Welcome to the Galloway Township Volunteer Fire Department. As a Firefighter, we hope your Volunteer Firefighter career with the Township is rewarding. The Galloway Township Fire Department has proudly served our community since 1924. The Department is made up of five fire companies including Oceanville, Germania, Pomona, Bayview and South Egg Harbor. Please remember that we serve the residents of the Township of Galloway. The manner in which we portray ourselves affects the Township. We work as a team and we are always willing to help and assist each other if the need arises. We wish you the best of luck as a member of the Galloway Township Fire Department.

The Galloway Township Fire Department Standard Operating Guideline book is not intended to be all-inclusive concerning the policies and procedures of the Galloway Township Fire Department. It is intended as a source of answers to commonly asked questions and concerns along with Township Fire Department policy. It is incumbent upon all members of the Volunteer Fire Department to familiarize themselves with the Township Fire Department policies and procedures. This guide will periodically be revised and updated as warranted. All Volunteer Firefighters will be given revised copies and made aware of any changes and / or additions. Any questions, concerns or suggestions with regard to this guidebook are welcome and should be made directly to the Township Fire Chief or Administrative Assistant.

Implementation of Standard Operating Guidelines

Index As: GTFD-1 Effective Date: September 21, 2006 This guideline contains the following sections:

I. Introduction

A. The Galloway Township Fire Department recognizes the need for Standard Operating Guidelines in order to facilitate safe and effective fire and rescue operations.

B. All manual shall be kept current and supplementary pages concerning additions and

revisions (changes clearly noted and dated) shall be promptly and properly inserted. Manuals shall be kept and maintained at each fire station and at radio dispatch center.

C. Procedures contained in the manual have been promulgated so as to follow for uniform

services. Ignorance of any provision will not be accepted as an excuse. II. Establishment of Standard Operating Guidelines B. The establishment of Standard Operating Guidelines will be the responsibility of the Township Chief and the Company line officers. C. All proposed Standard Operating Guidelines will be thoroughly reviewed by the Township Chief and line officers during a Township Line Officer’s Meeting. Any proposed changes, additions, or deletions from the proposal will take place prior to implementation. D. A 2/3 vote of those present is required to implement a new or updated Standard Operating Guideline. III. Responsibilities of Company Chiefs A. Each Company Chief or his designee will be responsible for ensuring that all personnel in their Company have been thoroughly explained all Standard Operating Guidelines. A sign-in sheet will be utilized to document that this was completed and will be filed at the Company level.

IV. Responsibilities of Line Officers A. All Line Officers are responsible for ensuring compliance with Standard Operating Guidelines. B. Serious infractions or repeated disregard of Standard Operating Guidelines by a member shall be handled at the Company level according to Company By-Laws. V. Responsibilities of All Members A. All members of the Galloway Township Fire Department are required to thoroughly familiarize themselves with all Standard Operating Guidelines and clarify any questions with a line officer.

Response to Stations in Personally Owned Vehicles

Index As: GTFD-2 Effective Date: November 1, 2006 This guideline contains the following sections:

I. Introduction A. The Galloway Township Fire Department recognizes the importance of standards for Personally Owned Vehicles (POV’s) utilized for Fire Department activities. Fire Department activities include but are not limited to attendance at alarms, drills, meetings or work details. B. Safety of fire personnel and the general public is the primary consideration any time a member reports to their fire station in a POV. C. Violations of this guideline may subject members to disciplinary action on a Company level. D. The Township Chief or a Company Chief has the right to request a member’s driver’s license, registration, or insurance card to ensure compliance with this guideline. In addition it is understood that the Fire Department administration office may conduct a driver’s license check of a Fire Department member at any time. II. Responsibilities of Fire Department Members A. All members operating a POV while engaged in a Fire Department activity must have a valid driver’s license. B. Any POV utilized for Fire Department activities must be properly insured and registered. C. Any unsafe vehicle condition which could jeopardize the safety of the member or the general public must be corrected prior to being used for a Fire Department activity.

III. Operation of Personally Owned Vehicles in Response to an Alarm

A. Members responding to the station in their POV shall utilize due caution for the safety of themselves and other motorists.

B. Members who are under the influence of alcoholic beverages or medication which

would impair his or her judgment are not permitted to respond to alarms. C. Members responding to an alarm are not exempted from following the traffic laws of the

State of New Jersey. D. Members responding to the station in their POV must wear their seatbelts.

IV. Use of Warning Devices on Personally Owned Vehicles

A. The Township Chief, Company Chiefs, and Company Assistant Chiefs are permitted to utilize a red warning light as well as an audible siren in response to an alarm.

B. Company Captains, Lieutenants, Safety Officers and Firefighters are permitted to utilize

a blue warning light while responding to an alarm. C. Probationary Members and Junior Members are not permitted to utilize any type of

warning devices while responding to an alarm. D. Any member who displays a warning device on their POV must have a valid permit

issued by the New Jersey Motor Vehicle Commission (MVC) and follow the guidelines set forth in MVC regulations.

Radio Communications

I. Introduction A. The purpose of this guideline is to establish a standard protocol for Fire Department radio usage in order to minimize confusion and maintain effective communications during Fire Department operations. II. General Radio Procedures

A. Personnel will become thoroughly familiar with the operation of Department radios. B. Plain language will be used when operating Department radios. Codes will be avoided

in order to eliminate confusion. C. Transmissions should be as brief as possible, using a normal tone of voice. D. When relaying a lengthy transmission, be sure you are acknowledged before transmitting. E. Personnel will ensure that the radio is clear prior to transmitting. Avoid “cutting out” other users. F. At no time will profanity or other misuse of Department radios be tolerated. G. Any complaints or concerns regarding the conduct of a dispatcher will be brought to the Company Chief.

III. Channel Assignments

A. Fire Dispatch (DISPATCH) is utilized for dispatching Township fire companies. 1. On major incidents Fire Dispatch may be utilized for all communications between incident command and Central. The incident commander will advise Central if they intend on utilizing Fire Dispatch for this purpose. 2. Fire Dispatch may also be utilized as a call in channel for off duty personnel to report emergencies to Central such as motor vehicle crashes, crimes in progress, etc. B. Fireground (FGROUND) channels are utilized for general fire communications and

fireground operations. Each Township Company is assigned a fireground channel which corresponds with their district number. For example, Oceanville Fire Company #1 is assigned Fireground 1.

1. Companies will sign on the air on their designated fireground channel and utilize

this channel for the duration of an incident. 2. Mutual aid Companies will sign on the air utilizing their Company fireground

channel and stating that they are switching to the fireground channel of the district they are responding to.

a. For example, if Germania Engine 26-25 is responding into Pomona, the radio operator will state on Fireground 2, “Engine 26-25 to Central, responding, switching to Fireground 3.” Engine 26-25 would request an assignment from the incident commander and sign on location using Fireground 3 and remain on this channel for the duration of the incident. b. If a mutual aid company requires directions to the scene the request should be made on their own fireground channel prior to switching over to the working fireground channel. 3. A Company dispatched to cover another station will utilize their Company fireground channel and monitor that channel for assignments. a. For example, if Bayview Engine 26-44 is covering Oceanville fire station, Engine 26-44 will remain on Fireground 4 until released. 4. In the event that additional fireground channels are needed at a major incident,

the incident commander may utilize Fireground 6 or a fireground channel of another Company on scene.

a. For example, if a working fire in Oceanville requires the deployment of the FAST team due to a firefighter down, the FAST team would remain on Fireground 1 and all other personnel would switch over to Fireground 6.

5. EMS Command will switch over to the working fireground channel to facilitate immediate communications in the event of a medical emergency.

6. In situations where our Department will be working with other agencies without 800mhz capabilities, Communications will patch the appropriate fireground

channel to VHF Atlantic County Fire 2 or another appropriate VHF channel. a. For example, if South Egg Harbor will be providing or receiving

mutual aid to Laureldale, Central will patch Fireground 5 to VHF Atlantic County Fire II.

b. If Germania was then dispatched to the same incident, Central would have responding Germania units switch to Fireground 5 because a patch is already set up on that fireground channel.

c. Out of Township mutual aid assignments may also be patched from Fireground 6 at the discretion of the senior Company officer.

C. Landing Zone Operations (LZ OPS1) is utilized for landing zone communications

with medevac and the dispatcher only. For example, if South Egg Harbor Fire Company #5 is working at the scene of a motor vehicle crash and a medevac is requested, personnel at the crash scene would utilize Fireground 5 while personnel at the landing zone site would utilize LZ OPS1. LZ OPS 2 is utilized for the same purpose if a second medevac is requested.

D. Tanker Task Force Operations (TTF OPS) and Large Diameter Hose Operations

(LDH OPS) are utilized for mutual aid task force responses. These channels will be patched by Central to the appropriate VHF frequencies.

E. Administration (ADMIN) is a digital channel for officers to communicate privately.

This channel will only be programmed in officer’s portables and mobiles. F. Galloway Police (GTPD) is a digital channel for officers to monitor police

communications. This channel will only be programmed in officer’s portables and mobiles.

G. Galloway EMS (GTEMS) is utilized to communicate with EMS personnel if

necessary. H. Absecon or Egg Harbor City Fire (ABFD or EHCFD) will be utilized for mutual aid

into these municipalities. I. County Office of Emergency Management (CO OEM) is utilized to contact OEM

or HAZMAT personnel responding to a local incident.

COMMON RADIO TRANSMISSIONS

The following is a list of examples of common radio messages. It is intended to give a basic guideline in use of the fire radio system and is not all inclusive.

A. Upon responding to an assignment, the officer/senior man on board the apparatus will advise Galloway Communications in the following manner: EXAMPLE: “Engine 26-44 to Central, responding, 499 (officer or driver’s ID number).”

B. Upon arriving at an assignment, the officer/senior man on board the apparatus will advise Galloway Communications in the following manner: EXAMPLE: “Ladder 26-48 to Central, on location.”

C. Within one to two minutes of arrival, if incident command has been established but no assignment has been given, the officer/senior man should request an assignment in the following manner: EXAMPLE: “Engine 26-34 to Command, what is our assignment?”

D. If no incident command has been established, the first arriving apparatus will need to provide Communications with an update. In addition, the officer/senior man on the apparatus will need to assume incident command. This may be done in the following manner: EXAMPLE: “Engine 26-24 to Central, on location, nothing showing. 299 will be (location of assignment) command.”

E. Normally the Incident Commander will advise Galloway Communications when the entire Company is back in service. In the event that the Incident Commander advises Communications that apparatus will sign back in service individually, the officer/senior man may advise Communications in the following manner: EXAMPLE: “Engine 26-53 to Central, back in service.”

F. If the officer/senior man finds it necessary to contact another apparatus by radio, it may be done in the following manner: EXAMPLE: “Engine 26-13 to Ladder 26-48.”

