Dear Readers

It’s great to see the bridge progressing well. At this stage we appear to be slightly in front of our time

frame and all going well, should be finished on time.

I attended the Landor Races as a guest of Don and Dot Hammarquist. This was my first experience

and I was very pleasantly surprised by the whole set-up. The infrastructure was well maintained and

operated, the children were very well catered for and the adults were also very well entertained with

close racing and great entertainment. The whole committee and the volunteers of the Eastern

Gascoyne Race Club are to be congratulated for the organisation and running of this event, it is

amazing what a group of dedicated people can achieve.

The Shire of Shark Bay will host a 400 years commemoration of Dirk Hartog’s landing at Cape

Inscription. This event will commence on Friday the 21st of October through to Tuesday the 25th of

October 2016.

The Shire of Upper Gascoyne’s offices will be closed on Monday 24th of October 2016 as this will be

our Queens Birthday Public Holiday which the Shire forewent on the 26th of September to enable staff

to attend the festivities in Shark Bay.

The Shire recently hosted a training event which concentrated on Suicide Prevention, some of our

staff was provided with skills to assist those in our community who maybe experiencing difficulty. All

community members are reminded that they can call LIFELINE on 131114 at any time should they

find themselves in position where they need assistance.

I would like to congratulate Peter Hutchinson and Mika on their recent marriage. Peter and Mika were

married at Burekup and had their honeymoon on a cruise somewhere out of Brisbane.

What’s Parks and Wildlife doing in the Shire

The hosts have all finished for this season and we are already preparing for next year.

Staff will travel to Perth for the Camp Ground Host conference in November to try and sign up hosts for next year. This can be fairly competitive as we try and sell the Gascoyne parks against the rest of the state but we have always done well in the past.

Figures for this year show that though we have only increased the numbers of visitors slightly they are staying longer. It has also been noticed that there is an increase in larger vans and motorhomes using the parks. The expansion of the campground at Kennedy Range this year was partly to cater for this and has proved worthwhile. Volunteers also hand out a very simple survey to visitors to make comments and staff use this to help guide works to cater for what the travelers want. The common feedback from both parks is more information on what they see i.e. flora, fauna and geology. Staff will work on gathering further information over the summer months. At Kennedy Range more walks are requested which staff have a few ideas on the drawing board to cater for this.

Staff will continue to implement works on the ground over the next few months such as an upgrade of signs and works on the roads at Mt Augustus.

Work will continue on the Kennedy Range loop trail with the intention of having the alignment pegged by the end of this month.

Obviously fire season is nearly upon us and this can impact planned works.

The report that is produced each year for the predicted fire season for Australia has just been released. It is showing a normal season for inland Gascoyne but a higher than normal season for the west Gascoyne, Coastal Midwest and Norwest Cape. We will just have to wait and see what pans out.

Staff will be participating in the aerial baiting for wild dog control over the Kennedy Range soon. Dates are still to be confirmed for this work when this was written.

Several new species of reptiles have been described in the region. Most of these are just revisions of existing species where genetic work has elevated subspecies to full species. This includes the Ring Tail Dragon (Ctenophorus caudicinctus), Pebble Dragon and a gecko.

This could mean an increase in reptile smugglers as collectors like to get the different species. You people are the eyes on the ground to prevent this. If you see something that doesn’t seem right i.e. people with snake hooks, calico bags etc. poking around in areas where the normal tourist doesn’t go it could be worthwhile noting details i.e. Rego plates, descriptions and passing it on to us or border security.

New age for Seniors in Carnarvon 6th October 2016

Site works underway for $4.09 million seniors housing project in Carnarvon made possible by

Royalties for Regions

$16.5 million of Royalties for Regions funding allocated to 38 bed high end aged care being

constructed at Carnarvon Hospital.

5 bed Renal Hostel accommodation being constructed at Carnarvon Hospital.

