed, thepersonperformingthetransportaswellasthepersontowhomtheshipmentis beingmade;

d. Thenameandpermanentaddressofthepurchaserorpersontowhomthe shipmentisbeingmadeifeitheriscurrentlylicensedbytheBoard; e. Theportofentryorexitasthecasemightbe,iftheoriginordestinationisoutside theRepublic;

f. Thenumberofgamingmachinestobedistributedortransported;

g. Theserialnumberofeachgamingmachine;

h. Themodelnumber,gametypeandEPROMnumberofeachgamingmachine;

i. Theexpecteddateandtimeofshipment;

j. Themethodofshipmentandnameandaddressofcarrier;

k. Thesealnumberofthecontainer,ifapplicable;and

l. Astatementbythepurchaserthateachmachinewillbeusedonlyforlawful purposes,unlessthepurchaseriscurrentlylicensedbytheBoard.

3 Nolicenseeshalldistributeorshipgamingmachinestoadestinationwherepossessionofa gamingmachineisunlawful.

4 TheBoardmayinspectallgamingmachinespriortodistributionoutoftheProvince.Licensees shallmakethegamingmachinesavailableforsuchinspection.

5 AlicenseeshallkeeparecordofallshipmentsmadeintooroutoftheProvinceofparts specificallydesignedforuseinagamingmachine.Therecordshallincludetheinformationset forthinsub-rule(1),ifapplicable.Alicenseeshallnotshippartsspecificallydesignedforuseina gamingmachinetoadestinationwherepossessionofagamingmachineisunlawful.

4.070 Modifications: Applications and procedures

1. Amodificationtoagamingmachineshallonlybeundertakenbyapersonlicensedtoundertake suchmodification.

2. AmodificationshallonlybedonefollowingwrittenapprovalfromtheBoardonapplicationtothe Boardbythecasinolicenseeonwhoselicensedpremisesthegamingmachineisoffered forplayorinthecaseofagamingmachineonthelicensedpremisesofasitelicensee,theroute operatortowhomthesiteislinked.

3. Theapplicationreferredtoinsub-rule(1)shallcontainthefollowing–

a. Acomplete,comprehensive,andtechnicallyaccuratedescriptionandexplanation ofthemodificationinbothtechnicalandlaylanguagesignedbythepersonmaking theapplication;and

b. Acertificationthatthegamingmachineasmodifiedisinaccordancewiththe standardapprovedbytheSABS.

4.080 Approval of promotional and tournament machines: Applications and procedures

1. AmanufacturerordistributorshallneitherdistributeapromotionalmachineforuseintheProvince noraffixitforplaytothepublicunlessthepromotionhasbeenapprovedbytheBoard.

2. Theprovisionsgoverningtheapproval,distributionintoandoutoftheProvince,andconversionof gamingmachinesshallapplymutatismutandistopromotionalmachines.

4.090 Installation of other gaming equipment

1. TheBoardwillmaintainalistofothergamingequipment,andshallsupplyacopythereoftoanyof itslicenseesuponthelicensees’request.

2. Alicenseeshallnotinstalloruseothergamingequipmentwithoutpriorwrittenapprovalofthe Board.

3. Applicationsforapprovaltoinstalloruseothergamingequipmentshallbemadeandprocessedin suchmannerandusingsuchformsasmaybedeterminedbytheBoard.

4. TheBoardmayconsidertheapprovalofothergamingequipmentbyothergamingregulatory jurisdictionsitsdeterminationoftheapproval.

4.100 Alterations to other gaming equipment

Alicenseeshallnotalterthemannerinwhichothergamingequipmentoperateswithoutprior writtenapprovaloftheBoard.

RULE 5 : CASINOS

GENERAL CASINO RULES

5.010 Payoff schedules or award cards

1. Payoffschedulesorawardcardsapplicabletoeverycasinogameincludingagamingmachine shallbedisplayedoreasilyaccessibleatalltimes,eitheronthetableatwhichsuchcasinogame isplayedoroneachgamingmachine,asthecasemaybe,orinaconspicuousplaceimmediately adjacentthereto.

2. Payoffschedulesorawardcardsshallaccuratelystateactualpayoffsorawardsapplicabletothe particularcasinogameorgamingmachineandshallnotbewordedinsuchmannerastomislead ordeceivethepublic.

3. Nolicenseeshalldisplayanymisleadingordeceptiveinformationonanypayoffscheduleoraward cardandeverylicenseeshallmakepaymentinstrictaccordancewithpostedpayoffschedulesor awardcards.

5.020 Retention of unclaimed money

1. Everylicenseeshallmaintainaregisterofallgamingprizeswhichhavenotbeenclaimedaftera periodof24hours.

2. ParticularsofunclaimedJackpotsandunclaimedprizesstoredonbyserialnumberorother accessmethodistobesecuredoncomputerdisksothattheparticularsofunclaimedmoneysor prizesisrestrictedtoauthorisedpersonnelonly.

3. AccesstotheparticularsofallunclaimedprizesshallbeprovidedtotheBoard.

4. Theprocedureswithregardstomoneyorprizeswonbyapersonwhoislessthaneighteenyears

RULE 6: SURVEILLANCE SYSTEMS

6.010 Definitions

Thefollowingwordsandterms,whenusedinthisRule,shallhavethefollowingmeaningsunless thecontextclearlyindicatesotherwise.

“Announced bet” meansawagermadewithoutchips,plaquesorcash;

“Call bet”meansabetcalledtothedealeraccompaniedbyanamountinchipsorcashsufficient tocoverthevalueofthebet;

“CCTV”meansclosedcircuittelevision.

“Control unit”meansadevicethatshallhavethecapabilitytoselectanycameratoanymonitor inthesurveillancesystem,controlPTZcamerasatavariablespeedandcontrolallVCRrecorders inthesurveillancesystem.

“Dedicated camera”meansavideocamera,whichisrequiredtomonitorandrecordaspecified activitycontinuously.

“Matrix”meansamicroprocessorcontrolledswitchingdevice,whichshallenablethesystemto

oldshallbesubmittedtotheBoardforapproval.

5.030 Disputes

1. WheneveracasinolicenseeisoftheviewthatadisputeasenvisagedinChapter5ofthe Regulationsislikelytoarisefollowingtheplayingofacasinogame,andtheallegedwinningsor preciseamountthereofexceedstheamountofR50000,thelicenseeshall,notwithstandingany provisiontothecontrary-

a. asfaraspossibleretainallrelevantevidencerelatingtotheplayingofthatcasino game,foraperiodnotlessthan30daysafterthedateonwhichtherelevantgame wasplayed;and

b. Wherepossible,informthepatronoftheremedyathisorhisdisposalintermsof regulation

2. WheneverapatronhasreferredadisputetotheChiefExecutiveOfficerintermsofregulation 24(1)(a),theChiefExecutiveOfficershall,assoonaspossiblebutnotlaterthan14daysafter suchreferral,informthecasinolicenseethereof,whereafterthelicenseeshallfurtherretainallthe relevantevidenceuntilthedisputehasfinallybeenresolvedintermsofChapter5ofthe Regulations.

3. Forpurposesofdeterminingwhichevidenceisrelevantasreferredtoinsub-rule(1)above,the casinolicenseeshalltakethefollowingintoconsideration:

a. Thetypeofcasinogame;

b. Thenatureofthedispute;and

c. Anydocuments,recordings,computerdata,equipment,objectsoranyother evidence,whichinthelicensee’sviewmayassisttheChiefExecutiveOfficerto resolvethedispute.

4. AdisputecontemplatedinRegulation24(1)(a)shallbereferredtotheChiefExecutiveoftheBoard orhisdelegatewithin5daysafterthedateonwhichthecasinogamewasplayedwhichgaverise tothedispute.

“PTZ camera” meansavideocamerawhichpossesses,ataminimum,thecapabilitytopan (rotate)360degreesataminimumspeedof120degreespersecond,tilt180degreeswiththe capabilitytoorientateitselfandshallhavepre-setcapabilitieswithaminimumpre-setspeedof 360degreespersecondandzoomcapabilities.

“Titler”meansadevicethathasthecapabilitytosuperimposetime,dateandatitleontoavideo signal.

“Video Loss Detector”meansadevicethathasthecapabilitytodetectlossinvideoandor generateanalarmwhenvideolossisexperienced.

“Video printer”meansadevicethatshallhavethecapabilitytogenerateinstantaneouslyupon command,aclear,stillblackandwhiteorcolourcopyorphotographoftheimagesdepictedona videotaperecording.

“Satellite monitoring equipment”meansasurveillanceremotestationwithaccesstothe surveillancesystemthathasthecapabilitytomonitorandswitchbetweensignalsonly.

6.020 Surveillance systems: Minimum standards

1. Thesurveillancesystemreferredtoinregulation110shallcontainataminimum,thefollowing equipment–

a. Acontrolunitthatshallhavethecapabilitytoselectanyvideocameratoany monitorinthesurveillancesystem,controlPTZcamerasatavariablespeedand controlallvideorecordersinthesurveillancesystem;

b. Dedicatedcameraswhicharecamerasthatmonitoraspecifiedactivitycontinuously, theplacementofwhichshallbesubjecttoapprovalbytheBoard;

c. Amatrixwhichisamicroprocessorcontrolledswitchingdevicewhichshallenable thesystemtodirectanynumberofinputstoanynumberofoutputs;

d. e. Atitlerwiththecapabilitytosuperimposetime,dateandatitleontoavideosignal withoutobstructingtherecordedview;

f. Videolossdetectorswiththecapabilitytodetectlossinvideoandorgeneratean alarmwhenvideolossisexperienced;

g. Avideoprinterwiththecapabilitytogenerateuponcommand,aclear,stillblackand whiteorcolourcopyorphotographortheimagesdepictedonavideorecording;

h. Videorecorderswhichshallrecordthevideosignalsfromthesystem;and

i. Monitorsonwhichtheviewsrecordedbythesurveillancesystemshallbe displayed.

2. Anysurveillanceremotestationwithaccesstothesurveillancesystemshallhaveonlythe capabilitytomonitorandswitchbetweensignals.

6.030 Surveillance system plans: Approval and alterations

1. Thesurveillancesystemplanshallincludethefollowing–

a. Acasinofloorplanthatshowstheplacementofallsurveillanceequipment;

b. Detailsofthecameraviews;

c. Identificationofthegamingmachinesandtablescoveredbythecameras;an

d. Adetailedinventoryofthesurveillancesystem,whichshallincludenumberof cameras,monitors,equipmentspecificationsincludingcamerasandthedetailed matrixplanincludingtheprocedurescoveringalarmedareas,entrancesandexits.

3. Thesurveillanceplaninrespectofcamerainstallationwillbesignedoffandshallbesubjectto approvalbytheBoardoncompletionoftheinstallationofthecameras.Inrespectofall otherissues,Boardapprovalshallberequiredpriortoinstallation.

4. Everycasinolicenseeshallwithin24hoursnotifytheboardoftheinstallationadditionalcameras forthepurposeofgamingcovertoperations.

6.040 Surveillance systems: General requirements

1. Onlyhigh-resolutionmonitorswithaudiocapabilitiesshallbeusedinthesurveillanceroom.

2. Allcontrolsonthemonitorsshallbefrontmounted.

3. Eachmonitorshallhavethecapabilitytodisplayanyselectedview.

4. Aminimumofonemonitorforevery25camerasinthegamingmachinearea,andonemonitorfor every15camerasforthetablesareashallbefittedinthesurveillanceroom.

5. Aratioofonesurveillanceofficertoeightmonitorsshallbemaintainedatalltimesduringcasino operatinghours.

6. Camerasshallbefittedinsuchawaytopreventtamperingbypatronsoremployees.

7. Camerasshallbeselectedandcontrolledfromthesurveillanceroombymeansofacontrolunit.

8. Eachcamera,whichformspartofthesurveillancesystemapprovedbytheBoard,shallbe dedicatedtoitsownvideorecorder.

9. Camerasofdifferentresolutionsshallbeusedindifferentconditionsandfordifferentpurposesin ordertoprovideoptimalclarity.

10. Eachcamerashallhavethecapabilityofhavingitspicturedisplayedonavideomonitor.

11. Avideorecordershallhavethecapabilitytobeselectedandcontrolledfromthecontrolunitinthe surveillanceroom.

6.050 Surveillance rooms: General requirements

1. Theinsideofthesurveillanceroomincludingtheworkingareasaswellasemployeesandtheir movementsshallberecordedonaudio,videoandthevideotapelibraryshallberecordedonvideo at all times.

2. AnymemberoftheBoard,itsstafforitsauthorisedagentmayberequiredtoproducepositive identificationbeforeaccessisgranted.

6.060 Surveillance systems: Count rooms and cash desk (cage)

1. Thesurveillancesystemshallmonitorandrecordclearunobstructedviewsofallareasandtrans actions.

6.070 Minimum PTZ requirements

1. ThereshallbeaminimumofonePTZcameraforeveryfourtablegameswhichshallbeusedfor generalviews,punterscansandclose-upviewsprovidedthatallgameplayactivitiesshallbe individuallymonitoredandrecordedbyadedicatedhighresolutioncamerapertable.

6.080 Surveillance systems: Gaming machines

1. Camerasrecordinggamingmachinesshallbepositionedinsuchamannerthatopenedmachine doorsdonotobstructtheviewtotheinsideofthegamingmachinecabinetandamaximumof 12gamingmachinesshallbecoveredbyonecamera.(Notethatthischapterisbasedon theroomthatwouldbetakenupby12standardgamingmachinesinstallednexttoeachother. Thereforegapsbetweengamingmachinesshallbetakenintoaccountwhenreviewingtherequired numberofcameras.)

2. Allcountingequipmentinthecashieringboothsshallbeinterfacedwiththesurveillancesystem.

3. Allcashieringboothsshallhavepanicalarmbuttonsdirectlylinkedtothesurveillancesystem.

4. Thesurveillancesystemshallbeinterfacedwiththegamingmachines,coincountersandweigh scalesensuringthatthefollowingerrorcodes,conditionsandinformationarereportedonthe system–

a. gamingmachineerrorcodesandconditions;

b. coincounters–

(i) denomination;

(ii) randvalueofcoinscounted;

(iii) boothnumber;and

(iv) dateandtime;

c. weighscales–

(i) denomination;

(ii) value;

(iii) weight;and

(iv) dateandtime.

6.090 Surveillance systems: Equipment malfunctions

1. Inadditiontotherequirementsofregulation115eachmalfunctiontogetherwiththecorrective measurestakenwillbereportedtotheBoardwithin24hours.

RULE 7 : CENTRAL MONITORING SYSTEMS

7.010 General requirements

1. Everycasinolicenseeshallimplementacomputerisedon-linecentralmonitoringsystem(CMS)capableof meetingtherequirementscontainedintheSABSstandardandapprovedbytheBoardforusebythe licensees.

7.020 CMS hardware and software

1. ThehardwareandsoftwareconfigurationoftheCMSshallbecertifiedtoconformwiththestandardsetby theSABSandapprovedbytheBoardpriortoutilisationthereofbyalicensee.

2. Thecertificationandapprovalprocessshallincludeanevaluationofthetotalconfigurationforreliability, recovery,auditability,redundancyandsecurity.

3. AnyupgradesorchangestothesoftwaresystemshallbesubjecttoapprovalbytheBoard,priortosuch upgradeorchangetakingplace.

7.030 Meter wrap handling and meter width

1. Operationalprocedures,software,etc.shallbeinplacewhich,togetherwiththewidthofthemeters andtheexpectedrateofmetercounts,aresufficienttocaterforresultingmeterwrapevents(ieto detectandcorrectlyhandlemeterwraps),andsopreservethetruetotalstatistics.

7.040 Device configuration database

1. Thecentralmonitoringsystemshallmaintainthefollowinginformationforeachgamingdevice whichitmonitors–

a. Position;

b. Devicedescription(egserialnumber,manufacturer);

c. Configuration(iedenomination,softwareversioninstalled,gameactivated, progressivestatus);and

d. Historyofupgrades,movementsandre-configurations.

2. Themonitoringreferredtoinsub-rule(1)maybedonebytheCMS,aseparatecomputeror manualsystem,oranycombinationthereof,butinanycasetheinformationshallbereadily retrievable.

7.050 Password protection

1. Theoperatingsystem(s)used,aswellastheCMSshallprovidecomprehensivepasswordsecurity.

2. Allprogramsanddatafilesshallonlybeaccessiblebyentryofapassword,whichshallbechanged monthlyandwhichwillbeknownonlytoauthorisedpersonnel.

3. ThepasswordsandPersonalIdentificationNumberstoaccessthecentralmonitoringsystemshall beinanencryptedform.

4. Alistshallbemaintainedofallregisteredusersonthesystemincludingtheirprivilegelevelonboth theoperatingsystem(s)andCMS.

7.060 Access by the Board

1. TheBoardistobeabletoaccesstheCMSprogramanddatamemoryatanytimeusingeitherthe electroniclinkstotheBoard,orfromafacilityonthelicensedpremises

2. Thesystemsoftwareshallprovidecomprehensivesearchmechanismsforthepurposeof examinationofeventsandstatisticaldata.Themechanismshallcaterforavarietyof“keys”as wouldreasonablybeusedbytheoperatorandasapprovedbytheBoard.

3. TheBoardmaylogontotheCMScomputertoexecuteexternalauditandinterrogationprograms. ThepasswordthatthestaffmemberoftheBoardusesshallgivehim/herREADONLYaccessto alldataandthereshallbesufficientcomputermemoryspaceavailabletoenablethestaffmember oftheBoardtosaveareportcomprisingthereadonlyinformation.

7.070 User interface: Documentation and reporting

1. SignificanteventandstatisticaldatarequiredbytheBoardwillbetransferredtotheBoardatsuch intervalsastheBoardmaydetermine.

2. ThepermittedmethodologiesforthesetransfersshallbesubjecttoapprovalbytheBoardandmay includethefollowing–

a. Hardcopyreportviafacsimile;

b. Diskette;

c. Dial-updatatransfer;

d. Securee-mail;and

e. Datatransferviadedicatedlink.

3. TheformatofthedatawillbespecifiedbytheBoardfromtimetotime.

7.080 Link to Board computing facilities

1. ThecasinolicenseeshallprovideandmaintainsuchelectronicaccessorlinktoitsCMSastheBoardmay requirefromtimetotime.

2. Theelectroniclinkshallincludeallnecessaryequipment(iecomputerterminals,Telkom,NTU’s, routers,modemsetc.).

3. ThecasinolicenseeshallsupplytheBoardwiththenecessarysoftwareandinternaltrainingto enabletheBoardtolinkto,logontoandoperatetheCMSandprintallinformationobtainedfrom theCMS

7.090 Facilities for Board’s staff members EverylicenseeshallprovidethefollowingminimumfacilitiesonitslicensedpremisestotheBoard’s staffmembers–

a.Equipmenttoenablethedeterminationofoperationalhardwareandsoftwareversion levelsfortheCMS;and

b.Facilitiesandequipment,includingofficespace,toenablestaffmemberstoevaluatethe complianceoftheCMStoapprovedminimumoperationalstandardsandperformsuch otherfunctionsasmayberequiredfromtimetotime.

RULE 8 : CHIPS, PLAQUES, TOKENS, DICE, CARDS ROULETTE WHEELS AND ROULETTE BALLS

8.010 Gaming chips, value and non-value

1. AllgamingchipsandplaquesshallconformtoSABS1718.

2. Eachnon-valuechipotherthanpromotionalortournamentchipsutilisedinacasinoshallbeissued solely forthepurposeofgamingatroulette.Thenon-valuechipsateachroulettetableshall–

a.HavethecasinonameandlocationasapprovedbytheBoard,clearlypressed,engraved orimprintedonthechip;

b.Containadesign,insertionorsymboldifferentiatingthosechipsfromthenon-valuechips beingusedateveryotherroulettetableinthecasino;and

c.Bedesigned,manufacturedandconstructedsoastoprevent,tothegreatestextent possible,thecounterfeitingofsuchchips.

3. Nopersonataroulettetableshallbeissuedorpermittedtoplayroulettewithnon-valuechipsthat areidenticalincolouranddesigntovaluechipsornon-valuechipsbeingusedbyanotherperson atthesametable.Whenapatronpurchasesnon-valuechips,achipofthesamecolourshallbe placedinachip-treeorotherdeviceasapprovedbytheBoard,totheouterrimoftheroulette wheel.

4. Non-valuechipsshallonlybepresentedforredemptionatthetablefromwhichtheywereissued andshallnotberedeemedorexchangedatanyotherlocationinthecasino.Whensopresented, thedealeratsuchtableshallexchangethemforanequivalentamountofvaluechipswhichwill thenbeusedbythepatroningamingorredeemedasanyothervaluechip. 5. Eachcasinolicenseeshallhavethediscretiontopermitorprohibittheuseofvaluechipsin gamingatroulette,however,itshallbetheresponsibilityofthecasinolicenseeanditsemployees tokeepaccurateaccountofthewagersbeingmadewithvaluechipssothatthewagermadeby oneplayerisnotconfusedwiththatmadebyanotherplayeratthetable.

6. Eachcasinolicenseeshallmaintainamonthlysummaryofthevaluechipinventoryforeachde nomination,whichshallincludeataminimum,thefollowing-

a. Thebalanceonhandatthebeginningofthemonth;

b .Thebalanceonhandattheendofthemonth;

c. Documentationastowhoisholdingthesechips(ifknown);and

d. Theformatofthesummaryrequiredbythissub-ruleshallindicatethedaily movementofchips.

7. Nocasinolicenseeshallissueorcausetobeutilisedinitscasinoanyvalueornon-valuechip unlessanduntilsuchchipshavebeenapprovedbytheBoard.

8. NocasinolicenseeorotherpersonlicensedbytheBoardshallmanufacturefor,sellto,distribute tooruseinanycasinooutsideoftheProvince,anyvalueornon-valuechipwiththesamedesign asthoseapprovedforuseinacasinointheProvince. 9. Promotionalchipsshallbeofsuchshapeandsizeandhavesuchotherspecificationssoastobe distinguishablefromotherchipsasdeterminedbytheBoard.

10. Bothsidesofeachpromotionalchipshallconspicuouslybeartheinscription:“NoCashValue”.

8.020 Gaming plaques

1. Nocasinolicenseeshallissueorcausetobeutilisedinitscasino,anygamingplaquesunless anduntilsuchplaquesareapprovedbytheBoard.

2. NogamingplaqueshallbeissueduntilthecasinolicenseehassubmittedtotheBoardandthe Boardhasapproved,asystemforaccountingforgamingplaquesandcageprocedures.

3. Whereavaluechipexistsforadenominationequivalenttoaplaque,theprimarycolourusedon thevaluechipshallbeutilisedastheprimarycolourfortheplaque.

8.030 Primary, secondary and reserve sets of gaming chips

1. UnlessotherwiseauthorisedbytheBoard,eachcasinolicenseeshallhaveaprimarysetof valuechipsandareservesetofvaluechipswhichshallconformtotherequirementsofSABS 1718.

