Gaul and East Tioga is a proposed residential development fronting Gaul Street

to the north, E. Tioga Street to the east, Belgrade Street to the south, and E.

Schiller Street to the west.

The proposed 4-story residential buildings will include the following:

• 59 townhouses with 118 residential units

• Open parking area for 70 vehicles plus 4 handicapped

• Bicycle storage for 30 bicycles

• Shared interior courtyard for residents

The project was designed to enhance the overall scale and walk-ability of the

neighborhood, with sidewalks maintained along all street frontages and high

visibility. We believe the increased residential use will in turn create a safer

condition along the sidewalks and will further encourage future developments.

The design team has made every eff ort to include the community in the design

process by engaging community members in a productive dialogue throughout

the course of developing the project. Our design keeps in mind the comfort and

safety of the residents and the community as a whole. An interior courtyard at the

center of the block combines elements of recreation and parking to encourage

the development of a community among the residents. On the exterior faces,

paired entry stairs and more expansive glazing enhance street presence to

provide for passive security and a social meeting place. Additionally, exterior

lighting and landscaping at both the street and courtyard work to create a safe

and welcoming environment.

The exterior skin of both the duplex buildings includes a composition of brick, smooth panels and siding, and metal panels. The detailing and arrangement of materials relates to and embellishes upon the typical row house, as well as creates divisions and pairings of units along the block.

The base of the buildings on the fi rst fl oor are clad in a red brick with a contrasting white grout in a running bond. The brick facade serves as a visual connection to the existing neighborhood fabric. On the streetfront, the remaining upper stories are clad in a smooth-faced white siding with extruded metal joint reveals. Facing the courtyard, the upper levels are clad in smooth siding in alternating shades of white and tan.

Two-story box bay windows on the street facade utilize material changes to pair the units throughout the block. The units are clad in smooth siding in alternating shades of white and tan, and framed with a smooth faced semi-gloss charcoal metal panel with joint reveals. The metal panels that frame the units create a subtly projecting canopy element that defi nes the change in depth. The building parapets are capped with a slender metal coping matching the metal panel color.

Thermally insulated windows are utilized throughout with dark frames, creating a softer contrast against the brick, and more pronounced contrast with the light panels and siding. Entry doors have a wood fi nish to accentuate the entrance with a unique material within the overall composition.

Exterior lighting is also incorporated into the building design to improve pedestrian visibility and create a safe and welcoming streetscape.

INSTRUCTIONS This Checklist is an implementation tool of the Philadelphia Complete Streets Handbook (the “Handbook”) and enables City engineers and planners to review projects for their compliance with the Handbook’s policies. The handbook provides design guidance and does not supersede or replace language, standards or policies established in the City Code, City Plan, or Manual on Uniform Traffic Control Devices (MUTCD).

The Philadelphia City Planning Commission receives this Checklist as a function of its Civic Design Review (CDR) process. This checklist is used to document how project applicants considered and accommodated the needs of all users of city streets and sidewalks during the planning and/or design of projects affecting public rights-of-way. Departmental reviewers will use this checklist to confirm that submitted designs incorporate complete streets considerations (see §11-901 of The Philadelphia Code). Applicants for projects that require Civic Design Review shall complete this checklist and attach it to plans submitted to the Philadelphia City Planning Commission for review, along with an electronic version.

SUSTAINABLE DESIGN ELEMENTS

We aim to incorporate sustainable design principles to reduce water and energy consumption

coupled with a building envelope designed to exceed building standards. The site design for

this project is conceived to promote stromwater infi ltration, evapotranspiration, and a reduction

of the heat island eff ect. As the design of the buildings progresses, including exterior envelope

and building systems, sustainable design opportunities and effi ciency of building systems will

be further investigated and evaluated.

The sustainable design elements, systems, and principles currently being considered for both

site and building are summarized as follows:

SITE ELEMENTS• Large subsurface infi ltration basin in which water is infi ltrated under the

surface of the parking lot. This feature works to utilize on-site infi ltration as

well as to treat and regulate runoff from the site.

• Interior vegetated areas are employed to infi ltrate water runoff from

impervious paving, help to clean surface runoff that runs to city sewers and

increase the year round aesthetics of the site

• Street trees will be installed along E. Schiller, Gaul, and Belgrade Streets to

provide summer shade, help reduce heat gain and improve air quality.

• Houses facing each street frontage will reduce any noise pollution caused by

any activity within the site

• Access to public transportation and designated car sharing parking provided

• Site design meets all PWD and PADEP stormwater standards

• Overall design promotes pedestrian-friendly traffi c