G. Incident Command may designate crews to handle specific tasks. These crews will be designated as Interior, Rescue, Traffic Ops., etc. Contacting the incident commander to give an update may be done in the following manner.” EXAMPLE: “Interior to Command, fire appears to be knocked down.”

H. The pump operator will be known as “(Apparatus number) pump”. He may be contacted in the following manner: EXAMPLE: “Interior to Engine 26-16 Pump, increase pressure”

A. The Galloway Township Fire Department recognizes that fire or rescue operations conducted on or near highways present a significant danger to all emergency personnel.

B. Although no procedure can guarantee safety to all personnel operating at a highway

incident, the following guideline is designed to minimize the likelihood of injuries to emergency personnel.

C. Although the following guideline mainly pertains to highways such as Route 30 or the

Garden State Parkway, all firefighters must remain aware and take precautions against vehicular traffic regardless of the location of an incident.

II. Definitions

A. Advance Warning—Procedures which advise approaching motorists to transition from normal driving to that required by the temporary emergency traffic control measures

B. Audible Warning Device—A deviice which emits a loud warning signal such as an

apparatus mounted airhorn or a portable handheld airhorn C. Blocking—Positioning fire apparatus on an angle creating a physical barrier between upstream traffic and the work area D. Buffer Zone—The space between personnel and emergency vehicles in the protected work zone and moving traffic E. Downstream—The direction that traffic is moving as it travels away from the scene

F. Highway—A heavily traveled roadway, such as U.S. Route 30 or the Garden State Parkway G Highway Incident—A fire or emergency incident which occurs on or near a highway and requires personnel to work in close proximity to moving traffic

H. Position of Relative Safety—A position at the scene of a highway incident that affords personnel a relative level of safety. For example, standing next to fire apparatus on the opposite side of traffic or standing on the roadside well away from traffic I. Spotter—A firefighter designated to constantly observe traffic and immediately activate an audible warning device if the actions of one or more motorists endanger emergency personnel J. Termination Area—The downstream end of the work area where motorists may resume driving at normal speed in their normal lanes of travel K. Traffic Safety Officer—A firefighter, normally the Company Safety Officer, designated by the Incident Commander to maintain and/or improve safety at a highway incident. The Traffic Safety Officer may have one or more deputies.

L. Transition Area—The lanes of a roadway in which approaching motorists change their speed and position to comply with the traffic control measures established at a highway incident M. Upstream—The direction that traffic is traveling from as the vehicles approach the highway incident

N. Work Zone—The temporary area of a roadway within which emergency personnel perform their duties at a highway incident

III. Responsibilities of Individual Firefighters

A. Firefighters working at a highway incident should wear full turnout gear to give themselves greater protection and visibility. Firefighters should arm their PASS device when working in low light conditions.

B. Firefighters are generally safest when they remain inside apparatus. Personnel should

consider the necessity of exiting apparatus when they have not been given a specific assignment by the Incident Commander.

C. All firefighters operating on or near a highway must remain constantly aware of

vehicular traffic and other hazards such as wires down, slippery road conditions, etc. D. Firefighters should exit apparatus using the door which is closest to the shoulder of the

roadway whenever possible.

E. All firefighters who have exited apparatus should attempt to stand in a position of

relative safety.

IV. Responsibilities of the Apparatus Driver A. Safety must be the primary consideration of the apparatus driver when approaching an

emergency scene. The scene should always be approached at a slow speed with due caution for other persons and vehicles.

B. The driver should consult with the Incident Commander and/or the apparatus officer to

determine the best location to park apparatus.

C. The driver should always park the apparatus in a manner in which the apparatus will be blocking the emergency scene from oncoming traffic.

D. The driver should always park the apparatus so that the pump panel faces away from

traffic when possible.

E. The driver should position apparatus with regard for the needs of specialized apparatus crews such as ladders or rescues.

V. Responsibilities of the Incident Commander

A. The Incident Commander has the ultimate responsibility for scene safety of a highway incident.

B. The Incident Commander should coordinate with police personnel in order to maximize

safety for all personnel involved. This may include shutting down a lane of traffic, diverting traffic, or stopping traffic altogether.

C. The Incident Commander should designate a Traffic Safety Officer and deputies if

manpower permits. D. The Incident Commander must remain aware of any changes at the scene which would

require a change in traffic safety tactics. E. Should the Incident Commander determine that a highway incident will continue for

greater than two hours he will work with police to notify the appropriate highway authority to respond to the scene and assist in traffic control.

F. The Incident Commander should clear personnel from the scene as soon as possible.

VI. Responsibilities of the Traffic Safety Officer

A. The Traffic Safety Officer should coordinate his activities with Incident Command and police personnel.

B. The Traffic Safety Officer will act as a traffic spotter or appoint one or more deputies to

do so. The spotter(s) will be responsible for the following:

1. The spotter(s) will maintain a position of relative safety on or near fire apparatus.

This position must allow the spotter a full view of oncoming traffic. 2. The spotter will have immediate access to an audible warning device. 3. The spotter will immediately sound the audible warning device if the actions of

one or more motorists endanger emergency personnel.

C. Other responsibilities of the Traffic Safety Officer may include:

1. Positioning other fire apparatus ahead of the scene in a manner that provides additional protection to emergency personnel.

2. Deploying signs, traffic cones and/or flares in order to assist in directing oncoming traffic away from emergency personnel. (Note: Personnel assigned to deploy cones or flares should always face oncoming traffic and/or work with a spotter.)

D. The Traffic Safety Officer must remain aware of any changes at the scene which would

require a change in traffic safety tactics. VII. Traffic Diversion Plan Note: Because all highway incidents are different the following will serve as a general guideline in setting up a safe work area. Traffic, manpower, and weather conditions must all be taken into consideration in a traffic diversion plan. A. Transition Area 1. The transition zone should begin approximately 150 feet upstream of the incident to provide advance warning to oncoming motorists. 2. Place cones or flares at approximately 15’ intervals in a manner which will guide traffic away from the work area and into the desired lane. Always place and retrieve cones while facing toward traffic. 3. If additional apparatus is available it may be parked at an angle within the transition zone to further protect the work area. B. Work Area 1. Ensure that at least one piece of apparatus is positioned on an angle at the upstream end of the work area. 2. Deploy a spotter with an audible warning device in a position of relative safety at the upstream end of the work area. The spotter should sound multiple long blasts in the event of a threat. 3. A buffer zone should be created between emergency personnel and moving traffic. Additional apparatus and or cones or flares should be utilized to create a buffer zone. 4. Ensure that the work area is large enough to allow for all incoming emergency vehicles and apparatus. C. Termination Area

FIREGROUND EMERGENCY PROCEDURES

I. Overview

A. The Galloway Township Fire Department recognizes the importance of clear and concise procedures for declaring fireground emergencies.

B. All members will be thoroughly familiar with these procedures in order to minimize

firefighter life hazards. II. Definitions

A. Abandon

1. An immediate, imminent hazard to interior firefighters exists. All firefighters will immediately exit the building from the nearest egress point, leaving fire equipment unless that equipment is needed to exit the building.

2. This is a dire emergency, usually a collapse in progress.

B. Mayday

1. A firefighter is lost, trapped, or injured and requires immediate assistance. A Mayday should be declared by radio verbally or by depressing the emergency button.

2. A Mayday declaration will result in the deployment of the FAST team if practical. 3. A Mayday may also be declared by Command or Operations if one or more

firefighters are missing and presumed to require assistance. III. Abandonment Procedures

A. Abandonment of a Structure

1. When the incident commander believes that an immediate, imminent hazard to interior firefighters exists, an abandonment order will be given and defensive operations will be undertaken.

2. The order will be given by radio to all interior teams in the following manner: “Command (or Operations) to all interior teams, abandon the structure immediately, repeat, abandon the structure immediately.”

3. If practical, the interior teams will acknowledge by radio that they have received the order. They will vacate the structure from the nearest practical egress point, leaving any fire equipment inside the structure unless such equipment is needed to exit the building.

4. Three consecutive five second blasts from the air horn of the closest apparatus will also be undertaken to signal that the building is being abandoned.

5. Upon exiting the structure interior teams will report to the personnel staging area to retrieve their accountability tag as per Township policy.

B. Procedures for Lack of Acknowledgement of Abandonment Orders

1. If a team has not acknowledged the order within 15 seconds, a repeat radio broadcast will be given by Command along with a repeat air horn sequence.

2. Command will notify Communications to broadcast the order using the fire fleet button and an alert tone, in the event that the team has mistakenly switched to another fire channel.

3. If no acknowledgement is received from an interior team at that point the team will be considered to be in need of rescue, and the incident commander will deploy the FAST team as per Township policy.

IV. Mayday Procedures

A. Responsibilities of Firefighter(s) in Need of Assistance

1. Should a firefighter become trapped or injured inside a structure, a Mayday will be transmitted by radio as soon as practical. The broadcast should relay as much information as possible. This includes but is not limited to the name(s) of the firefighter(s), the type of emergency, their location or last known location, and any tools that may be needed for rescue. For example: “Mayday. Mayday. Firefighters X and Y are trapped, second floor bedroom, C side, cutting tools needed.”

2. If difficulty is encountered in transmitting due to injury or heavy air traffic, he should immediately depress the radio emergency alert button and then give the Mayday broadcast if able.

3. The firefighter(s) in need of assistance shall activate their PASS device(s) to assist the FAST team in locating them.

4. The firefighter(s) should remain as calm as possible in order to conserve air supply and notify FAST Operations of their air supply status.

B. Responsibilities of the Operations Officer (Note: These responsibilities may be conducted by the Incident Commander in the

event that an Operations Officer cannot be appointed due to manpower issues or other factors.)

1. Operations will acknowledge the Mayday and immediately notify Command. 2. Operations will deploy the FAST team as per Township policy. The FAST Team Officer will coordinate firefighter rescue operations.

3. Operations will continue coordinating fire suppression activities. C. Responsibilities of the Incident Commander 1. Command will immediately notify Communications to broadcast an alert tone and

advise all personnel of a Mayday situation. Communication will be instructed to switch all other fireground operations to a separate channel.

2. Command will request Communications to dispatch at least one additional FAST team and at least one additional BLS ambulance and ALS unit. The number of additional FAST and EMS teams will be dependant upon such factors as the number of firefighters in need of rescue, the number of personnel available on scene, weather conditions, etc.

4. It is imperative that the Incident Commander ensure that fire suppression activities continue. A failure to do so will increase the danger to the trapped firefighter(s), the FAST team, and other fire personnel.

5. In the case of a collapse or other serious emergency, the Incident Commander or Operations Officer must ensure that accountability of on scene personnel is taken as soon as possible. This should be delegated to a Safety or Accountability officer.

C. Responsibilities of the FAST Team Officer

1. The FAST Team Officer will coordinate firefighter rescue operations in accordance with Township guidelines.

2. The FAST Team Officer will maintain constant communication with the FAST team and the firefighter(s) in need of assistance.