2. Inadditiontotheprovisionsofsub-rule(1),acasinolicenseeshallhaveasecondarysetofvalue chipsfordenominationsofR500-00andmore,whichchipsshallhaveatleastadifferent secondaryandthirdcoloursthantheprimaryset.

3. Eachcasinolicenseeshallhaveaprimarysetofnon-valuechipsforeachroulettetableanda reservesetofnon-valuechipswithadesignorsymboldifferentfromthenon-valuechips comprisingtheprimaryset.

4. Thecasinolicenseeshallremovetheprimarysetofgamingchipsfromactiveplayandplacethe reservesetofchipsinplaywheneveritisbelievedthecasinoistakingoncounterfeitchipsor wheneveranyimproprietyordefectintheutilisationoftheprimarysetofchipsmakesremovalof theprimarysetnecessary,or whenevertheBoardsodirects.

5. Whenevertheprimarysetofchipsisremovedfromactiveplay,thecasinolicenseeshall immediatelynotifytheBoardofthisandthereasonforsuchoccurrence.

6. AcasinolicenseeshallsubmittotheBoardthefinalartworkofeachdenominationofgaming plaque,thefinalartworkofeachvalueandnon-valuechipinitsprimaryandsecondarysets,and thefinalartworkofeachpromotionalchip,andshallnotpurchaseorutilisesuchchips,plaquesor promotionalchipsforgamingpurposesuntilapprovedbytheBoard.

8.040 Nature and exchange of gaming chips, plaques and promotional chips

1. Allwageringoncasinogames,otherthanongamingmachines,inacasinoshallbeconductedwith chipsorplaques:Provided,thatpromotionalchipsshallbepermittedforuseinwageringat authorisedgameswithpriorapprovaloftheBoard.

2. Gamingchipspreviouslyissuedbyacasinolicenseewhicharenotinactiveusebythatcasino licensee,shallnotbeusedforwageringatauthorisedtablegames.

3. Valuechipsorplaquesshallbeissuedtoapersononlyattherequestofsuchpersonandshallnot begivenaschangeinanyothertransactionbutagamingtransaction.

4. Gamingchipsshallonlybeissuedtocasinopatronsfromacashdeskorattablesandshallonly beredeemedforcashatthecashdesk(cage);Providedthatgamingchipsmaybeexchanged byapatronatacashieringboothforcurrency,coinorgamingmachinetokensinordertoplaya gamingmachine.

5. Eachgamingchipandplaqueissoleevidenceofadebtthatthecasinolicenseeowestothe personlegallyinpossessionofthegamingchiporplaqueandshallremainthepropertyof theissuingcasinolicensee.

6. Eachcasinolicenseeshallredeempromptly,itsowngenuinegamingchipsandplaques,except whenthegamingchipsorplaqueswereobtainedorarebeingusedunlawfully.Acasinolicensee shallredeemgamingchipsorplaquesbyexchangingthemforanequivalentamountofcashor uponrequestbyapatronwhosurrendersgamingchipsorplaquestothevalueofmorethan R10000-00,foracasinochequeofthatcasinolicenseeintheamountofchipsorplaques surrenderedanddatedthedayofsuchredemption.Thecasinochequemayonlybeissuedforthat portionoftheredemption,whichcanbeestablishedaswinnings.Note:Thecasinomayissuea chequetoapatronforalesseramountbutonlytotheamount,whichrelatestowinnings.

7. Eachcasinolicenseeshallhavetherighttodemandtheredemptionofitsgamingchipsorplaques fromanypersoninpossessionofthemandsuchpersonshallredeemsaidchipsandplaquesupon presentationbythecasinolicenseeofcashtoanequivalentamount.

8. Eachcasinolicenseeshallredeempromptlyitsowngenuinegamingchipsorplaques presentedtoitbyanyotherlegallyoperatedcasinolicensee.Theredemptionprocessforcredit plaquesfromanothercasinoshallbecontainedinthecasinolicensees’internalcontrolprocedures asapprovedbytheBoard.EachcasinolicenseeshallsubmittotheBoardforapproval,asystem forchipandplaqueexchangebetweenthemselvesandotherlegallyoperatedcasinolicensees,of gamingchipsandplaques–

a. Thatareinitspossessionandthathavebeenissuedbyotherlegallyoperatedcasi nolicensees;and

b. Thatithasissuedandthatarepresentedtoitforredemptionbyanyotherlegally operatedcasinolicensee.

8.050 Receipt, inventory, security, storage and destruction of chips and plaques

1. Whengamingchipsorplaquesarereceivedfromthemanufacturerordistributorthereof,they shallbeopenedandcheckedbyatleastthreepeople(excludingtheBoardrepresentative),oneof whomshallbefromthecasinoaccountsdepartmentofthelicenseeandonefromthesecurity departmentofthecasinolicensee.TheBoardshallbenotifiedatleastoneweekpriortothe pendingarrivalofsaidequipmentbythecasinolicensee.Anydeviationbetweentheinvoiceac companyingthechipsandplaquesandactualchipsorplaquesreceived,oranydefectsfoundin suchchipsorplaques,shallbereportedpromptlytotheBoard.

2. Aftercheckingthegamingchipsandplaquesreceived,thecasinolicenseeshallrecordinachip reconciliationsheetthedenominationofthechipsandplaquesreceived,thenumberofeachde nominationofchipsandplaquesreceived,theserialnumberofeachplaquereceived,thenumber anddescriptionofallnon-valuechipsreceived,thedateofsuchreceiptandthesignaturesofthe individualswhocheckedsuchchipsandplaques.

3. Ifanyofthegamingchipsorplaquesreceivedfromsuchmanufacturerordistributoraretobeheld inreserveandnotutilisedforactivegamingeitheratthetablesorinthecashdesk(cage),they shallberecordedinthechipreconciliationsheetasreservechipsorplaquesandshallbestoredin aseparatelockedcompartmentinanapprovedcasinovaultorsafe.

4. Anygamingchipsreceivedfromsuchmanufacturerordistributorthatarepartofthereserveset ofchipsshallberecordedinthechipreconciliationsheetassuchandshallbestoredseparately fromthevalueandnon-valuereservechipsinlockedcompartmentsinanapprovedcasinovaultor safe.

5. Wheneveranygamingchipsorplaquesaretakenfromorreturnedtoeitherthereservechipor plaqueinventoryorthesecondarysetofchips,thisshallbeaccomplishedinthepresenceofat leasttwoindividualsandthedenominations,numberandamountofchipsorplaquessotakenor

returned,shallberecordedinthechipreconciliationsheettogetherwiththedateandsignaturesof theindividualscarryingoutthisprocess.

6. Attheendofeachgamingday,acasinolicenseeshallcomputeandrecordtheunredeemed liabilityforeachdenominationofchipsandplaquesandshallcausetobemade,atleastona monthlybasis,aninventoryofchipsandplaquesincirculationandinreserveandshallcausethe resultofsuchinventorytoberecordedinthechipinventoryledger.Theprocedurestobeutilisedto computetheunredeemedliabilityandtoinventorychipsandplaquesincirculationandreserve, shallbesubmittedtotheBoardforapproval.Aphysicalinventoryofchipsandplaquesinthere serveshallonlyberequiredannuallyiftheinventoryprocedureincorporatesthesealingof thelockedcompartments,andthatsuchsealshavenotbeenbrokenduringthatperiod.

7. Priortothedestructionofgamingchipsandplaques,thecasinolicenseeshallnotifytheBoard inwriting,ofthedate,andthelocationatwhichthedestructionwillbeperformed,the denomination,numberandamountandvalueofchipsorplaquestobedestroyed,thedescription andnumberofnon-valuechipstobedestroyedandadetailedexplanationofthemethodof destruction.UnlessotherwiseauthorisedbytheBoard,thedestructionofgamingchipsand plaquesshallbecarriedoutinthepresenceofatleasttwopeople,oneofwhomshallbe fromthesecuritydepartmentofthecasinolicensee.Thedenomination,numberandamount ofvaluechipsandplaquesor,inthecaseofnon-valuechips,thedescriptionandnumber alsodestroyedshallberecordedinthechipreconciliationsheettogetherwiththesignaturesofthe individualscarryingoutsuchdestruction,andthedateonwhichsaiddestructiontookplace.The casinolicenseeshallalsomaintainawrittenlogofthenamesandlicencenumbersofallcasino personnelinvolvedineachsuchdestruction,thenamesandaddressesofallnon-casinopersonnel involved.

8. Acasinolicenseeshallensurethatatalltimethereisadequatesecurity,asapprovedbytheBoard, forallgamingchipsandplaquesinitspossession.

8.060 Gaming machine tokens: Physical characteristics

AlltokensshallconformtoSABS1718.

8.070 Gaming machine tokens, promotional tokens and tournament tokens: Use and specifications

1. Eachcasinolicenseemay,withtheBoard’sapproval,issuethefollowingtypesoftokens–

a. Gamingmachinetokensthatshallbe–

(i) Designedforuseinthehoppersofthecasinolicensee’sgamingmachines;

(ii) Capableofactivatingtheplayofagamingmachineoperatedbythecasino licenseethatissuedthegamingmachinetoken,uponinsertionintothecoin acceptorofthegamingmachinebeingplayed;

(iii) Issuedtoapatrononlyfromacashieringbooth,cashdesk(cage)ora changemachine;

(iv) Exchangedbyapatronatthecasinowherethegamingmachinetokenwas issued,onlyatacashieringboothorcashdesk(cage);and

(v) Redeemedbytheissuingcasinolicenseepromptlyuponrequestofthe patronsurrenderingoneormoregamingmachinetokens,onlyatacoin redemptionbooth,acashieringboothorcashdesk(cage)foranequivalent amountofcashoracasinochequeofthatcasinolicenseeintheamountof thegamingmachinetokenssurrenderedanddatedthedayofthe redemption;and

b. Promotionalortournamenttokenswhichshallbeofsuchshapeandsizeandcon formtosuchotherspecificationssoastobedistinguishablefromothertokensas approvedbytheBoardandshall– (i) Beincapableofactivatinggamingmachineplayatanygamingmachinewhichis capableofacceptingcoinsorgamingmachinetokens;and

(ii) Notbeusedinanytransactionotherthanthepromotionortournamentforwhich theyareintended. 2. Eachpromotionalortournamenttokenshallbedesignedsothat–

a. Thenameortradenameandlocationofthelicenseeisidentifiedthereon;

b .Thereisaninscriptiononbothsidesofeachtokendepictingthewords“NoCash Value”;

c. ItisnotdeceptivelysimilartoanycurrencyorpastcoinoftheRepublicofSouth Africaoranyothernation;

d. Itssizeorshapehasothercharacteristicswhichphysicallypreventsitsuseinlawful vendingmachinesorotherdesignedtobeoperatedbycoinsoftheRepublicof SouthAfrica,exceptforgamingmachines;and

e. Itincorporatessuchanti-counterfeitingfeaturesandothersecuritymeasuresasthe Boardmayrequire.

3. Nogamingmachinetoken,promotionaltokenortournamenttokenshallbeissuedbyacasino licenseeorutilisedinacasinounlessanduntil–

a. Thedesignspecificationsoftheproposedtokenare,priortothemanufacturethere of,submittedtoandapprovedbytheBoard,whichsubmissionshallincludea detailedschematicdepictingtheactualsizeofthetokenincludingthediameterand thicknessthereofaswellthefollowing–

(i) Eachface;

(ii) Theedge;and

(iii )Anywords,logos,designs,graphicsorsecuritymeasurescontainedonthe tokens;and

b. AsampleofthetokenhasbeensubmittedtoandapprovedbytheBoardafterthe approvalofthedesignspecificationsthereof. 4. Nocasinolicenseeshallissue,useorallowapatrontouseinitscasinoanygamingmachine token,promotionaltokenortournamenttokenthatismateriallydifferentfromthesampleofthat tokenapprovedbytheBoard.

8.080 Wagering with gaming machine tokens, tournament tokens or any other method

Allwageringatgamingmachinesinacasinoshallbeconductedwithcoins,gamingmachine tokensoranyothermethodapprovedbytheBoard;provided,however,thatcurrencymaybe acceptedthroughbillvalidatorsorothermeansapprovedbytheBoard.

8.090 Redemption of gaming machine tokens

1. Exceptasprovidedforinsub-rule(5)andasmaybespecificallyapprovedbytheBoard,each

casinolicenseeshallredeemgamingmachinetokensonlyfromitspatrons.

2. Eachgamingmachinetokenissoleevidenceofadebtthattheissuingcasinolicenseeowesto thepersonlegallyinpossessionofthegamingmachinetoken,andshallremainthepropertyof theissuingcasinolicensee,whichshallhavetherightatanytimetodemandthatthepersonin possessionofthegamingmachinetokensurrendertheitemuponthecasinolicenseeexercisingits rightofredemptioninaccordancewithsub-rule(3).

3. Eachcasinolicensee,upondemand,shallhavetherighttoredeemitsgamingmachinetokens fromanypersoninpossessionofthem,whoshallsurrenderthegamingmachinetokensuponthe casinolicenseepresentingthepersonwithanequivalentamountofcash.

4. Eachcasinolicenseeshallaccept,exchange,useorredeemgamingmachinetokensthatithas issuedandmayaccept,exchange,orredeemgamingmachinetokensthathavebeenissuedby anyotherlicensedcasino.

5. Eachcasinolicenseeshallredeemitsowngenuinegamingmachinetokenspresentedtoitbyany otherlegallyoperatedcasinolicensee.EachcasinolicenseeshallsubmittotheBoardfor approvalasystemfortheexchange,withotherlegallyoperatedcasinolicensees,ofgaming machinetokens–

a. Thatareinitspossessionandthathavebeenissuedbyanyotherlegallyoperated casinolicensee;and

b. Thatithasissuedandthatarepresentedtoitforredemptionbyanyotherlegally operatedcasinolicensee.

8.100 Tokens: Receipt, inventory, security, storage and destruction

1. EachCasinolicenseeshallinspectallgamingmachinetokens,promotionalandtournamenttokens uponreceiptfromthemanufacturerordistributortoensure,ataminimum,that–

a. Thequantityanddenominationofgamingmachinetokensthatareactuallyreceived fromthemanufacturerordistributorareinaccordancewiththeamountofsuch tokenslistedontheinvoice;and

b. Therearenophysicaldefectsinthetokensreceived.

2. Theinspectionrequiredbysub-rule(1)shallbeconductedbyatleastthreepeople(excludinga representativefromtheBoard)whichshallconsistofatleastonerepresentativefromthefinancial orauditingdepartmentofthecasinolicensee;andonerepresentativefromthesecuritydepartment andtheBoardshallbenotifiedbythecasinolicenseeatleastoneweekpriortothependingarrival ofsaidtokens.

3. EachcasinolicenseeshallimmediatelyreporttotheBoardinwritinganydiscrepancyinthe shipmentorinvoiceincluding,butnotlimitedto,thefollowing–

a. Anydefectivegamingmachinetokens,promotionaltokensortournamenttokens containedintheshipment;and

b. Anyvarianceinthequantityordenominationofthegamingmachinetokens, promotionaltokensortournamenttokensactuallyreceivedfromthequantityor denominationthereofreflectedontheshippingdocumentsorinvoice.

4. EachcasinolicenseeshallsubmittotheBoardforapprovalprocedurestorecordandprocessthe receipt,inventory,storageanddestructionofgamingmachinetokens,promotionaltokensand tournament tokens.

1. Whendicearereceivedbyalicenseefromthemanufacturerordistributorthereof,thecontainers inwhichtheyarriveshall,immediatelyfollowingreceipt,beinspectedbyamemberofthe surveillancedepartmentandamemberofthetablegamesdepartmenttoensurethatthesealson eachcontainerareintact,unbrokenandfreefromtampering.

2. Thediceincontainersthathavebeentamperedwithorthesealsofwhichhavebeenbroken,shall beinspectedatthistimetoensurethattheyconformtotheBoard’sstandardsassetoutinthese rules.

3. Containersofwhichthesealsareunbroken,intactandfreefromtamperingshallbeplacedin primaryorsecondarystorageareainthesurveillancedepartment.

4. Dicewhicharetobedistributedtogamingpitsortablesshallbestoredintheprimarystoragearea, whichshallbesecuredbyalock,thekeytowhichshallbemaintainedbythesurveillance departmentandthelocationandphysicalcharacteristicsofwhichshallbesubjecttoapprovalby theBoard.

5. Thesecondarystorageareashallbeusedforstorageofsurplusdiceanddiceshallnotbe distributedtogamingpitsortablesdirectlyfromthesecondarystoragearea.

6. Thesecondarystorageareashallbelocatedinasecurearea,thelocationandphysical characteristicsofwhichshallbesubjecttoapprovalbytheBoard:Providedthatthesecondary storageareashallhavetwoseparatelocksofwhichthesurveillancedepartmentshallmaintainone keyandthetablegamesdepartmentshallmaintaintheotherkey:Provided,further,thatnoperson employedbythetablegamesdepartmentbelowthelevelofassistantcasinomanagershallhave accesstothecasinodepartment’skey.

7. Priortocommencementofeachday,thesurveillancedepartmentshallcausetoremovethe appropriatenumberofdiceforthatgamingdayfromaprimarystoragearea.

8. Allenvelopes,bagsorcontainersusedtoholdortransportpre-inspecteddicetothecasinofloor andthosecollectedbythesurveillancedepartmentattheendofeachgamingdayshallbe transparent.

9. Theenvelopes,bagsorcontainersandthemethodusedtosealthemshallbedesignedor constructedsothatanytamperingshallbeevident.

10. Theenvelopes,bagsorcontainersandsealsshallbesubjecttoapprovalbytheBoard.

11. Alldiceshallbeinspectedanddistributedtothegamingtablesinaccordancewiththefollowing–

a. Acasinosurveillancestaffmembershallremovethedicefromtheprimarystorage areaandshalldistributeasetofdicedirectlytothedicesupervisorineachpitorto apitboss;

b. Atthetimeofreceiptatagamingtable,aboxpersonateachdicetableshallin spectthedicegiventohimorherwithamicrometeroranyotherapproved instrumentwhichperformsthesamefunctioninthepresenceofthedealer,inorder toasurethatthediceareinaconditiontoassurefairplayandotherwiseconformto theseRules;

c. Followingtheinspectionreferredtoinparagraph(b),theboxpersonshallplacethe diceinacuponthegamingtableinthepresenceofthedealer,andwhilethedice

areatthetabletheyshallneverbeleftunattended;

d. Thepitbossshallplaceareservesetofdiceinalockedcompartmentinthepit stand,thekeystowhichshallbeheldbythepitboss.Nodicetakenfromthe reserveshallbeusedforgaminguntilorunlessinspectedinaccordancewith paragraph(b);

e. Thecasinolicenseeshallremoveanydiceatanytimeonthegamingdayifthere isanyindicationoftamperIngoranyotherdefectthatmightaffecttheintegrityor fairnessofthegame,orattherequestoftheBoard;

f. Attheendofeachgamingdayoratsuchothertimesasmaybenecessary,aper sonotherthanthepersonwhooriginallyinspectedthediceshallvisuallyinspect eachdiceforevidenceoftamperingandifanyevidenceoftamperingisfoundat thistimeoratanyothertimeitshallimmediatelybereportedtotheBoardandthe followingprocedureshallbefollowed–

(i) Anydiceshowingevidenceoftamperingshallbeplacedinasealed envelope,bagorcontainer;

(ii) Alabelshallbeattachedtoeachenvelope,bagorcontainerwhichshall identifythetablenumber,dateandtimeandshallbesignedbythe boxpersonandpitboss;

(iii) Thesurveillancedepartmentstaffmemberreceivingthediceshallsignfor thereceiptofthediceandretainthediceinasafeorvaultwithinthe surveillancedepartmentforaperiodoftwomonthsorlongerifsorequiredby theBoard;

(iv) Allotherdiceshallbeputintoenvelopes,bagsorcontainersatthistimeand labelsshallbeattachedtoeachenvelope,bagorcontainerwhichshall identifythetablenumber;and

(v) Eachenvelope,bagorcontainershallbeappropriatelysealedand maintainedinasecureplacewithinthepituntilcollectionattheendofthe gamingdaybythesurveillancedepartment.

12. Allextradiceinthereservethataretobedestroyedshallbeplacedinasealedenvelope,bagor container,withalabelattachedtoeachenvelope,bagorcontainerwhichidentifiesthedateandis signedbythepitboss.

13. Attheendofeachgamingdayoratleastonceduringeachgamingdayatthesametimeeachday, asdesignatedbythecasinolicenseeandapprovedbytheBoard,andatsuchothertimesasmay benecessary,acasinosurveillanceofficershallcollectandsignforallenvelopes,bagsor containersofuseddiceandanydiceinthedicereservethataretobedestroyedandshall transportthemtothesurveillancedepartmentfordestruction.Nodicethathavebeenplacedina cupforuseinagameshallremainonthetableformorethan24hours.

14. Attheendofeachgamingday,oratleastonceduringeachgamingdayatthesametimeeachday asdesignatedbythecasinolicenseeandapprovedbytheBoard,andatsuchothertimesasmay benecessaryasurveillanceofficershallcollectallextradiceinreservethatarestillsealed.

15. EverylicenseeshallsubmittotheBoardforapproval,proceduresfor–

a. Adiceinventorysystemwhichshallinclude,ataminimum,therecordingofthe following

(i) Thenumberofdicereceivedfromthemanufacturerandthenumberofdice onhand;

(ii) Thediceremovedfromstorage;

(iii) Thedicereturnedtostorage;

(iv) Thedateofthetransaction;and

(v) Thesignaturesoftheindividualsinvolved;

b. Adailyreconciliationofthedicedistributed,thedicedestroyed,thedicereturnedto theprimarystorageareaandifany,thediceinthesecondarystoragearea;and

c. Aphysicalinventoryofalldiceatleastoncepermonth,performedbyanindividual withnoincompatiblefunctionsandthereportingofanydiscrepanciesfoundtothe Board.

16. Thedestructionofalluseddice,otherthanthoseretainedbythesurveillancedepartmentas requiredbythisrule,shallbe–

a. Completedwithin48hoursofcollection;

b. Performedbydrillingaholethrougheachdice;orsuchothermethodapprovedby theBoard.

c. Performedinasecureplace,thelocationandphysicalcharacteristicsofwhichshall besubjecttoapprovalbytheBoard.

8.130 Cards: Physical characteristics

1. CardsusedingamingshallconformtotherequirementsofSABS1718.

2. Thecardsusedbythecasinolicenseeatpokermustbevisiblydistinguishablefromthecardsused byacasinolicenseetoplayanyothertablegame.

3. Thelicenseeshallhavesufficientnumberofdistinguishablecardbackdesignssoastoensurethat notwoadjacenttablesshalluseidenticalcards.

