New Design-Build Legislation: Alternative Technical Concepts

• VDOT and industry partnered to propose an amendment to Virginia Code §§§§33.2-209 to allow Alternative Technical Concepts (ATC) for design-build projects.

• The ATC process will allow VDOT and contractors to fully utilize the benefits of design-build in a competitive bidding environment while protecting the innovative ideas proposed by the design-build team.

• As a result, HB 501 and SB 465 companion bills were introduced in the General Assembly.
