I. INTRODUCTION

I.1. THE INSTITUTION: THE UNIVERSITY OF ZARAGOZA

The University of Zaragoza (UZ) is a public research and high education institution with almost five

centuries of tradition in society service which it works as a transformation social instrument for the

economic and culture development. The UZ is composed by several campus located at different

localities in Aragon where it develops a strong teaching and research activity. Its educational offer is

wide and attractive being in the lead of the international mobility and offering grades, masters and

PhD studies adapted at the European Higher Education Area.

Within its strategic challenges it is to strengthening its visibility and relationships at regional and

international level to achieve a comprehensive quality education and an excellence science on

fundamental and applied research based on mobility and researchers and students attraction.

From 2010 the UZ participates as member within the Campus of International Excellence of Ebro’s

Valley (CAMPUS IBERUS), integrated by different public universities on different regional areas, these

are universities of Navarra, La Rioja and Lleida, next to public research entities (OPIs) located in those

territories, focus on scientific concrete challenges on renewable energies, citizen health technologies,

feeding and nutrition and cultural heritage conservation.

Furthermore the UZ is member of Campus EBRoS (European Bioregion of Science) with the Western

Pyrenees Toulouse Midi-Pyrénées Federal University and the University Pau et des Pays de l'Adour, as

part of a French Campus of Excellence. On 2011 the UZ was awarded with Programme INNOCAMPUS

on materials and technology for life and quality and Subprogramme for Strengthening International

Campus (CEI 2011), both granted by the Spanish Minister for Science and Innovation. Due to this

activity the UZ Research has undergone a significant growth in the last years and it has gained a

national and international prestige.

From 2005 the UZ participates actively within the European Euraxess Network to support researchers

in motion, coordinated at national level by FECYT- bridgehead Organization. The UZ promotes the

Aragon Euraxess Center to provide tailored assistance to foreign researchers coming to their Campus

(entry conditions, stay, residence and work permits) and own researchers to carry out a research

fellowships in foreign countries.

On 11th march 2005, the European Commission adopted the European the recommendation on the

Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, which aim to

contribute to developing an attractive European labour market for researchers.

The European Charter for Researchers is a series of general principles and requisites that define the

roles, responsibilities and rights of researchers, employers and funding organizations.

The Code of Conduct for the Recruitment of Researchers, which does not differ a great deal from

standard rules that governs contracts, underlines the importance of recruitment procedures being

open and transparent and selection committees being diverse and experienced.

The Human Resources Strategy for Researchers (HRS4R) is a tool implemented by the European

Commission to support universities, research Institutions and the organizations that finance research

in applying the European Charter for the Researcher and the Code of Conduct for Recruitment of

Researchers (C&C).

On 2015 the ERA Committee for Human Resources and Mobility from the European Commission set

up the Steering Group (SGHRM) to work out on OTM-R Policy (proceeding for open, transparent and

based merit recruitment of researchers and to prepare a guide to improve proceedings and practices.

The strategy is approached in 5 phases:

1. Gap Analysis of the Institution to compare their practices on ethical and professional aspects,

recruitment, working conditions and social security and training, with principles stablished on the

Charter & Code.

2. Action Plan approved by the Institution to implement the Strategy.

3. Acknowledgement by the European Commission - HR Excellence in Research Logo

4. Action Plan Implementation phase and Self-assessment of the Institution

5. External assessment and renewal of acknowledgement

On 22nd April 2015 the UZ approved unanimously on their Government Council, its declaration of

endorsement to the EU Recommendation on Charter & Code for Researchers Recruitment.

On 18th May 2016, the UZ in collaboration with the Foundation ARAID and the Foundation FECYT-

Euraxess Bridgehead Organization in Spain, hold a Workshop on HRS4R Strategy process and OTM-R

system, with the participation of external experts and cases studies of good practices. The workshop

was targeted to regional research institutions decision makers and managers. The number of

participants was 50 persons, which 20 were directors and managers from different Areas and

Research Institutes UZ.

On the designation of new Rector of the University of Zaragoza, Prof. José Antonio Mayoral Murillo

(Decree 40/2016, of 5th April, of Aragon Government) and his new Government Team, a new boost

was given to implement the Human Resources Strategy in the UZ.

In order to achieve this objective, on 31st May 2016 the UZ Direction Council appointed a Governing

Board consisting on members from UZ Government Team and management Areas, whose mission is

to check and approve the Technical Committee (Working Group), as to stablish the political

guidelines; a Technical Committee (Working Group) consisting on a multidisciplinary team with

Directors of Secretariats and Researchers to monitor the project on HRS4R UZ Strategy and an

Executive Subcommittee whose role is to drive and ensure the project and prepare the

documentation of each stage.