4. AlicenseeshallsubmittotheBoardforapprovalcardbackdesignsbeforemakingthemavailable forplay.

8.140 Cards: Receipt, storage, inspection and removal from use.

1. Whendecksofcardsarereceivedbythecasinolicenseefromthemanufacturerordistributor thereof,theyshallbeplacedforstorageinaprimarystorageareaorsecondarystorageareabyat leasttwoindividuals,oneofwhomshallbefromthetablegamesdepartmentorcasino administrationdepartmentandtheotherfromthesurveillancedepartment.

2. Cardswhicharetobedistributedtogamingpitsortablesshallbestoredintheprimarystorage area,whichshallbesecuredbyalock,thekeytowhichshallbemaintainedbythesurveillance departmentandthelocationandphysicalcharacteristicsofwhichshallbesubjecttoapprovalby theBoard.

3. Thesecondarystorageareashallbeusedforstorageofsurpluscardsandcardsshallnotbe distributedtogamingpitsortablesdirectlyfromthesecondarystoragearea.

4. Thesecondarystorageareashallbelocatedinasecurearea,thelocationandphysical characteristicsofwhichshallbesubjecttoapprovalbytheBoard:Providedthatthekeystothe

secondarystorageareashallbemaintainedbythesecuritydepartmentandsignedoutunderdual controlofthesurveillancedepartmentandaseniorrepresentativeofadepartmentotherthanthe tablegamesdepartment.

5. Priortothecommencementofeachgamingday,thesurveillancedepartmentshallremovethe appropriatenumberofdecksofcardsforthatgamingdayfromtheprimarystorageareaandplace eachgamingtable’scardsandasetofreplacementcardsforeachpitinasealedenvelope,bagor containerfordistributiontothepitstand.

6. Thepitbossorfloorsupervisorshallexamineeachpackageatthetabletodetermineifalldecks arepresentandofthesamecolour.

7. Priortotheiruseatthetable,alldecksofcardsshallbeinspectedbythedealerandtheinspection verifiedbyaninspector.Cardinspectionatthegamingtableshallrequireeachdeckofcardstobe usedtobesortedintosequenceandintosuittoensurethatallcardsarepresentinthedeck.The dealershallalsoinspectthebackofeachcardtoensurethatitisnotscratchedormarkedinany way.

8. Ifacardisfoundduringtheinspectionrequiredbysub-rule(7),thatisunsuitableforuseoracard becomesdamagedduringthecourseofplay,thefollowingprocedureshallbefollowed–

a. thepitbossshallreplacetheunsuitableordamagedcardwithanidenticalcardfrom thereplacementsetinthepitstand;

b. theunsuitableordamagedcardshallbeplacedinasealedenvelope,bagor container,identifiedbytablenumber,dateandtimeandshallbesignedbythe dealerandinspectorassignedtothattable;and

c. theenvelope,bagorcontainercontainingtheunsuitableordamagedcardshallbe keptinasecureplacewithinthepitbythepitbossorcasinosupervisorandshallbe collectedbyacasinosurveillancestaffmemberattheendofthegamingday.

9. Allenvelopes,bagsandcontainersusedtoholdortransportcardsshallbetransparent.

10. Allenvelopes,bagsorcontainersandthemethodusedtosealthemshallbesubjecttoapprovalby theBoardanddesignedandconstructedsothatanytamperingwillbeevident.

11. Allcardswhichhavebeenopenedandplacedonagamingtableshallbereplacedatleastevery 24hoursoraftersuchtimeasapprovedbytheBoard.

12. Attheendofeachgamingdayoratthesametimeeachday,asdesignatedbythecasinolicensee andsubjecttoapprovalbytheBoardandatsuchothertimesasmaybenecessary,thepitbossor casinosupervisorshallcollectallusedcards,whichshallbedealtwithinthefollowingmanner–

a. thecardsshallbeplacedinasealedenvelope,bagorcontainerandalabelshallbe attachedtoeachenvelope,bagorcontaineronwhichthetablenumber,dateand timeandshallbewrittenandwhichshallbesignedbythedealerandcasino supervisorpersonas signedtothetable;and

b. thepitbossorcasinosupervisorshallmaintaintheenvelope,bagorcontainerina secureplacewithinthepituntilitiscollectedbyacasinosurveillancestaffmember.

13. Thecasinolicenseeshallremoveanycardsatanytimeduringthedayifthereisanyindicationof tampering,scratches,marksoranyotherdefectsthatmightaffecttheintegrityorthefairnessofthe game,orattherequestoftheBoard.

14. Allextradecksofcardsinthereplacementsetwithbrokensealsshallbeplacedinasealed envelope,bagorcontainer,withalabelattachedtoeachenvelopeorcontainerwhichidentifiesthe dateandthetimeandissignedbythepitbossorcasinosupervisor.

15. Attheendofeachgamingdayoratleastonceduringeachgamingdayatthesametimeeachday, asdesignatedbythecasinolicenseeandapprovedbytheBoardandatsuchothertimesasmay benecessary,acasinosurveillanceofficershallcollectandsignallenvelopes,bagsandcontainers withdamagedcards,usedcardsandallextradecksinthereplacementsetwithbrokensealsand shallreturntheenvelope,bagsorcontainerstothesurveillancedepartment.

16. Whentheenvelopes,bagsorcontainerswithcardsarereturnedtothesurveillancedepartment, thecardsshallbeinspectedfortampering,marks,alterations,missingoradditionalcardsorany thingthatmightindicateunfairplayand,subjecttotheprovisionsofsub-rule(17),bedealtwithin thefollowingmanner– a .Thesurveillancedepartmentshallinspectallthedecksofcardsusedduringthe day;

b. Thesurveillancedepartmentshallalsoinspectallcardsremovedfromagaming tableonrequestbytheBoardaswellasallcardsremovedfromagamingtableas aresultofthesuchcardsbeingunsuitableforplay,damaged,marked,alteredor tamperedwithandallcardsusedforpoker;

c. Theproceduresforinspectingalldecksrequiredtobeinspectedunderthissub-rule, shallinclude,ataminimum,thesortingofcardssequentiallybysuit,theinspection ofthepackswithultraviolet-light,theinspectionofthesidesofthecardsforcrimps, bends,cutsandshavingsandtheinspectionofthefrontandthebackofallplastic cardsforconsistentshadingandcolouring;

d. Uponconclusionoftheinspectionproceduresrequiredinthissub-rule,eachdeck ofcardsshallbedestroyedordealtwithinthemannerapprovedbytheBoard;and

e. Thecasinolicenseeshalldevelopinternalcontrolproceduresforissuingcardsand thereturningofunusedsealedcardstothestoragearea.

17. Evidenceoftampering,marks,alterations,missingoradditionalcardsoranythingthatmight indicateunfairplaydiscoveredatthetimeofinspection,bysurveillanceoratanyothertime,shall beimmediatelyreportedtotheBoard.Acopyofthelicensee’sinvestigativereportshallbe forwardedtotheBoardandthecardsinquestionshallberetainedbythelicenseeuntilsuchtime asthelicenseeisgivenpermissionbytheBoardtodestroythecards. 18. ThecasinolicenseeshallsubmittotheBoardforapprovalproceduresfor–

a. Acardinventorysystemwhichshallinclude,ataminimum,therecordingofthe following-

(i) Thecardsreceivedfromthemanufacturerandthebalanceofcardson hand;

(ii) Thecardsremovedfromstorage;

(iii) Thecardsreturnedtostorage;

(iv) Thedateoftransaction;and

(v) Thesignaturesoftheindividualsinvolved;

b .Areconciliationonadailybasisofthecardsdistributed,thecardsdestroyedand thecardsreturnedtothestoragearea;and

c. Aphysicalinventoryofcardsatleastonceeverythreemonthsperformedbyan

individualwithnoincompatiblefunctionsandthereportingofanydiscrepanciesfoundto theBoard.

19. Thedestructionofcardsshallbeperformedbyshreddingoranyothermethodapprovedbythe Boardandshalltakeplaceinasecurelocationthephysicalcharacteristicsofwhichshall besubjecttoapprovalbytheBoard.

8.150 Roulette balls

RouletteballsusedingamingshallconformtotherequirementsofSABS1718.

8.160 Roulette wheels

1. RoulettewheelstobeusedinthecasinosoftheProvinceshallconformtotherequirementsof SABS1718.

2. Maintenanceandoperationsofroulettewheelsshallbemeticulouslycarriedoutonatleasta monthlybasisbytrainedpersonnelinaccordancewiththespecificationsofthemanufacturerofthe roulettewheel.

3. Amaintenancelogshallbekeptforeachroulettewheel,andshallbeavailableforinspectionby theBoard.

4. Allroulettewheelsshallbeinspectedbyalicensedmanufacturerorsupplierona6monthlybasis accordingtothemanufacturer’sspecifications.

5. Duringnon-operatinghours,orwhiletheroulettetableisclosed,aseethroughsecurityplateshall befittedoverthebowlandtheturretoftheroulettewheeltopreventanytampering.Thisplate shallbefixedinamannerpreventingaccesstotheareacoveredbythesecurityplate.The sealsorkeysofthelocksusedforthispurposeshallberecordedinalogbookandverified byaseniorsecurityofficerandapitboss,forbothtableopeningandclosing.

6. TheBoardshallbenotifiedpriortotheremovalofadamagedroulettewheel.Thenumberofthe newroulettewheelshallberecordedinthemaintenancelogbookforthattable.Thenewroulette wheelshallbeproperlylevelledandtestedbeforeplaycancommenceonthattable.

7. Spareroulettewheelsshallbestoredinasecurearea.

RULE 9 : INTERNAL CONTROL PROCEDURES AND EPROM CONTROL

9.010 Definitions

“Announced bet”meansawagermadewithoutchips,plaquesorcash;

“Call bet”meansabetcalledtothedealeraccompaniedbyanamountinchipsorcashsufficient tocoverthevalueofthebet;

“Cash equivalents” meansanyofthefollowing–

a. Certifiedorbankguaranteedcheques,cashier’scheques,bankcheques, recognisedtravellerschequesorpostalorders,anyofwhicharemadepayableto thecasinolicenseeandendorsed“nottransferable”;

b. Certifiedorbankguaranteedcheques,cashier’scheques,bankchequesorpostal orders,anyofwhicharemadepayabletothepresentingpatronandendorsedin blank:Providedthatnosuchnstrumentshallbeacceptedasacashequivalentifthe instrumentwasoriginallymadepayabletoanypersonotherthanthepresenting

patron;and

c. Recognisedcreditcardsandpersonalchequespresentedpursuanttothelicensee’s internalcontrolprocedures;

9.020 Internal control procedures

1. Everylicenseeshalldevelopandmaintainamanualcontainingthestandards,proceduresand controlsimplementedtoensuretheintegrityofitsoperationswhichshall,ataminimum,contain thoseelementsandproceduresrequiredintheseRules.(Referredtointheserulesasinternal controlprocedures).

2. Everylicensee’sinternalcontrolproceduresshallbesubjecttoapprovaloftheBoardpriorto commencementofgamingoperationsbysuchlicensee.

3. Anyamendmenttoalicensee’sinternalcontrolproceduresshallbesubjecttotheBoard’sapproval priortotheimplementationthereof.

4. Everylicenseeshallconductitsoperationsintermsofitsinternalcontrolproceduresasapproved bytheBoardandanynon-compliancewiththeinternalcontrolproceduresmaybeagroundfor disciplinaryactionagainstalicensee.

9.030 Gratuities

Theproceduresandpoliciesforthepaymentofgratuitiestostaffshallbecontainedinthe licensee’sinternalcontrolproceduresasapprovedbytheBoard.

9.040 Patron credit

1. CasinolicenseesshalldescribeintheirwrittensystemofinternalcontrolssubmittedtotheBoard allproceduresusedintheapproval,granting,redemptionandcollectionofcreditinstruments.

2. Theonlypermissiblecreditinstrumentshallbeachequesignedbythepatron.

3. Priortothegrantingofanycredittoapatron,thecasinolicenseeshallcreateacreditfilewhich shallcontainthepatron'sapplicationforcreditwhichmustcontain,ataminimum,thefollowing information:

a. Patron'sname;

b. Addressofthepatron'sresidence;

c. Numberofyearsatthataddress;

d. Telephonenumberatpatron'saddress;

e. Employmentinformationincluding:

(i) Nameofpatron'semployer,oranindicationofself-employmentor retirement;

(ii) Typeofbusiness;

(iii) Patron'sposition;

(iv) Numberofyearsemployed;

(v) Patron'sbusinessaddress;

Patron'ssignatureindicatingacknowledgementofthefollowingstatement,which shallbeincludedatthebottomofeveryapplicationformcontainingthe informationrequiredtobesubmittedbythepatronpursuanttothissub-rule: "IcertifythatIhavereviewedalltheinformationprovidedaboveandthatitistrue andaccurate.Iauthorise(insertthecasinolicensee)toconductsuchinvestigations pertainingtotheaboveinformationasitdeemsnecessaryfortheapprovalofmy creditlimit.Iamawarethattheapplicationisrequiredtobepreparedbythe RegulationsandRulesoftheBoardandImaybesubjecttocivilandcriminalliability ifanymaterialinformationprovidedbymeiswilfullyfalse."

4. Thecreditlimit,andanysubsequentchangesthereto,mustbeapprovedbyanyoneormoreofthe individualsinthefollowingcategories:

a. Registeredcreditdepartmentkeyemployee;or

b. Registeredcasinodepartmentkeyemployee;or

c. Acreditcommitteecomposedoflicensedkeyemployeeswhichmayapprovecredit limitsasagroupbutwhosemembersmaynotapprovecreditindividuallyunless theirjobpositioniswithina.orb.above.

5. Approvalofthecreditlimitshallberecordedinthepatron'screditfileandshallinclude:

a. Anyinformationusedtosupportthecreditlimitandanychangesthereto,including thesourceoftheinformation,ifsuchinformationisnototherwiserecordedpursuant tothisrule;

b. Abriefsummaryofthekeyfactorsrelieduponinapprovingorreducingthe requestedcreditlimitandanychangesthereto;

c. Thereasoncreditwasapprovedifderogatoryinformationwasobtainedduringthe verificationprocess;and

d. Thesignature(s)oftheemployee(s)approvingthecreditlimit,thedateandtime shallberecordedcontemporaneouslywiththetransaction.

6. Thecreditdepartmentshalleitherre-verifythepatron'screditinformationandcreditworthinessor suspendapatron'screditprivilegesifacreditinstrumentisreturnedtoanycasinobyapatron's bank

7. Alltransactionsaffectingapatron'soutstandingindebtednesstothecasinoshallberecordedin chronologicalorderinthepatron'screditfileandcredittransactionsshallbesegregatedfromsafe keepingorsimilardeposittransactions.Thefollowinginformationshallbeincludedinthepatron's creditfile:

a. Thedate,amount,andcreditinstrumentnumberforeachcreditinstrumentaccepted fromthepatron;

b. Thedate,amountandcreditinstrumentnumberofeachconsolidationcredit instrumentandthecreditinstrumentnumbersofthecreditinstrumentsreturnedto thepatron;

c. Thedate,method,amountandcreditinstrumentnumbersofeachredemption transactionandthenumbersoftheredeemedcreditinstrumentsreturnedtothe patron;

d. Thedate,amountandcreditinstrumentnumberofeachsubstitutedtransactionand thenumberofthecreditinstrumentreturnedtothepatron;

e. Thedate,amountandcreditinstrumentnumberofeachcreditinstrumentdeposited;

f. Thedate,amountandcreditinstrumentnumberofeachcreditinstrumentreturned tothecasinolicenseebythepatron'sbankandthereasonforitsreturn;

g. thedate,amountandcreditinstrumentnumberswhichhavebeenpartiallyor completelywritten-offbythecasinolicenseeandabriefexplanationofthereason forsuchwrite-off.

9.050 Minimum Credit Extension Internal Control Procedures

1. Casinolicenseesshallcomplywiththefollowingminimumrulesrelativetotheauthorisation, grantingandredemptionofcreditinstruments.

2. Thecreditapprovalfunction(ieestablishingthepatron’screditworthiness)andthecreditextension function(iemonitoringpatron’screditplayactivity/availability)shallbesegregated.This requirementapplieswhetherthecreditisextendedatatablegameoratthecage.

3. IfcagecreditisextendedtoasinglepatroninanamountexceedingR5000,00,applicabletable gamessupervisorypersonnelshallbenotifiedimmediatelythatthepatronisplayingoncagecredit, theapplicableamountofcreditissued,andtheremainingcreditavailable.Thismaybe accomplishedbyrequiringcagepersonneltoimmediatelyentertheapplicableinformationintoa computersystemthatisavailabletotablegamespersonnelforpurposesofmakingappropriate patroninquiries.

4. Cagemarkerformsshallbeatleasttwoparts,pre-numberedbytheprinterorconcurrently numberedbythecomputerisedsystem,andutilisedinnumericalsequence.

5. Thecompletedoriginalcagemarkershallcontainatleastthefollowinginformation:

a. Markernumber;

b. Patron’snameandsignature;

c. Amountofcreditissued(bothalphaandnumeric).

6. Ifoutstandingcreditinstrumentsaretransferredtothelicensee’sheadoffice,collectionagencies, orothercollectionrepresentatives,acopyoftheoriginalcreditinstrumentandareceiptfromthe

collectionrepresentativeshallbeobtainedandmaintaineduntilsuchtimeasthecreditinstrument isreturnedorpaymentisreceived.

7. Adetailedlistingshallbemaintainedtodocumentalloutstandingcreditinstrumentsthathavebeen transferredascontemplatedin6above.

8. Listingsofoutstandingcreditinstrumentsmustbereconciledbythecasinoaccountsdepartment onatleastamonthlybasis.

9.060 Credit Instrument Redemption Rules

1. Allpaymentsreceivedonoutstandingcreditinstrumentsshallbepermanentlyrecordedinthe licensee’srecords.

2. Whenpaymentsaremadeoncreditinstrumentsatthecage,theyshallbeevidencedbyamulti- partreceipt(oranotherequivalentdocument)whichcontains,ataminimum: a. Thesamepre-printedreceiptnumberonallcopies.

b. Patron’sname.

c. Dateofpayment.

d. Amountofpaymentandmethodofpayment(cash,chips,etc.).

e. Remainingbalanceandserialnumberifanewmarkerisissued.

f. Signatureorinitialsofindividualreceivingpayment

g. Serialnumberofmarkeronwhichpaymentisbeingmade.

3. Allpaymentsoncreditinstrumentsshallbeimmediatelyrecordedinthepatron’screditfilebycage personnel.

9.070 Access to Customer Credit Documentation

1. Accesstoapatron’screditinformationshallberestrictedtothoseindividualsthatrequireaccessby natureoftheirjobfunctionandaresoauthorisedbymanagement.Thepositionsofsuchpersons shallbedocumentedinthesystemofinternalcontrol.

2. Accesstooutstandingcreditinstrumentsshallberestrictedtothoseindividualsthatrequireaccess bynatureoftheirjobfunctionandaresoauthorisedbymanagement.Thepositionsofsuch personsshallbedocumentedinthesystemofinternalcontrol.

9.080 Patron Cash or Cash Equivalent Deposits

1. Thereceiptorwithdrawalofacustomerdepositshallbeevidencedbypre-numbereddocument consistingofatleasttwo-parts,withonecopygoingtothepatronandonecopyremaininginthe cagefileforaccountabilityandreconciliationpurposes.

2. Themulti-partdocumentshallcontainthefollowinginformation:

a. Samepre-printednumberonallcopies.

b. Patron’snameandsignature.

c. Dateofreceiptandwithdrawal.

d. Amountofdeposit/withdrawal.

9.110 Table Fill and Credit Rules

1. Fill/creditslipsshallbeinatleasttriplicateform,inacontinuousnumericalseries,and pre-numberedorconcurrentlynumberedinaformutilisingthealphabetandonlyinoneseriesat atime.Inthecaseofacomputerisedsystem,thecomputershallassigneachfillandcreditslip auniqueidentificationnumberthatwillnotbeduplicatedandwillallowforthesubsequent accountabilityofallslipsissued.

2. Unissuedandissuedfill/creditslipsshallbesafeguardedandadequateproceduresshallbe employedinthedistribution,useandcontrolofit.Inthecaseofamanualsystem,theaccounting departmentorotherdepartmentindependentoffillandcredittransactionsshallberesponsiblefor theissuanceandcontroloffillandcreditslips.

3. Employeesofthecashierortablegamesdepartmentsshallhavenoaccesstothelockedboxor restrictedcopiesoffill/creditslips.Forcomputerisedsystems,employeesthatparticipateinfill andcredittransactionsshallnothaveaccesstodatafilesandshallhavenoabilitytodeleteoralter suchinformation.

4. Whenafill/creditslipisvoided(thatisafterbeingprocessed),thecashiershallclearlymark“Void” acrossthefaceoftheoriginalandfirstcopy.Thecashierandarepresentativefromthesecurity departmentshallsignboththeoriginalandfirstcopyandshallsubmitallavailablepartstothe accountingdepartmentforretentionandaccountability.Forcomputerisedsystems,atleasttwo personsfromseparatedepartmentsshallberequiredtoenterauthorisingID’sinordertovoida fill/creditslip.Acompletechronologicalrecordofthetransactionsandauthorisationsshallbe retainedinthecomputersystemandprintedonanexceptionreport.

5. Filltransactionsshallbeauthorisedbyapitsupervisorpriortotheissuanceoffillslipsand transferofchips,tokens,ormonetaryequivalentsfromthecagetothetable.Afillsliprequest

e. Natureofdeposit/withdrawal(cash,cheque,chips).

f. Signatureofcashierreceiving/disbursingthedeposit.

3. Proceduresshallbeestablishedanddocumentedinthesystemofinternalcontroltoensureproper accountabilityofcustomerdepositsandshallinclude:

a. Maintenanceofadetailedrecord,bypatron,ofthedateofallfundsdepositedand withdrawnandarunningbalance.

b. Maintenanceofacurrentrunningbalanceofthetotalofallcustomerdepositswhich areinthecage/vaultinventoryforaccountability.

c. Reconciliationofthetotalcurrentrunningbalanceswiththeindividualdepositsand withdrawalsonatleastadailybasis.

9.090 Table game controls

Controlsrelatingtothedaytodayoperationsofgamingtableseg(Tableopening/closing,dealers duties,tablelimits,orderofpay-outs,inspectorsduties,andchangeprocedures)shallbespecified inthelicensee’sinternalcontrolsasapprovedbytheBoard.

9.100 Call bets and announced bets

1. Theproceduresforcallbetsshallbecontainedinthelicensee’sinternalcontrolproceduresas approvedbytheBoard.

2. Announcedbetsshallnotbeacceptedbyalicensee.

shallbeusedtodocumentthisauthorisation.Thefillsliprequestshallbeatleastatwo-part documentandshallcontain,ataminimum,thetablenumber,thedate,time,amountoffill requestedbydenominationandthesignaturesofthepitsupervisorauthorisingthefillandthe cashierthatpreparesthefill.