3. The FAST Team Officer will update Operations as to the status of the rescue and may make recommendations regarding fire attack and ventilation which would benefit the downed firefighters and FAST team members.

D. Post Mayday Incident Protocol

1. Medical evaluation is the first priority once firefighters in need of assistance are rescued. FAST team members should be evaluated as well.

2. In the event that a firefighter requires transport to the hospital the Incident Commander is responsible for sending at least two Department representatives to personally contact the spouse, parent, or other close relative of the firefighter(s). The Department representatives should be prepared to transport the family member(s) to the hospital, assist in arranging child care, and contact the employer of the firefighters.

3. If the incident involves the death or serious injury of a firefighter the Incident Commander will contact Communications to activate the Critical Incident Response Team (CIRT). The CIRT should also be contacted in the event that any fire personnel exhibit significant psychological stress on scene or at a later time.

I. Purpose

26-05-01 The purpose of this section is to address the availability status of a

firefighting resource within the Galloway Township Fire Department organization. The section will further address the proper notifications that must be made when a resource is determined to be out of service. These notifications include the Galloway Township Fire Chief, Central Communications, and the Atlantic County Fire Coordinator, and the proper process to do so.

II. Availability

26-05A-00 Availability

26-05A-01 Responsibility: The Galloway Township Fire Department shall keep all apparatus, equipment, and resources in a condition that allows them to be ready for a response 24/7. A resource is considered available when it is in proper working order, free from mechanical problems that will hinder the unit’s effectiveness on an incident.

26-05A-02 Available Definition: A resource will be listed as available when

the resource has been checked over and determined to be in proper operating condition to perform its intended function on an incident. This determination shall be constantly updated as a result of a resource review.

26-05A-03 Resource Review: All resources that are available to the

Galloway Township Fire Department shall be reviewed for intended functionality and tested as needed. The frequency of review is determined by the Company Chief, Township Chief, or by national standard i.e. NFPA, ISO regulations.

26-05A-04 Problem Discovery: In the event a problem is discovered that impacts a resource, the issue should be addressed in a timely fashion according to the resource. This process should be performed as quickly as possible to bring the resource back into service.

III. Out of Service

26-05B-00 Out Of Service

26-05B-01 Responsibility: The Galloway Township Fire Department shall repair, or if necessary replace, the resource that is in need of service. The repair priority of the resource will be determined by the resources place in the department’s critical infrastructure. It will then be determined if the resource is to be listed as out of service.

26-05B-02 Out of Service-Definition: A unit will be out of service when the

resource is unable to perform its intended function on an incident. 26-05B-03 Out of Service: When it is determined that a resource will be out

of service, a length of non-available time must be determined.

26-05B-04 Out of Service-Limited: A unit that will be out of service for a

relatively short amount of time will be considered limited for unavailable status. Some examples shall include: - Regular scheduled maintenance, service, fuel - Training - Parades - Funerals - Any event that will last less than one operational period

(12hrs.) *NOTE: Any specialized resource out of service for any amount of time shall follow the Extended Out of Service criteria (26-05B-05) which include Tender, Ladder, Brush, Rescue, Cascade

26-05B-05 Out of Service-Extended: A unit that will be out of service for a long period of time will be considered extended for unavailable status. Some examples shall include: - Major repair or service - Equipment failure - Unavailable for more than one operational period (12-hrs.) Any specialized resource for any amount of time. (Tender, Ladder, Brush, Rescue, Cascade)

26-05C-01 Notification of an Out of Service Resource: When it is determined a resource will be out of service for a determined length of time, limited or extended, notification shall be made through the fire company chain of command, eventually making notification to the Galloway Township Fire Chief & Galloway Township Dispatch Center (Central).

26-05C-02 Central Notification Limited-Out of Service: When a unit is

determined to be out of service for a limited amount of time (as described in 26-05B-04), the Galloway Township Dispatch Center (Central) shall be notified of the resource status. Notification of a resource being placed in a limited out of service status should be relayed to Central with a reason and an appropriate time line.

-Notification Example: “Central, Engine 26-54 will be out of service from 09:00 through 16:00 for regular maintenance, will confirm when available.”

26-05C-03 Central Notification Extended-Out of Service & Broadcast:

When a unit is determined to be out of service for an extended amount of time (as described in 26-05B-05), the Galloway Township Dispatch Center (Central) shall be notified of the resource status. Notification of a resource being placed in an extended out of service status should be relayed to Central with a reason and an estimated time line if available. Central shall then broadcast the unavailable unit status during the 19:15 pager test.

-Notification Example: “Central, Engine 26-44 is out of service because of a pump problem, will advise when available. Please broadcast at 19:15 test.”

-Broadcast Example: “All Galloway Township Fire Personnel, Engine 26-44 is out of service until further notice.”

When it is determined that the resource is again available for service, Central shall be advised of the status change and again broadcast the units availability.

-Notification Example: “Central, Engine 26-44 is back in service and available, please broadcast at 19:15 test.”

-Broadcast Example: “Attention all Galloway Township Fire Personnel, Engine 26-44 is back in service.”

26-05C-04 Specialized Resource Out of Service: When a specialized

Broadcast: When a specialized resource is determined to be out of service, Central shall be notified of the resource status. The status of the resource shall immediately be broadcast over 800mhz & Atlantic County Fire Frequency 1 (154.310mhz), utilizing the Galloway Township Fire Department “All Call” tone. The resource status shall again be broadcast at the 19:15 pager test.

26-05C-06 Atlantic County Fire Coordinator Notification: When it is

determined that a resource will be out of service for an extended period of time, or a specialized resource is out of service for any length of time, the Atlantic County Fire Coordinator (909-7200) shall be notified. This notification shall be by the Galloway Township Central Dispatch Center District 26. When the unit is determined to be back in the available status, the Atlantic County Fire Marshall shall again be notified of the status change via the Galloway Township Central Dispatch District 26.

II. Special Announcements

A. Township Chief, Company Chief or Captain may contact the communication Center to

request a special announcement. The dispatcher shall make record of all requests. Announcements if at all possible should be done in conjunction with the evening test.

B. All Announcements must be called into Central by 17:30 hours.

One such announcement may be to advise of the death of a member. Wording should be as follows:

I. Purpose

A. In an effort to provide a safe and productive environment conducive to Volunteer Fire Fighters the Galloway Township Fire Department requires members to submit to a Return to Work evaluation after taking any type of medical leave to determine that the member is able to perform the duties of the position.

II. Definitions

A. Fit for Duty- the physical and mental ability of an employee to perform that employees

job duties. B. Light Duty- Light duty shall consist of any light work which does not conflict with

restrictions set forth by a physician.

III. Procedure

A. When the Fire Department finds reason or need to send a member for a fit for duty physical the following should take place.

1. The Company Chief / Assistant Chief will notify the Township Chief along

with the Administrative assistant.

2. The Company Chief / Assistant Chief will notify the member to contact the administrative office to obtain the necessary steps of obtaining the “Fit for Duty Physical”.

3. The administrative office will work with the member to obtain the necessary information needed to schedule the date of the physical. (See attached guidelines)

4. The results of the physical will be considered confidential information and will

be shared only with those who need to be advised 5. Based on the results of the medical evaluation and recommendation by the

Township physician the Fire Department will decide on specific action to be taken depending on the facts of the case.

6. The Township will absorb the cost of the exam.

7. Refusal on the part of the volunteer will result in disciplinary action up to and

including termination.

IV Light Duty Assignments

A. Light duty shall be a means to have useful work for a volunteer member to do when because of an injury or illness he/she is unable to perform regular Volunteer Fire Fighter duties. Light duty shall consist of the following

I. Introduction

A. The Galloway Township Fire Department has a Rescue Randy for use to all Galloway Fire companies for Training. This will be kept at one of the five stations. The company using it will be responsible to return the Rescue Randy to the designated station that houses it. This training tool weighs 165 pounds and all members should be aware of the weight prior to using Rescue Randy.

II. Responsibilities of company Training Officer and / or Line Officer (OIC)

A. The OIC of the training event is to make sure the members of the Company training

know the proper lifting techniques before using Rescue Randy B. If ladders are being used to bring Rescue Randy down from an elevated area the OIC

should use spotters to ensure the trainee’s safety.

C. The OIC should allow any member that will be lifting or moving Rescue Randy the ability to lift it before the actual training begins.

III. Proper usage of Rescue Randy

A. Rescue Randy is not to be used in the same area as an actual fire. Rescue Randy is to be kept away from any open flame.

B. Rescue Randy can be used in a smoke house

I. Introduction

A. The Galloway Township Fire Department recognizes the importance of proper behavior from all members at a fire scene, motor vehicle accident, training or any other fire department activity.

B. Safety of fire personnel and the general public is the primary consideration at all fire department activities.

C. Violations of this guideline will subject members and companies to disciplinary action on a department and/or company level.

II. Incident Command

A. The Galloway Township Fire Department will follow the Incident Command Guidelines

on all incidents. B. When more than one company is sent to an incident the first arriving firefighter will

assume command. As ranking officers arrive command can be turned over to the highest-ranking officer. All firefighters are to follow the orders of Command. This will include the orders of an officer from a different company.

III Department Officers

A. All Galloway Township Fire Companies will have a Chief, Assistant Chief, 4 Captains, and a Safety Officer. Companies can elect to have up to 4 Lieutenants.

B. The Galloway Township Fire Department will have a Township Chief and a Deputy Township Chief.

C. If at any scene there is not an above listed officer the senior firefighter will assume command at a scene.

V. Fire Ground Etiquette

D. Members of all Galloway Township Fire Companies will follow the incident command system.

E. All members will follow the instructions of the incident commander, operations officers or safety officer.

F. All members will tag in and out of all incidents G. When arriving on an apparatus to an incident all members will follow their assignment.

No member will free-lance at any incident scene. H. If a staging area’s have been designated all members arriving on location will respond

to the staging area. I. All firefighters will exit any structure when alerted to do so. J. No member(s) shall engage in any type of verbal or physical altercation on any incident

location. If any problem arises the member is to report to the incident commander to report the problem.

K. All Galloway Township Fire Personnel are expected to remain professional at all incidents.

L. Members are expected to report to the rehab area when advised to do so by fire command or fire operations.

VI. Discipline

M. If the infraction that occurred is deemed to be a minor offense by the Incident Command

the Chief of the Company the member is from is to be advised and the company will handle the incident. A written incident report is to be placed in the members Township File for a period of six months. If no other incidents occur during this time the report will be removed.

N. If the infraction is between members from different companies and is deemed as serious by the Incident Commander an officer of each company will make a panel and a hearing will be held. The Township Deputy Chief will run the hearing. If a member involved is from the Deputy Chief’s Company then the Township Chief will run the hearing.

O. The panel can impose one or more of the following: i. Written warning in file ii. Suspension iii. Removal from the Galloway Twp Fire Department iv. Mediation between disputants v. Criminal charges vi. Anger Management Class vii. Any other class/course deemed necessary

P. Any Company that refuses to follow this policy will also face discipline measures in the form of losing Township Funding for a year.

