A Neighbourhood Plan is a way of helping local communities to positively influence the planning of the area in which they live and work. It means we can:

• have a say where new developments should be built and what they should look like• make sure there are enough community facilities for current & future residents• protect the local character and landscape, including important green spaces

Neighbourhood Plans were introduced through the Localism Act in 2011. Once made, Gamlingay’s Neighbourhood Plan will form part of the statutory development plan and this means that South Cambridgeshire District Council must use our Neighbourhood Plan to determine planning applications.

The Gamlingay Neighbourhood Plan is being prepared by a steering group made up of residents and members of Gamlingay Parish Council and will run from 2019 – 2031. The purpose of this Executive Summary booklet and the consultation sessions to follow in October is to share with you where we are with the plan and get your feedback on the vision, objectives and draft policy areas.

Gamlingay was designated as a Neighbourhood Area in 2015 and since then the steering group has been gathering a range of evidence to inform the draft plan. This has included analysing local social, economic and environmental data and reports on the area, and gathering views from residents, businesses and landowners through

public consultations and surveys. We have also worked on a Village Design Guide for Gamlingay in partnership with South Cambridgeshire District Council. The guide is a supplementary planning document to our Neighbourhood Plan and provides more detail on the distinctive character of the village with guidelines on how new developments should be designed.

People living and working in Gamlingay value and appreciate its special qualities – its rural feel, the wealth of amenities and local businesses and being part of a friendly community. Residents clearly told us that protecting our characteristic settlement pattern as a village with satellite hamlets and not eroding the open countryside are a priority. The steering group have listened and consulted on a wide range of issues in order to draft a plan which details how we see our Parish developing. Every effort has been made to ensure that the vision, objectives and draft policies in our Neighbourhood Plan accurately reflect the views and future aspirations of local people.

The consultation events on the draft Neighbourhood Plan during October are for residents and businesses to come hear all about it and to ask any questions. This is your chance now to tell us what you think and to make sure that we’re on the right track. Feedback can be provided in person via the consultation sessions and via paper & online feedback form (details at the end of this booklet). All events are listed below:

We will review all feedback gathered through the October consultation and work on the draft plan document. There will be a more formal consultation stage called Regulation 14 Pre-submission consultation later in the year when everyone will have the chance to read and feedback on the whole plan. Various statutory bodies will also be consulted at this point, and the Neighbourhood Plan will need to demonstrate general conformity with the National Policy Planning Framework. Once the plan has been assessed, if it complies with legislation and is deemed suitable, then residents will be asked to vote as to whether the Neighbourhood Plan should be formally made at a referendum planned for 2020.

We have identified 6 objectives which set out how this vision will be achieved in Gamlingay’s Neighbourhood Plan. Under each of these there is a summary of the draft proposed policies and there is a map on the next page for further context. Full draft policy wording and more detailed maps can be viewed on our website,gamlingay-future.uk, and at the consultation events.

OBJECTIVE 1: HOUSINGWe will meet the needs of the local community by supporting new housing that’s the appropriate size, affordable and adaptable. All new buildings will be built to high environmental standards. Policies GAM1 and GAM2 will ensure:

• New housing developments provide a mix of homes, in particular more affordable 1-2-bedroom dwellings and bungalows

• Properties are designed to be adaptable to the need of occupants, meeting industry standards set out in Building for Life 12

• The proposed development off West Road and the allocated housing site at Green End meet the housing needs identified for the period 2019-24

OBJECTIVE 2: LOCAL CHARACTERIn order to maintain the integrity of Gamlingay as a radial village with satellite hamlets and smallholdings, we will protect the open countryside and landscape setting. New buildings will reflect and contribute to the Parish’s strong sense of character.Policy GAM3 will ensure:

• Housing is located within the boundary of Gamlingay village (its development framework) to protect the open countryside separating the village from the hamlets and smallholdings

• Housing and employment buildings will draw upon the scale, form, materiality and massing of existing vernacular buildings described in the Village Design Guide

VISION For Gamlingay to continue to be a thriving and sustainable community, and an attractive, friendly and safe place to live and work. The Parish will seek to conserve its distinctive character as a radial village with satellite hamlets and easy access to open countryside, while nurturing and growing local employment and community facilities to ensure an outstanding quality of life for all residents.

OBJECTIVE 3: LOCAL ECONOMYWe will nurture and grow local businesses to sustain and develop new employment opportunities for residents in the Parish.Policies GAM4 and GAM5 focus on:

• The improvement and development of existing employment sites at Station Road (B1, B1c, B2 and B8 uses) and Green End (B1, B2 and B8 uses)

• The development of new employment sites at Mill Hill (B1c, B2 and B8 uses) and Drove Road (B1 and B2 uses)

• Ensuring no adverse impact for nearby residents from employment sites

OBJECTIVE 4: COMMUNITY FACILITIESWe will protect valued local amenities and seek developer contributions to ensure that local facilities adapt to meet the needs of our growing community.Policies GAM6, GAM7 and GAM8 ensure:

• New residential and business developments address the impact that they are likely to have on community facilities and contribute, where appropriate, to the provision of new community facilities

• The former First School playing field is designated as a new Local Green Space• Development proposals for the reuse of the former First School buildings and new

buildings on the brownfield site are for educational and community purposes

OBJECTIVE 5: TRANSPORTWe will develop a network of footpaths to promote walking, cycling, riding for everyday journeys and recreation. We will reduce congestion by encouraging more parking provision.Policies GAM9 and GAM10 ensure:

• New housing will be located within convenient walking or cycling distance to village facilities

• Improvements and additions to the public rights of way network, specifically for walking, cycling and riding, between the village, hamlets, employment sites and neighbouring villages

• Housing developments provide enough car parking for residents and visitors

OBJECTIVE 6: ENVIRONMENTWe will protect and where possible enhance the natural environment and the biodiversity of the Parish.Policies GAM11 and GAM12 ensure:

• Protection of key green spaces and wildlife within developments with publicly accessible green spaces for sport and recreation

• All developments do not obstruct or otherwise harm special views and vistas in Gamlingay

• No harmful development within a 200m cordon from the edge of Gamlingay Wood, Site of Special Scientific Interest