6. Onepartofthefillsliprequestshallremaininthepitforsubsequentcomparisontothefillslipand theotherpartshallbetransportedtothecagebyasecuritydepartmentrepresentativeforuseby thecashierinthepreparationofafillslip.Inthecaseofacomputerisedsystem,thepitsupervisor shallprovidetherequiredinformationtothepitclerkwhoenterstheinformationintothecomputer systemandthecopyofthefillsliprequestisautomaticallyprintedinthecage.

7. Atleastthreepartsofeachfillslipshallbeusedasfollows:

a. Onepartshallbetransportedtothepitwiththefilland,aftertheappropriatesignaturesare obtained,depositedintabledropbox.

b. Onepartshallberetainedinthecageforreconciliationofcashierbank.

c. Onepartshallberetainedinafillslipbookorintactinalockedmachineinacontinuous unbrokenforminthecaseofamanualsystem;orasapermanentrecordinthedata filesinthecaseofacomputerisedsystem.

8. Thetablenumber,date,timeandamountoffillbydenominationandintotalshallbenotedonall copiesofthefillslip.

9. Allfillsshallbecarriedfromthecashier’scagebyarepresentativeofthesecuritydepartment.

10. Eachfillslipshallbesignedbyatleastthefollowingindividualsasanindicationthateachhas countedtheamountofthefillandtheamountagreeswiththeamountrecordedonthefillslip:

a. Cashier-Whopreparedthefillslipandissuedthechips,plaquesortokens.

b. Security-Whocarriedthechips,plaquesortokensfromthecagetothepit. c. Dealer-Whoreceivedthechips,plaquesortokensatthegamingtable.

d. PitSupervisor-Whosupervisedthefilltransaction.

11. Fillsshallbebrokendownandverifiedbythedealerinviewofthepublicandsurveillancebefore thedealerplacesthefillinthetabletray.

12. Fillslipsandrequestforfillslipsshallbeplacedinthedropboxonlybythedealer.

13. Whentablecreditsaretransacted,acreditsliprequestshallbepreparedfortransferringchips, tokensormonetaryequivalentsfromthepittothecashierarea.Acreditsliprequestshall beatleastatwo-partdocumentandshallcontain,ataminimum,thetablenumber,thedate,time, amountofcreditbydenominationandthesignaturesofthepitsupervisorauthorisingthecreditand thecashierwhopreparesthecreditslip. 14. Onepartofthecreditsliprequestshallbeplacedonthetablelayoutinviewofthepublicand surveillanceforthepurposesofverifyingthecreditslipforproperentriesandtodocumentthetotal amountofchips,plaques,tokens,andmonetaryequivalentsremovedfromthetable.

15. Onepartofthecreditsliprequestshallbegiventosecurityfortransportationwiththechips, plaques,tokensandmonetaryequivalentstothecageandshallbeusedbythecashiertoprepare thecreditslip.Inthecaseofacomputerisedsystem,thepitsupervisorshallalsoprovide therequiredinformationtothepitclerkwhoenterstheinformationintothecomputersystemand thecopyofthecreditsliprequestisautomaticallyprintedinthecage.

16. Atleastthreepartsofeachcreditslipshallbeusedasfollows:

a. Onepartshallberetainedinthecageforreconciliationofthecashierbankafterobtaining therequiredsignatures.

b. Onepartshallbereturnedtothepitbysecuritypersonnelwhotransportedthechips, plaquesandtokensfromthetablegametothecage,andaftertheappropriatesignatures areobtained,returnedtothetablegameanddepositedinthetabledropbox.

c. Onepartshallberetainedintactinalockedmachineinacontinuousunbrokenforminthe caseofamanualsystem;orasapermanentrecordinthedatafilesinthecaseofa computerisedsystem.

17. Thetablenumber,date,shift,timeandtheamountofcreditbydenominationandintotalarenoted onallcopiesofthecreditslip.

18. Chips,plaquesandtokensshallberemovedfromthetabletrayonlybythedealerandbroken downandverifiedtotherequestforcredit,orotheracceptabledesignation,inviewofthepublic andsurveillancepriortoplacingtheminracksfortransfertothecage.

19. Chips,plaquesortokensshallnotberemovedfromthetablegameuntilarequestforcredit representingtheamountbeingremovedhasbeenplacedonthetablelayout.

20. Allchips,plaquesandtokensremovedfromthetablesshallbetransportedfromthetablestothe cashier’scagebyarepresentativeofthesecuritydepartment.

21. Creditslipsshallbesignedbyatleastthefollowingindividualsasanindicationthateachhas countedandverifiedtheamounttotheamountrecorded:

a. Cashier-Whoreceivedtheitemstransferredfromthepitandwhopreparedthecreditslip.

b. Security-Whocarriedtheitemstransferredfromthetabletothecageandreturnedtothe pitwiththecreditslip.

c. Dealer-Whohadcustodyofthechips,plaquesandtokenspriortotransfertothecage.

d. PitSupervisor-Whosupervisedthecredittransaction.

22. Thecreditslipandrequestforcreditshallbeplacedinthedropboxonlybythedealer.

23. Chips,plaquesandtokensshallbedepositedon,orremovedfrom,tablegamesonlywhen accompaniedbytheappropriatefillorcreditslips.Cross-fillsbetweentablesshallbestrictly prohibited.

9.120 Hand Payouts, Gaming machine Hopper Fills, Short Pays and Accumulated Credit Payouts

1. Forallhandpayoutsandgamingmachinefills,thepayoutform/documentationshallbeatleast threeparts(singlesheetifcomputergenerated)andshallinclude,ataminimum,the followinginformation:

a. Dateandtime.

b. Machinenumber.

c. Randamountofcashpayout(bothalphaandnumeric)orthedescriptionandvalueofthe prizeawarded,ifnotcash.

c. Randamountofpayout(bothalphaandnumeric). d. Signaturesverifyingandwitnessingthepayoutasper4cabove.

5. Forshortpaysthevaluepaidmustalsoberecordedonthe“machineentrylog”containedinthe machine.Thepersonauthorisingandmakingthepayoutshallsignthemachinelog.

6. Computerisedjackpot/fillsystemsshallberestrictedsoastopreventunauthorisedaccesstothe systemandfraudulentpayoutsbyasingleindividual.Passwordandphysicalcontrolsshallbe addressedinthesystemofinternalcontrolandshallrequiresupervisoryauthorisationsof allcorrectionsmadetojackpotpayoutandgamingmachinehopperfillinformation.

7. Computersystemsusedtorecordgamingmachinetransactionsshallbecapableofgenerating adequatedocumentationofallinformationrecordedonthesourcedocumentsandthetransaction details(egjackpotpayoutslips,gamingmachinehopperfillslips,etc).

8. Allsuchcomputer-generateddocumentationshallberestrictedtoauthorisedpersonnelwithno incompatiblefunctions.

9. Computergenerateddocumentationshallinclude,ataminimum:

a. Systemexceptioninformation(egappropriatesystemparameterinformation,corrections, voids,etc).

b. Personnelaccesslistingwhichincludesataminimum:

(i) Employeename.

(ii) Employeeidentificationnumber.

(iii) Listingoffunctionsemployeecanperformorequivalentmeansofidentifyingsuch

Inthecaseofacomputerisedsystem,therestrictedcopyshallbeintheformofrestricted computerstoragemediathatshallbeverifiedbytheaccountingdepartmentagainstthedocuments issuedonthecasinofloor.Personnelparticipatingingamingmachinepayoutandfilltransactions shallnothaveaccesstothisstoredinformationforanypurpose.

9.130 Promotional pay-outs and awards

1. Promotionalpayoutsandawardsaresupplementalpayoutsorawardsthatarenotreflectedinthe gamingmachinepaytable.Compliancewiththefollowingruleisrequiredforallsuchpromotional payoutsandawards.

a. Thepayoutform/documentationshallinclude,ataminimum,thefollowinginformation:

(i) Dateandtime.

(ii) Machinenumberanddenomination.

(iii) Randamountofpayoutordescriptionandvalueoftheprizeawardedifnotcash.

(iv) Typeofpromotion(egdoublejackpots,four-of-a-kindbonus,etc.).

(v) Signatureofagamingmachinedepartmentsupervisorandatleastoneother employeeauthorisingandcompletingthetransaction.Ifthepayoutorawardhasa valuegreaterthanR10000asupervisorormanagementemployeefroma departmentindependentofthegamingmachinedepartmentshallverifyandwitness thepayoutorawardandshallsignthepayoutform.

(vi) AllcasinolicenseesmustsubmittotheBoardforapprovalthecompany’s proceduresforauthorisingpromotionalhandpays.

9.140 EPROM control

1. OnreceiptofamasterEPROMfromthemanufacturerthefollowingshallbeadheredto-

a. Themasterprogramnumber,parpercentageandpaytableshallbeverifiedtothe manufacturer’sspecificationsheetandthecertificationnumberbythetechnicalmanager (supervisor)orgamingmachinesupervisorandshiftmanager;and

b. Oncompletionoftheverificationrequiredbyparagraph(a),themasterEPROMregisterwill besignedbyallpartiespresent.

2. Registeredcopiesofallpercentage,gameorpersonalityEPROMsshallbekeptunderdualcontrol. WheretheEPROMisforagametypethatisforawideareaprogressivejackpotorhasapotential jackpotvalueinexcessofR50000-00,thenthedualcontroloversuchEPROMshallincludethe

functions.

10. Jackpotpayoutandgamingmachinehopperfillslipsshallbecontrolledandroutedinamanner thatprecludesanyoneindividualfromproducingafraudulentpayoutbyforgingsignatures;orby alteringtheamountpaidoutsubsequenttothepayoutandmisappropriatingthefunds.Arestricted copyofformsusedtorecordallsuchtransactionsshallbe:

a. Treatedassecuredandcontrolledstationery.

b. Intriplicatewiththesamepre-printednumberonallcopiesoftheform.

c. Accountedforbytheaccountingdepartmentpersonnelwhoshallinvestigateallmissingor

RULE 10 : ORGANISATIONAL STRUCTURE

10.010 Definitions

“Cage” “cashier’s cage” or “cash desk”meansaphysicalstructureimmediatelyadjacentto thegamingfloortohousethecashiersandtoserveasthecentrallocationinthecasinoforthe following–

a. thecustodyofthecageinventorycomprisingcurrencyincludingpatrons'deposits, coin,patroncreditinstruments,gamingchipsandplaques,forms,documentsand recordsnormallyassociatedwiththeoperationofacage;

b. theapproval,exchange,redemption,andconsolidationofpatronchequesreceived forthepurposesofgaminginconformitywiththeserules;

securitydepartment.

3. AregisterforallmasterEPROMsshallbekeptandincludeataminimumthefollowing information:

a. EPROMnumber;

b. Boardapprovalnumber;

c. manufacturer;

d. dateofparverificationandsignaturesofallpersonspresent;

e. reasonforremovalfromsecuredareaandsignatures;

f. dateofdestruction,reasonsandsignaturesofthoseinvolved;and

g. theKobertronsignaturenumber.

4. ProceduresforcopyingofEPROMsandthesecuringofEPROMsintothemachinesshallbe documentedinthelicensee’sinternalcontrolproceduresasapprovedbytheBoard.

5. ProceduresforthecontrollingofcompetitionandpromotionalEPROMsshallbedocumentedinthe licensee’sinternalcontrolproceduresasapprovedbytheBoard.

9.150 Gaming machine hopper contents

1. Whengamingmachinesaretemporarilyremovedfromthefloor,gamingmachinedropandhopper contentsshallbeprotectedtoprecludethemisappropriationofstoredfunds.Arepresentativeof thesecuritydepartmentshallbepresentwhenmachinecontentsaresecuredtoensuresuch contentsareadequatelysafeguarded.

2. Whengamingmachinesarepermanentlyremovedfromthecasinofloor,thehoppercontentsshall beaddedtothegamingmachinedropbyatleasttwoemployeesandinthepresenceofa representativeofthesecuritydepartmentandthefollowingprocedureshallbefollowed–

a. aclosingfillshallbemadeouttotheequivalentvalueoftheopeningfillandtheclosingfill documentationshallbepassedontothecasinoaccountsdepartment;and

b. thecasinoaccountsdepartmentshallpassontheclosingfilldocumentationtothecount personnelorinaccordancewiththelicensee’sinternalcontrolproceduresasapprovedby theBoard.

c. thereceipt,distribution,andredemptionofgamingchips,tokensandplaquesin conformitywiththeserules;

“Cash equivalents”meansanyofthefollowing–

d. Certifiedorbankguaranteedcheques,cashier’scheques,bankcheques, recognisedtravellerschequesorpostalorders,anyofwhicharemadepayableto thecasinolicenseeandendorsed“nottransferable”;

e. Certifiedorbankguaranteedcheques,cashier’scheques,bankchequesor postalorders,anyofwhicharemadepayabletothepresentingpatronand endorsedinblank:Providedthatnosuchinstrumentshallbeacceptedasacash equivalentiftheinstrumentwasoriginallymadepayabletoanypersonotherthan thepresentingpatron;and

f. Recognisedcreditcardsandpersonalchequespresentedpursuanttothelicensee’s internalcontrolprocedures;

"Casino supervisor"meansapersonemployedintheoperationofacasinoinasupervisory capacityorempoweredtomakediscretionarydecisionswhichgoverncasinooperations,including butnotlimitedto,inspectors,floorpersons,pitbosses,casinoshiftmanagers,theassistantcasino manager,andthecasinomanager.

"Chief Executive Officer" or “Managing Director”meansthenaturalpersonlocatedatacasino hotelfacilitywhoisultimatelyresponsibleforthedailyconductofanapplicant'sorcasino licensee'shotelandgamingbusiness,regardlessoftheapplicant'sorcasinolicensee'sformof businessassociationortheparticulartitlewhichthepersonholds.

“Coin vault”meansaseparateareaforthestorageofthecoin,prizetokensandgamingmachine tokensinlocationsoutsidethecageormastercoinbank.

"Compensation"meansdirectorindirectpaymentsforservicesperformedincluding,butnot limitedto,salary,wages,bonuses,deferredpayments,andovertimeandpremiumpayments.

“Drop” means -

a. Forgamingmachines,thetotalvalueofcoins,gamingmachinetokensandnotes locatedinthegamingmachine’sdropboxornoteacceptor;and

b. Fortablegames,thetotalvalueofcurrency,chips,plaques,tokensandcredit markerscontainedinthedropbox.

"Handle" means,forgamingmachines,thetotalamountofcoins,gamingmachinetokens,or creditsplayedinagamingmachinebypatrons.

“Hard count”meansthecountingofcoinsandtokensremovedfromthedropboxesofgaming machines.

"Imprest” or “Imprest basis" meansthebasisonwhichcashiers'cageandgamingmachine boothfundsarereplenishedfromtimetotimeinexactlytheamountofthenetof expendituresmadefromthefundsandamountsreceived.Areviewismadebyahigherauthorityof theproprietyoftheexpendituresbeforethereplenishment.

"Incompatible function"meansafunction,foraccountingcontrolpurposes,thatplacesany personordepartment,inapositiontobothperpetrateandconcealerrorsorirregularitiesinthe normalcourseofhisduties.Anyonerecordingtransactionsandhavingaccesstoassetsordinarily

isinapositiontoperpetrateerrorsorirregularities.Personsmaybeconsideredtohave incompatiblefunctionsifsuchpersonsaremembersofdepartmentsthathavesupervisorsnot independentofeachother.

“Internal control procedures”meansamanualrequiredintermsofrule9.010

"Jackpot"meansanymoney,merchandiseorthingofvaluetobepaidtoapatronastheresultof

a. Aspecificwinningcombination(s)ofcharactersindicatedonagamingmachine;or

b. Thewinningofatablegameprogressivejackpot.

"Security department member"meansanypersonemployedbyacasinolicenseetoprovide physicalsecurityinanestablishmentandtoobserveandparticipateincertainmovementsofcash andcashequivalentsbetweensecurelocationsandthecasinofloor.

"Shift"meanstheregular,dailyworkperiodofagroupofemployeesinvolvedintheoperation, administeringandsupervisingtheoperationoftablegames,gamingmachines,cashier’scageand satellitecages,workinginrelaywithanothersuchsucceedingorprecedinggroupofemployeesor specifictimes,asstatedinthelicensee’ssystemofinternalcontrol.

“Soft count”meansthecountingofallwageringinstrumentsremovedfromthedropboxesand/or noteacceptorsofgamingtablesandgamingmachines,otherthancoinsandtokens,including,but notlimitedtocashnotes,chips,plaquesandmarkers.

“Surveillance department member”meansanypersonemployedbyacasinolicenseeto performcovertsurveillanceofgamingoperationsthroughuseofvideocamerasandrecording equipment.Thisemployeeshallbeindependentofallcasino-relatedoperationsandtransactions.

10.020 Organisational structure

1 Allcasinolicenseesshalldevelopandimplementanorganisationalstructurethatprovidesfor-

a. Asystemofpersonnelandchainofcommandthatpermitsmanagementand supervisorypersonneltobeheldaccountableforactionsoromissionswithintheir areasofresponsibility;

b. Thesegregationofincompatiblefunctionssothatnoemployeeisinapositionboth tocommitanerrorortoperpetrateafraudandtoconcealtheerrororfraudinthe normalcourseofhisorherduties;

c. Primaryandsecondarysupervisorypositionswhichpermittheauthorisationor supervisionofnecessarytransactionsatallrelevanttimes;and

d. Areasofresponsibilitywhicharenotsoextensiveastobeimpracticalforone persontomonitor.

2 Eachcasinolicenseeshallatalltimesmaintainalevelofstaffingwhichensurestheproper operationandeffectivesupervisionofallgamingandgamingrelatedactivities.

10.030 Mandatory departments

1 Inadditiontosatisfyingtherequirementsofrule10.010,eachcasinolicensee'sorganisational structureshall,ataminimum,includethefollowingdepartmentswhichshalloperateindependently ofallotherdepartments–

a. Asurveillancedepartmentwhichshallreportdirectlytoexecutivemanagementof thelicenseewhodoesnotparticipateintheconductofdailygamingoperationsof thecasinoandwhichdepartmentshallhavethefollowingfunctions–

(i) Theclandestinesurveillanceoftheoperationandconductoftablegames andgamingmachines;

(ii) Theclandestinesurveillanceoftheoperationofthecageandsatellitecages;

(iii) Thevideotapingofactivitiesinthesoftcountroomandhardcountroom;

(iv) Thedetectionofcheating,theft,embezzlement,andotherillegalactivities inthecasino,countrooms,cashieringbooths,cashier’scageandother locationswithinthecasino;

(v) Thedetectionofthepresenceinthelicensedpremisesofanypersonwhois requiredtobeexcluded,orwhomaybeexcludedorejected,orofany personwhoisprohibitedfromenteringacasino;

(vi) Thevideoandaudiorecordingofallviewsformingpartoftheapproved surveillancesystemandstorageofsuchrecordings;

(vii) ProvidingtimelynotificationtoappropriatesupervisorsandtheBoard,upon detecting,anduponcommencingvideooraudiorecordingofanyperson referredtoinsubparagraph(iv)and(v);

(viii) Documentationinanincidencelogofallillegalandunusualactivities monitoredbythesurveillancedepartment;and

(ix) Anyotherfunctionascribedtoitintheserules;

b. Afinancialdepartmentwhichshallberesponsibleforthefinancialadministrationand controlofthecasinoandanyotherfunctionassignedtoitintermsoftheserulesand shallreporttothecomplexgeneralmanager;

c. Aninternalauditdepartment,whichshallreportdirectlytotheauditcommitteeofthe board ofdirectorsofthelicenseeoritsholdingcompanyorintheabsenceofan auditcommittee,anindependentmemberoftheboardofdirectorsofthelicensee oritsholdingcompanyandwhichshallberesponsibleforthefunctionsrequiredby rule10.070andanyotherfunctionassignedtoitinterms oftheserules;

d. Securitydepartmentwhichshallberesponsiblefortheoverallsecurityofthe licensedpremisesincluding,withoutlimitation,thefollowing–

(i) Enforcementofthelaw;

(ii) Thephysicalsafetyofallpersonsinthelicensedpremises;

(iii) Thephysicalsafeguardingofassetstransportedtoandfromthecasinofloor andsecuredlocationssuchascountrooms,cashieringbooths,cashier cage,etc.;

(iv) Theprotectionofallpropertyonthelicensedpremisesfromillegalactivity;

(v) NotifyingtheSouthAfricanPoliceServicesandtheBoardastothefactof thedetentionofanypersonbythelicensee;

(vi) Therecordingofanyandallunusualoccurrenceswithinthecasinoforwhich theassignmentofasecuritydepartmentemployeeismade.Eachincident, withoutregardtomateriality,shallbeassignedasequentialnumberand, ataminimum,thefollowinginformationshallberecordedinindelibleinkin

aboundnotebookfromwhichpagescannotberemovedandeachsideof eachpageofwhichissequentiallynumbered–

(aa) Theassignmentnumber;

(bb) Thedate;

(cc) Thetime;

(dd) Thenatureoftheincident;

(ee) Thepersoninvolvedintheincident;and

(ff) Thesecuritydepartmentemployeeassigned;

(vii) Theidentificationandremovalofanypersonwhoisrequiredtobeexcluded, orwhomaybeexcludedorejected,orofanypersonwhoisprohibitedfrom enteringacasino;

(viii) Theperformanceofalldutiesandresponsibilitiesinaccordancewiththese rulesortheinternalcontrolproceduresapprovedbytheBoard;and

(ix) anyotherfunctionassignedtoitintermsoftheserules;

e. Atablegamesdepartment,supervisedbyapersonreferredtoasacasinomanager orgamingmanager,whichshallberesponsiblefortheoperationandconductof alltablegamesapprovedandauthorisedbytheBoardandanyother functionassignedtoitintermsoftheserules,excludingthesoftcountandcomputer applicationsanddatafiles;

f. Aslotsdepartment,supervisedbyapersonreferredtoasaslotsmanager,which shallberesponsiblefortheoperationandmaintenanceofgamingmachinesap provedandauthorisedbytheBoardandanyotherfunctionassignedtoitinterms oftheserules,excludingthehardcountandsoftcountandanyother functionassignedtoitbytheserules;and

g. Acasinoaccountsdepartmentsupervisedbyapersonreferredtohereinasacasino accountant,whichshallberesponsibleforthefunctionsrequiredbyrule10.060.

2 TheBoardmayapprovedifferentreportinglinestothoserequiredbysub-rule(1)ifthelicensee candemonstratethattherearenoincompatiblefunctions.

10.040 Jobs compendium submission

1 Eachcasinolicenseeandapplicantforacasinolicenceshallprepareandmaintainajobs compendiumconsistentwiththerequirementsofthischapter,detailingjobdescriptionsandlinesof reportingforallpersonnelengagedintheoperationofthecasino.

2 UnlessotherwisedirectedbytheBoard,thejobscompendiumreferredtoinsub-rule(1)shallbe submittedtotheBoardforapprovalatleast60dayspriortotheprojecteddateofcommencing operations.

3 Nocasinolicenseeshallcommencegamingoperationsunlessanduntilitsjobscompendiumis approvedbytheBoard.

4 Anyproposedamendmenttoapreviouslyapprovedjobscompendiumshallbesubjecttoapproval bytheBoardbeforesuchamendmentisimplementedbythecasinolicensee.