I. Introduction

A. The Galloway Township Fire Department recognizes the need for a central location for the application process. Effective immediately the application process will begin with the administrative office.

II. Procedure

A. The application packet will be distributed to the requesting applicant.

B. The applicant will have the responsibility to complete the packet in its entirety and return it to the Fire Department Administrative Office.

C. The Administrative Office will arrange for the applicant to have a N.J. Drivers License

abstract conducted.

D. A Criminal back ground will be conducted. This includes Finger Printing. Finger Printing is a service, which is offered to the applicant. The Administrative Office will arrange a date and time of finger printing and will notify the applicant of such date. The applicant will be reimbursed for the charge of Finger Printing.

E. The local fire company to which the applicant applied to will contact him/her for an

interview only after the above requirements are completed and found to be satisfactory to the Galloway Township Fire Department.

F. If the applicant is found to have met all the requirements set forth by the company,

the applicant will be contacted by the Administrative Office to arrange a physical examination. The cost of the exam will be the Township Fire Departments responsibility. There will be no cost to the applicant.

G. After all of the above has been completed in its entirely the applicant will be

contacted by the local company of a date to report for training and equipment.

Training Reimbursement

Index As: GTFD-13 Effective Date: January 17 2008 Purpose: This guideline is to set a standard policy for scheduling and paying for training for members of the Galloway Township Fire Department.

I. Scheduling classes II. Paying for classes III. Types of classes IV. Reimbursements I. Scheduling Classes: The proper request for training form should be completed and signed

by the Company Chief. The request for training form should be sent to the Administrative Assistant for Township Chief approval. The Galloway Township Fire Department will use the Atlantic County Fire Training Center as the primary Training Facility. A member may attend classes at other facilities but the Township Fire Chief must approve this.

II. Paying for classes: The Galloway Township Fire Department will pay for approved

training as long as there are funds available. If there are no funds available the member can either wait to take the class, have the company pay, or pay for the class themselves. Each company must provide a list of members taking a class and what the class is to ensure payment. If a company does not follow this policy that company could be made to pay for the training. NO EXCEPTIONS.

Firefighters that signing up for a class and does not show up or cancel 7 days prior to the class or get a substitute as per the County Cancellation Policy and we get billed for it, the firefighter will be responsible for the cost of the class. This will also include anyone dropping out of or failing a tested class. This will take affect starting with the new Fall semester of 2010.

III. Types of classes: The GTFD will only pay for classes related to firefighting and that have

been pre-approved by the Township Chief. Other classes may be approved and considered eligible for funding on a case-by-case basis.

Reimbursements: If a member pays for a class they must provide a copy of the certificate and cancelled check to the Administrative Assistant. The Township Chief will make the final decision on the reimbursement.

A. Township Turnout Gear: Is gear that is purchased by the Galloway Township Fire Department and is provided to a company for use by a member.

B. Swapping Gear: Any company with Township purchased gear can offer turnout gear to

another company if a need should arise.

C. Savings: This program was an attempt to save the department funding, allowing for additional purchasing of standardized gear.

D. Safety: This program was also created to provide the firefighters of Galloway Township

a safe set of gear that meets or exceeds State Standards.

II. Care of Gear: At no time should any member alter any turnout gear that has been purchased by the Township. This will include but not limited to patches or harnesses. If a member alters Township gear that member’s company will be held financially responsible for that gear. If a member alters the gear and it is deemed unsafe the gear is to be taken out of service and the company will be held responsible to replace the gear.

I. Authority

A. The organizational structure of the Department, specifically as to chain of command and officer responsibility is governed by Township Code Chapter 7. The organizational chart clearly shows a chain of command structure, which should be adhered to as much as possible. While top management of the Department maintains an “Open door” policy, the opportunity to speak directly to the chief of the Department on issues and concerns should be reserved for situations of a unique nature or when confidentiality needs to be observed. Conflict resolution must be attempted at a lower lever before being brought up to the top.

B. However, when the attempt to bring ideas and suggestions up or resolve conflicts at a

lower level fail, then the Chief encourages membership to address their concerns with him. When this is done, the Chief will want to know what attempts were made at resolution at a lower level prior to his involvement. Whenever possible, appointments to speak with the Chief should me made through the Administrative Office.

C. All Fire Company issues should be dealt with on a company level. In the event that this is

not possible, all matters should be brought to the Township Chief while being compliant with company policy. In the event the Township Chief cannot resolve any conflict, he and only he will contact the Township Manager to advise him or her of the conflict. The Township Chief will advise the Township Managers Office that a Company representative

A. On a report of a plane crash, two JAW’s units and the jurisdiction’s station shall be

I. Purpose

This guideline is to set a standard policy for Galloway Township Firefighters working on company and or department apparatus. This policy is to prevent injury or death of any person(s) working on or around the apparatus.

II. Chocking Vehicle

Prior to working on any vehicle, the vehicle must have a wheel chock placed in front of a tire and another in the rear of a tire to prevent the truck from rolling in either direction.

III. Removing Key

If the vehicle being worked on has a key it is to be removed prior to working on the vehicle.

IV. Signage

If the vehicle does not have a key, a sign is to be placed on the steering wheel advising the truck is out of service and being worked on. No person shall start or move this vehicle when this signage is being used.

V. Lifting

If for any reason the vehicle being worked on is to be lifted off the floor the member must be certain the jack being used is capable of lifting the weight of the vehicle. If the member is unsure or cannot find a proper size jack the vehicle will not be lifted.

Junior Firefighter Membership Rules and Regulations

I. Authorization

A. Pursuant to N.J.S.A. 40A:14-95 (Establishment of Junior Firemen’s Auxiliary) the Township of Galloway Fire Department recognizes that inclusion of junior firefighters within the ranks of the respective fire companies. These rules and regulations authorize junior firefighters, but in no way obligate a company to have same. Those choosing to do so should amend their company by-laws accordingly, providing additional regulations as necessary.

Activities of junior firefighters shall conform completely with N.J. S. A. 40A: 14-95,96,97 and 98 and the New Jersey child Labor Law, N.J.S.A. 34:2

II. Definition

A. A junior firefighter is any member of a Township Fire Company between the ages of 16 – 18 years of age.

III. Requirements for Membership

A. Application for junior firefighter membership should meet the same requirements as that of a regular member in a company. e.g. residency

B. Applicant must be examined by a physician and determined to be fit. The State Relief

Association Physical is recommended.

C. Written parental (or legal guardian) consent must accompany all applications. IV. School Requirements

A. A junior firefighter must maintain at least a “C” average in all academic school classes and present a report card to be put into their file after every marking period. If less than a “C” average is received in any academic class, the member will not be permitted to be involved in company activities until a note from the teacher(s) issuing the grade(s) below a “C” is given to the chief or President. The note should indicate that any grade below a “C” has been raided to at least a “C”.

VI. Probationary Period

A. It is recommended that new junior firefighter serve a probationary period of at least three months. At the end of the probationary period, the membership committee or other committee so designated should review performance to see if membership should be continued.

VI Equipment Issued

A. Junior firefighters must be issued full turn-out gear and be thoroughly instructed on the use of same. This equipment must be housed at the respective fire station.

B. Pagers may be issued to junior firefighters if the company so desires, but must be

returned upon termination. Pagers may not be worn by junior firefighters in school. Violation of this will result in immediate termination.

VII. Hours in Which Junior Firefighters May Respond to Calls or Attend Company Activities

A. On a school night, a junior firefighter is not permitted to respond to any call or attend company activities after 10:00 p.m. The only exceptions to this are severe emergencies. A senior officer will determine such an emergency. However, this shall not interfere with school.

B. On a non-school night, a junior firefighter under the age of 17 may not respond to calls

or attend any activity after midnight or before 6:00 a.m. The only exceptions are severe emergencies.

C. On a non-school night, a junior firefighter who as reached the age of 17 may respond to

calls and attend other activities all night with written parental or guardian consent.

D. A junior firefighter is not permitted to respond to a call that would make him or he late for school.

VIII. Use of Equipment

A. Junior firefighters may operate equipment used by a company under the supervision of a trained member under the following conditions:

• Use of such equipment must be permitted under child labor laws. Use of K-12

saws, cutters, etc. is prohibited. • Junior firefighters are not to be directly engaged in the extinguishment of a fir

• Junior firefighters are not to drive fire apparatus at any time

IX. Response to Incidents and Activities

A. Junior firefighters are permitted to respond to fire alarms and incidents within the times set forth in section VII. However, they must respond to the fire station and not directly to the incident. Full turn-out gear must be donned, and then the member’s should report to the officer or senior member in charge of a piece of apparatus. If a seat is available and giving priority to senior members, the junior member may respond on the apparatus in a seated and belted position. The officer or person in charge of the apparatus is responsible for he junior member through the incident unless the responsibility is turned over to an officer or designee at the scene. Orders are to be taken from that officer or designee within the restriction of section VIII.

X. Training

A. Junior firefighters should be encouraged to attend and take part in all company drills so as to gain knowledge in firefighting operations. Special training sessions should be held with junior firefighters periodically. The first such session should be an orientation held within the first week of membership during which time instructions on turn-out gear and specific restrictions are to be extensively reviewed.

Fire Fighters Offering Individual Service

I. Purpose

One of the finest traditions of American community life is the service, which people render to others without remuneration.

II. Benefit Eligibility

A. All active volunteer members of the Galloway Township Volunteer Fire Department who are injured “In The Line of Duty” are eligible for Workers Compensation benefits (NJSA 34:15). The benefits are dictated by New Jersey Law and are automatic. Benefits include payment of all related medical bills and certain wage replacement benefits. Failure to promptly report an injury EVEN IF MEDICAL CARE DOES NOT APPEAR NECESSARY may result in denial of benefits. Therefore it is in your best interests to report all injuries IMMEDIATELY, no matter how minor they may seem at the time. This way a record of the incident will be on file

III. What “In the Line of Duty” Means

A. “In The Line of Duty” is defined in the Workers Compensation Act and covers volunteer firefighter in various emergency situations. Many non-emergency activities are compensable under the Act, when authorized by the proper authority. Some covered activities include: o Participation at a fire, hazardous material incident, alarm of fire or

other emergency o Travel to, from, and during fires or other calls to which the

o Response to requests for Mutual Aid that are initiated through the Galloway Township Volunteer Fire Department

training if authorized by the Galloway Township Volunteer Fire Department.

o Assistance in training at the Atlantic County Fire Academy acting or assisting as a trainer / instructor if authorized by the Galloway Township Volunteer Fire Department.

o Participation in authorized drills, parades, funerals, inspections or reviews, or public exhibitions conducted for firefighters

o Testing fire apparatus and equipment, fire alarm systems, water systems and fire cisterns

o Construction, repair, maintenance and inspection of the firehouse o Attendance at required meetings.

