Villages that do not have hope to get electricity from the grid. Ministry of Power's programme called Power for all by 2012 envisages power generation utilizing locally available resources. Ministry estimates that about 1,50,000 villages remain unelectrified in the country out of which around 18,000 villages can not be linked to the grid. Remote village electrification programme by MNRE aims to electrify these 18,000 villages using biomass gasifiers and solar photovoltaic. But out of 5,000 villages that have been electrified since 200203, only 40 villages use gasifiers, remaining use solar PV technology. To provide decentralized power to these villages, biomass gasification is not the preferred route. "Biomass gasification is conversion of solid biomass into a combustible gas mixture called producer gas through a partial combustion route with limited air supply. Typical composition of producer gas includes large quanitites of nitrogen, hydrogen, carbon monoxide and carbon dioxide," explains H S Mukunda of IISc. The producer gas is then used to power generators. Most commonly available gasifiers use woody biomass while materials like straw, cotton stalk, coconut shells, soya husk, deoiled cakes, coffee waste, jute wastes, groundnut shells, saw dust can also be gasified.     India(BERI)pilotprojectisfundedjointlybyUNGlobalEnvironmentFacility(GEF),KarnatakagovernmentandIndiaCanadaEnvironmentFacility.Thefirstsuchplant,undertheproject,installedatKabbigerevillageinTumkurdistrictofKarnataka,closeddowntwomonthsagowithgrowingmaintenanceandrawmaterialtroubles.

    Theplant,saysGPrabhu,projectcoordinatorforBiomassEnergyforRuralIndia(BERI),blamesvillage'upstarts',buttheplantsupervisorMansoorAhmadhasadifferentstorytotell.Theplanthasacapacityof500kW,butonJanuary12,2010,whentheoperationscloseddownforthelasttime,onlyoneunit,withacapacityof100kWh,wasoperational.

    Theplanthasbeenriddledwithtechnicalproblemsrightfromthebeginning,saysAhmad.InJuly2007,whentheplantbecameoperational,thecontractwasgiventoprivatecompaniesbutinMarch2008,theGramPanchayatSamitihadtotakeupoperations.Afterthis,theplantremainedclosedrightthroughthebetterpartof2009,andafterlengthycheckingandrepairsproceduresbyscientistsfromtheIndianInstituteofScienceinBengaluru,theSamiti's100kWhunitbecameoperationalinNovember2009.

    "Whiletheexpectedfuelconsumptionwas1.30kgperunitofelectricity,theplantswereactuallyconsuming23kgs,"saysplanttechnicianDharamPal.Meanwhile,discontenthadbeenbrewingamongtheagriculturallabourersfromthevillageoverthelackofaclearpolicyregardinglabourpaymentsduringclosures,whichinturnledtotherecentclosureoftheplant,sayAhmadandpanchayatsamitiassistantsecretaryMrSrinivas."ThepromisemadebyBERIofficials,nevermentionedlimitationsofthetechnology.Theplantcannotsupplyelectricityallthetime.Eachunithastostopafter1,000hoursofworkingformaintenance,"saysAhmad.Twomoregasifierplantswithcapacityof250kWheach,setupunderthesameprojectinnearbyvillagesSibineiahpalayaandBorigunte,alsoremainshutduetothesameproblemsbeingfacedbytheKabbigereplant,heinformed.Prabhusaidthatrecoveryoftariffsisalsodifficultatthevillagelevelsincethepowercannotbeprovidedfor24hours.

    Whatismore,underBERI'sproject,microfinanceloansworthRs10lakhfordripirrigationwasdistributedtothevillagers."Itwasexpectedthatthe24hourelectricityfromtheprojectwouldenableustocarryoutdripirrigation,improveourproductionandpayofftheloan,"saidLakshmiDevi,aresident."Butnoelectricitycame,andnowweareallstuckwiththeloan.Villagersandplanttechniciansagreethatthevillagedoesnothaveenoughbiomasstorunalltheunitsoftheplant.Thegasifierrequiresthinsticksofwood(maximumthickness2inches),whichthevillagersprovidebytrimmingtheeucalyptus,acaciaandothertreesinthevillage,someofthesearefromplantationsvillagersgrowfortheplantandsomearefromtreesinthevillagecommons.