10.050 Electronic data processing: EDP Department

Ifaseparateelectronicdataprocessing(EDP)departmentismaintainedoriftherearein-house developedcomputersystems,thefollowingstandardsshallbeapplicable–

a. TheEDPdepartmentshallbeindependentofallgamingareas(iecage,pit,count rooms,etc.);

b. TheEDPdepartmentpersonnelshallbeprecludedfromunauthorisedaccessto computersandterminalslocatedingamingareas,sourcedocumentsandlivedata files(nottestdata);

c. Programchangesforin-housedevelopedsystemsshallbedocumentedasfollows-

(i) Requestsfornewprogramsorprogramchangesshallbereviewedbythe EDPsupervisorandapprovalstobeginworkontheprogramshallbe documentedandretained;

(ii) Awrittenplanofimplementationfornewandmodifiedprogramsshallbe maintainedandinclude,ataminimum,thedatetheprogramistobeplaced intoservice,thenatureofthechange(ifapplicable),adescriptionof proceduresrequiredinordertobringthenewormodifiedprograminto service(conversionorinputofdata,installationprocedures,etc.),andan indicationofwhoistoperformallsuchprocedures;

(iii) Testingofnewandmodifiedprogramsshallbeperformedanddocumented priortoimplementation;andarecordofthefinalprogramorprogram changes,includingevidenceofuseracceptance,dateinservice, programmer,andreasonforchanges,shallbedocumentedandmaintained; and

(iv) Computersecuritylogs,ifgeneratedbythesystem,shallbereviewedby EDPsupervisorypersonnelforevidenceof–

(i) Multipleattemptstolog-on;

(ii) Changestolivedatafiles;and

(iii) Anyotherunusualtransactions.

10.060 Casino accounts

Controlsrelatingtothedaytodayoperationsofthecasinoaccountsdepartmentshallbespecified inthelicensee’sinternalcontrolproceduresasapprovedbytheBoard,whichshallincludethe followingminimumresponsibilitiesandrequirements–

a. Thecasinoaccountsdepartmentshallbeindependentofthegamingdepartments;

b. Thecasinoaccountsdepartmentshallberesponsibleforthecontrolsover stationerythatrepresentvalueandshallensurethefollowing–

(i) Stationerythatrequiresstrictsecuritycontrols,duetothefactthatitmay representvalueinthecasino,mayonlybepurchasedfromaperson thathasbeenapprovedbytheBoardandgrantedacertificateofsuitability;

(ii) Stationerythatrepresentvalueshallbecheckedonadailybasistoensure completeness,thatnounauthorisedalterationshavebeeneffectedandthat thestationeryisbeingusedinnumericalsequence;and

(iii) TheinternalcontrolproceduresasapprovedbytheBoardshallidentifyall securitystationeryandthespecificcontrolsrelatingtoeachformrequired; c. Onadailybasisamemberofthecasinoaccountsdepartmentorvaultdepartment shallcheck,verifyandattesttotheaccuracyofboththehardandsoftcounts; d. Thecasinoaccountantshallberesponsibleforensuringthataccesstothecasino managementsystemisonlygiventoauthorisedpersonnelandthattheaccess givendoesnotcompromisetheinternalcontrolstandards;and

e. Thedaytodayaccountingfunctionswithregardstotheoperationofthegaming departmentsandthecageandvaultdepartmentswillbeperformedbythecasino accountsdepartment.Thecasinoaccountantshallauthorisealljournalentriesand ensurethatrevenues,expenses,assetsandliabilitiesarereconciledtothegeneral ledgeronamonthlybasis.

10.070 Internal audit

1. Documentation(egchecklists,programs,reports,etc.)shallbepreparedtoevidenceallinternal auditworkperformed.

2. Theresultsofinternalauditworkshallbereportedtothosepersonsreferredtoinrule10.0301c andcopiesofthesereportsshallbeforwardedtotheBoard.

3. Observationsandexaminationsofthefollowingactivities,withemphasisoncompliancewiththe internalcontrolproceduresaswellastheRegulationsandtheserules,shallbeperformed(based onthelicensee’sfinancialyearend)onthefollowingactivitiesasapplicabletotheoperation- a. thefollowingshallbereviewedatleastonceduringeachquarter–

(i) fortablegames,fillandcreditprocedures,pitcreditplayprocedures,soft drop/countproceduresandthesubsequenttransferoffunds,surprisetesting ofcountroomcurrencycounters,locationandcontroloversensitivekeys, thetracingofsourcedocumentstosummariseddocumentationand accountingrecords,andreconciliationtorestrictedcopies;

(ii) forgamingmachines,jackpotpay-outandgamingmachinefillprocedures, gamingmachinedrop/countandcurrencyacceptordrop/countand subsequenttransferoffunds,surprisetestingofweighscaleandweigh scaleinterface,surprisetestingofcountroomcurrencycounters,gaming machinedropcabinetaccess,tracingofsourcedocumentstosummarised documentationandaccountingrecords,reconciliationtorestrictedcopies, locationandcontroloversensitivekeys,andcompliancewithEPROM duplicationprocedures;

(iii) Allcage,credit,andcollectionprocedures,andthereconciliationoftrial balancestophysicalinstrumentsonasamplebasis;

(iv) Cageandvaultaccountabilityshallbereconciledtothegeneralledger;

(v) ReviewofelectronicdataprocessingfunctionsforcompliancewithEDP standards;and

(vi) Reconciliationofgrossgamingrevenueisfromtheaccountingrecordsto theBoard’slevyreturns;

b. atleastsixmonthly,allcasinorelatedbalancesheetaccounts.

4. Inadditiontotheobservationsandexaminationsrequiredundersub-rule(3),follow-up

observationsandexaminationsshallbeperformedtoverifythatcorrectiveactionhasbeentaken regardingallinstancesofnoncompliancecitedbyinternalaudit,theBoardand/ortheindependent accountantwhichverificationshallbeperformedwithinsixmonthsfollowingthedateof notification.

10.080 Cage accounting standards

1. Allcagereconciliationformsshallbeverifiedtosupportingdocumentationonadailybasisand nominalfloatsshallbereconciledtothegeneralledgeronamonthlybasis.

2. Thecageaccountsshallbereconciledtothegeneralledgeronatleastamonthlybasis,which shallincludeaphysicalverificationtotheactualsourcedocumentsandinventory.

3. Ananalysisofcasinoaccountsreceivable,includingeachpatron’sname,dateofissueofcredit andcurrentbalance,shallbepreparedatleastmonthlyandshallbereconciledtothegeneral ledgeratleastmonthly.

10.090 Table games: Computer generated documentation

1. Computersystemsusedtorecordtablegamestransactionsshallbecapableofgenerating adequatedocumentationofallinformationrecordedonthesourcedocumentsandtransaction detail(egfill/creditslips,markers,etc).

2. Allsuchcomputer-generateddocumentationshallberestrictedtoauthorisedpersonnelwithno incompatiblefunctions.

3. Computergenerateddocumentationshallinclude,ataminimum–

a. systemexceptioninformation(eg,appropriatesystemparameterinformation, corrections,voids,etc);and

b. personnelaccesslistingwhichincludesataminimum– (i) Employeename;

(ii) Employeeidentificationnumberorequivalent;and

(iii) Alistoffunctionsthatemployeecanperformorequivalentmeansof identifyingsuchfunctions.10.100 Statistics

1. Thefollowingstatisticalanalysisshallbemaintainedbyeverylicensee–

a. Inrespectofgamingtables,recordsreflectingstatisticalandactualdrop,win,winto drop,holdpercentagebytableandtypeofgame;and b. Inrespectofgamingmachines,recordsreflectinghandle,win,wintohandle,hold percentagebymachineanddenomination.

2. Therecordsreferredtoinsub-rule(1),shallbemaintainedatleastbyday,cumulativemonth-to- dateandcumulativeyear-to-date.

10.110 Table games: Accounting/auditing procedures

1. Tablegamesaccountingandauditingproceduresshallbeperformedbypersonnelwhoare independentofthetransactionsbeingaudited/accountedforandwhohavenoincompatible functions.

2. Adailyreconciliationshallbepreparedforatleasttheday,weekandmonth-to-datewhich includesthefollowinginformationnecessarytopreparethegaminglevyandVATreturns–

(a) Droppertable;

(b) Winpertable;and

(c) Totalgrossgamingrevenue.

3. Ifdropcanbedeterminedinatablegame(eg,bill-in/coin-dropmeters,currencyacceptor, computerisedrecord,etc),therandamountofthedroprecordedbysuchmethodsshallbe reconciledtotheactualdroponadailybasis.

4. Accounting/auditingemployeesshallreviewexceptionreportsforallcomputerisedtablegames systemsatleastmonthlyforproprietyoftransactionsandunusualoccurrences.

5. Anyimpropertransactionsorunusualoccurrencesdiscoveredduringthereviewoftheexception reportsshallbeinvestigatedwiththeresultsbeingdocumentedandmaintainedforBoard inspection.

6. Thelicenseeshalldocumenttheauditprocessundertakenandproceduresusedforauditing tablegames.Allfollow-upactionsperformedonanynotedexceptionsshallbedocumentedand retainedforBoardinspection.

10.120 Theoretical/actual hold

1. Thetheoreticalholdpercentagesusedinthegaminganalysisreportshallbewithinthe performancestandardcontainedintheBoard’sletterofapprovalofgamingequipment.

2. Recordsshallbemaintainedforeachmachinethatreflectsthedatesandtypeofchangesmade andtherecalculationoftheoreticalholdasaresultofthechanges.

3. Monthlyreconciliationofgamingmachineholdpercentagesshallbedonebythecasino management.

4. Largevariancesbetweentheoreticalholdandactualholdongamingmachinesshallbe investigatedbymanagementandresolvedwiththefindingsdocumentedforBoardinspection.

10.130 Gaming machines: Accounting/auditing procedures

1. Gamingmachineaccounting/auditingproceduresshallbeperformedbyemployeeswhoare independentofthetransactionsbeingreviewed.

2. Thegamingmachineaccounting/auditingproceduresshallbecontainedinthelicensee’sinternal controlproceduresasapprovedbytheBoard.

10.140 General: Personnel

1. Forallcomputerisedgamingmachinesystemsapersonnelaccesslistshallbemaintainedwhich shallinclude,ataminimum,thefollowinginformation–

(a) Employeename;

(b) Employeeidentificationnumber(orequivalent);

(c) Alistoffunctionswhichthatemployeecanperformorequivalentmeansof identifyingsame.

2. Anaudittrailshallbemaintainedofallchangesmadetoanyindividual’saccesstothesystem, whichshallcontainthefollowingminimuminformation–

(a) Thenameofthepersonwhoperformedthechange;

(b) Thenameofthepersonwhoseaccesswaschanged;

(c) Thenatureofthechangetotheaccess;

(d) Thedateandtimeofthechange;

(e) Acomputergeneratedsequentialnumber;and

(f) Ifaccessrightsareamendedasaresultofasystemupgrade,these changesshallbedocumented.

10.150 Electronic data processing: General controls

Thefollowingaspectsshallbeaddressedinthelicensee’sinternalcontrolproceduresasapproved bytheBoard–

a. Themaincomputers(iehardware,softwareanddatafiles)foreachgaming departmentapplicationshallbeinasecuredareawithaccessrestrictedtoonly authorisedpersons;

b. Gamingpersonnelshallbeprecludedfromhavingunrestrictedaccesstothe securedcomputerareas;

c. Computersystems,includingapplicationsoftware,shallbesecuredthroughtheuse ofpasswordsorotherapprovedmeansandaccesstosystemfunctionsshallbe controlledbymanagementpersonnelorpersonsindependentofthedepartment beingcontrolled;

d. Passwordsshallbecontrolledasfollowsunlessotherwiseaddressedinthese standards–

(i) eachusershallhavehisorherownindividualpassword;

(ii) passwordsshallbechangedatleastmonthlywithchangesbeing documented;andthesystemshallprecludeanindividualfromusingthe samepasswordformorethanonemonthineverytwelvemonths;

e. adequatebackupandrecoveryproceduresshallbeinplace,andifapplicable, include–

(i) Dailybackupofdatafiles;

(ii) Backupofallprograms;

(iii) Securedoff-sitestorageofallbackupdatafilesandprograms,orother adequateprotection;and

(iv) Recoveryproceduresshallbetestedatleastquarterly;and

f. Adequatesystemdocumentationshallbemaintained,includingdescriptionsofboth hardwareandsoftwareandoperatormanuals.

RULE 11: CLEARANCE, COUNT AND KEY CONTROL STANDARDS

11.010 The soft count room

1. Thereshallbearoomwhichshallbeseparatedfromthecasinofloor,inwhichthesoftcountshall takeplaceandwhichshallconformtothefollowingminimumrequirements–

a. Thedoorshallbeofsubstantial,steellinedconstructionandshallbeopenedonly undersurveillanceandifopenedduringthecount,onlyattimeswhenthecount tableisclearofloosechipsandcash;

b. Theroomshallbeofbrickorconcreteconstructionandboththeceilingandthefloor shallbesolidlyconstructed;

c. Thedoorshallhaveaspyholefittedandwillbelockedorboltedfromtheinside whilethecountistakingplace;

d. Thecountprocedureshallbemonitoredandrecordedonvideoandaudio.(Referto thesurveillancerulesfortheminimumcamerastandards);

e. Thecountingtableshallbemadeofatransparentmaterialandthereshallbeno

10.170 Electronic Storage Media

1. Documentsmaybescannedordirectlystoredtoelectronicstoragemediawiththefollowing conditions:

a. Theelectronicstoragemediamustcontaintheexactduplicateoftheoriginal document.

b. Alldocumentsstoredonelectronicstoragemediashallbemaintainedwitha detailedindexcontainingthecasinodepartmentanddateinaccordancewiththe Board’srecordkeepingrequirements.Thisindexmustbeavailableuponrequestby theBoard.

c. UponrequestbytheBoard,hardware(terminal,printer,etc)shallbeprovidedin ordertoperformauditingprocedures.

d. Controlsmustexisttoensuretheaccuratereproductionofrecords,uptoand includingtheprintingofstoreddocumentsusedforauditingpurposes.

2. Ifsourcedocumentsandsummaryreportsarestoredonre-writeableelectronicstoragemedia,the electronicstoragemediamaynotberelieduponfortheperformanceofanyauditprocedures,and theoriginaldocumentsandsummaryreportsmustberetained.

10.180 Regulatory Inspectorate

1 Thelicenseeshallprovideofficeaccommodationandsuchotherfacilitiesasmayberequiredfor atleastoneregulatoryinspectoronafulltimebasis.

2 TheBoardwilllevyafeeonacostrecoverybasis,onthelicenseefortheprovisionofservicesby thesepersonnel.

j. Theroomshallhavenooutsidewindowsandthereshallbeanemergencylighting systemwhichshalllastforatleast8hoursandshallcomeonimmediatelyinthe eventofapowercut;

k. Theroomwillbeairconditioned,andthiswillbecontrolledfrominsidethecount room;

l. Whenthesoftcountistotakeplacethedayaftertheclearanceofthegamingday, theroomwillhavethefollowingadditionalfeatures–

(i) Thereshallbeasafeoralockablemetalshelvingsystemwithverysecurehigh qualitylocksintheroominwhichalldropboxesshallbelockedandtheroomshall becoveredbyCCTVrecordingfromthetimewhenthefirstboxisbroughtintothe roomuntiltheendofthecountthefollowingday;

(ii) Thereshallbeadeviceontheinsideoftheroomtodetectanymovementwithinthe room;and

(iii) Analarmshallbefittedtothedooroftheroomwhichshallbeoperativeoncethe boxeshavebeenlockedintotheroom.

11.020 Marking of drop boxes

Alldropboxesshallbemarkedinclearlyvisiblewritingwhichreflectsthespecifictableorgaming machinefromwhichitisremoved.

11.030 The hard count room: Requirements and equipment standards

1. Thereshallbearoomwhichshallbeseparatedfromthecasinofloorandthesoftcountroom,in whichthehardcountshalltakeplaceandwhichshallconformtothefollowingminimum requirements–

a. Thedoorshallbeopenedonlyundersurveillance;

b. Thesurveillancedepartmentshallbenotifiedpriortoanyentryintotheroom;

c. Thedoorshallbelockedorboltedfromtheinsidewhilethecountistakingplace;

d. Thecountprocedureshallbemonitoredandrecordedonvideo; e. Llightinginthecountroomshallbearrangedsothatthereisnoreflectiononthe CCTVpicture;

f. Theroomshallhavenooutsidewindowsandthereshallbeanemergencylighting systemwhichshalllastforatleast8hoursandshallcomeonimmediatelyinthe eventofapowercut;

g. Theroomshallbeairconditioned,andthiswillbecontrolledfrominsidethecount room;

h. Theweighscalecalibrationmoduleshallbesecuredsoastopreventunauthorised access(eg,pre-numberedseal,lockandkey,etc.)byhardcountpersonnel;

i. Astaffmemberofthesecuritydepartmentshallbepresentwheneverthecalibration moduleisaccessedforrepairorre-calibration.Thesurveillancedepartmentshallbe notifiedpriortoanyoneaccessingthecalibrationmodule;

j. Eachtimethecalibrationmoduleisaccessed,alogshallbecompletedthatincludes thedate,time,natureoftherepairandthesignaturesofallpersonsobservingthe process,whichlogshallberetainedforBoardinspection;

k. Ifaweighscaleinterfaceisused,itshallbeadequatelyrestrictedsoastoprevent unauthorisedaccess(passwords,keys,etc.)byhardcountpersonnel;

l. Iftheweighscalehasazeroadjustmentmechanism,itshalleitherbephysically limitedtominoradjustments(eg,weightofabucket)orphysicallysituatedsuchthat anyunnecessaryadjustmentstoitduringtheweighingprocesswouldbeobserved byothercountteammembersandthesurveillancedepartment;

m. Theweighscaleandweighscaleinterface(ifused)shallbetestedbytheinternal auditdepartmentonatleastaquarterlybasiswiththetestresultsbeingdocumented andretainedforBoardinspection;

n. Priortocommencementofthehardcountatleasttwoemployeesshallverifythe accuracyoftheweighscaleandweighscaleinterfacewithvaryingweightsorwith varyingamountsofpreviouslycountedcoinsofeachdenominationtoensurethe scaleisproperlycalibrated;and

o. Theprecedingweighscaleandweighscaleinterfacetestresultsshallbe documentedbythepersonsperformingthetest.Allpersonsparticipatinginthetest shalldateandsigntheformstatingtheresultsofthetest.Theseformsshallbe retainedforBoardinspection.

11.040 Mandatory clearance report

1. EachlicenseeshallreportannuallytotheBoard,onorbefore1stApril,thetimeortimesduring eachdaywhentheclearanceofgamingtablesandgamingmachinesaretotakeplace.

2. Alldropboxesandothersimilarreceptaclesshallberemovedandcountedatthetimeortimes previouslydesignatedtotheBoardandthelicenseeshallprovidetheBoardwithwrittenadvance notificationofanychangestothedesignatedtimes.

3. Routineremovalandcountingofdropboxcontentsatotherthanthedesignatedtimesisprohibited unlessthelicenseeprovidesadvancewrittennoticetotheBoardofachangeintimesortheBoard requiresachangeofdesignatedtimes.

11.050 Table clearance rules

1. Removalandtransportationofdropboxes–

a. Thekeystothedropboxesaswellasthedropboxstorageracksshallbesignedoutfrom securitybythefollowingpersonnel:Gamingsecurityemployeewitheither,cashdesk supervisorandcountsupervisororaseniortablesdepartmentemployeesigningas witnessestothis;

b. Lockeddropboxesshallberemovedfromthetablesbytheagamingsecurityemployee underthesupervisionandinthepresenceofaseniorpitofficial; c. Thedropboxeswillbetransferredtoasecurestorageareathatmaybelocatedinthesoft countroom,whichshallbecontinuouslyvideorecorded;

d. Theremovalandtransportationofthedropboxesshallbemonitoredandrecordedbythe surveillancepersonnelontheCCTVsystemandnotedintheoccurrencebook;

e. Alldropboxeswillbeclearedfromthetablesregardlessofwhetherthetableswereopened ornot;

f. Thedropboxesremovedwillbeplacedinatrolleyfortransportationpurposesandthedrop boxesandtrolleywillalwaysbeinfullviewoftheCCTVcameras;and

g. Onceallthedropboxeshavebeenremovedtheywillbesecuredinthestoragearea.

11.060 Emergency clearance: Tables

Incertaininstancesanemergencyclearanceofgamingtablesmayberequired.Theprocedures requiredtoperformsuchclearancesshallbecontainedintheinternalcontrolproceduresofthe licenseeandapprovedbytheBoard.

11.070 Table soft count procedure

1. Thesoftcountshallnotbeperformedsimultaneouslyatthesamelocationwiththecountofother revenue.

2. Thecountteamshallbeindependentoftransactionsbeingreviewedandaftercounted(iethetable gamesdepartment)andthesubsequentaccountabilityofsoftdropproceeds.

3. Thereshallbeatleast3personspresentduringthesoftcountandonlyEnglishshallbespokenin thecountroom.

4. Thedetailedcountproceduresanduniformsworninthecountroomsshallbecontainedinthe licensee’sinternalcontrolproceduresasapprovedbytheBoard.

5. Atnotimeduringthecount(toprovideforemergencysituations)shallmorethanonepersonata timeleavethecountroomuntilallmonieshavebeencounted,verifiedandacceptedintocage/ vaultaccountability.

6. Countteammembersshallberotatedonaroutinebasis.Rotationshallbesuchthatthecount teamisnotconsistentlythesamethreeindividualsmorethanfourdaysperweek.

7. Dropboxesshallbeindividuallyemptiedandcounted.Nomorethanoneboxmaybeopenatany onetime,unlessapprovedbytheBoard.

8. Thecountofeachboxshallberecordedininkorotherpermanentformofrecording.

9. Ifcurrencycountersareutilisedandthecountroomtableisusedonlytoemptyboxesandsort/ stackcontents,acountteammembershallobserveatalltimestheloadingandunloading ofallcurrencyatthecurrencycounter,includingrejectedcurrency.

10. Dropboxes,whenempty,shallbeshowntotheothermembersofthecountteamwhoare observingthecountandtotheCCTVcamera.

11. Cageanddropboxcopiesoffill/creditslipsshallbematchedorotherwisereconciledbythecount teamorcasinoadministrationtoverifythatthetotalRandamountsforthegamingdayareidentical.

12. Requestsforfillsandcreditsshallbematchedtothefill/creditslips.

13. Fillsandcreditsshallbetracedto,orrecordedon,thecountsheetandexaminedforcorrectness.

14. Copiesofthemarkersremovedfromthedropboxesshallbeeither–

a. Tracedtoorrecordedonthecountsheetbythecountteam;or b. totalledandtracedtothetotalsdocumentedbythecomputerisedsystem.