IV Activities not covered by Law

A. There are a number of activities of volunteer firefighters that are not covered under the New Jersey Workers Compensation Statute. Some of these include: o Self-deployment to emergencies outside of the Galloway Township

Volunteer Fire Department jurisdiction o Work or service not rendered as a volunteer firefighter for the

Galloway Township Volunteer Fire Department o Work or service rendered while on leave of absence or while

suspended from duty o Work or service performed against orders

All Workers Compensation benefits are governed by NJSA 34:15 and the ultimate applicability of benefits will be determined in accordance with the Act.

Not every circumstance can be covered in a two page memo. If you have any questions as to whether a contemplated activity is covered by Workers Compensation it is best to ask ahead of time.

IV. Operations

A. Working and staying together, the FAST TEAM will:

o Set up the tarp and place tools in an area designated by the IC (Incident Commander)

o Monitor radio traffic and observe the building for changing conditions A. With the approval of the IC (Incident Commander)

o The FAST TEAM can perform exterior building “recon) o The FAST TEAM can place precautionary back-up hose lines in place.

They should place a dry 2-½” hose line with a 1 ½” breakdown capable nozzle at the fire building for FAST TEAMS use. They may also bring a high-rise bag.

o The FAST TEAM can place ground ladders on the building for precaution if firefighters are working on upper floors

o The FAST TEAM shall stay together until it is put into service or properly relieved.

o When the FAST TEAM is placed into service, a new FAST TEAM shall be designated.

o When the FAST TEAM is placed into service, the TEAR principle will be used.

o The T.E.A.R. Principle consist of a

Team Leader

o The Team Leader should carry the radio thermal

imager at a minimum and assist with the other

equipment. He/She is called the Team Leader because He/She may not be an Officer

Extrication Member

o The Extrication member should carry the Irons and

Fast bag and assist with the other equipment. His/Her job is to free the downed firefighter from obstructions and restrictions and assist with air bottle switchover and firefighter removal.

Air Member

o The Air member should carry the extra SCBA and

assist with the other equipment. His/Her job is to ensure the downed firefighter has an adequate air supply and switch the air supply to the carry- in one if needed.

Rope Member

o The Rope member should carry the rope bad and the medical bag and assist with other equipment. His/Her job is to deploy the search rope on the way in and pick up the search rope on the way out.

o The Team Leader enters first, Extrication second, Air third and Rope forth.

The Rope member controls the search rope deployment. o Upon exiting, Rope exit’s first, keeping the rope out of the way, the Team

Leader is second, keeping in contact with rope and guiding Air and Extrication out of the building.

o If extra personnel are available they can form a second FAST team or

assist the first team with extra equipment.

o If only three (3) personnel are available then the Team Leader performs the rope duties.

o If only Two (2) personnel are available then the personnel must assume

the duties of the whole Fast team.

o As more manpower arrives at the scene, a fresh arriving unit should replace the FAST team. After properly relieving the FAST team, the new unit should take over the existing equipment with the exception of SCBA’s being worn and become the FAST TEAM and the old FAST TEAM should report to the IC (Incident Commander) for assignment. If manpower is available FAST TEAMS should be rotated every thirty (30) minutes.

(This makes the team more alert. Gives the IC a crew who has been on the fire ground for a time and knows what is going on. It keeps the crew from becoming complacent.

V. OPTION

A. Laminated sheet attached to the apparatus accountability board that lists the procedure to follow when a FAST TEAM is needed.

B. Place a FAST team bag on apparatus in each company. Contains small hand

tools and spare SCBA.

C. Use a stokes basket to carry the tools to the fire ground

D. Take power tools, rotary and chain saws, cribbing, hydraulic tools.

Chain of Command

I. Purpose

To provide an overview of the organizational hierarchy and chain of command structure of the Department.

II. Organization

A. The Galloway Township Fire Department encourages all of its members to become and remain actively involved in the organization. Participation and involvement in the day-to-day operations of the Department allows members to show initiative and develop leadership skills, while instilling a sense of pride in the organization.

III. Chain of Command

A. The organization chart of the Department clearly shows a chain of command structure, which should be adhered to as much as possible. While top management of the Department maintains an “Open door” policy, the opportunity to speak directly to the Chief of the Department on issues and concerns should be reserved for situations of a unique nature or when confidentiality needs to be observed. For most routine situations, members are encouraged to offer their ideas, concerns and issued to the Captain, Lieutenant, Assistant Chief or the Company Chief before addressing the situation with the Township Fire Chief. Conflict resolution must be attempted at a lower level before being brought to the top.

B. However, when attempts to bring ideas and suggestions up or resolve conflicts at

a lower level fail, then the Chief encourages membership to address their concerns with him. When this is done, the Chief will want to know what attempts

were made at resolution on a lower level prior to his involvement. Whenever possible, appointments to speak with the Township Chief should be made thru the Administrative Office.

C. Firefighters may also bring problems on an administrative nature directly to the

Company President or Vice President, who will attempt to solve the problem or involve the necessary Officers as needed.

IV. Township Officials

A. The Township Manager will only be involved if the conflict cannot be resolved. B. It shall be the sole discretion of the Township Fire Chief to allow permission for

parties to involve the Township Manager with regards to unresolved conflicts. No member of any Fire Company should be contacting the Township Manager or Township personal with any Fire Company issues without obtaining permission from the Township Fire Chief prior.

I. Incident Command System

A. The Incident Management System to be utilized for all incidents shall be the Incident Command System.

II. Establishing Command

A. Command shall be established on all incidents by the first arriving officer or radio operator

of first in Engine Company if no officer is present. The first incident commander upon arrival on the scene must conduct a quick size up and report same to dispatch. Dispatch shall repeat initial size up.

Size up to Include:

• Confirmation of location • Type of incident e.g. Building Size (small, medium, large) Height (In-floors)

A. The Officer or other person assuming command should be advised of the following;

• Resource Status- resources on the scene and responding. Tactical assignments and forecasted needs for additional resources.

IV. Time Allowances

A. Situation(s) shall be activated immediately upon receiving report of incident. At no time shall a police unit be called upon to investigate an incident prior to fire department activation. Simulcast call.

B. If a station does not respond in three (3) minutes, that station will be reactivated along

with the next alarm station. V. Ambulance Activation

A. The Galloway Township Ambulance Squad shall be activated automatically on any

report of a structure fire. The squad shall report directly to scene and may only be released by Incident Commander’s notification to Central. On specific report of entrapment, two units shall respond. Squad should be released ASAP.

VI. Information to First Responding

A. First responding unit will confirm address or location of incident. Central will verify. Central will advise unit of the following:

• Nearest Cross Street • Nearest hydrant location (if applicable) • Information available through CAD • Known conditions as reported to dispatch

B. Current information shall be provided to responding units as it becomes available.

VII Third Alarm Calls

A. Following activation of respective stations. ALL CALL PAGER TONES shall be utilized advising that a “3rd Alarm Fire is in Progress” and the location of incident. When fire is placed under control, Central shall broadcast the “under control”

Use and Care of Automated External Defibrillators (AED’S)

I. Purpose

Sudden cardiac arrest is a leading cause if firefighters fatalities in the United States. The Galloway Township Fire Department recognizes the life-saving capabilities of Automated External Defibrillators in the treatment of victims of sudden cardiac arrest.

II. Required Training

A. A minimum of five members of each company must be trained in CPR and use of the AED through the American Heart Association. This certification must be renewed on a bi-annual basis. This training must include use of oxygen and related equipment.

III. Required Equipment and Accessories

A. Each company has been issued a Heartstart FR2 AED contained in a first aid bag. Additional items that must be carried in this bag are as follows:

1. Two sets of AED electrodes 2. Razor 3. Scissors 4. “D” Size oxygen bottle with regulator 5. Adult non-rebreather oxygen mask 6. Adult nasal cannula 7. Pediatric non-rebreather mask 8. Adult bag valve mask (BVM) 9. Pediatric bag valve mask BVM)

B. Individual companies may supply additional first aid equipment as they see fit III. Use of AED

A. In the event that a firefighter or other individual suffers from cardiac arrest at a

fire station of other fire event, only those members who have completed the required training may operate the AED. Members who are not certified may assist with CPR and other patient care at the discretion of the senior firefighter who is AED certified.

C. Firefighters utilizing the AED will abide by AHA procedures

IV. Pose AED Use

A. The senior AED certified firefighter in charge will ensure that the AED is cleaned of any bodily fluids using a 1:10 bleach solution or commercial disinfectant. Universal precautions (gloves and hand washing) must be followed.

B. The senior AED certified firefighter will contact Central Communications to notify

the Fire Department AED Coordinator (Joe Picardi) or the Assistant AED Coordinator (Rodney Calimer) to restock supplies and obtain the memory card from the AED for reporting purposes.

C. As long as one set of AED electrodes is still available, the AED may remain in

service until the AED Coordinator or the Assistant AED Coordinator can respond. V. Care, Storage and Maintenance of the AED

A. The first aid bag containing the AED should be kept in first responding apparatus to ensure its availability at fire scenes.

B. The first aid bag should be kept in a secure compartment to avoid significant jarring during movement of the apparatus

C. The AED must be removed from the first aid bag at least once each month to inspect it for damage or other malfunctions. The status window should show a flashing hourglass. If the status window is blank or shows a red “X”, or if the AED is emitting a chirping sound it must be taken out of service and the AED Coordinator or Assistant Coordinator must be notified.

D. Contents of the first aid bag, including oxygen and related supplies must be checked monthly along with the AED to ensure the fullest state of readiness.

I. Workplace Violence

A. The Galloway Township Fire Department will not tolerate workplace violence. Violent act or threats made by any member against another member or property is cause for immediate dismissal and will be fully prosecuted.

B. This includes any violence or threats made on any Galloway Township Fire Department

calls, drills, special events or any Galloway Township Fire Department function. C. Prohibited conduct includes

a. Causing physical injury to another person b. Making threatening remarks c. Aggressive, hostile, or bullying behavior that creates a reasonable fear of injury to

another member or subjects another member / individual to emotional distress d. Intentionally damaging Fire Company property or property of another member /

individual. e. Possession of a weapon without proper authority. f. Committing acts motivated by, or related to, sexual harassment or domestic

violence.

D. Any potentially dangerous situations must be immediately reported to your Chief or next Officer in charge.

E. The Township Fire Chief will actively intervene in any potentially hostile or violent

situation.

F. Discipline will be handled as outlined in SOG GTFD 11 Fire Ground Etiquette II. General Anti-Harassment

A. It is the Township of Galloway Fire Department policy to prohibit harassment of an

volunteer, or invitee on the basis of actual or perceived sex, race, creed, color, religion, national origin, ancestry, age, marital or political status, affection or sexual orientation,

domestic partnership status, atypical heredity, cellular or blood trait, genetic information, disability (including AIDS or HIV infection), liability for service in the United States armed forces, and/or any other characteristic protected by law. While it is not easy to define precisely what harassment is, it includes slurs, epithets, threats, derogatory comments, unwelcome jokes, teasing, and other similar verbal or physical conduct.

