The l,linistry of Environment and Forests has examinedthe proposal and noted that the proposal is forenvironmental clearance for expansion of PolyesterChips and Polyester Filament Yarn Production Plant atVillage Jolwa, Palsana Taluka, Surat, Gujarat by M,/s.Garden Silk Mills Ltd. The cost of the project is Rs. 365Crores. The unit has green belt in 8,OOO m2 and hasproposed additional green belt in 4,500 m2. The unitwill install a natural gas based Captive Power Plant of8.4 MW. The Ministry of Environment and Forests hasexamined your application. It is noted that M/s.Garden Silk Mills Ltd. have proposed for expansionof Polyester Chips and Polyester Filament Yarnmanufacturing unit at Village: Jolwa, Tal.: Palsana,Dist.: Surat in Gujarat. Production capacity ofPolyester Chips will increase from 3, 92,600 MTPAto 5, 45,600 MTPA fully drawn yarn from 19,900MTPA to 23,000 MTPA. The Ministry has earlieraccorded Environmental Clearance for the existingcapacity on 7th April, 2008. The productioncapacity of polyester oriented yarn will be same as90,600 MTPA. Capacity of by-products DegradedPolymers (Oligomer) will increase from 27 IVITPA to39 MTPA. The Captive Power generation of exjstingand proposed plant will be 6.74 MW x 2 Nos., 8.4IvlW x 1 No. and 18 MW x 1 No.; 10.5 MW x 1 No.respectively. Out of total proposed polyester chips,23,000 MTPA will be produced by uslnq theexisting manufacturing facilities. Similarly, 3,100MTPA of fully drawn yarn will be produced by usingthe existing manufacturing facilities. No eco-sensitive areas are located within 10 km radius ofthe plant. The proposed expansion will be withinthe existing unit having land area of 20 acres.Cost of the project is 13,275.00 lacs.

Thedomestic effluent will be disposed through septictank followed by soak pit. The industrial wastewater will be treated in the modified effluenttreatment plant. The company has existingeffluent treatment plant for primary, secondaryinvolving two stage activated sludge process andtertiary treatment facility. The company willprovide additional primary and secondarytreatment to the existing treatment facility fortreatment of additional effluent. 2 It is noted that in para 4 of envaronmental clearanceof even no. dated 10.06 2009, that fuel requirementfor the boiler has been mentioned as 288-360 TPD ofImported/Indian coal. The quantity of coal as per theenvironmental clearance was based on the followingGross Calorific Value (GCV):

i. Gross Calorific Value (GCV) of imported coal5500kcal/kg and quantity of coal for the 12TPH boiler = 288 TPD

ii. Gross Calorific Value (GCV) of Indian CoaUlignite = 3800 kcal/kg, Quantity of coal for the15 TPH boiler = 360 TPD

3 However, the GCV of actual imported coal received is3800 kcal/kg and coal requirement is 410 TPD. Dueto non availability of Indian coal, company proposesto use lignite along with Indian coal for which theGCV is 3300 kcallk9. The coal requirement would be450 TPD. Since the import of coal and coal mining isclosed in monsoon season, there is fluctuation in coalavailability and hence, it is proposed to use petcoke(20o/o) as a fuel ln combination with Lime (20%) withnormal B0o/o Imported / Indian coal / lignite (328-360TPD) so that captive power plant can run on fullcapacity. The company has installed electrostaticparticipator to control the particulate emissions Tocontrol the S02 emissions; it is proposed to use 20 9oof lime mix with Petcoke.

4 The proposal was placed before the Expert AppraisalCommittee-1 (lndustry) in its meeting heldduring 29th-30th March, 2072 (p. 326/c). Atterdetailed deliberations, the Committee recommendedfor amendment in the above environmental clearanceto increase the requirement of coal from 2BB - 360MTPD to 328-360 MTPD (80o/o imported / Indian coal/ lignite) and / or to use Petcoke (20olo of Petcoke -90 MTPD and 18 MTPD of lime

Data on ambient airquality and stack emission shall be regularlysubmitted to this Ministry including its RegionalOffice at Bhopal and the SPCB/CPCB once in sixmonths.Industrial wastewater shall be properly collected,treated so as to conform to the standardsprescribed under GSR 422 (E) dated 19th lvlay,1993 and 31"t December, 1993 or as amendedform time to time. The treated wastewater shall beutilized for plantation purpose.

II. STANDARD OPERATING PROCEDURE - EMP

1. Every Environment Clearance (EC) and Consent should be discussed by theH.O. and Plant team immediately after issual of the same. EnvironmentConsultant will participate in all such meetings. At the end of each meeting,the salient bullet points are to be brought to the notice of Unit Head and theOccupier Director.

2. All Capital and Revenue Expenses arising out of Environment Compliance willbe budgeted by the Plant and vetted by the Environment llanagementCommjttee for final approval of Unit Head and the Occupier Director.

3. Test Results of Effluent Treatment Plants and Stack Emissions against variousnorms stipulated by EC and Consent shall be escalated by Utility Head to theEnvironment Consultant at pre-determined period.

4. Any departure from the norms as stipulated by Central and State EnvironmentBodies shall be escalated to the Committee, the Unit Head and the OccupierDirector. All rectification actions shall be taken within fixed time limits afterconsensus within the body.

5. In any case, the Environment Management Committee will meet at regularintervals, which shall not be more than two months.

6. For all visits by Government Officials, it ls the duty of the Plant to ensure thatall inspections and checks go on smoothly. All the members of the Committeeincluding H.O. members shall get involved in such inspections. Any pointsarising out of the inspections have to be informed to the Unit Head and closedwithin a fixed time limit.

7. It is the duty of the H.O. Co-ordinator and members of the Committee toensure that Legal and Statutory Compliances are regularly done. Anydeparture should be brought to the notice of the Unit Head and the OccupierDirector,