15. Theopening/closingtablesheetandmarkerinventoryforms(ifapplicable)shallbeeither–

a. examinedandtracedtoorrecordedonthecountsheet;or

b. ifacomputerisedsystemisused,accountingpersonnelmaytracetheopening/ closingtableandmarkerinventoryforms(ifapplicable)tothecountsheetinplaceof thecountteam.Anydiscrepanciesshallbeinvestigatedwiththefindings documentedandmaintainedforBoardinspection.

16. Correctionstoinformationoriginallyrecordedbythecountteamonsoftcountdocumentationshall bemadebycrossingouttheerror,enteringthecorrectfigure,andthenobtainingtheinitialsofat leasttwoofthecountteammembersnexttothechange,onthecountsheetchange.

17. Thetotalcountrecordedonthecountsheetshallbereconciledtothetotalcashremovedfrom thedropboxesbyacountteammemberwhodoesnotfunctionasthecountteammember whorecordsthecount.

18. Allmembersofthecountteamshallattestbysignaturetotheaccuracyofthetablegamescount.

19. Allmoniesandmonetaryequivalentsthatwerecountedshallbeturnedovertothecage/vault cashierwhoshallbeindependentofthecountteam.

20. Theabovementionedindividualshallcertifybysignatureonthecountsheetastotheaccuracyof themoniesdeliveredandreceived.

21. Accesstostoreddropboxes,fullorempty,shallberestrictedtoonlyauthorisedmembersofthe dropandcountteams.

22. Accesstothecountroomduringthecountshallberestrictedtomembersofthedropandcount teams.Authorisedobservers,supervisorsforthepurposeofresolvingproblems,authorised maintenancepersonnelandpersonnelrequiredtocollecttheemptydropboxesforpurposesof puttingthemonthetablesmayonlyenterandexitthecountroominthepresenceofa representativefromthesecuritydepartment.

23. Thecountsheet,withallsupportingdocuments,shallbepromptlydeliveredtothecasinoaccounts departmentbythecountteamsupervisor/leadattheconclusionofthecount.Alternatively,the documentationmaybeplacedinalockedcontainertowhichonlyaccountingpersonnelcangain accessuntilretrievedbythecasinoaccountsdepartment.

24. Theinvolvementofatleasttwoindividualsindependentofthecage,oneofwhichshallbea securitydepartmentrepresentative,isrequiredtoaccessemptydropboxes.Inaddition,the surveillancedepartmentshallobserveallaccessesofthelockedemptydropboxstoragearea.

11.080 Gaming machine clearance: Hard and soft count

1. Aminimumofthreeemployeesshal lbeinvolvedintheremovalofthegamingmachinedrop, atleastoneofwhomisfromthesecuritydepartmentandmaynotincludepersonnelfrom theslotsdepartment.Ifmorethanoneclearanceteamisused,arepresentativefromthesecurity departmentshallbeassignedtoeachclearanceteamforthedurationoftheclearance.

2. Propersecurityshallbeprovidedatalltimesoverthedropboxesandcanistersremovedfromthe gamingmachinepriortobeingtransportedto,andsecuredin,thehardcountroomorsoftcount room,asthecasemaybe.

3. Ifmorethanonetripisrequiredtoremovethegamingmachinedropfromallofthemachines, thefilledtrolleysshallbelockedandsecuredimmediatelyinthehardcountroomorsoft countroomorsecuredinanotherequivalentmanner.Thesetrolleysshallbeunder continuoussurveillancecoverage.

4. Thesurveillancedepartmentshallobserveandrecordtheentiregamingmachineclearance processandnoteitintheoccurrencebook.

5. Theproceduresrelatingtothephysicalclearanceandtheresponsibilitiesofeachpersoninvolved shallbesubmittedbythelicenseetotheBoardforapprovalatleastonemonthpriorto implementation.

11.090 Emergency clearance: Gaming machines

Incertaininstancesanemergencyclearanceofgamingmachinesmayberequired.The proceduresrequiredtoperformsuchclearancesshallbecontainedintheinternalcontrol proceduresofthelicenseeandasapprovedbytheBoard.

11.100 Gaming machine hard count and wrap standards

1. Forthepurposesofthisrule,theterms“wrap”and“wrapping”shallincludetermssuchas“bag”, “bagging”,“rack” and “racking”.

2. Theweigh/countprocessshallbeperformedbyaminimumofthreeemployees.

3. Atnotimeduringtheweigh/countshalltherebefewerthanthreecountteammembersinthecount room.Thesurveillancedepartmentshallbenotifiedpriortothestartoftheweigh/countprocessso theymayobserveandrecordtheweighandwrapofthegamingmachinedrop.

4. Thegamingmachinecountteamshallbeindependentoftheslotsdepartmentandthesubsequent accountabilityofgamingmachinecountproceeds.

5. Thefollowingfunctionsshallbeperformedinthecountingofthegamingmachinedrop–

a. Countteamsupervisor/recorderfunctionwhichinvolvestherecordingofthe gamingmachinecountorenteringtheappropriateinformationintoacomputerised systemandoverallcontroloftheweigh/countandwrapprocess;and

b. Countingfunction,whichisperformedbyacountteammemberwhoassistsinthe weigh/countprocessinanon-supervisorycapacity.

6. Theamountofthegamingmachinedropproceedsfromeachgamingmachineshallberecorded ininkonagamingmachineweigh/countdocumentbytherecorderormechanicallyprintedbythe weighscale.Ifaweighscaleinterfaceisused,thegamingmachineweigh/countfiguresshallbe transferredandrecordedviadirectlineorcomputerstoragemedia.

7. Ataminimum,thecountteamsupervisor/recorderandatleastoneothercountteammembershall signtheweightapeandthegamingmachinecountdocumentattestingtotheaccuracyofthe

weigh/count.

8. Allotherpersonswhoparticipateintheweigh/countand/orwrapprocessshallsignthegaming machinecountdocumentorasummaryreporttoattesttotheirpresenceandevidencingtheir participationintheweigh/countandwrap.Thisdocumentshallalsobesignedbyapersonfromthe casinoaccountsdepartment/vaultdepartmentandthecageattestingtotheaccuracythereof.

9. Thetotalcoinscountedpermachinewillbecomparedwiththemeterreadingsobtainedfromthe machineonadailybasis.Investigationandreportingprocedureswithregardstovarianceswill becontainedinthelicenseesinternalcontrolproceduresasapprovedbytheBoard.

10. Atleastthreeemployeesshallbepresentthroughouttheentirewrappingprocessofthegaming machinedropproceeds.Theseemployeeswillremainresponsibleforalltheproceedsuntilthe fundsarehandedovertothesafecustodian.

11. Transfersoutofthecountroomduringthegamingmachinecount/wrapprocessshallbeeither prohibited,oriftransfersarepermittedduringthecountandwrap,eachtransfershallberecorded onaseparatepre-numbered,multi-partform(usedsolelyforgamingmachinecounttransfers) whichissubsequentlyreconciledbythecasinoaccountsdepartmenttoensuretheaccuracyofthe reconciledwrappedgamingmachinedrop.

12. Transfers,asnotedabove,shallbecountedandsignedforbyatleasttwomembersofthecount team,amemberofcasinoadministrationwhoisresponsibleforauthorisingthetransferandthe employeereceivingthetransfer.Thephysicaltransfershallrequiretheparticipationofasecurity departmentrepresentative.

13. Uponcompletionofthewrapping,ofthegamingmachinedropproceeds–

a. Thecountteamsupervisor/lead,oneotherindependentmemberandamember ofthecasinoadministrationorvaultdepartmentshallcountthefinalwrapped, baggedorrackedgamingmachinedropindependentlyfromeachother;

b. Theabovecountsshallbeindependentlyrecordedonasummaryreport.If discrepanciesexistbetweenthecounts,are-countisperformedandanydifferences reconciled.Allsuchdocumentsshallberetainedandforwardedtoaccounting.

14. Thesamemembersasreferredtoinsub-rule13aaboveshallcomparethefinalwrapamounts,by denomination,totheweigh/count.Theweighandwrapcomparisonshallberecordedonavariance summarysheet.

15. Amemberofthecageshallindependentlycountthewrappedgamingmachinedropby denominationandreconcileittotheweigh/countrecordedonthesummaryreportbythecount teamrepresentatives.

16. Attheconclusionofthereconciliation,thecountteammember,oneothercountteammemberand thecage/vaultemployeeshallsignthesummaryreportattestingtoitsaccuracy.Theaccountability forthegamingmachinedropproceedsshalltransfertothecage.

17. Thetotalofthewrapped,baggedorrackedcoinsandtokens(exclusiveofpropertransfers)shall betransportedtothecage,vaultorcoinvaultafterthereconciliationoftheweigh/counttothe wrap.

18. Variancesbetweentheweigh/countandwrapshallbeinvestigatedbymanagementpersonnel independentoftheslotsdepartment,countteamandthecage/vaultfunctionsonatimelybasis, usingthefollowingminimumguidelines–

a. R100.00wherethevalueofthecoins/tokensislessthanR2.00.

b. R200.00wherethevalueofthecoins/tokensisbetweenR2.00andR5.00.

c. R500.00wherethevalueofthecoins/tokensexceedsR5.00.

19. TheresultsofsuchinvestigationsshallbedocumentedandmaintainedforBoardinspection.

20. Allgamingmachinecountandwrapdocumentation,includinganyapplicablecomputerstorage media,shallbeimmediatelydeliveredtothecasinoaccountsdepartmentbythecountteam orsecurity.Alternatively,countdocumentationmaybesecured(eg,lockedcontainertowhichonly accountingpersonnelcangainaccess)untilretrievedbythecasinoaccountsdepartment.

21. Correctionsongamingmachinecountdocumentationshallbemadebycrossingouttheerror, enteringthecorrectfigure,andthenobtainingtheinitialsofthecountteamsupervisorandatleast oneothercountteammember.

22. Ifaweighscaleinterfaceisused,correctionstogamingmachinecountdatashallbemadeby crossingouttheerroronthegamingmachinedocument,enteringthecorrectfigureandthen obtainingtheinitialsofatleasttwocountteamemployees.Ifthisprocedureisused,anemployee independentoftheslotsdepartmentandcountteamshallsubsequentlyenterthecorrectedfigure intothecomputersystempriortothegenerationofrelatedgamingmachinereports.

23. Duringthecountprocess,correcttheerrorinthecomputersystemandenterthepasswordsof thecountteamsupervisorandatleastoneothercountteammembers.Ifthisprocedure isused,anexceptionreportshallbegeneratedbythecomputersystemidentifying thegamingmachinenumber,theerror,thecorrectionandthecountteamemployeesattestingto thecorrection.

11.110 Gaming machine soft count standards

1. Thegamingmachinesoftcountshallbeperformedinthesoftcountroomandshallbeperformed byaminimumofthreeemployees.

2. Thegamingmachinesoftcountteamshallbeindependentoftransactionsbeingreviewedand counted(ietheslotsdepartment),andthesubsequentaccountabilityofcurrencydropproceeds.

3. Currencyacceptordropboxesshallbeindividuallyemptiedandcountedinsuchamannerasto preventtheminglingoffundsbetweenboxesuntilthecountoftheboxhasbeenpermanently recorded.

4. Thecountofeachboxshallberecordedininkorotherpermanentformofrecording.

5. Ifcurrencycountersareutilisedandthecountroomtableisusedonlytoemptyboxesandsort/ stackcontents,acountteammemberandsurveillanceshallbeabletowitnesstheloading andunloadingofallcurrencyatthecurrencycounter,includingrejectedcurrency.

6. Dropboxes,whenempty,shallbeshowntoanothermemberofthecountteamandtoa surveillancecameratoverifythatallcontentshavebeenremoved.

7. Thenotescountedwillbecomparedtothegamingmachine’smeterreadingonadailybasis. Investigationandreportingprocedureswithregardstovarianceswillbecontainedinthelicensee’s internalcontrolproceduresasapprovedbytheBoard.

8. Correctionstoinformationoriginallyrecordedbythecountteamoncurrencyacceptorcount documentationshallbemadeinaccordancewiththelicensee’sinternalcontrolproceduresas approvedbytheBoard.

9. Thetotaldroprecordedonthecountsheetshallbereconciledtothetotaldropbythecountteam

supervisorandoneothercountteammemberwhodoesnotfunctionastherecorder.

10. Allmembersofthecountteamandamemberofoneotherdepartmentshallattestbysignatureto theaccuracyofthecurrencyacceptordropcount.

11. Afterallcurrencyacceptordropboxeshavebeencountedandthetotalsreconciledbythecount team,allmoniesshallbeturnedovertothecagecashier,whoisindependentofthecountteam.

12. Thecagerepresentativeshallcertifybysignatureonthecountsheetastotheaccuracyofthe currencydeliveredandreceived.Uponsigningthecountsheet,thevault/cagebecomes responsibleandaccountableforthedropproceeds.

13. Accesstostoredfullcurrencyacceptordropboxesshallberestrictedtoonlyauthorisedmembers ofthedropandcountteams.

14. Accesstothecountroomduringthecountshallberestrictedtomembersofthedropandcount teams.Authorisedobservers,supervisorsforthepurposeofresolvingproblems,authorised maintenancepersonnelandpersonnelrequiredtocollecttheemptydropboxesforpurposesof puttingthemonthetablesmayonlyenterandexitthecountroominthepresenceofa representativefromthesecuritydepartment.

15. Thecountsheet,withallsupportingdocuments,shallbepromptlydeliveredtothecasinoaccounts departmentbyacountteammemberorasecuritydepartmentrepresentative.Alternatively,itmay beadequatelysecured(eglockedcontainertowhichonlyaccountingpersonnelcangainaccess) untilretrievedbythecasinoaccountsdepartment.

11.120 Key control standards

1. Dropboxreleasekeys:

a. Dropboxreleasekeysshallbemaintainedbyadepartmentindependentofthe tablegamesdepartmentandshallrequirepersonsfromatleasttwosepa ratedepartmentstoactascustodianandtoaccessthekeys. b. Personsauthorisedtoremovetablegamesdropboxesfromthetablesshallbe precludedfromhavingaccesstodropboxcontentskeys.

2. Dropboxstoragerackkeys:

a. Arepresentativefromthesecuritydepartmentshallberequiredtoobtainandretain controlofsuchkeyseachtimedropboxesareremovedfromorplacedinstorage racks.

b. Personswhomaintaincustodyandthoseauthorisedtoobtaindropboxstorage rackkeysshallbeprecludedfrommaintainingcustodyorhavingaccesstodropbox contentskeys(withtheexceptionofthecountteaminthelimitedcasetoresetthe boxesduringthecount).

3. Dropboxcontentskeys:

a. Thephysicalcustodyandaccesscontrolsshallbesuchthatthekeysnecessaryfor accessingstoredfulldropboxcontentsrequirestheinvolvementofpersonsfromat leasttwoseparatedepartments,oneofwhichmustbethesecuritydepartment.

b. Controlsshallbeimplementedthatprovideforthesurveillancedepartmenttobe automaticallynotifiedeachtimethedropboxcontentskeysareaccessed. Surveillancepersonnelshallverifythatpersonsobtainingthekeysareauthorised todosoandthatatleasttwopeoplefromdifferentdepartmentsarepresent.In

casesofunscheduledaccesstodropboxcontentskeysreferredtoinparagraph chereunder,thesurveillancedepartmentshallobserveandrecordthemovementof suchkeysfortheentiretimetheyareunsecured.

c. Accesstothedropboxcontentskeyatotherthanscheduledcounttimesrequires the involvementofatleasttwopersonsfromseparatedepartmentsoneofwhich shallbethesecuritydepartment.Casinomanagementpersonnelshallberequired toauthoriseanyunscheduledaccesstodropboxcontentskeys.Thereasonforthe unscheduledaccessshallbedocumentedwiththesignaturesofallparticipantsand observers.

4. Countroomkeys:

a. Atleasttwocountteammembersarerequiredtobepresentwhencountroom andotherkeysnecessarytoconductthesoftcountareissued.Keycontrol measuresshallbeincludedinthelicensee’sinternalcontrolproceduresas approvedbytheBoard.

b. Controlsshallbeimplementedthatrequiretheautomaticnotificationofthe surveillancedepartmenteachtimesomeoneentersthesoftcountroom.Fixed surveillancecamerasshallbepositionedsuchthatanyoneenteringthesoftcount roomwillberecorded.

5. Duplicatekeys:

(i) Dropboxreleaseandcontentskeys;

(ii) Countroomkeys;

(iii) Cropboxstoragerackkeys;

(iv) Dropboxcontentskeys;and

(v) Allduplicatekeysfor(i)to(iv)above;

b. Allkeycontrollogsshallcontain,ataminimum,thefollowinginformationforeachofthe keyslistedina.above–

(i) Dateandtimekeysareobtained;

(ii) Signatureandlegiblenameorregistrationnumberofcustodianreleasingthekeys;

(iii) Signatureandlegiblenameorregistrationnumberofpersonobtainingthekeys;

(iv) Dateandtimekeysarereturnedtocustodian;

(v) Signatureandlegiblenameorregistrationnumberofpersonreturningthekeys;and

(vi) Signatureandlegiblenameorregistrationnumberofcustodianreceivingthekeys;

c. Keycontrollogsshallbeperiodicallyreviewedbyinternalauditdepartment;and

d. Allentriesinkeylogsshallbeininkorotherformofpermanentrecording.

RULE 12 : WIDE AREA PROGRESSIVE JACKPOTS

12. 010 Wide area progressive jackpots (inter-casino linked progressives)

1. Anywideareaprogressivesystemshallbeadequatelyrestrictedtopreventunauthorisedaccess (eg,changingpasswordsatleastmonthly,restrictedaccesstoEPROM’s,andrestrictedphysical accesstocomputerhardware,etc.).

2. Proceduresshallbedeveloped,implemented,anddocumentedfor:

a. Reconciliationofmetersandjackpotpay-outs;

b. Collection/dropofgamingmachinefunds;\ c. Jackpotverification,paymentandbillingtocasinosonpro-ratabasis;

d. Systemmaintenance;and

e. Systemaccuracy.

3. Reportsdocumentingtheproceduresaboveshallbedevelopedanddocumentedintheinternal controlproceduresasapprovedbytheBoard.

RULE 13 – BINGO RULES

13.010 Definitions

Asusedintheserules,unlessthecontextotherwiseindicates–

“Bingo centre” meansthelicensedpremisesonwhichthegameofBingoisconductedintermsof aBingooperatorlicence;

“Bingo operator”meanstheholderofaBingooperatorlicenceintermsoftheActandtheholder ofacasinolicenceintermsoftheActwhoisauthorisedbytheBoardtooperatethegameofBingo onthelicensedpremisesand“operator”and“Bingolicensee”shallhaveacorrespondingmeaning;

“card”meansaBingocard;

“central Bingo centre”meansaBingocentreatwhichnumberselectiontakesplaceduringa simultaneousgame;

“draw” meansselectionofanumbertobemarkedoffbyplayersduringagameofBingo;

“game”meansthegameofBingo;

“linked Bingo centre”meansaBingocentrelinkedtothecentralBingocentreduringa simultaneousgame;

“player”meansanypersonwhohasboughtacardwiththeintentionofparticipatinginagameof Bingo;

“simultaneous game” meansagameofBingoplayedatmorethanoneBingocentreatthesame time.

13.020 Application of Rules

TheseRulesshallbeapplicabletoallBingooperatorsandapplicantsforBingooperatorlicences.

13.030 Requirements for Bingo centres

EveryBingocentreshallcontainthefollowingequipment:

(1) Arandomnumberselectingdevice,whichshalloperateeitherelectronicallyorbymeansofaball drawingapparatus;

(2) Acontroldesk,whichshallbeelevatedfromtherestofthepremisesandbeclearlyvisibletoall players;

(3) Apublicaddresssystemwhichshallensureclearaudibilitybyallplayers,ofallinstructionsand informationfromthecontroldeskinrelationtotheconductofthegame;

(4) Oneormoreinformationpanelsorscreens,whichshallbeclearlyvisibletoallplayers,onwhich shallbedisplayedthefollowinginformation:

a) Thefacevalueofthecardbeingplayed; b) Allnumbersdrawninthegamecurrentlybeingplayed; c) Allprizesavailableinthegamecurrentlybeingplayed; d) Theamountoftheapplicablejackpotaswellasthemaximumnumberofdrawsfor thejackpot; e) Thenumberofdrawsmadeinthegamecurrentlybeingplayed;and f) Thenumberofcardssoldinrespectofthegamecurrentlybeingplayed.

(5) Aclosedcircuittelevisionsystem,ofwhichatleastoneofthemonitorsshallbeclearlyvisiblefrom allpositionswhichmaybeoccupiedbyaplayer,onwhichthenumbersbeingselectedareclearly displayed;

(6) Acashdesk,withphysicalcharacteristicsapprovedbytheBoard,inwhichacashiershallbe stationedandinwhichthefollowingshallbekept:

(a) AllBingocardsremovedfromthestorageareainordertobesold;

(b) AllmoneypaidbyplayersforthepurchaseofBingocardsuntilremovedtoTreasury;

(c) Anyotherequipmentneededbythecashiertoperformhisfunctions;and

(d) Anyotheritem(s)whichtheBoardmayrequirefromtimetotime.

(7) Acomputersystem,approvedbytheBoard,whichshallbeusedtorecordandstorethegame records,requiredintermsofrule13.140.

13.040 Random Number Selecting Devices

(1) ABingooperatorshallnotuseanyrandomnumberselectingdeviceunlesssuchadevicehasbeen certifiedbytheSABSandapprovedbytheBoard. (2) Anynumberselectingdeviceshallbedesigned,manufacturedandusedinsuchawaythatthe randomnessofthenumbersselected,willbeensuredatalltimes.

(3) Thefollowingrequirementsshallapplywhenaballdrawingapparatusisusedasrandomnumber selectingdevice:

(a) Thenumberofballsusedshallequaltheeligiblegamenumbersontheticketsand thenumbersreflectedontheballsshallbethesamenumbersreflectedonthegame tickets,thelowestofwhichshallbenumberoneandthehighestofwhichshallbe equaltothehighestnumberbeingplayed;

(b) Theballsusedshallbeidenticaltooneanotherinrespectofallphysical characteristicsexceptforthecolourandnumberpaintedoneachball;

(c) Notwoballsshallhavethesamenumber;

(d) Eachballshallbeindeliblyimprintedwithitsparticularnumberinsuchwayandin suchcombinationofcolourstoguaranteeperfectvisibilitythereofontheclosed circuittelevisionmonitors,ifsuchballisdrawnbytheballdrawingapparatus;

(e) thesetofballstobeusedshallbeidenticaltoasetofballspreviouslyapprovedby theBoardinwriting;

(f) thecompletesetofballsshallbesubstitutedatleastoncompletionof1000games oroncompletionofsuchothernumberofgamesasdeterminedbytheBoard;

(g) notwithstandingtheprovisionsofparagraph(f),thecompletesetofballsshallbe substitutedbeforecompletionof1000gamesorsuchothernumberofgamesas determinedbytheBoard,ifitisdiscoveredthatanyoftheballsarenotinperfect condition,inrespectofitscolour,numbering,weight,sizeoranyotheraspect;and

(h) thereplacedsetofballsshallbekeptinabox,whichshallbesealedbythecentre managerandkeptforaperiodofatleastthreemonthsonthelicensedpremises.