Carnarvon is leading the way for aged facilities in the North West with Member for North West Central, Vince

Catania announcing the commencement of works for 15 additional units for seniors accommodation in

Carnarvon.

The $4.09 million development is funded through the Royalties for Regions program and the Housing

Authority. The units will be built on land owned by the Gascoyne Memorial Foundation in George Street,

Carnarvon.

“Gascoyne Memorial Foundation already owns

and manages 35 one-bedroom seniors units on

that site, so this will be a perfect opportunity to

grow the complex,” Vince said.

“This is the start and I would like to see more

seniors accommodation delivered in

Carnarvon.”

The contract for design and construction of the accommodation units was awarded to local builder Northern

Aspect Construction, with completion estimated for April 2017.

“The Carnarvon economy will benefit from a local company being given the opportunity to take on this project,”

Vince said. “Royalties for regions is not just enhancing community liability but creating employment

opportunities and economic benefits.”

Vince said it was important to provide regional seniors with the opportunity to remain in their communities as

they aged. “This project along with the high end aged care and renal unit being constructed at the Carnarvon

Hospital are integral to providing facilities for seniors in Carnarvon, creating a Seniors Hub for the

region.”

country pensioners,” said Vince. “The fuel card assists our country pensioners.”

Regional residents to shape their future 10th October 2016

Member for North West Central, Vince Catania is urging regional residents to have their say and help shape

the future of their region by completing the Living in the Regions 2016 survey.

Made possible by Royalties for Regions, the survey is a safe and convenient way for regional residents to

contribute thoughts about their region.

The survey was a great opportunity for residents to share their perceptions and experiences of living in

WA’s regional communities.

“Royalties for Regions is transforming regional WA through the provision of essential infrastructure and

services,” Vince said.

“Finding out more about residents, what attracts them to live in the regions and what they like best about

their region, are simple but crucial elements that are instrumental in supporting the ongoing sustainability of

our regions.”

Vince said it was anticipated government agencies, private organisations and community groups will use

the survey findings to support decision-making and policy development across regional WA.

More than 10,000 people responded when the West Australian survey was last conducted in 2013, the

largest and most comprehensive of its kind in the country.

“I am looking forward to seeing what this year’s results will show,” added Vince.

Regional residents will also receive the survey in the mail, with 50,000 copies distributed at random across

regional WA. The survey will remain open until 30 November 2016 and results are expected to be available

mid-2017. Results from the 2013 survey are available on www.drd.wa.gov.au.

The survey, conducted by the Department of Regional Development via Ernst & Young, is available online

Regional visitor centre grant recipients announced 9 October 2016

36 regional communities are set to benefit from innovative projects at their local visitor centres thanks to the latest round

of the Regional Visitor Centre Sustainability Grant Program supported by

Royalties for Regions and Tourism WA.

Member for North West Central Vince Catania said the investment of $4.2million over the three years is helping visitor

centres remain viable and adaptable in the changing tourism landscape.

“Visitor centres in North West Central play a vital role in boosting regional tourism, employment and skills development,”

Vince said.

“Overall, visitor centres employ more than 900 local people and inject $117 million into the State’s economy annually.”

Vince said research showed that travellers tend to spend more time and money in an area when they use a visitor centre.

Successful grant recipients in North West Central include Exmouth Visitor Centre, Meekatharra Community resource

centre, Carnarvon Visitor Centre, Shark Bay World Heritage Discovery and Sandstone Visitor Centre.

The new grants will assist Sandstone Visitor Information Centre and Meekatharra Community resource centre to prepare

business case and procure resources to become an accredited visitor centre.

Adelle Morgan Assistant Manager of Meekatharra Resource Centre said “we are excited about becoming an accredited

visitor centre and looking forward to procuring materials renovations to the existing building.”

Upgrades to equipment and resources are under way for the Shark Bay Discovery & Visitor Centre and Carnarvon Visitor

Centre. Shark Bay tourists can expect 3D imagery as part of the 75year Dirk Hartog Commemorations whilst free Wi-Fi

will be available to Carnarvon visitors.

