1 About Gapuwiyak1

Gapuwiyak is on the shore of Lake Evella in north-east Arnhem Land, about 500 km east of Darwin and 120 km west of Nhulunbuy. It is one of the Northern Territory’s easternmost settlements.

Aboriginal people have inhabited this region for 40,000 years. The Gapuwiyak community was established by Methodist missionaries in the late 1960s to supply timber for missions in the region. Timber workers came from the surrounding areas of Burrum, Raymangirr, Bunhanura and Balma, and from Galiwin’ku.

Those from Galiwin’ku returned to their own country when they were not working but those from the surrounding areas stayed near the timber mill and established the Gapuwiyak community. In the 1970s the mission ended and Gapuwiyak became Aboriginal land under the Aboriginal Land Rights (Northern Territory) Act 1976.

1.1 Population2

The population of Gapuwiyak and its surrounds in 2016 was approximately 923, of which 868 were Aboriginal or Torres Strait Islander People (94%). In 2016, 39.7% of Gapuwiyak population was younger than 20 years of age.

1.2 Power and waterElectricity is supplied by diesel generators. Chlorinated water is supplied to the town via three bores, located on the town boundary. Three sewage ponds where wastewater is treated are also located on the town boundary.

The town is serviced by a tarmac airstrip.

1.4.2 Road

Gapuwiyak is accessed via the Central Arnhem Highway, an unsealed road. Distance from Nhulunbuy to Gapuwiyak is 220km and from Katherine 556km. A permit is required to travel the Central Arnhem Highway - nlc.org.au/articles/info/tourist-transit-work-research-permits. Sections of the Central Arnhem Highway may be closed or there may be vehicle restrictions during the wet

The Gapuwiyak Access Road is a 24.3km gravel roadway which links the community of Gapuwiyak to the Central Arnhem Highway.

1.5 Local governmentThe East Arnhem Regional Council provides local government in Gapuwiyak. Gapuwiyak resides in the Ward of Gumurr Miyarrka. This is one of six wards in the Council and elects two of the 14 council members. The Council's headquarters are in Nhulunbuy and it has a service delivery centre in Gapuwiyak.

The Council consults local people through the Mala Leaders Group - the Local Authority. This group meets monthly. It has organisational and secretarial support from the Government Business Manager, who mentors the chair of the Mala Leaders Group. The group is expanding to include a youth mentoring program and a strong women’s subgroup.

3.2 Gapuwiyak Culture and Arts Aboriginal Corporation Gapuwiyak Culture and Arts has a cosy little self-contained Donga near the airport. There are two bedrooms and a common kitchen/dining area. One bedroom has a queen size bed, the other a double bunk and an extra mattress. It’s fully air-conditioned, linen is proved and the kitchen has everything you need. Just bring your personal requirements.

6.3 Animal Management ServicesThe Animal Management Program aims to improve the health and wellbeing of companion animals and improve the overall health and wellbeing of remote Indigenous communities.

Led by Veterinarian, Dr Emma Kennedy, the East Arnhem Regional Council Animal Management Program delivers a range of Vet & Animal Welfare services including education in all East Arnhem communities. To date these services have centred on day-to-day coordination of dog programs including community vet visits to de-sex dogs, euthanise unwanted dogs, administer anti-parasitic medicines and undertake minor surgery.

6.6 Community PatrolEmploying 43 people throughout the region, East Arnhem Regional Council is responsible for the coordination and delivery of Community Patrol Services in all of the nine East Arnhem communities.

As the provider of the service, EARC works to develop and maintain service level agreements & partnerships between NT Department of Health (DoH), Gove District Hospital, Community Clinics, Sobering Up Shelters (SUS) and Patrollers.

There is a need for culturally appropriate assistance to Indigenous people at risk of either causing harm or being harmed, including intoxicated people, people under the influence of substances, young people, victims of violence and the homeless.