(4) ThereshallbeareserverandomnumberselectingdeviceineachBingocentre,whichshallbe usedintheeventofamalfunctionoccurringintherandomnumberselectingdevicenormallyused.

13.050 Approval of Floor Plan

(1) EveryapplicantforaBingooperatorlicenceshallsubmittotheBoard,forapproval,adetailedfloor plan,drawntoscale,ofthepremisesonwhichthegameofBingoistobeconducted,onwhich planshallbeindicatedtheseatingarrangementfortheplayers,aswellastheplacement ofallnecessaryequipment,referredtoinrule11.030.

(2) IfalicenseeintendseffectinganychangetothefloorplanasapprovedbytheBoard,suchlicensee shallapplytotheBoard,inwriting,forapprovalofsuchchange(s).Theapplicationshallbe accompaniedbyarevisedfloorplan,whichshallincorporatetheproposedchanges.Nosuch changemaybemadebyalicenseewithoutthepriorapprovaloftheBoard.

13.060 Requirements for Bingo Cards

(1) ThegameofBingoshallbeplayedusingcards,whichshallbeinaccordancewiththestandard formapprovedbytheBoard,orsuchotherdeviceasmaybeapprovedbytheBoard.

(2) AllBingocardsshallbemanufacturedinsetsofatleast6000cards.

(3) Notwocardsinasetshallbeidenticaltooneanotherwithregardtotheiruniqueserialnumbersor thenumberstobemarkedoffbyplayers.

(4) Thefollowingshallbeprintedoneachcard:

(i) Thepriceofthecard;

(ii) Thenumberstobemarkedoffbytheplayers;

(iii) Thesettowhichthecardbelongs;

(iv) iIsuniqueserialnumberwithintheset;

(v) Thenumberofcardsmakinguptheset;

(vi) Adesign,logoorthenameoftheBingoCentreatwhichthecardissold;

(vii) Differenttypesofprizewinningcombinationsandtheproportionateshareofeach prize;

(viii) Theapplicablegamingtax;and

(ix) Therequirementthattherulesofthegamewillbemadeavailableonrequestbythe holderofthatcard. (5) EveryBingocardshallbevalidforonegameonly.

(6) AllBingocardsshallbemanufacturedinamaterialallowingthemtobemarkedbytheplayers.

13.070 Sale of Bingo Cards

(1) BingocardsmayonlybesoldintheBingocentrewherethegameforwhichsuchcardsaresold,is tobeconducted.

(2) Allcardsshallbeissuedconsecutivelyaccordingtotheirserialnumberwithineachofthesets.The saleofcardsineachgameshallbeginwithnumberoneofaparticularset,orthenumberfollowing thenumberofthelastcardsoldinapreviousgame,asthecasemaybe.Ifthenumberofcards inthesetbeingsoldisinsufficienttosatisfythedemandoftheplayers,cardsofasecondsetmay besoldforthesamegame,subjecttothefollowingrequirements:

(a) Thesecondsettobesoldshallhavethesamesellingpricepercardasthefirst;

(b) thesaleofthesecondsetshallcommencewiththenextconsecutivenumberofsuch set;and

(c) thecardsofthesecondsetshallbesolduptotheserialnumberimmediately preceedingtheserialnumberofthefirstcardsoldinthefirstset,toensurethatno twocardsidenticaltooneanotherinthenumberstobemarkedoffbytheplayers, maybesoldorusedinthesamegameofBingo.

13.080 Retention and Destruction of Bingo Cards

Thefollowingcardsshallbedealtwithinthemannerdescribedbelow:

(a) Allprizewinningcardsshallbeattachedtotherecordoftherelevantgameandkeptforaperiodof threemonths;

(b) anycardwhichmayconstituteevidenceofanoffenceoranycontraventionoftheAct,Regulations orRules,shallberetainedandsubmittedtotheBoardonrequestandshallnotbedestroyeduntil theBoardhasapproved,inwriting,thedestructionthereof;

(c) anycardwhichformsthesubjectofadisputeorwhichmayleadtotheresolutionofadispute,shall

beretainedandsubmittedtotheBoardonrequestthereofandshallonlybedestroyedwiththe priorwrittenapprovaloftheBoard;and

(d) anydamagedorvoidcardshallbekeptforaperiodofthreemonths.

13.090 Receipt, Storage and use of Bingo Cards

(1) Bingocardsshallbepackagedandsuppliedtooperatorsinsuchamannerthatnomorethantwo setsarepackagedtogetherandsealedinordertopreventanytamperingwiththecards,beforethe openingofthepackagingbytheoperator.

(2) AllBingocardsreceivedbytheoperatorfromthemanufacturerorsupplierthereof,shallbe checkedbythecentremanagerorotherdesignatedkeyemployee,immediatelyafterarrival,to ensurethatthepackagingisintactandthesealfreefromtampering.Ifthepackagingofanyset ofcardsisnotintactorthesealhasbeentamperedwithinanywaywhatsoever,theoperatorshall immediatelyinformtheBoardthereofandstoretherelevantcards,togetherwiththepackagingand sealthereof,untiltheBoardhasdeterminedthemannerinwhichitwillbedealtwith.

(3) Thecardsreceivedandwhosepackagingisintactandthesealsfreefromtampering,shallbe storedinalockedstoragearea.Thelocationandphysicalcharacteristicsofastorageareashallbe approvedbytheBoard.

(4) Bingocard(s)referredtoinsubrule3shallnotberemovedfromtheirpackagingascontemplatedin subrule2,exceptinordertobesoldtoplayers.

(5) TheoperatorshallsubmittotheBoard,forapproval,proceduresforthefollowing:

(a) ThecontrolofaccesstoallBingocards;

(b) RemovalofBingocardsfromthelockedstoragearea;

(c) Returnofunusedcardstothelockedstoragearea;

(d) DailyreconciliationoftheBingocardsreceived,soldandreturnedtothestorage area;

(e) MonthlyreconciliationandinventoryofallBingocards;

(f) AdisasterrecoveryplanintheeventofanyoftheBingocardsbeingstolenorlost; and

(g) ControlofallkeysoftheBingocentre.

13.100 Type and Format of Bingo to be Approved

(1) EveryapplicantforaBingooperatorlicenceshallsubmittotheBoardfulldetailsofthetypeand formatofBingotobeconductedinoratthepremisesforwhichthelicenceissought,includingthe typesofprizesandjackpotsandthemannerinwhichitmaybewon.Onlythattypeandformatof BingowhichhasbeenapprovedbytheBoardtobeconductedinorataspecificBingocentre,shall beconductedinoratsuchBingocentre.

(2) TheholderofaBingooperatorlicenceshallapplytotheBoardinwriting,beforeeffectingany changetothetypeandformatofBingo,conductedinhisBingocentreincludingthetypes ofprizesandjackpotsandthemannerinwhichitmaybewonandnosuchamendmentshallbe implementeduntiltheBoardhasapprovedit.

13.110 Conducting the Game of Bingo

(1) EverysessionorgameofBingoshallstartwiththesaleofcardsorticketsforthatparticular session or game.

(2) ThegameofBingoshallbeconductedinthefollowingmanner:

(a) Beforethecommencementofthesaleofcardsforthefirstgameofeachday,thedeskor dutymanagershallinspectallequipmentmentionedinrule11.030inordertoverifythatitis inproperworkingcondition;

(b) thesets(1ormore)ofthecardstobesold,thefacevalueofeachcardandtheunique serialnumberofthefirstcardtobesoldshallbeannouncedand/ordisplayedonthe informationpanel,whereafterthecardsshallbesold;

(c) oncompletionofthesaleofthecards,thefollowingshallbeannounced:

(i) Thetotalnumberofcardssold,usingthefollowingwording:“..….cardssold, ofset………..numbered………….to………………..andofset………………..numbered …………………to…………………”;

(ii) thevalueofeachtypeofprizeavailableforthegameandthewayinwhicheach prizeistobeclaimed;

(iii) inthecaseofajackpotprizebeingavailable,themaximumnumberofdrawsfor whichthejackpotshallbeawarded;and

(iv) thecommencementofnumberselection.

(d) Numberswillbesuccessivelyselected,usingtherandomnumberselectiondevice;

(e) Everynumberselectedshallbeannouncedthroughorbymeansofapublicaddress systeminaclearlyaudiblemannerandshallbedisplayedontheclosedcircuittelevision systemaswellastheinformationpanel/panels;

(f) Thefirstplayerorplayerstocompletethecombinationnecessaryforaprizeonhiscard and,whereapplicable,withintherequirednumberofdraws,shallbeentitledtothe applicableprize,ifheclaimstheprizewithinthetimeandinthemannerprovidedforin theserules;

(g) Thegameshallbeinterruptedwhenanyplayerclaimsaprizeandthecardforwhichthe prizeisclaimedshallbecollectedbythedeskmanagerorotherdesignatedemployee,who shallcheckthecardinordertoverifywhethertheclaimislegitimate;

(h) Ifthecheckrevealsthattherelevantprizehasbeenwon,thisshallbeannouncedthrough orbymeansofapublicaddresssystemand/ordisplayedonmonitors.Ifthecheckreveals otherwise,thegamewillcontinueuntilallavailableprizeshavebeenwon;

(i) Oncetheexistenceofaprizewinningcardhasbeenverifiedandannouncedand/ordis played,thecallershallenquirefromtheplayerswhetherthereareanyotherwinningcards, allowingareasonabletimebeforeorderingthegametoberesumedordeclaringittohave ended,asthecasemaybe.Oncethecallerhasdeclaredthegametohaveendedallrights toclaimanyprizeinrespectofsaidgame,shallbelost;and

(j) whenthelastavailableprizeinaparticulargamehasbeenclaimedandpositivelyverified, thecallershalldeclarethegameclosedandallprizesshallbepaidtothewinnersbefore thecommencementofthenextgame;

13.120 Suspension of Game and Refunds

(1) If,duringthecourseofagame,andbeforecommencementofnumberselection,anymalfunction occursinanyoftheequipmentrequiredintermsofrule13.030oranyotherincidentoccurs,which preventsthecontinuationofthegame,thegameshallbeprovisionallysuspendedandifthe problemwhichhasarisencannotberesolvedwithinareasonableperiodoftime,thegameshallbe abandoned,eachplayershallberefundedthefullamountpaidforeachcardpurchasedforthat particulargameandeachcardsoldforthatparticulargame,shallbereturnedtothelicensee.

(2) Ifamalfunctionofanyoftheequipmentrequiredintermsofinrule13.030oranyotherincident occurswhichpreventsthecontinuationofthegame,aftercommencementofnumberselection,the gameshallbeprovisionallysuspendedandiftheproblemwhichhasarisencannotberesolved withinareasonableperiodoftime,thegameshallbeabandoned,eachplayershallberefunded thefullamountpaidforeachcardpurchasedforthatparticulargamelessthepro-ratashareof prizespaidandeachcardsoldforthatparticulargameshallbereturnedtothelicensee:Provided thatanyprizewhichhasbeenclaimedandverified,beforesuchmalfunctionorincident,shallbe paidouttothewinner. (3) Ifanymalfunctionorincident,referredtoinsub-rule(1)or(2),occurs,thecentreordutymanager shallreadtherelevantsub-ruletotheplayersbeforeproceedingwithanyfurthersteps.

(4) Thewithdrawalofaplayerduringthecourseofagameshallnotentitlesuchplayertoarefundof thepurchasepriceoranypartthereof,ofthecardsboughtbysuchplayer:Providedthataplayer maytransferhiscardstoanyotherplayerifhesowishes.

(5) Ifanerroroccursintheannouncementofanyofthenumbersselected,sucherrorshallbe correctedimmediately,anoteshallbemadeinthegamerecordandthegameshallcontinue.

13.130 Prizes

(1) Noprize,otherthanmoneyorsuchotherprizesasmaybeapprovedbytheBoard,maybeofferedtoanyplayerofthegameofBingo.

(2) Allmonetaryprizesshallbepaidtothewinnersthereofincash,unlessoneofthefollowing occurs:

(a) Thewinnerrequestsorconsentstotheprizebeinggivenbycheque;or

(b) TheamountoftheprizeismorethanR1000.00,inwhichcaseacheque,whichshall notbepostdated,maybeissuedtothewinner. 13.140 Game Records

(1) Eachoperatorshallhaveacomputersystem,approvedbytheBoardandlinkedtothecontrol desk,onwhichshallberecorded,simultaneouslywiththeplayingofeachgame,allinformation relevanttoeachgameofBingo,including,butnotlimitedto,thefollowing:

(a) Thedate;

(b) Theseriesandserialnumberofthefirstcardsold; (c) Theseriesandserialnumberofthelastcardsold;

(d) Thetotalnumberofcardssold;

(e) Detailsofunsoldordamagedcards;

(f) Theamountoftheface-valueofthecards;

(g) Theamountaccumulatedinthejackpot,ifany,afterthesaleofthecards; (h) Thetimeofcommencementofnumberselection;

(i) Thenumbersselecteduptoeachoftheprizesawarded;

(j) Theserialnumberofthecardorcardswinningeachoftheprizes;

(k) Thenetamountofthetotalofeachprize; (l) Thetotalnumberofnumbersselected;

(m) Anyincidentwhichmayhaveaneffectontheresultofthegame;and

(n) Thetimeofclosureofthegame. (2) Theinformationrecordedintermsofsub-rule(1),shallbestoredinelectronicformatfora minimumofthreemonthsaftercompletionofeachgame,insuchamannerthatitshallnotbe capableofbeingchangedafterbeingrecordedandsuchinformationshallonlybeaccessibleto theBoard,authorisedstaffmembersoftheBingooperatororitsfranchisorandtheauditorsofthe operatorand/orfranchisor.

(3) Intheeventofamalfunctionoftheelectronicrecordingdevicereferredtoinsub-rule(1),all relevantinformationwithregardtoeverygameofBingoplayedshallberecordedinwriting. Furthermore,intheeventofamalfunctionoftheelectronicrecordingdevice,suchdeviceshall berepairedorreplacedwithin24hoursofsuchmalfunctionoccurringorsuchlongerperiod asmaybeapprovedbytheBoard.

13.150 Inspection and Complaints Book

(1) Everyoperatorshallhaveaninspectionandcomplaintsbook,withnumberedpages,inwhichshall berecordedanycomplaintbyanyplayer.

(2) Allcomplaintsbyplayer(s)shallbewritteninthecomplaintbookandshallbesignedbythecom plainantaswellasthecentremanager.

(3) Thecomplaintsbookshalldetailatleastthefollowing:

(a) Nameofthecomplainant;

(b) Dateandtimeofcomplaint;

(c) Natureofcomplaint;

(d) Measuresorstepstakentoresolvethecomplaint.

13.160 SIMULTANEOUS GAMES

13.161 General

(1) ThegameofBingomaybeplayedsimultaneouslyattheBingocentresofmorethanoneBingo operator,subjecttotheprovisionscontainedintheseRulesingeneralandthisChapterspecifical-ly.

(2) Savewherethecontextindicatesotherwise,therulesascontainedintheotherChaptersofthese Rulesshallapplymutatismutandistoasimultaneousgame:Providedthatintheeventofa

conflictbetweentheotherChaptersoftheseRules,andthisChapter,thisChaptershallprevailin respectofasimultaneousgametotheextentthattheconflictexists.

(3) SimultaneousBingoshallbeconductedattheBingocentreofaBingooperator,towhichotherBin gooperatorsshallbelinked,inorderthatallsignificanteventsofthegamebecommunicatedtoall participatingplayers,simultaneouslywiththeeventstakingplace.

(4) Themaximumnumberofsimultaneousgamesallowedtobeplayedinoneday,shallbefiveor suchothernumberasmaybeapprovedbytheBoard.

13.162 Equipment Required for Simultaneous Bingo

(1) Theequipmentrequiredintermsofrule13.030,tobecontainedinaBingocentre,maybeused whenconductingasimultaneousgame.

(2) Inadditiontotheequipmentrequiredintermsofrule13.030,thefollowingequipmentshallbe containedintheBingocentreinwhichsimultaneousgamesareconducted:

(a) ThecentralBingocentreshallhavearandomnumberselectingdevice,whichshall complywiththeprovisionsofrule13.040;

(b) Iftherandomnumberselectingdeviceconsistsofaballdrawingapparatusthe followingrulesshallapply:

(i) ThecentralBingocentreshallhaveasystemfortheproductionand recordingofavisualoraudiosignal,fordistributiontothelinkedBingo centres,whichsystemshallbeapprovedbytheBoard,priortotheusethere ofinanysimultaneousgame;

(ii) Allthedrawsofeachgameshallberecordedonvideotape,whichshallbe keptasanannexuretotherecordofeachgame;and (iii) ThecentralBingocentreshallhaveasystem,approvedbytheBoard,which shalltransmitavisualoraudiosignalbymeansofadirectlinktoeachlinked Bingocentre,inordertoensurethateachdrawmadeisdisplayedtoor announcedtotheplayersineachlinkedBingocentre,simultaneouslywith thedrawbeingmadeinthecentralBingocentre;and

(c) Ifacomputerisednumberselectingdeviceisused,thereshallbeadirectlink betweenthecentralBingocentreandeachlinkedBingocentre,whichshallensure thatthenumbersselectedinthecentralBingocentreshallbedisplayedineach linkedBingocentre,simultaneouslywiththeselectionthereof.

3) (a) Thecentralbingocentre:

(i) shallprovidealinkbetweenthecentralBingocentreandeverylinkedBingo centre;

(ii) shallallowdataandinformationtobesentandreceivedbetweenthecentral BingocentreandeachlinkedBingocentre,onarealtimeonlinebasis;

(iii) shallautomaticallyprepareallgamerecords;

(iv) shallhavesufficientcomputercapacity(processing,memory,communications inter-facesandharddiskstorage)toefficientlymonitorandlogallsignificantevents takingplaceineverysimultaneousgame;

(b) Thehardwareandsoftwareconfigurationofthedistributionnetworkusedfor

simultaneousbingoshallbeapprovedbytheBoard;andanyupgradeorchangetothesys temsshallbeapprovedbytheBoardpriortosuchupgradeorchangetakingplace.

13.163 Sale of Cards and Conduct of Games

(1) Asimultaneousgameshallstartwithcommencementofnumberselection.

(2) ThecentralBingocentreshalldeterminethetypesofprizesavailable,thetypeofBingotobe playedandthestartingtimesofeachgame.

(3) Thesaleofcardsforasimultaneousgamemaystartnoearlierthanfourhoursbeforethe scheduledstartofthesimultaneousgameandshallceasenolaterthan5minutesbeforesuch scheduledstartorsuchshorterperiodasmaybeapprovedbytheBoard.

(4) AllBingocardstobeusedinsimultaneousgamesshallhaveserialnumberswhichshallbe differenttoanyoftheserialnumbersusedinordinaryBingoandshallbeclearlydistinguishableas Bingocardsforthepurposeforasimultaneousgame.

(5) Beforecommencementofthesaleofcards,thelinkedBingocentreshallobtainpermissionfrom thecentralBingocentre,whichpermissionshallonlybegrantedafterithasbeenestablishedby thecentralBingocentrethatnotwoidenticalcardswillbesoldtoanytwoplayerswhowill participateinasimultaneousgame.

(6) Bingocardsforsimultaneousgamesmaybesoldintherestperiodsbetweenordinarygamesof Bingo. (7) Nolaterthan5minutesbeforethestartofasimultaneousgameorsuchshorterperiodasmaybe approvedbytheBoard,thecentralBingocentreshallorderthelinkedBingocentrestoceasethe saleofcardsandthedeskmanagerofeachlinkedBingocentreshallrecordthenumberofcards soldforthatparticulargameandsendtheinformationtothecentralBingocentreviathecentral distributionnetwork.

(8) TheinformationreceivedfromthelinkedBingocentresshallbeprocessedatthecentralBingo centre,whereaftertheinformationtobedisplayedontheinformationpanelsinthelinkedBingo centres,shallbesenttothelinkedBingocentresfromthecentralBingocentre.

(9) Thecommencementofthegameshallbeannounced,followedbytherandomnumberselection.

(10) AllprizesshallbepaidoutatthelinkedBingocentrewherethatprizehasbeenwon,attheendof everysimultaneousgame. 13.164 Refunds

(1) Intheeventofamalfunctionofthecentraldistributionnetworkorthelinkbetweenlinkedbingo centresaftercommencementofthegame,thefullpurchasepriceofallticketssoldatalltheBingo centreorcentreswheresuchmalfunctionoccurred,shallbepaidbacktoeveryplayer.

(2) Notwithstandingtheprovisionsofsub-rule(1),thegameshallcontinueinthelinkedBingocentres wherenomalfunctionofthecentraldistributionnetworkhasoccurredandtheprizesavailableto theplayersshallremainthesameasthoseannouncedatthebeginningofthegame.

13.170 MINIMUM INTERNAL CONTROL STANDARDS

13.171 Organisational Structure

(1) AllBingooperatorsshalldevelopandimplementanorganisationalstructurewhichshallprovide for:

(a) Achainofcommandthatpermitsmanagementandsupervisorypersonneltobe heldaccountableforactionsoromissionswithintheirareasofresponsibility;

(b) Thesegregationofincompatiblefunctionssothatnoemployeeisinapositionboth tocommitanerrorortoperpetrateafraudandtoconcealtheerrororfraudinthe normalcourseofhisorherduties;

(c) Supervisorypositions,whichpermittheauthorisationorsupervisionofnecessary transactionsatallrelevanttimes;and

(d) Areasofresponsibilitywhicharenotsoextensiveastobeimpracticalforone persontomonitor.

