Welcome to our exhibition which shares our proposals for new housing, including affordable housing and public open space at land at Stoughton Grange, Gartree Road and Stoughton Road in Oadby. We look forward to answering your questions and to hearing your views, before we submit an outline planning application.
Following the allocation of the site for housing in
land is used and where housing should be built, our outline application is the next step in the planning process. Our application will set out key development principles, which will be followed by a reserved matters application from a housebuilder that will seek permission for the detailed design and layout of the development.

The Site There are two parcels of land allocated in the draft Local Plan one at Stoughton Grange on the north side of Gartree Road and the other to the south of Gartree Lane.
The larger site to the south of Gartree Road, is approximately 12 hectares (29 acres) and is currently used as arable land. It is bordered by Stoughton Road to the east, with Cranbourne Gardens to the south and Ringers Spinney to the west.
The smaller site, to the north of Gartree Road, is approximately 2 hectares (5 acres), and forms part of the Stoughton Grange. The Cow and Plough pub and some of the surrounding commercial units, while part of the draft Local Plan allocation, are not included in the proposed application and they will continue to trade.
Also falling outside of the proposed application site boundary is 2.5 hectares of land which is safeguarded in the Council’s draft Local Plan for a new link road between the A6 and Gartree Road.

As required by the Government, Oadby & Wigston Borough Council has been preparing a new draft Local Plan that sets out the vision and framework for the delivery of future development within the Borough and addresses the needs and opportunities for housing, the economy, the environment, community facilities and local infrastructure.
This draft Local Plan covers the period 2011 to 2031 and its preparation is at an advanced stage. The Council has been consulting on the draft Local Plan for a number of years and it is due to be adopted later in 2018.

TransportNew access pointsThree new access points are proposed: two on Gartree Road (accessing the northern parcel and proposed development to the south) and one on Stoughton Road. The locations of these have been carefully selected, to minimise the loss of hedgerow
entering and exiting.
Land reserved for future Link RoadLeicestershire County Council has a longstanding
of this road, including a portion on this site. While this road does not currently have funding, our proposals for the site exclude this area of land to allow the road to potentially be built in the future.
Public transport
number 40 Circle Line is an hourly service. Leicester train station is approximately 30 minutes away by bus (number 80).
Cycling and walkingAn existing public footpath lies to the west of the site,
footway on the north side of Gartree Road connects the site to this footpath, and to Shady Lane Arboretum, which includes a number of walkable routes.
A network of pedestrian and cycle routes will be created within the new development, linking where possible to the existing footpaths and cycle routes in the area.

Natural EnvironmentThe emerging masterplan shows existing landscape features retained and integrated into the development. This includes Stackyard Spinney, the small copse of woodland in the south of the site, as well as other retained mature trees and hedgerows.
A central green corridor could be established along the line of the existing watercourse which would incorporate a footpath and formal play facilities. The play area could be overlooked by proposed dwellings, providing active surveillance.
Environment & InfrastructureCommunity facilitiesThe draft Local Plan policy for the site requires a
housing towards new education facilities. The level of this will be determined in conjunction with the County Council as part of the planning application process.