With this grant funding the Exmouth Visitor Centre is preparing for relocating to Exmouth’s new, state of the art visitor

and community facility, the Ningaloo Centre which will help further enhance the Ningaloo visitor experience said Kristy

Bryan-Smith, General Manager Exmouth Visitor Centre.

“Tourists spent $4.5 billion in regional Western Australia in 2015-16. By offering a warm welcome and a wealth of local

knowledge, visitor centres play a vital role in this important industry,” added Vince.

Rangeland Carbon

Government has indicated that they support the idea of carbon farming in the rangelands. Helping the

cause along, the Outback Carbon Farming Conference held in Perth recently made it clear that carbon

farming can make significant money in the rangelands.

Just so we know what is being talked about, carbon farming is the process of changing agricultural

practices or land use to increase the amount of carbon stored in soil and vegetation

(carbon sequestration) and to reduce greenhouse gas emissions from livestock, soil or vegetation

(carbon abatement).

There has been a lot of work done throughout the state on carbon farming with the latest effort being

the Royalties for Regions Carbon Project. Rangelands NRM was part of this project and undertook work

on DeGrey, Muggon, Meka and Yoweragabbie Stations.

While a lot of carbon is stored in vegetation, especially woody vegetation, the soil is where you can

sequester and store the most carbon which we, as pastoralists, can control. Many farmers and

pastoralists in other states are earning a good income from sequestering carbon in soil. As reported at

the Carbon Conference, some have begun to make more from carbon than from their livestock. They do

it via the CFI (Carbon Farming Initiative) Method: Sequestering carbon in soil in grazing systems. Here

From the method guidelines, within broad parameters, landholders have a choice of which land

management activities to implement to build soil carbon but actions must include at least one new

management activity. Some activities, such as permanent destocking, are not eligible. Types of

activities that could potentially be implemented include, but are not limited to, converting cropland to

permanent pasture, rejuvenating pastures, or changing grazing patterns.

Land managers sequestering carbon like this are often cell grazing, but you could do it by reducing your

stocking rate or implementing a system of spelling paddocks. Through this method, soil carbon is stored

via grazing management that increases the amount of organic matter in agricultural soils by

incorporating more plant material in the soil and by reducing the amount of organic matter that is

released from the soil.

There is good potential for income on pastoral leases from carbon farming. If we had access to carbon

rights we could be sequestering carbon right now, we just need Government to make it happen.

NEWS FROM THE SCHOOL

Hello to all our Parents/Carers and the general community of Gascoyne Junction.

This term we welcome two new teachers to the school.

Wendy Harris-Gallichan comes to us from Halls Creek D.H.S. and is accompanied by her partner

Wayne, and their daughter Tianwynn. Wendy will be teaching in the Upper School.

Leila (Lee) Gaitskell comes to us from Ngalapita Remote Community School. Lee has worked as

a teacher in Carnarvon for 10 years, and is familiar with the Gascoyne community. Lee will be

teaching the Lower School classes; she is accompanied by her partner Shayne.

The Shire Public Holiday on 24th October does not apply to the School, which will be

open as usual on that day.

The Acting Principal Marina Lever will be attending an Occupational Safety and Health

Development, and will therefore be away from the school for all of the week commencing

24 October.

An Information Meeting to assist in forming a School Council will be held on 7th November. This

will be facilitated by Marita Henry, the current Principal of Useless Loop Primary School. Anyone

interested in attending this session is urged to contact Marina Lever on 99430515.

Students will be attending the Annual Camp School at Geraldton from Tuesday 8th November to

Friday 11th November. Only students who are enrolled at, and attending, school will be eligible to

attend the Camp.

The Allied Health Team will be visiting the School again on 21 November. The team consists of

a number of Health Professionals from various branches; School Nurse; Nutritionist; School

Psychiatrist; and others who may be available to visit with them.