(2) Subjecttotheprovisionsofsub-rule(1),eachBingooperator’sorganisationalstructureand systemofinternalcontrolsshallinclude,ataminimum,thefollowingdepartmentsandsupervisory positions,eachofwhichshallco-operatewith,yetperformindependentlyof,allotherdepartments andsupervisors:

(a) Aninternalauditdepartment,supervisedbyapersonreferredtohereinasan internalauditmanager,whoshallreportdirectlytotheauditcommitteeoftheboard ofdirectorsoftheBingooperatoror,intheabsenceofanauditcommittee,an independentmemberoftheboardofdirectorsoftheBingooperator.Wherea companyhasmorethanoneBingooperatorlicence,itisnotrequiredtohave multipleinternalauditdepartments.Theinternalauditdepartmentshallbe responsiblefor,withoutlimitation,thefollowing:

(i) Thereviewandevaluationoftheadequacyoftheoperator’sinternal controls;

(ii) Monitoringtheoperator’scompliancewiththeminimuminternalcontrol standardsprovidedforintheAct,RegulationsandtheseRules;

(iii) ReportingtotheboardofdirectorsoftheBingooperatorortheaudit committeethereof,theexecutivemanagementoftheBingooperatorand theBoardofinstancesofnon-compliancewiththeminimuminternalcontrol standardsprovidedforintheAct,RegulationsandtheseRules;

(iv) ReportingtotheboardofdirectorsoftheBingooperator,ortheaudit committeethereof,executivemanagementoftheBingooperatorandthe Board,ofanymaterialweaknessesinthesystemofinternalcontrol;and

(v) RecommendingtothemanagementoftheBingooperator,proceduresto eliminateanymaterialweaknessinthesystemofinternalcontrol;

(b) Anelectronicdataprocessingdepartment,supervisedbyapersonreferredto hereinastheEDPdepartmentmanager,whichdepartmentshallberesponsiblefor thequality,reliabilityandaccuracyofallcomputersystemsusedbytheBingo operatorincluding,withoutlimitation,specificationsofappropriatecomputer software,hardwareandproceduresforsecurity,physicalintegrity,auditand maintenanceof:

(i) Accesscodesandotherdatarelatedsecuritycontrolsusedtoensure appropriatelylimitedaccesstocomputersandthereliabilityofdata;

(ii) Computertapes,disksorotherelectronicstoragemediacontainingdata relevanttoBingooperations;

(iii) Computerhardware,communicationsequipmentandsoftwareusedinthe conductofallBingooperations;and

(iv) Adequatebackupandrecoveryprocedures,ascontemplatedinrule 6.201,subrule5.

(c) Asecuritydepartment,supervisedbyapersonreferredtohereinasthesecuritymanager, whichdepartmentshallberesponsiblefortheoverallsecurityoftheestablishment, including,withoutlimitation,thefollowing:

(i) Enforcementofthelaw;

(ii) Thephysicalsafetyofpatronsintheestablishment;

(iii) Thephysicalsafetyofpersonnelemployedbytheestablishment;

(iv) Theprotectionofpatronsandtheestablishment’spropertyfromanyillegalactivity;

(v) Theidentificationandremovalofanypersonwhoisrequiredtobeexcludedorwho maybeexcludedorrejectedorofanypersonwhoisprohibitedfromenteringaBin gocentre;and

(vi) AllotherfunctionsassignedtoitbytheBingooperatorandapprovedbytheBoard;

(d) ABingooperationsdepartment,supervisedbyapersonreferredtohereinasthecentre manager,whichshallberesponsiblefortheoperationofthegameofBingo,includingthe cashdeskandwhosestaffmembersshallinclude,ataminimum,thepersonsreferredtoin rule13.172(4)oftheseRules;and

(e) ABingoaccountsdepartment,whichshallbeindependentoftheBingooperations department,supervisedbyapersonreferredtohereinastheBingoaccountsmanager, whichshallberesponsible,withoutlimitation,forthefollowing: (i) Dailyverificationofthereconciliationbythecashdesk,inaccordancewiththe reconciliationproceduresapprovedbytheBoard;

(ii) ThecontroloverunsoldBingocardsaswellasmoneyathand;

(iii) Controloversecuritystationery;

(iv) ThedaytodayaccountingfunctionswithregardtotheoperationoftheBingo operationsdepartment,includingthecashdesk;and

(v) ThemonthlyauditofthecashdeskbyamemberoftheBingoaccounts department,afterwhichallvariancesmustbereportedtotheheadoftheBingo accountsdepartment.TheBingoaccountsmanagerwillauthorisealljournal entriesandensurethatrevenue,expenses,assetsandliabilitiesarereconciledto thegeneralledgeronamonthlybasis.

13.172 Jobs compendium submission

(1) EachBingooperatorandapplicantforaBingooperatorlicenceshallprepareandmaintaina jobscompendium,consistentwiththerequirementsofthischapter,detailingjobdescriptions andcompetenciesandlinesofauthorityforallpositionsintheoperationoftheBingocentre. UnlessotherwisedirectedbytheBoard,ajobscompendiumshallbesubmittedtotheBoardfor approvalatleast60dayspriortotheprojecteddateofcommencingoperations.

(2) TheBoardshallrevieweachjobscompendiumandshalldeterminewhetherthejobdescriptions

andtablesoforganisationcontainedthereinconformtothelicensingorregistrationandchain-of- commandrequirementsoftheAct,RegulationsandRules.IftheBoardfindsanyinsufficiencies, itshallspecifythesameinwritingtotheBingooperatororlicenceapplicant,whoshallmakethe appropriatealterations.WhentheBoarddeterminesasubmissiontobeadequatewithrespect tolicensingorregistrationandchain-of-command,itshallnotifytheBingooperatorlicence applicantaccordingly.NoBingooperatorshallcommencegamingoperationsunlessanduntilits jobscompendiumisapprovedbytheBoard.

(3) Ajobscompendiumshallincludethefollowingsections:

(a) Analphabeticaltableofcontentslistingtheposition,titleandjobcodeforeachjob descriptionincludedinsub-rule(3)(c)belowandthepagenumberonwhichthecorre spondingjobdescriptionmaybefound;

(b) Anorganogramforeachdepartmentanddivisionillustrating,bypositionandtitle,direct andindirectlinesofauthoritywithinthedepartmentordivision.Eachpageofthe organogramshallspecifythefollowing:

(i) Thedateofitssubmission;

(ii) Thedateofthepreviouslysubmittedorganogramwhichitsupersedes;and

(iii) Auniquetitleorotheridentifyingdesignationforthatorganogram;

(c) Adescriptionofeachemployeepositionwhichaccuratelycorrespondstothe positiontitleaslistedintheorganogramandaslistedinthetableofcontents.Each positiondescriptionshallbelistedonaseparatepage,organisedbydepartmentsor divisions,andshallinclude,ataminimum,thefollowing:

(i) Position,titleandcorrespondingdepartment;

(ii) Dutiesandresponsibilities;

(iii) Detaileddescriptionsofexperienceoreducationalrequirements;

(iv) Accesstosecuredorsensitiveareasandkeystosuchareas;

(v) Thedateofsubmissionofeachemployeeposition,jobdescriptionandthedateof anypriorjobdescriptionitsupersedes;and

(vi) Thedateofsubmissionandpagenumberofeachtableoforganisationonwhichthe employeespositiontitleisincluded.

(4) ThefollowingtypesorclassesofoccupationshallbeincludedintheBingooperationsdepartment, andshallbeBingooccupations,forwhichcertificatesofapprovalasemployeeswillberequired:

(a) Thedeskordutymanager,whoshallberesponsibleforpreparingtherecordofeachgame, thecheckingoftheconditionofallapparatustobeusedduringagame,thekeepingof accountsofthegame,thecomplaintsbookandthecheckingofprizewinning;

(b) Thecashier,whoshallberesponsibleforallBingocardsremovedfromthelockedstorage areaforsale,thehandingoverthereoftothesellers,thecollectionofcardsfromthe sellers,thecalculationoftheamountofeachprizeavailableineachgame,communication thereoftothedeskordutymanagerandthepayingofallprizestowinningplayers;

(c) Thecaller,whoshallberesponsibleforcontrollingtherandomnumberselectingdeviceand callouteachnumberselectedasandwhensuchnumberisselected;

14.010 Definitions

IntheseRules,unlessthecontextotherwiseindicates–

“betting slip” meansabettingslipreferredtoinrule14.043;

“betting slip book”meansabettingslipbookreferredtoinrule14.043;

“bookmaker’s stake” inrelationtoanybetlaidbyalicensedbookmaker,meanstheamountof moneyabookmakerwillforfeit,excludingthepunter’sstake,ifhelosessuchbet;

“combination bet”meansabetinvolvingmorethanonehorseorparticipant;

“combined betting slip and statement of account book”meansacombinedbettingslipand statementofaccountbookascontemplatedinrule14.048;

“cubicle holder”meansalicensedbookmakerwhoisthelawfuloccupierofacubicleinany Tattersalls;

“double bet”meansabetonwhetherornotaspecifiedhorseineachofthetwolegsconstituting

(d) theseller,whoshallcollectBingocardsfromthecashier,sellittotheplayers,anddeliver thepurchasepricetothecashier;

(e) anyothertypeorclassofjobdeterminedbytheBoardtobeaBingooccupation.

(5) Anyproposedamendmenttoapreviouslyapprovedjobscompendiumshallbesubmittedtoand approvedbytheBoardbeforesuchamendmentisimplementedbytheBingooperator.Unless otherwisedirectedbytheBoard,anyamendmentrequiredtobepre-approvedintermsofthisrule shallbesubmittedtotheBoardatleast60dayspriortotheproposedeffectivedateofthe amendment.

(6) Notwithstandinganyotherrequirementofthisrule,eachBingooperatorshallsubmitacomplete andup-to-datejobscompendiumtotheBoard24monthsafterissuingofitslicenceandevery24 monthsthereafter,unlessotherwisedirectedbytheBoard.

13.173 Cash Desk Procedures

(1) ProceduresforthereconciliationofBingocardfloatsandmoney,bythecashdesk,shallbe submittedtotheBoardforapproval,priortoimplementationofsuchprocedures.Anyamendment totheapprovedproceduresshallbesubmittedtotheBoardforapproval,priortoimplementationof suchamendment.

13.174 Internal Audit

(1) Inadditiontotheresponsibilitiesprovidedforinrule13.171,butsubjecttothereporting requirementscontainedinsaidRule,theinternalauditdepartmentshallconductafullauditofthe BingooperationsofeveryBingocentre,atleastonceeverythreemonths.

(2) Theresultsofeveryauditshallbereportedtotheauditcommitteeoftheboardofdirectorsofthe licenceholderor,intheabsenceofanauditcommittee,anindependentmemberoftheboardof directorsofthelicenceholderandcopiesofthesereportsshallbesubmittedtotheBoard.

(3) EveryBingooperatorshallsubmitaninternalauditprogrammetotheBoardforapproval

(1) AbookmakershallinadditiontothebooksandrecordsreferredtoinRegulation266keepsuch furtherbooksandrecordsreferredtointheserules.

(2) Thebooksandrecordsreferredtoinsubrule(1)shallbekeptforaperiodofatleast5yearsfrom thedateofthelastentrytherein.

(3) Abookmakershallpreserveallhisbankstatementsandpaidchequesforaperiodofatleast2 yearsfromthedatetowhichtheyrelate.

ThecashbookshallbeinarecognisedformatwhichshallbeapprovedbytheBoardandshall containalltheinformationrequiredbytheserules.

14.043 Betting slip book – Off-course only

(1) Thepagesofabettingslipbookshallbepermanentlyboundtogether,andeachpageshallatleast beinduplicate.

(2) Oneofthecopiesofeachpageofthebettingslipbookshallnotbeperforatedorweakenedinany mannerwhatsoever.

(3) Theothercopiesofeachpageofabettingslipbookshallbeperforatedinsuchamannerasto allowforeasydetachment.

(4) Thecopiesreferredtoinsubrule(3)maybeperforatedsoastosubdividesuchcopieseachinto twoormorebettingslipsand,ifnotsosubdivided,eachcopyshallconstituteabettingslip.

(2) Belowtheinformationrequiredtobefurnishedintermsofsubrule(1),thefieldsheetshallbe dividedintocolumnsandeachcolumnshallbesubdividedintoatlestfivesubcolumns.

(3) Thefieldsheetsshallbe–

(3) Noalterationshallbemadeinanybookinsuchamannerthattheoriginalentryisrendered illegible.

(4) Aspoiltpageorbettingslipshallbecancelledbywritingtheword“cancelled”inboldlettersacross everycopyofsuchpageorbettingslip,andallcopiesofsuchpageorslipshallbeattachedtoone another.

(5) Nopageorduplicatepageshallberemovedfromanybookreferredtointheserulesexceptas providedforintheserules.

(6) Intheeventofanypageorduplicatepageaccidentallybecomingdetachedfromanybookreferred tointheserules,itshallimmediatelybereplacedinthebookandattachedtheretoinitsproper place.

14.052 Use of betting slip book – Off-course only

(1) Immediatelyuponlayingorplacinganybetabookmakershall–

(a) recordfulldetailsthereofonabettingslip,includingthedateandtimethebetwas made;

(b) Inthecaseofacreditbet,alsorecordthenameofthepersonwithwhomsuchbet wasmade;

(c) Inthecaseofabetplacedbyhimdrawacirclearoundtheentryofhisstakeinany suchbetrecordedonsuchbettingslip;and

(d) Inthecaseofabetlaidoverthecounter,issuetheoriginalbettingsliptotheperson placingsuchbet.

(2) Providedthat,inthecaseofcreditbets,thedetailsmayberecordeddirectlyinthefieldbook. Particularsofmorethanonebetwiththesamepersonmayberecordedonthesamebettingslip.

14.053 Use of betting slips or tickets – On-course only

(1) Abookmakershallkeepbettingslipsorticketswhichshallbeconsecutivelynumbered.

(2) Abookmakershall,immediatelyuponlayingacashbet,issuetothepersonplacingsuchbet,a bettingsliporticketrecordingfulldetailsofsuchbet.

(3) Abookmakershallissueallbettingslipsorticketsinnumericalsequence.

14.054 Use of field book

(1) Thefieldbookshallbeusedtorecordeachwinorplacebetmadebyabookmaker.

(2) Allentriesonafieldsheetshallbemadeinsuchamannerthataclearcarboncopyappearsonthe duplicatesthereof.

(3) Nofieldsheetshallrelatetomorethanoneevent,andthenumber,dateandvenueoftheevent shallbeenteredthereonintheappropriatespacesbeforeanyfurtherentryismade.

(4) Nocolumnonafieldsheetshallrelatetomorethanonehorseorotherparticipantandthenameof everysuchhorseorparticipantshallbeenteredatthetopofthecolumnbeforeanyentryismade therein:Providedthatanycolumnmaybesubdividedtoformtwoormoreshortercolumns,theone undertheother,eachofwhichshallbeclearlydemarcatedandshall,forthepurposesofthisrule, bedeemedtobeaseparatecolumn.

(5) Thefirstfoursubcolumnsofafieldsheetreferredtoinrule14.044(2)shallfromlefttoright,be usedsolelyforthefollowingentries:

(a) Totaltake-outinrespectofthehorseorparticipantconcerned;

(b) Bookmaker’sstakeinrespectofeachindividualbet;

(c) Punter’sstakeinrespectofeachindividualbet;and

(d) Totalholdinrespectofthehorseorparticipantconcerned, indicatedinunitsofonerandorafractionthereof,andthefifthsubcolumnshallbe usedforthebettingslipnumberandtheparticularshereinafterprovided.

(6) Ifentriesonafieldsheetrelatingtoplacebetsandwinbetsonthesameparticipantaremadein thesamecolumn,suchentriesrelatingtowinbetsshallbemadeintheupperportionofthecolumn andthoserelatingtoplacebetsshallbemadeinthelowerportion.

(7) Abookmakershall–

(a) Forthwithuponlayingorplacinganywinorplacebet,enteronthefieldsheetinthe subcolumnsconcerned,thebookmaker’sandthepunter’sstakesinrelationtosuch betandtheprogressivetotalofthetake-outandhold,inclusiveofsuchbet;

(b) Inthecaseofabetplacedbyhimforthwithdrawacirclearoundtheentryofhis

stakeinsuchbet;

(c) Inthecaseofastartingpricebet,clearlyindicatesuchfactonthefieldsheet;

(d) Forthwithuponlayingorplacingacreditbet,enterthenameofthepersonwith whomhelaidorplacedsuchbetinthefifthsubcolumnagainstthedetailsofthebet;

(e) Wherethetake-outortheholdenteredbyabookmakerintermsofthisrulerep resentsanegativequantity,drawacirclearoundsuchentry;and

(f) Wherehelaysorplacesacashbetwithanotherbookmakerenterthenameofsuch otherbookmakerinthefifthsubcolumnagainstthedetailsofsuchbet.

(8) Whereanywinorplacebetformspartofacombinationbet,thebookmakershallindicateinthe fifthsubcolumnagainsttheparticularsofthewinorplacebet–

(a) thatitformspartofacombinationbet;

(b) thenumberofthebettingsliponwhichparticularsofthecombinationbetwere entered;

(c) Ifthecombinationbetwaslaidbysuchbookmaker,theamountoftheoriginal punter’sstake;

(d) Ifthecombinationbetwasplacedbysuchbookmaker,hisoriginalstake,and

(e) Particularsofthenextlegofsuchcombinationbet,andsuchcombinationbetsshall becarriedforwarduntiltheoutcomeisdetermined.

14.055 Use of statement of account book

(1) Thenameandaddressofthepersontowhomanaccountisrenderedandtheparticularsofevery bettowhichtheaccountappliesshallbeenteredinthestatementofaccountbook.

(2) Aduplicatecopyofeachstatementofaccountshallberetainedinthestatementofaccountbook.

(3) Immediatelyuponastatementbeingrendered,theamountduebythepersonconcernedshallbe transferredtothesettlingbookreferredtoinrule14.058.

14.056 Use of combined betting slip and statement of account book

(1) Thecombinedbettingslipandstatementofaccountbookmaybeusedinrespectofcreditbets.

(2) Wheneverabookmakermakesuseofacombinedbettingslipandstatementofaccountbook,he shallimmediatelyafterlayingorplacingabetoncreditrecordfulldetailsthereofonacombined bettingslipandstatementofaccount,inwhichcasetheprovisionsofrule14.052(1)(a)and(d)shall notapplyinrespectofsuchbet.

(3) Ifthecombinedbettingslipandstatementofaccountofanyonepunterexceedsonepage,the balanceofthefirstpageshallbecarriedforwardtothenextpagebeingusedandboththebalance carriedforwardandbroughtforwardshallbeproperlycross-referenced.

(4) Abookmakerreferredtoinsubrule(2)shall,notlaterthanthefirstworkingdayafterthedayon whichabetenteredinthecombinedbettingslipandstatementofaccountbookhasbeen determined,compilehisaccountonthecombinedbettingslipandstatementofaccountand rendersuchaccountoftheoriginalcombinedbettingslipandstatementofaccount,inwhichcase theprovisionsofrule14.041shallnotapplyinrespectofsuchaccount.

(5) Thedetailsofthepersontowhomanaccountisrenderedshallbeenteredthereon.

(6) Aduplicatecopyofeachcombinedbettingslipandstatementofaccountshallberetainedinthe combinedbettingslipandstatementofaccountbook.

(7) Immediatelyuponanaccountbeingrenderedintermsofsubrule(4),theamountduebytheperson concernedshallbetransferredtothesettlingbookreferredtoinrule12.088.

(8) Theprovisionsofrule12.082(1)(c)shallapplymutatismutandistobetsenteredinacombined bettingslipandstatementofaccountbook.

14.057 Use of ABC book

(1) TheABCbookshallcontainthefollowinginformationinrespectofcreditbetslaidorplacedbya bookmaker –

(a) Thenameofthepersonwithwhomthebetwaslaidorplaced.

(b) Thenetamountwonorlostbythebookmakeroneachcreditbetenteredintowith thepersontogetherwiththenumberoftheracetowhichthebetrelates;and

(c) Thetotalamountforthedaywonorlostbythebookmakerinrespectofcreditbets withthatperson.

(2) Theamountduebyortoeverypersonintermsofsubrule(1)(c)shallimmediatelybetransferredto thesettlingbookreferredtoinrule14.058.

14.058 Use of settling book

(1) Everybookmakershallrecordinthesettlingbookfullparticularsofalloutstandingamounts payabletoorbyhimintermsofrule14.055,14.056and14.057andheshallusesuchbookforthat purposeonly.

(2) Allentriesinthesettlingbookshalluponsettlingbecross-referencedtothecashbook,ortoacash controlbook.

(3) Everyamountnotsettledshallbetransferredtotherelevantdebtor’saccountinthedebtorsledger referredtoinrule14.059andbeproperlycross-referenced.

14.059 Use of debtors ledger

(1) Thedebtorsledgershallcontainaseparateaccountforeverydebtor/creditor.

(2) Everyaccountshallreflectthefullnameofthedebtor/creditoraswellasareferencenumber.

(3) Everybookmakerdebtor/creditorshallbeclearlyidentifiedassuch.

(4) Thedebtorsledgershallcontainthefollowingdetailsinrespectofthedebtor’s/creditor’swinnings or losses:

(a) Thedateoftheraceorotherevent;

(b) Theamountwonorlost;and

(c) Thesettlingbookreferencenumber.

(5) Thedebtorsledgershallcontainthefollowingdetailsinrespectofreceiptsfromdebtors:

(a) Thedatereceived;

(b) Theamountreceived;and

(c) Thecashbookreferencenumber.

(6) Thedebtorsledgershallcontainthefollowingdetailsinrespectofpaymentsmadetocreditors.

(a) Thedateofpayment;

(b) Theamountpaid;and

(c) Thecashbookreferencenumber.

14.060 Use of cash book

(1) Thecashbookshallcontainthefollowingdetailsinrespectofallreceipts:thedatereceived;

(a) Thedebtor’snameandsettlingbook/debtorsledgerreferencenumber(inrespectof chequereceiptsfromdebtors);

(b) Thecashcontrolform/bookreferencenumber(inrespectofcashreceipts);

(c) Theparticularsofallsundryreceipts;and

(d) Thetotalamountbankedfortheday.

(2) Thecashbookshallcontainthefollowingdetailsinrespectofallpayments:

(a) Thedateofpayment;

(b) Thechequenumber/banktransferdetails;

(c) Thenameofthepayee;

(d) Thesettlingbook/debtorsledgerreferencenumberinrespectofsettlingpayments;

(e) Thecashcontrolform/bookreferencenumberinrespectofcashfloat replenishment;and

(f) Theparticularsofallsundrypayments.

(3) Thecashbookshallbereconciledtobankstatementsonamonthlybasisanddocumentary evidenceofsuchreconciliationshallberetained.

14.070 Prohibition against recording bets elsewhere than in prescribed book

Subjecttotheprovisionsofrule14.080,nopersonshallrecordanyparticularsrelatingtoabet elsewherethaninabookprescribedintheserulesandinthemannerlikewiseprescribedor asapprovedbytheBoard.

14.080 Use of computers

(1) Nobookmakershallmakeuseofanyformofcomputerisedrecordkeepingorbookmakingunless authorisedtodosobytheBoardasdeterminedinregulation266(3)oftheRegulations.

(2) Thesystemcontemplatedinsubrule(1)mustcomplybothwithregulation266oftheRegulations andtheserules.

(3) Theauthoritygrantedintermsofsubrule(1)issubjecttotheconditionsendorsedthereon.

14.090 Settling of betting debts

(1) Asfaraspossiblesettlingshouldbedonebywayofchequeorbanktransfers.

(2) Wherecross-settlingtakesplacefulldetailsofsuchcross-settlingshallberecordedinthecash book.

14.100 Credit bets

(1) Abookmakershallnotlaterthanthefirstworkingdayafterhehaslaidorplacedanycreditbet recordtheparticularsofeverysuchbetin:

(a) Thestatementofaccountbookreferredtoinrule14.055;or

(b) TheABCbookreferredtoinrule14.057.