The Gap Analysis HRS4R of the University of Zaragoza is based on:

- The 40 Principles of the European Commission’s Recommendation of 11th March 2005 on

the European Charter for Researchers and the Code of Conduct for the Recruitment of

Researchers

- An Inventory of national and internal legal regulations of the University of Zaragoza relating

to the principles of the Charter and Code of Conduct for the Recruitment of Researchers

(according to CE Gap Analysis template)

Methodology:

- Anonymous Questionnaire Survey targeted 2.745 UZ researchers using the UZ Atenea

Platform including a questionnaire about the level of accomplishment of 40 principles

Charter & Code in the UZ.

- Template HRS4R provided by the European Commission (principles Charter & Code) to be

worked by members from the Working Group HRS4R UZ. National Legal framework/UZ

Institutional Rules and practices.

- 5 Work-meetings with UZ researchers by category (R1, R2, R3, R4) called by the Vice-rector

for Scientific Policy next to the Director of Secretariat for European Projects in order to

present the UZ HRS4R Strategy and work on open and participatory sessions. Researchers

could offer improvement proposals according to 40 points of Charter & Code. The

methodology has been based on a headed and structured Brainstorming sessions (Metaplan

method, group moderation). 125 researchers participated in meetings (18 Young researchers

R1/R2, 26 R3 and 81 R4).

II. QUESTIONNAIRE SURVEY ANALYSIS

The opinion of the researchers concerning the Human Resources Strategy for Researchers (HRS4R) in

the University of Zaragoza (UZ) was evaluated by a questionnaire launched by the Vice-rectorate of

Science Policy. The questionnaire is based on the 40 Principles of the European Commission’s

Recommendation: The European Charter for Researchers and the Code of Conduct for the

Recruitment of Researchers (C&C). The interest of UZ to receive the European Commission

acknowledgment and the 'HR Excellence in Research' award was explained to the researchers whose

participation in the questionnaire was requested.

Researchers with different categories have been involved:

- R1 First Stage Researcher (up to the point of PhD)

- R2 Recognised Researcher (PhD holders or equivalent who are not yet fully independent)

- R3 Established Researcher (researchers who have developed a level of independence.)

- R4 Leading Researcher ( researchers leading their research area or field)

The questionnaire was open for 3 weeks, from the 3rd to 21st September. During this period, the

Vice-rectorate of Science Policy was launching email reminders and iunizar e-Bulletin published two

news regarding survey opening and closing on 5th and 20th September 2016.

37 questions were organized into four areas: 1. Recruitment, 2. Working Conditions and Social

Security, 3. Ethical and Professional Aspects, and 4. Training.

The rating scale for each question ranges from 1(totally disagree) to 4 (totally agree), and DK/DA (Do

not know/Do not answer).

A total of 514 Researchers answered the questionnaire, out of 2745 potential participants. The

number of respondents according to the category of researcher is the following:

- R1 category : 59 respondents (13,88% from total R1 UZ)

- R2 category : 23 respondents (28, 75% from total R2 UZ)

- R3 category : 28 respondents (70% from total R3 UZ)

- R4 category: 404 respondents (18,38% from total R4 UZ)

The global participation rate was 18,62 %

III. MEETINGS WITH RESEARCHERS

This section provides the improvement proposals made by researchers of the University of Zaragoza

during work-meetings.

As stated in the introduction (I.3), five meetings have been organized, one per research category R1,

R2 and R3 and two meetings with R4 Researchers. During every meeting after a presentation, made

by Vice-rector for Science Policy, on HRS4R Strategy, the researchers were requested to work on

groups to discuss on Principles of Charter & Code vs current situation and to provide measures to

improve for the Human Resources Policy at the University of Zaragoza. Every group presented a list

of improvement proposals to be voted by all participants.

This chart below compiles those proposals which have been unanimous or by majority in favor

obtained and meetings with researchers (R1-R4) where these proposals have arisen. Consequently,

those improvement measures proposed in different work-meeting imply a greater support to them.

IV. EC TEMPLATE ON CHARTER & CODE PRINCIPLES OF UNIVERSITY OF ZARAGOZA

The UZ Gap Analysis has used the European Commission template based on 40 principles of Charter

& Code.

This section includes the analysis of rules, both external and internal of the University of Zaragoza,

and procedures related to every principle of the Charter for researchers and Code for researchers

recruitment. This part of the analysis has been elaborated by the UZ Working Committee.

Furthermore, the template collects actions required for improvement to be implemented both

answering to rules diagnosis and demands proposed by researchers in work-meetings.