B. If a member is witnesses to or believes to have experienced harassment, immediate

notification of the Chief or other appropriate Officer should take place.

C. Harassment of any members, in connection with their work, by non-employees may also be a violation of this policy. Any member who experiences harassment by a non-member, or who observes harassment of any member by a non-member should report such harassment to the Chief. Appropriate action will be taken.

D. Notification of appropriate personnel of any harassment problem is essential to the success

of this policy and the Township of Galloway Fire Department generally. The Fire Department cannot resolve a harassment problem unless it knows about it. Therefore, it is the responsibility of all members to bring those kinds of problems to attention of the appropriate officials so that steps are taken to correct them.

E. Violation of this harassment policy will subject members to disciplinary action, up to and

including immediate discharge. III. Anti-Sexual Harassment

A. It is the policy of the Township of Galloway Fire Department that sexual harassment of any

kind will not be tolerated. It is every member’s responsibility to keep the organization free of sexual harassment.

1. Definition: Sexual harassment is defined as any unwanted and unwelcome attention

or verbal or physical conduct of a sexual nature based on gendered that causes an employee to feel uncomfortable, intimidated, offended and creates a hostile work environment when:

a) Submission to request for sexual favors or tolerance of such behavior is made either explicitly or implicitly a term or condition of an individual’s membership; or

b) Submission to or rejection of such conduct by an individual is used as the basis

for membership decisions affecting such individuals; or

c) Such conduct has the purpose or effect of unreasonable interfering with an individual’s work performance or creating an intimidating, hostile or offensive environment, including but not limited to:

1) Gender harassment-generalized gender based remarks and behavior;

2) Seductive behavior-inappropriate, unwanted offensive physical or verbal sexual advances;

3) Sexual Bribery- solicitation of sexual activity or other sexual favor linked

by promise of rewards, (Quid Pro Quo);

4) Sexual Coercion- coercion of sexual activity by threat of punishment; and

5) Sexual Assault- gross sexual imposition such as touching, fondling, grabbing or assault.

I. All members, females and male, shall be permitted to volunteer in an environment free

from all forms of unlawful discrimination and conduct which can be considered harassing, coercive, or disruptive, including sexual harassment. Sexual harassment is a form of misconduct, which undermines the integrity of the Departments relationship. Sexual harassment debilitates morals, interferes with productivity, and therefore will not be tolerated.

J. In order to ensure the integrity of the environment, Chiefs & Officers are required to

ensure adherence to and compliance with the policy. Upon being informed of possible sexual harassment, they are required to take appropriate, immediate action and response, including informing the member of their right to file a discrimination complaint with the Township

K. Members are encouraged, whether directly or thorough a third party, to notify the alleged

harasser that the behavior in question is offensive and unwelcome. However, failure to do so does not preclude the right to file a complaint.

L. Members are encouraged to promptly report all alleged incidents of sexual harassment to

the Galloway Township Fire Chief.

M. Any written complaint must include the following information:

1. Name and department of the complainant; 2. Name and department of the accused party; 3. Nature and circumstances, in detail, of the alleged incident of sexual

harassment, including but not limited to: the injuries or consequences suffered by the complainant, the names of any witnesses to such actions suffered by the complainant, the names of any witnesses to such action and the duration of the incident in question: and; If applicable, to whom, when and how previous incidents have been reported.

N. Nothing shall prevent the complainant from providing other information or documents they

believe are essential for the fair adjudication of their case. The initial complaint may be made orally or in writing. If the complaint is made orally, the Chief Officer shall request the complainant to reduce it to a written document that shall be signed by the complainant.

O. The complaint of sexual harassment shall be investigated by the Township Fire

Department and shall include but not be limited to:

ii. Interviewing the complainant in detail; iii. Interviewing all potential witnesses, including those persons who may have knowledge

of similar incidents;

iv. Interviewing the accused party in detail; v. Reviewing files for similar incidents involving the complainant and the accused; vi. Assessing the presence or absence of corroborated evidence for either party.

P. To the extent possible, the sexual harassment investigative proceedings will be conducted

in a manner to protect the confidentiality of the complainant, the alleged harasser and all witnesses. All parties involved in the process will be advised to maintain strict confidentiality, from the initial meeting to the final decision to safeguard the privacy and reputations of all involved.

Q. It shall be a violation of this policy for any member to make reprisals against any person because he/she has filed a complaint, testifies or assisted in any proceeding under this policy. Threats, other forms of intimidation, and /or retaliation against the complainant or any other party based on involvement in the complaint process may be cause of disciplinary action.

R. The Township Chief will address all complaints. The alleged harasser will be notified once

the complaint is received. During any investigation, the offending party may be removed from duties that require contact with the complaint in the matter if appropriate.

S. A finding of no probable cause as a result of an investigation does not necessarily establish

that an accusation is false. However, this policy shall not be used to intentionally bring false or malicious charges against any member.

T. Incidents that are of a criminal nature shall be referred to the Police Department.

U. Disciplinary action for members found in violation of this policy may be aggressive in

nature, but is not required to be, and include:

1. Oral Reprimand; 2. Written Reprimand; 3. Reassignment; 4. Suspension (with or without pay); 5. Demotion; 6. Termination; 7. Referral to the Criminal Justice System.

V. Members of the Township Fire Department shall be provided with training, by a person

trained to conduct such training, by a person trained to conduct such training, which shall include a detailed discussion of the following:

8. A detailed explanation of what constitutes sexual harassment; 9. The procedures for filing a sexual harassment charge; 10. The procedures to be followed in the investigation of a sexual harassment

charge; 11. Management’s obligation regarding incidents of sexual harassment

W. Record keeping requirements.

1. Since the charge of sexual harassment is a grave and serious one, false accusations of sexual harassment are, and will be treated as a disciplinary offense and will result in a level of punishment appropriate for a person engaging in such behavior. A person who knowingly and /or recklessly fails to give truthful testimony during any sexual harassment investigation shall also be guilty of having made false accusations.

Purchase of Fire Apparatus / Fire Vehicles

I. Scope

A. This policy applies to all persons / members who are in good standing within any of the five Galloway Township Fire Companies

II. Purpose

A. No officer or member of any Galloway Township Fire Company who is employed by any

Fire equipment company shall be permitted to represent and/or sell any products from the business he/she is employed by.

B. No officer or member of any Galloway Township Fire Company who is employed by any

Fire Apparatus Dealer shall be permitted to represent or sell any vehicles or products from the business he/she is employed by.

C. No officer or member of any Galloway Township Fire Company shall take any gifts or other

perks from any Fire Equipment Dealer or Apparatus Dealer. This will include but not limited to any dinners, gifts, golf outings, or sporting events.

D. Two (2) Officers or members selected by the individual companies may take a final

inspection trip to inspect the new apparatus. If a company wants to make additional trips or send additional members it will be on the individual company to pay for these trips.

E. The officers or members that go on the trip must retain all receipts from the trip and they

shall be turned into the Fire Department Office file.

Fire Department Members that have charges pending and or charged for a criminal offense of a misdemeanor, or felony

I. Purpose

A. This guideline is set to ensure equal and fair disciplinary responses to members of the department who have pending or have been charged with criminal, felony or misdemeanor charges including Motor Vehicle Charges.

II. Definitions

A. Criminal Charges: pertains to any law enforcement agency that files a criminal

complaint(s) against the member B. Motor Vehicle Charges: Deals with members who are convicted of DWI and are placed on

the suspended Drivers list.

C. Driving While Intoxicated (DWI)- driving while intoxicated

D. Intoxicated: to make somebody drunk with alcohol or stupefied with drugs or other substances

E. Felony: a serious crime such as murder that is punished more severely than a

misdemeanor.

F. Misdemeanor: Class of criminal offenses less serious than felonies and sanctioned by less severe penalties

G. Member: This pertains to all members of the Galloway Township Fire Department –

Station 26-1 Oceanville, Station 26-2 Germania, Station 26-3 Pomona, Station 26-4 Bayview, and Station 26-5 South Egg Harbor.

III. Procedure

A. Any member that has been brought up on any crimes (Criminal, Motor Vehicle, Felony or Misdemeanor) are required to report them to the Company Chief, Asst. Chief, President or Vice President with in five (5) days. It shall than be the responsibility of the Company Chief, Asst. Chief, President or Vice President to inform the Township Chief. If any member neglects to comply with the above, they will be terminated immediately.

B. Any member of the Galloway Township Fire Department that is charged criminally may

face an Administrative Suspension pending court hearings.

C. Any indictable offense will constitute an automatic suspension.

D. Any member that receives an Administrative Suspension will not be responsible for the calls, drills, or work nights during this time. The member is also not permitted to be on fire company property during this time. All company and Township equipment is to be returned within five (5) days of the suspension.

E. All Galloway Township Fire Department Members are required to report to the Company

Chief, Assist. Chief, President or Vice President the outcome of their Court Proceedings.

F. If the member is found not guilty he/she will be placed back on the active roster and permitted to respond to all company and department functions.

G. Any member found guilty of a criminal offense of the 1st, 2nd 3rd or 4th degree will be

terminated from the Galloway Township Fire Department. All equipment both company and township must be returned within 7 days of the sentencing. If the member does not return the equipment he/she will be charged criminally by the Fire Department for theft.

H. Any member that is charged with DWI can maintain their active membership pending their

court hearing. If the member is found guilty and loses his/her driver licenses they will not be permitted to drive any company or township owned vehicles. This would include driving the vehicles on company property. The member is also not permitted to drive to the fire station for any reason. He/She must find alternate transportation for all company events including fire calls.

I. Any member who loses his or her driving privileges (loss of motor vehicle license) for any

reason must notify the Company Chief, Asst Chief, President or Vice President with in five (5) days.

J. Any member who does not have a valid Drivers License will not be permitted to drive to or

from the Firehouse or drive apparatus.

K. It is the member’s responsibility to notify the Chief, Asst Chief, President and Vice President when their driver’s license privileges have been reinstated.

L. Upon completion of the member’s driver license suspension an abstract will be run and

status verified. Once it is confirmed the member’s license is valid and has received clearance from the Company Chief driving privileges will be reinstated for Township / Company purposes.

M. Galloway Township Fire Department can run periodic abstracts of members of the department.

N. Any member convicted of a Second (2nd) DWI offense is immediately dismissed from the

Galloway Township Fire Department.

O. Any member not reporting / disclosing any of these incidents to the Chief, Asst. Chief, President or Vice President with-in five (5) days of the incident will face automatic termination from the Galloway Township Fire Department.

Safe Operation of Fire Apparatus / Fire Vehicles

I. Scope

A. This policy applies to all persons who operate Fire Department Apparatus / Vehicles II. Emergency Response

A. Galloway Township Fire Department apparatus shall be operated in a manner that provides

for the safety of all persons and property. Safe arrival shall always have priority over unnecessary speed and reckless driving enroute to an emergency incident.

