1.) By June 30, 2018 each member of the Gananda Board of Education will have the information necessary to answer questions regarding our district’s performance.

2.) By October 30, 2017 the Gananda Board of Education will create an advocacy plan and will act on that plan throughout the year.

3.) Through presentations and discussions, the Gananda Board of Education will develop an understanding of the current state of digital citizenship throughout our schools and identify policies in need of modification by June 30, 2018.

4.) By April 1, 2018, the Gananda Board of Education will complete a review of our Board of Education development plan to identify necessary changes.

Summary:

Real property that contains a solar, wind, or farm waste energy system approved by the State EnergyResearch and Development Authority is exempt from taxation for a period of 15 years to the extent ofany increase in assessed value due to the system. Such property is liable for special ad valorem leviesand special assessments. The exemption as reenacted in 1990 is subject to local option (see below).

Property must contain a solar or wind energy system, an arrangement of solar or wind energyequipment designed to provide heating, cooling, hot water, or mechanical, chemical, or electricalenergy by the collection of solar or wind energy and its conversion, storage, protection, anddistribution. Solar or wind energy equipment qualifying the property for exemption includescollectors, controls, energy storage devices, heat pumps and pumps, heat exchangers, windmills, andother materials, hardware, or equipment necessary to the process by which solar radiation or wind iscollected, converted into another form of energy, stored, protected from unnecessary dissipation,

and distributed. It does not include pipes, controls, insulation, heat pumps, or other equipment that ispart of the normal heating, cooling, or insulation system of a building. It does include insulatedglazing or insulation to the extent that such materials exceed the energy efficiency standardsrequired by law.

 Alternatively, the property must contain a farm waste energy system, an arrangement of farm wasteelectrical generating equipment necessary to the process of producing, collecting, storing, cleaning,and converting agricultural waste biogas into forms of energy such as thermal, electrical, mechanicalor chemical and by which the biogas and converted energy are distributed on-site. It does not includepipes, controls, insulation, or other equipment that are part of the normal heating, cooling orinsulation system of a building. Farm waste electric generating equipment includes equipment thatgenerates electrical energy from biogas produced by the anaerobic digestion of agricultural waste,such as livestock manure, farming waste and food processing wastes with a rated capacity of notmore than 1,000 kilowatts that is: 1) manufactured, installed and operated in accordance withapplicable government and industry standards, 2) connected to the electric system and operated inconjunction with an electric corporation's transmission and distribution facilities, 3) operated incompliance with the provisions of Section 66-j of the Public Service Law, 4) fueled at a minimum of90 percent annually by biogas produced from the anaerobic digestion of agricultural waste such aslivestock manure materials, crop residues and food processing wastes, and 5) fueled by biogasgenerated by anaerobic digestion with at least 50 percent by weight of its feedstock being livestockmanure materials annually.

Structures that satisfy the requirements for exemption under RPTL §483-e (Anaerobic DigestionFacilities) cannot receive this exemption.

Payments in lieu of taxes

None required.

However, each county, city, town, village and school district (except the school districts of New York,Buffalo, Rochester, Syracuse, and Yonkers) that has not disallowed the exemption may require theowner to enter into a contract for payments in lieu of taxes. As part of such contract, the propertyowner may be required to make annual payments in an amount not to exceed the amounts whichwould have been payable without the exemption. Such a contract may not operate more than 15years, commencing from the date on which the benefits of this exemption first become effective.

Calculation of exemption

General municipal and school district taxes:

Increase in assessed value attributable to the solar, wind, or farm waste energy system. If a solar,wind, or farm waste energy system or components of it also serve as part of the building structure,the increase in value exempt from taxation is equal to the assessed value attributable to such systemor components multiplied by the ratio of "incremental cost" of the system or components to the totalcost of the system or components. The "incremental cost" is the increased cost of the solar, wind, orfarm waste energy system or component which also serves as part of the building structure, abovethe cost for similar conventional construction, which enables its use as a solar, wind, or farm wasteenergy system or component.

Note: Incremental cost calculations only apply when eligible systems are incorporated into structures.Incremental cost calculations should not be applied when the eligible system is standalone.

GANANDA CENTRAL SCHOOL DISTRICT RESOLUTIONAPPROVING revised FINAL SMART SCHOOLS INVESTMENT PLAN 12/13/17

WHEREAS, the Board of Education approved a preliminary Smart Schools Investment Plan (“SSIP”) on October 26, 2016 pursuant to The Smart Schools Bond Act (the “Act”); and WHEREAS, the preliminary SSIP was posted on the District’s website for at least 30 days, and the District included an address to which any written comments on the preliminary SSIP should be sent; and WHEREAS, the Board of Education conducted a public hearing on November 30, 2016 that enabled stakeholders to respond to the preliminary SSIP, for which adequate notice of the public hearing was provided through local media and the District website for at least two weeks prior to the hearing; and WHEREAS, the Board of Education has considered all public comments, and completed a final SSIP; WHEREAS the SSIP has been in the queue for approval for over one calendar year and device technologies have changed and prices have increased; the Board has reviewed the revised Investment Plan and determined that approval of the final revised SSIP is in the best interest of the District.