3. Professional responsibility Researchers should make every effort to ensure that their research is relevant to society and does not duplicate research previously carried out elsewhere. They must avoid plagiarism of any kind and abide by the principle of intellectual property and joint data ownership in the case of research carried out in collaboration with a supervisor(s) and/or other researchers. The need to validate new observations by showing that experiments are reproducible should not be interpreted as plagiarism, provided that the data to be confirmed are explicitly quoted. Researchers should ensure, if any aspect of their work is delegated, that the person to whom it is delegated has the competence to carry it out.

4. Professional attitude

Researchers should be familiar with the strategic goals governing their research environment and funding mechanisms, and should seek all necessary approvals before starting their research or accessing the resources provided. They should inform their employers, funders or supervisor when their research project is delayed, redefined or completed, or give notice if it is to be terminated earlier or suspended for whatever reason. 5. Contractual and legal obligations

Researchers at all levels must be familiar with the national, sectoral or institutional regulations governing training and/or working conditions. This includes Intellectual Property Rights regulations, and the requirements and conditions of any sponsor or funders, independently of the nature of their contract. Researchers should adhere to such regulations by delivering the required results (e.g. thesis, publications, patents, reports, new products development, etc) as set out in the terms and conditions of the contract or equivalent document. 6. Accountability

Researchers need to be aware that they are accountable towards their employers, funders or other related public or private bodies as well as, on more ethical grounds, towards society as a whole. In particular, researchers funded by public funds are also accountable for the efficient use of taxpayers' money. Consequently, they should adhere to the principles of sound, transparent and efficient financial management and cooperate with any authorised audits of their research, whether undertaken by their employers/funders or by ethics committees. Methods of collection and analysis, the outputs and, where applicable, details of the data should be open to internal and external scrutiny, whenever necessary and as requested by the appropriate authorities.

7. Good practice in research

Researchers should at all times adopt safe working practices, in line with national legislation, including taking the necessary precautions for health and safety and for recovery from information technology disasters, e.g. by preparing proper back-up strategies. They should also be familiar with the current national legal requirements regarding data protection and confidentiality protection requirements, and undertake the necessary steps to fulfil them at all times.

8. Dissemination, exploitation of results

Employers and/or funders should establish recruitment procedures which are open, efficient, transparent, supportive and internationally comparable, as well as tailored to the type of positions advertised. Advertisements should give a broad description of knowledge and competencies required, and should not be so specialised as to discourage suitable applicants. Employers should include a description of the working conditions and entitlements, including career development prospects. Moreover, the time allowed between the advertisement of the vacancy or the call for applications and the deadline for reply should be realistic.

14. Selection (Code)

Selection committees should bring together diverse expertise and competences and should have an adequate gender balance and, where appropriate and feasible, include members from different sectors (public and private) and disciplines, including from other countries and with relevant experience to assess the candidate. 16. Judging merit (Code)

The selection process should take into consideration the whole range of experience of the candidates. While focusing on their overall potential as researchers, their creativity and level of independence should also be considered. This means that merit should be judged qualitatively as well as quantitatively, focusing on outstanding results within a diversified career path and not only on the number of publications. Consequently, the importance of bibliometric indices should be properly balanced within a wider range of evaluation criteria, such as teaching, supervision, teamwork, knowledge transfer, management of research and innovation and public awareness activities. For candidates from an industrial background, particular attention should be paid to any contributions to patents, development or inventions.

21. Postdoctoral appointments (Code)

Clear rules and explicit guidelines for the recruitment and appointment of postdoctoral researchers, including the maximum duration and the objectives of such appointments, should be established by the institutions appointing postdoctoral researchers. Such guidelines should take into account time spent in prior postdoctoral appointments at other institutions and take into consideration that the postdoctoral status should be transitional, with the primary purpose of providing additional professional development opportunities for a research career in the context of long-term career prospects.

24. Working conditions

Employers and/or funders should ensure that the working conditions for researchers, including for disabled researchers, provide where appropriate the flexibility deemed essential for successful research performance in accordance with existing national legislation and with national or sectoral collective-bargaining agreements. 33. Teaching

Teaching is an essential means for the structuring and dissemination of knowledge and should therefore be considered a valuable option within the researchers’ career paths. However, teaching responsibilities should not be excessive and should not prevent researchers, particularly at the beginning of their careers, from carrying out their research activities. Employers and/or funders should ensure that teaching duties are adequately remunerated and taken into account in the evaluation/appraisal systems, and that time devoted by senior members of staff to the training of early stage researchers should be counted as part of their teaching commitment.
