Swaraj means self rule or governance. Self-government means continuous effort to be

governance. There will be economic freedom

Continued Industrialization on a mass scale will

necessarily lead to passive or activeexploitation of the villagers as the problemsofcompetition and marketing come in.Therefore we have to concentrate on thevillage being self-contained, manufacturingmainly for use. Provided this character of thevillage industry is maintained, there would beno objection to villagers using even the

modern machines and tools that they canmake and can afford to use. Only they shouldnot be used as a means of exploitation ofothers.

    Decentralisation

Gandhi strongly advocated decentralization ofeconomic system. Gandhi believed thatcentralization is the root caused of exploitationwhich leads to unemployment and poverty inIndia as the powers are concentration in thehands of few because ofcentralization.

Industrialization on a mass scale will necessarily

    lead to passive or ac

tive exploitation of thevillagers as the problems ofcompetition andmarketing come in.

    The concept of trusteeship

    Statutory Trusteeship

Few people are gifted with the talent of making wealth

He is not completely against owning private property rather ofthe opinion that people need to decide that.

The rich must act as trustees of their wealth to avoid classconflict

They would be allowed to retain the stewardship of theirpossessions and use their talent to increase the wealth, not fortheir own sakes, but for the sake of everyone in the society and

therefore without exploitation. The state would regulate the rate ofcommission which they

would get commensurate with the service rendered and itsvalue to society. Their children would inherit the stewardshiponly if they proved their fitness for it.

    Conclusion

He was interested in the growth of human beingsand more significantly the growth of the deprivedand underprivileged group of people. He was, in fact,

the supporter of the maximization of social welfareand he had a belief that the growth of an economy isrelied on the development of the totality of humanpersonality.According to him, an increase inpersonal income is an indication of the growth of

national income. But the opposite may not be truei.e. the growth of national income may not alwaysbenefit every man in society.