NOW, THEREFORE, BE IT RESOLVED that the revised final Smart Schools Investment Plan for School Connectivity ($190,676) and Classroom Technology ($197,800), as more fully described in the District’s Revised Plan dated 12/8/17, is hereby approved.

BOARD OF EDUCATION MEETING MINUTES – November 29, 2017 Ms. Robin Vogt, Board President, called the meeting to order at 7:04 p.m. PRESENT: Ms. Robin Vogt, Mr. William Buchko, Ms. Lisa Finnegan, Mr. Greg Giles, Mr. Stephen Nims, Mr. Charles Rothfuss, Mr. Greg Whitney ABSENT: None OTHERS PRESENT: Ms. Tracie Douglas, Gananda Middle School Principal; Ms. Kimberly Ernstberger, Richard Mann Elementary Principal; Ms. Leslie Ferrante, District Clerk; Mr. Matthew Mahoney, Ruben A. Cirillo High School Principal; Ms. Natalie Melnik, Business Administrator; Ms. Kelly VanLaeken, Director of Curriculum and Staff Development; Dr. Shawn Van Scoy, Superintendent. There were 21 public attendees. The agenda was reviewed and approved with a change to the order of the presentations and the addition of a report on the November 28, 2017 Student Achievement Committee meeting. Motion to approve the agenda with changes made Mr. Stephen Nims and seconded by Mr. Greg Whitney Vote: 7 Yes - 0 No. Motion carried. Ms. Robin Vogt opened the floor for public comment, there were none. Ms. Lisa Finnegan made a motion to approve the October 25, 2017 and November 8, 2017 Gananda Board of Education meeting minutes. Mr. Charles Rothfuss seconded the motion. Vote: 7 Yes - 0 No. Motion carried.

Mrs. Michelle Miller, Gananda Dollars for Scholars President, and Mrs. Lisa Fox, Gananda Dollars for Scholars, were in attendance to give an overview of the organization. The Gananda chapter of Dollars for Scholars (GDFS) has been in existence for 26 years and raises scholarship funds for qualified Gananda graduates. Award recipients must demonstrate a strong work ethic in their studies, and have contributed to their community. Scholarship applicants are required to log 20 hours of volunteer hours with at least 5 of those hours volunteering for Dollars for Scholars. Ms. Fox highlighted the GDFS fundraising efforts that include the annual phone-a-thon, Amazon Smile, United Way and donations from local sponsors. In 2017 approximately $36,000 was donated to 34 students. In the future they hope to offer renewable scholarships to Gananda graduates.

Mr. Michael Chasey, Gananda Sports Boosters President, and Ms. Debra Holmes, Gananda Sports Booster Treasurer, reviewed the mission of the organization and distributed the club’s by-laws. The group raises funds for athletics through various activities such as Monte Carlo Night, Spring Showdown, and various sales. Mr. Chasey stressed that it is their goal to create an organization that adds value for the athletes and to provide something that is sustainable. Mr. Chasey and Ms. Holmes will meet with Ms. Melnik to discuss the school district’s athletic budget to better understand what voids need to be filled.

Representatives from the Ruben A. Cirillo High School Student Congress presented their mission, procedures and membership. The group acts as a bridge between the student body and school administration, membership is open to all students that want to participate. Student Congress provides financial support to eligible students enrolled in Gemini courses, supports the yearbook by purchasing advertising, assists in the beautification of the high school as well as planning various social activities. Bald for Bucks is planned for their yearend event, the money raised will be donated to 13Thirty Cancer Connect. Dr. Van Scoy reviewed grades 3-8 ELA and math data from 2008-2017 comparing Gananda’s scores to our benchmark districts, similar districts and Wayne County school districts. The data shows similar trends throughout, on average Gananda performs better. Ms. Kelly VanLaeken shared additional data from grades 3-8 ELA and math using Fountas and Pinnell data and iReady results. Teachers from the various grade levels shared what they learned from the data and how they are using the data to target students’ needs to improve fluency and comprehension across the curriculum. During Board Reports, Ms. Lisa Finnegan reported that the Finance Committee met on November 3 where they reviewed the placement of residential students, transportation aid and the executive summary of the of GCSD analysis of revenue stream. Ms. Finnegan also reported that the Student Achievement Committee met on November 28 where they agreed on a purpose and will continue development of the dashboard. Mr. William Bucko reported that the Facilities Committee met on November 29 and discussed potential opportunities for investors to help with alternative energy resources. Ms. Robin Vogt opened the floor for public comment, there were none. During Board comments, Mr. Stephen Nims expressed his appreciation for the presentations made by the teachers on ELA and math and the work they are doing to improve student scores. The remainder of the Board reiterated his comments.

At 9:17 p.m. Mr. William Buchko made a motion to go into executive session to discuss a personnel matter. Mr. Stephen Nims seconded the motion. Vote: 7 Yes - 0 No. Motion carried. The Board came out of executive session at 9:37 p.m. at which time Mr. Greg Giles made a motion for adjournment. Mr. Greg Whitney seconded the motion. Vote: 7 Yes - 0 No. Motion carried.