Swimming Lessons will resume for a week beginning on 30th November with an Accredited Swim

Teacher, Miss Michelle who was teaching here in Term 3.

Commencing from 5 December an Arts Project with a Christmas Theme will be run by

Peter Keelan and Cecile Williams who did such excellent work with the students in Term 2.

The last day of Term 4 is Thursday15 December 2016.

The Department of Local Government and Communities has announced that a new round of funding through the Community Gardens Grants Program is now open.

Community gardens provide the opportunity to develop greater understanding between neighbours, parents and young people from a diverse range of cultural backgrounds. This program encourages community members to:

participate in community life more actively

connect with the environment and other people

use their skills

give back to the community.

Existing community gardens may apply for funding of up to $10,000 and new community gardens may apply for funding of up to $20,000.

During station mustering season (August to November) we ask that all local Gascoyne Junction town residents organise their general freight on the mail run to be picked up on a Monday, due to high demand from stations.

If you are ordering from Woolworths or IGA your orders need to be in on the Thursday prior.

Only three weeks until 2017 RIRDC Rural Women’s Award

applications close

Help find the next Rural Woman of the year. Is that you … your friend…. maybe it’s your colleague or relative or neighbour. Time is running out. Just over three weeks remain to get applications in for the 2017 Rural Industries Research and Development Corporation (RIRDC) Rural Women’s Award - Australia’s top award for rural women.

The closing date for applications is Monday 31 October 2016.

As the Western Australian (WA) State Coordinator, I am calling upon you to celebrate our regional women and showcase their capability by supporting the amazing women out there that need to be nominated. I encourage you to tap someone on the shoulder to apply. Feel free to distribute this email to your networks to promote the nominations.

This prestigious award is held annually throughout Australia and provides opportunity to further women’s leadership, make a difference and inspire others. It boosts women’s contributions to primary industries and rural communities by providing financial assistance, mentoring and other resources.

The 2017 WA winner will receive $10,000 to deliver a project as part of their award that will benefit rural people and rural industries. Up to three state finalists will receive a $1,000 bursary to put towards their leadership development.

The WA Award is supported by the Department of Regional Development, the Department of Agriculture and Food WA, the CBH Group and Westpac Agribusiness in partnership with RIRDC.

The WACHS Patient Assisted Travel Scheme team have developed PATS Frequently Asked Questions

(FAQs) available on the WACHS website, to further assist consumer, staff and other stakeholders with

any queries they may have regarding the scheme.

Complementing the online FAQs is the attached A4

brochure for distribution to consumers as required.

These are not exhaustive statements about the PATS

policy, but are designed to cover the main queries that

consumer have, and that staff or DHAC members may

Celebrating Carers

Carers Week 2016 will run from Sunday 16th October to Saturday 22nd October 2016.

Carers Week is Australia’s annual celebration of carers, and aims to raise awareness of carers, the

caring role and relationships, and carer supports and services.

Many great events will be conducted across the nation during Carers Week, including morning teas,

launches, exhibitions, seminars and media talkback.

DHACs are encouraged to connect with their local carer’s groups and Carers Week activities to learn

more about the needs and concerns of carers in relation to health service delivery and engagement.

Eligibility

Am I eligible for PATS?

To make a claim for the PATS subsidy, you need to be:

• a permanent resident of a WA Country Health Service (WACHS) region

• travelling more than 100 km one way to access your nearest eligible medical specialist service (including a Telehealth service)

• undergoing cancer or renal treatment and need to travel more than 70 km.

You cannot claim the PATS subsidy if:

• you are travelling to the treatment centre for another reason, such as for a holiday or to visit friends, and then need specialist

treatment

• you are a FIFO worker

• you are on a bridging visa

• you are a student at boarding school or university and need medical treatment while living in the treatment centre (such as Perth).

However, a parent may be eligible for escort assistance to visit their child in the treatment centre (for example, if a child is under 18,

is in hospital and requires an adult to make decisions for you)

• you are eligible for alternate forms of assistance, such as through the Department of Veterans Affairs, workers compensation or

other insurance, such as travel insurance.