B. It is the responsibility of the driver of each Fire Department apparatus to drive safely and

prudently at all times. Apparatus shall be operated in compliance with the New Jersey Motor Vehicle Code. This code provides specific legal exceptions to regular traffic regulations, which apply, to Fire Department Apparatus only when responding to an emergency incident. Emergency response does not absolve the driver of any responsibility to drive with due caution. The driver of the apparatus is responsible for its safe operation at all times. The Officer in charge of the apparatus has the responsibility for the safety of all operations.

C. When responding n an emergency mode, warning lights must be on, sirens must be

sounded, and or air horns must be blown intermittently to warn drivers of other vehicles.

D. The use of the sirens and warning lights does not automatically give the right-of way from other drivers, based on their awareness of the emergency vehicle. This requests the right-of-way from other drivers, based on their awareness of the emergency vehicle. Apparatus

drivers make their presence and intended actions know to other drivers, and must drive defensively to be prepared for the unexpected, inappropriate actions of other drivers.

E. All responses by Fire Department apparatus will occur with due regard to life and property.

F. Drivers are responsible for operating at a safe and prudent speed at all times.

III. Achieving A Safe Emergency Response

A. Prompt, safe responses shall be attained by:

1. Leaving the station in a standard manner:

a. Quickly mounting apparatus. b. All personnel don full protective equipment, are seated and belted before the

vehicle moves. (Exception: The driver shall don protective equipment after setting up the apparatus at the incident)

2. Driving defensively and professionally at reasonable speeds 3. Knowing the destination and how to get there.

4. Using warning devices to move around traffic and to request the right-of-way in a

safe and predictable manner.

B. Quick response shall not be attained by

1. Leaving station before the crew is buckled and wearing full protective equipment, or before apparatus doors are fully open.

2. Driving too fast for conditions

3. Driving recklessly or without regard for safety.

4. Taking unnecessary chances with intersections.

5. Intimidating or scaring other drivers

IV. Seat Belts Required

A. All Township Fire Department Volunteer employees are required to use seat belts at all time when operating a Township vehicle. All personnel shall ride only in regular seats provided with seat belts. Ridings on exposed positions are not permitted on any vehicle at any time.

V. Intersections

A. Intersections present the greatest potential danger to emergency vehicles. When approaching an intersection with the right-of way, emergency vehicle drivers shall not

exceed the posted speed limit and shall remain alert to the possibility of other vehicles entering the intersection.

B. When approaching a red light, stop sign or yield sign, if there is any oncoming traffic or if

the driver does not have a clear view of all approaching streets, the vehicle shall come to a full stop. The emergency vehicle may proceed only when the driver can account for all oncoming traffic in all lanes yielding the right-of-way. If there is any doubt, the emergency vehicle shall come to a full stop and wait until the intersection can be crossed safely.

VI. Emergency Response Limited

A. Emergency response is authorized only in conjunction with emergency incidents. In order to avoid unnecessary emergency response, the first arriving company shall establish incident command and remain cognizant of the fact that other units are responding emergency. As soon as possible the IC will advise other responding units to continue responding in an emergency mode, to proceed non-emergency to the incident, or to cancel their response. If situations appear not to be on an emergency nature, such as no threat of fire, or a false alarm reported by an alarm company, response shall be made non-emergency.

VII. Passing

A. During an emergency response, fire vehicles shall avoid passing other emergency vehicles. If passing is necessary, arrangements shall be conducted through radio communications and permission grated to pass.

VIII. Backing Apparatus

A. Drivers should avoid backing whenever possible: Where backing is unavoidable, guides shall be used. If no spotter is available, the driver shall walk completely around the apparatus before backing. Driver should sound the horn before backing.

IX. Signals For Backing

A. STRAIGHT BACK: One hand above the head with the palms toward face, waving back. Other hand at your side. (Left or right-hand optional)

B. TURN: Both arms pointing the same direction with index fingers extended. (Driver has

option as to which way he turns apparatus and spotter then assists the driver in backing apparatus)

C. STOP: Both arms above head with open hands

D. NIGHT BACKING: Signals will be the same. The spotter will assure that the spotlights on

rear of apparatus are turned on before he allows apparatus to be backed. A flashlight may be carried, but at no time will it be directed toward mirror.

E. SPOTTER SAFETY:

o The spotter should try to always be in the view of the driver’s side mirror. (There will be rare exceptions where a spotter will have to use passenger side)

o A helmet will be worn by all spotters in traffic. Once the driver has determined the

direction of the turn, the spotter has complete control of the movement of the apparatus. If there is ever any doubt as to the safety of wither spotter or apparatus, stop the maneuver until proper adjustments are made.

X. Operating At The Scene Of Emergencies

A. The unique hazards of driving on or adjacent to the fire ground requires the driver to use extreme caution and to be alert and prepared to react to the unexpected. When driving apparatus on the fire ground, drivers must resist the tendency to drive hastily or imprudently, due to the urgent nature of fire ground operations.

B. Drivers must consider the dangers their moving vehicle poses to fire ground personnel and

spectators who may be preoccupied with the emergency, and may inadvertently step in front or behind a moving vehicle. Drivers must also be aware of the potential that exists for vehicle accidents on or near the fire ground due to the distractions caused by the emergency.

C. When stopped at the scene of an incident, vehicles should be placed to protect personnel

who may be working in the street and warning lights shall be used to make approaching traffic aware of the incident. At night, vehicle mounted floodlights and any other lighting available shall be used to illuminate the scene. All personnel working in or near traffic lanes shall wear high visibility vests or reflective turn out gear.

I. Overview

A. All Fire Personnel operating at Emergency Incidents in the Township of Galloway involving “Hazardous Areas”. Conformance with N.J.A.C. 5:75. To improve the safety of us the Firefighters. Enables quick identification of “missing” personnel and probable whereabouts in the event of a catastrophic event

II. Definitions

A. Hazardous Area: Location that may pose a safety / health threat to Firefighters due, but

not limited, to:

o Products of combustion, oxygen enriched/deficient atmosphere, or potential Immediately Dangerous to Life and Health (IDLH) atmosphere

o Hazardous equipment operation o Hazardous equipment operation o Possibility of Firefighters to become lost, disoriented, or trapped including, but not

limited to, confined spaces and Wildland areas III. Equipment

A. Tags, Primary and Secondary Accountability: Laminated Plastic Tag containing member’s name, Company name, and Department name with a ring and trigger snap B. Tag, Personnel Identification: Printed plastic card resembling Department ID card containing photo of member, name, Company name, and Department (Stays in turn-Out coat)

C. Apparatus Ring: Metal ring approximately 6’ in diameter equipped with tripper snap and laminated tag engraved with apparatus type, number, and Company

D. Sector Board: Plastic board with neck strap capable of being written on with equipped grease pencil and marker, divided into five areas each equipped with a ring for tag attachment

IV. Procedures:

A. Response to (Arrival on) Location: Upon entering apparatus attach Primary Tag to apparatus ring. If arriving on scene via POV, attach primary tag to ring of first Department apparatus encountered. B. Entry into Hazardous Area Required (no PSA established)

A. IC appoints a Personnel Accountability Officer (PAO) and Assistant (A-PAO’s) as necessary to monitor all utilized points of entry into the Hazardous Area with a Sector Board B. Members entering Hazardous Area shall surrender their Secondary Tag to the PAO or A-PAO monitoring the point of entry

C. Tags shall be clipped to the Sector Board and the nature and location of assignment written in adjacent space on board

D. Upon exiting the Hazardous Area, members shall retrieve their tag from the Sector Board at their point of entry

C. Establishment of Personnel Staging Area (PSA)

A. If complex or extended operations are necessary, the IC shall order the establishment of a Personnel Staging area (PSA) and designate its desired location. B. The PAO, after turning over his/her Sector Board to an A-PAO shall oversee the physical set-up of the PSA, designating an area for medical assessment/rehab and an area to stage personnel ready for deployment

C. The PAO shall ready a Command Board for PSA monitoring by designating rings for the following functions:

a) “Ready for Interior Deployment”, “Ready for Exterior Deployment”, “In Assessment/Rehab Area”

b) (The remaining rings will be used to record personnel deployments as they occur)

D. Upon establishment of the PSA, all Sector Boards shall be brought to and hung in the PSA with tags and assignments intact until all are retrieved by members upon termination of assignments E. The establishment of the PSA and its location shall be announced via radio.

F. Operation of the Personnel Staging Area (PSA):

a) Once PSA is established all personnel on-scene still having secondary tag shall report to PSA, surrender their tag to the PAO, and identify their availability (interior, Exterior, or both) b) An A-PAO, using a sector board, shall canvas the area to collect tags from all apparatus operators and identify the operated apparatus on the sector board

c) An A-PAO shall collect the Apparatus Rings containing the Primary tags and deliver them to the PSA where they will be stored intac

d) All Future personnel assignments shall be documented in an area on the command Board, including time and location, and Secondary Tags attached accordingly

e) Upon completion of assignments, personnel shall immediately report back to the PSA and check-in with the PAO who shall move the Secondary Tags to the appropriate ring (rehab, avail, etc)

f) Personnel released from the scene shall retrieve their tags from the PAO, the apparatus officer shall retrieve the Apparatus Ring from the PAO upon release of said apparatus

G. Personnel Accountability Roll Calls:

a) A Roll Call shall be ordered by the IC via radio, and re-broadcast, in the event of the following: (EVACS shall include a horn blast)

(1) Report of missing Firefighter, Emergency EVAC ordered, Changing attack modes, incident under control, any time deemed necessary by the IC

b) Upon the order for Roll Call, all personnel, including interior Firefighter’s shall immediately report to the PSA and retrieve their Secondary Tags (if no PSA is established c) Officers in charge of Apparatus shall use the Primary Tags as a supplemental accountability check

d) Once all tags are accounted for and no discrepancies notes, an Accountability Report (PAR) shall be provided to the IC

e) If after a reasonable amount of time, tag(s) are unclaimed, a PAR detailing missing personnel shall be provided to the IC and appropriate search actions taken

Portable Radios

A. The Galloway Township Fire Department recognizes the need for Standard Operating Guidelines for Portable Radios. To make a standard for LID#’s on all portable radios being used at a fire ground. All Portables being used on the fire ground should be fire department issued or have a fire department LID# assigned.

C. LID #- Specific radio designation given to all radios by Central Communications III. USAGE

A. All portable radios that are being used for interior fire fighting crews, overhaul crews, and FAST/RIT Teams must be department issued. Firefighters are not to use their personal portable for these functions. In the event of an emergency firefighters responding may only have time to see what LID# shows on the display. In the event the LID# is not assigned to a Fire Department radio confusion could occur.

in the incident command system to ensure safe and effective operations at any scene. C. The Senior Officer on any scene is responsible for the overall outcome of the incident.