Specialist Services

What is a specialist medical service?

An eligible medical specialist service includes:

• A medical practitioner who is recognised as a specialist for Medicare Benefits purposes (with the exception of pathology and/or

clinical pharmacology)

• A hospital or health service employed medical specialist

• A specialist medical service or oral surgery item covered by an item in the Medicare Benefits Schedule (MBS) Book

• Specialist services involved in the fitting of an artificial limb

• Specialist services involved in the fitting of an artificial eye

• Dental treatment covered by an item in the Medicare Benefits for Services by Accredited Dental Practitioners in the

Treatment of Cleft Lip and Cleft Palate Conditions Booklet.

Dinner Recipe

Ingredients

1 tbs olive oil

4 chicken thigh fillets (skin on – optional)

1 onion, chopped

2 garlic cloves, crushed

2 tsp chopped rosemary leaves

1 red capsicum, cut into strips

1 cup (120g) pitted green olives

1 cup (250ml) red wine

400g can chopped tomatoes

1 tbs chopped flat-leaf parsley leaves

1 cup (170g) instant polenta, cooked to packet instructions (optional)

Method

Step 1 Heat oil in a large, deep frypan over medium heat. Pat the chicken dry with paper towel, then season and place, skin-side down, in the pan. Cook for 4 minutes or until skin is golden, then turn and cook for a further 1 minute or until browned. Transfer to a plate. Step 2 Return the pan to medium heat with the onion and cook, stirring, for 2 minutes or until softened. Add the garlic and rosemary, then cook for a further 1 minute or until fragrant. Add the capsicum, olives and red wine, then cook for 3-4 minutes until the liquid is reduced by half. Add tomato, then return the chicken, skin-side up, to the pan. Bring to a simmer and cook for 12 minutes or until chicken is cooked through. Step 3 Garnish with parsley and serve with polenta, if desired.

Morning or Afternoon Tea

Ingredients

2 1/2 cups self-raising flour

Large pinch salt

1 cup steamed, mashed Kent pumpkin, chilled

1/2 cup cream

1/2 cup lemonade

1 tablespoon milk

Butter, to serve

Cinnamon sugar, to serve

Method

Step 1 Preheat oven to 230C or 210C fan. Lightly dust a large baking tray with flour. Step 2 Sift the flour and salt into a large bowl. Whisk the pumpkin and cream in a large jug until smooth. Add to the flour with lemonade. Use a flat-bladed knife to stir until a sticky dough forms. Step 3 Turn onto a lightly floured surface and knead gently until a smooth, soft dough. Press the dough out to a 2cm-thick disc. Use a 5.5cm cutter dipped in flour to cut 8 discs from the dough. Gently knead the scraps and repeat to make another 8 scones. Step 4 Place the scones, side by side and just touching, on the prepared tray. Lightly brush with milk. Bake for 12-15 min’s or until golden and scones sound hollow when tapped on the base. Serve warm with butter and cinnamon sugar.

Ingredients

100g/4oz Madeira cake

100g Oreo cookie

100g bar milk chocolate, melted

200g bar white chocolate, melted

You will also need

10 wooden skewer

½ small pumpkin or butternut

squash, deseeded, to stand pops In.

Halloween Recipe

Eerie eyeball pops Method

Break the Madeira cake and cookies into the bowl of a food processor, pour in the melted milk chocolate and whizz to combine.

Tip the mixture into a bowl, then use your hands to roll into about 10 walnut-sized balls. Chill for 2 hrs until really firm.

Push a skewer into each ball, then carefully spoon the white chocolate over the cake balls to completely cover. Stand the cake pops in the pumpkin, then press a Smartie onto the surface while wet.

Chill again until the chocolate has set. Before serving, using the icing pens, add a pupil to each Smartie and wiggly red veins to the eyeballs.