A. To ensure Firefighters report to the Company and the Galloway Township Fire Department Administrative Office when they are placed on medical leave, whether it is due to an illness or injury.

II. Usage

A. If a firefighter is placed on medical leave by a medical physician due to an illness or injury they must report this to the Administrative Office. A medical note indicating that they are on leave must be provided to the Galloway Township Administrative Office.

B. While on leave no member shall respond to any Galloway Township alarms. C. No member of the Galloway Township Fire Department shall be permitted to drive any

Township or Company Apparatus / Command vehicles that are covered under the Galloway Township Insurance policy while on leave.

D. It shall be up to the individual companies to determine if the needs for administrative

functions are warranted. This is to include but not limited to filing, maintaining reports, updating personnel files and handling any phone calls. Members are eligible to attend Company meetings.

E. While on leave all doctors’ orders are to be followed. This includes lifting etc.

F. It is up to the individual companies to allow transitional duty. If the individual companies

cannot accommodate the member’s limitations transitional duty will not be eligible.

G. When the member has been cleared of all limitations, a doctor’s note clearing the individual must be provided to the Galloway Township Administrative office. At this time the Office will send a copy to the Company Chief and President.

I. Introduction A. The Galloway Township Fire Department recognizes the importance of the Incident Safety Officer (ISO) during fireground, training, and other Departmental activities. B. The position of ISO is recognized as an appointed line officer position within each Company of the Fire Department. C. The ISO exists for the health and safety of all members of the Department as well as the public and shall be afforded the respect due to any line officer. D. An ISO shall be utilized at all structure fires, multiple alarm fires, highway incidents, and rescue operations. E. An ISO should be utilized in all other fireground operations when possible. II. Purpose A. To define the role and duties of the Incident Safety Officer within the Galloway Township Fire Department. B. To define the minimum standards for appointment to the position of Incident Safety Officer. III. Objectives A. To define the responsibilities of the Incident Safety Officer during fireground and training operations. B. To define the administrative responsibilities of the Incident Safety Officer. C. To minimize the health and safety risk to responders D. To provide support to Command and contribute to overall incident management.

E. To ensure an Incident Safety Officer(s) is assigned to all structure fires, multiple alarm fires and special operations. IV. Definitions A. Backdraft: Unburned smoke that is heated in the absence of oxygen and when oxygen is introduced produces and explosive force. B. Cold Zone: The area designated by Command for the Command Post and other support agencies such as the news media and technical support. C. Collapse Zone: The area around and form a building where the building will land when it falls. As an absolute minimum this distance must be at least 1 ½ times the height of the building. D. Deputy Incident Safety Officer: A firefighter with sufficient training and experience appointed by the Incident Commander to assist the Incident Safety Officer in his duties or to act in the capacity of ISO in his absence. E. Flashover: An event that occurs when all the contents of a compartment reach their respective ignition temperatures in a very short period of time, usually seconds. F. Health Hazard: Any property of a material that either directly or indirectly can cause injury or incapacitation, either temporary or permanent, from exposure by contact, inhalation, or ingestion. Incident Commander (IC) The individual in overall command on an incident scene. G. Incident Safety Officer (ISO): An individual appointed to respond to or assigned at an incident scene by the by the Incident Commander to perform the duties and responsibilities specified in this guideline. H. Imminent Hazard: An act or condition that is judged to present a danger to persons or property that is so urgent and severe that it requires immediate corrective or preventive action. I. Hot Zone: An area designated by Command, which surrounds the emergency for a distance in which personnel are in immediate danger. J. Mitigate: The act of eliminating a hazard or making a hazard less severe or less likely to cause harm. Rehabilitation: Medical evaluation, monitoring, fludi and food replenishment, mental rest, and releaf from the climatic conditions of an incident or training evolution. K. Rescue Operations: Activities the Department of Fire Services responds to that require specific and advanced training and specialized tools/equipment. L. Risk: A measure of the probability and severity of adverse effects that result from exposure to a hazard. M. Rollover: When heated gases accumulate at the upper level of a room reach their ignition point and begin to spread across the ceiling level. N. Safety Zone: Areas considered being safe from the direct hazards of an incident. O. Warm Zone: an area designated by Command that immediately surrounds the emergency for a distance in which personnel are potentially in immediate danger. V. Qualifications for the Position of Incident Safety Officer A. Each Fire Company of the Galloway Township Fire Department shall have one ISO appointed by the Company Chief. B. The ISO shall meet the following minimum qualifications: 1. At least three (3) years of experience as a firefighter, not to include years served as a junior firefighter, with at least two (2) years of service with the Galloway Township Fire Department.

2. Completion of Firefighter I and I200 in order to qualify for and possess Incident Management Level I certification by the State Division of Fire Safety. 3. Completion of the Incident Safety Officer course at the Atlantic County Fire Academy or equivalent training approved by the Township Fire Chief. 4. Shall possess demonstrated experience, knowledge, and skill to effectively manage an incident safely. 5. Shall maintain a knowledge of building construction. 6. Shall maintain a knowledge of the Fire Department Personnel Accountability System. 7. Shall maintain a knowledge of incident scene rehabilitation. 8. Maintain a knowledge of occupational safety and health hazards involved in emergency operations, including but not limited to smoke behavior, backdraft, flashover, collapse, bloodborne pathogens, electrical hazards, and compressed and natural gas behavior. 9. Shall maintain a knowledge of bloodborne pathogens and infection control practice and procedures. 10. Shall maintain a knowledge of injury and exposure reporting procedures. VI. Authority A. In the absence of another operations officer, the ISO is the senior officer and will assume Incident Command and act in this capacity until relieved by a line officer. B. The ISO reports directly to the IC and is not required to go through the normal chain of command. C. An ISO from any Company in the Galloway Township Fire Department shall have full authority to act in their capacity at any fire scene regardless of district, but must report to the IC upon arrival. D. In the event that more than one ISO is present at a scene, the ISO from the local district will be the ISO in charge and other ISO(s) will act as deputies. E. In the event that more than one ISO is present at a scene but none are from the local district, the first arriving will be the ISO in charge and other ISO(s) will act as deputies. F. In the event that no ISO is present, the IC will appoint another firefighter, preferably a line officer, to function as the ISO. G. When activities are judged by the ISO to be unsafe or to involve an imminent hazard to emergency personnel or civilians, the ISO shall have the authority to immediately alter, suspend or terminate those activities. The Incident Safety Officer shall immediately inform command of actions taken to eliminate such hazards. H. When the ISO identifies unsafe conditions, operations, or hazards that do not present an imminent danger, the ISO shall notify the IC and take appropriate action to mitigate or eliminate the condition, operation, or hazard. I. In the event that a firefighter or officer fails to abide by the orders of an ISO, the IC will be notified. The Township Fire Chief shall be notified In the event of a serious incident involving the failure of a firefighter or officer to abide by the orders of the ISO. VII. Responsibilities A. The Galloway Township Fire Department recognizes that preservation of life and property is of the utmost importance at any emergency scene. In the absence of a

sufficient number of line officers or firefighters, the ISO may be utilized by the IC in a command, suppression, or rescue position if necessary. However, the IC will relieve the ISO from this position as soon as practical to allow him to focus attention on his normal duties. B. The primary responsibility of the Incident Safety Officer is to protect the safety of emergency personnel and civilians. C. On the fireground, the ISO is responsible for the following: 1. Ensure proper safety practices are followed per Township/Department Rules- Regulations and Operating Guidelines. Ensure that utilities (gas, electric) have been secured. 2. Ensure an incident scene rehabilitation division is established if needed. 3. Report the status of conditions, hazards and risks to the IC. 4. Ensure safety zones (collapse zones, hot zones, and other designated hazard areas) are communicated to all personnel present on the scene. 5. Ensure that at least one FAST team is established. 6. Ensure that Personnel Accountability is established. 7. Ensure that a Personnel Staging area is established. 8. Continually monitor for and advise the IC of hazards including collapse potential and fire extension. 9. Continually monitor for and advise the IC of conditions which suggest the potential for flashover, backdraft, or other threats. 10. Monitor radio transmissions. 11. Advise the IC on the need for additional resources including additional ISO’s. 12. Ensure that all personnel wear appropriate full personal protective equipment (PPE). 13. Ensure scene control and security including traffic control. 14. Monitor the accessibility of entry and egress of structures and the effect it has on the safety of personnel conducting interior operations. 15. Ensure that ground ladders are placed at appropriate areas for emergency egress. 16. The Incident Safety Officer Shall monitor salvage and overhaul operations to ensure safety practices are followed. D. At traffic and rescue scenes, the ISO is responsible for the following: 1. Ensure proper safety practices are followed per Township/Department Rules- Regulations and Operating Guidelines. 2. Ensure that all personnel are wearing appropriate PPE including but not limited to a reflective vest and eye protection. 3. Ensure that hazards such as downed wires and slick surfaces are identified and mitigated. 4. Ensure that vehicles are stabilized prior to extrication. 5. Ensure that unnecessary personnel remain in apparatus or in an area of relative safety. 6. Ensure that apparatus is placed in a manner that keeps personnel away from moving traffic. 7. Using a combination of apparatus and cones/flares, establish a transition zone, work area, and termination area to assist in shielding personnel from moving

traffic. 8. Ensure that a charged hose line is present when danger of fire is present. 9. Ensure that apparatus and personnel are released from the scene as soon as possible. E. At Training and other Company activities, the ISO will: 1. Ensure proper safety practices are followed per Township/Department Rules- Regulations and Operating Guidelines. 2. Ensure that appropriate PPE is worn. 3. Assist the line officers in monitoring stations, apparatus, equipment, and turnout gear for damage and other unsafe conditions. F. Other Responsibilites 1. Assist the line officers as appropriate. 2. Ensure that all personnel have received Hepatitis B vaccination or have signed a refusal. 3. Ensure that all personnel are fit tested annually. 4. Complete Job Site Observation forms at least twice per month and forward to the Department Secretary. 5. Complete the Station Safety Checklist twice per year and forward to the Department Secretary. VIII. Response and Communications Procedures A. To ensure that scene safety procedures are initiated as soon as possible, ISO’s are permitted to respond directly to the scene of a serious emergency including but not limited to structure fires and rescue incidents. 1. The ISO must have PPE available if responding directly to a scene. 2. The ISO is discouraged from responding in his POV to any highway scene (Garden State Parkway, Route 30, etc.) B. ISO’s responding to serious emergencies shall sign on the air to ensure that the IC is aware of their response. 1. Radio identification for ISO’s will be “Safety” followed by their Company number (example: Pomona ISO is “Safety 3”) C. ISO’s may respond to any emergency that any Company of the Galloway Township Fire Department is dispatched to, regardless of district, and will report directly to the IC. D. Additional ISO’s may be requested by Central by the IC or ISO on scene utilizing the Township Safety Officer tone.
