PUBLIC SAFETY ADVISORY COUNCIL (PSAC)

This is a study based on data compiled from Genesee County 911 consortium, MSP Criminal Justice Center, and Gaines Township Police Department data, to identify and establish if there is a need for local law enforcement protection in Gaines Township, and if so, identify the type of protection needed, the cost and funding avenues for such protection and present recommendations of such findings to the Gaines Township Board.

DEFINITIONS

PRIORITY 1 – Immediate Action: Siren and lights response. PRIORITY 2 – Immediate Action: No sirens and lights response. PRIORITY 3 – Not a high priority: Respond when available. PRIORITY 4 – Low priority: Schedule a time to appear in area. EMS – Emergency Medical Service. Source – 911 consortium data.

To begin, it was necessary to identify the seriousness of calls that are received by the 911 system from Gaines Township over a 17 month period. These calls do not include Gaines Village.

In this chart EMS (emergency medical service) is shown. EMS calls are “Priority 1” calls and included in this chart because Police are required on scene. Priority 1 & 2 calls require immediate action and from this chart we see that 57% of the 911 calls from Gaines Township require immediate action.

Fig 2. above, shows the types of crime occurring in our area over a 2-year period. The top six categories of offenses are, burglary, larceny, assault, fraud, property damage/theft and operating while under the influence of liquor or drugs. Fig 3. below, shows the two calendar years separated into their respective years. The occurrence offenses are on the increase; in particular burglary, larceny and OUIL/OUID Looking at these charts, local police presence and increased patrolling may be a deterrent for these types of offenses.

Fig 4. below, shows that 1,628 emergency 911 calls were made throughout the 2012 calendar year. The monthly average is 135. The actual monthly calls reflect 32 above average to 13 below.

Fig 5. below, shows 911 emergency calls made on the specific days of the week in the 2012 calendar year. The daily average is 232. Monday through Saturdays reflect 53 calls above average to 14 below.

Fig. 6, shows a breakdown of the days into 4 six-hour time periods of when the 911 emergency calls are made. From this chart we see that 911 calls on weekdays are more frequent from 12 noon to 6:00 p.m. Weekend days (including Fridays) calls are more frequent over a 12 hour period – 12 noon to 12 midnight.

FUTURE MODEL GAINES TWP. POLICE DEPARTMENT. Dedicated patrol 70 hours, Administration 7 hours, Investigation 7 hours, plus 120 hours mandated training per year for 3 officers. 104 hours/week. Total Cost - $143,889.79.

Unexpected costs outside the 104 hours per week would be covered by the contingency fund.

CONTRACT WITH MUNDY TWP. POLICE DEPARTMENT. Dedicated patrol 40hrs, Supervision 2.5hrs, Investigation 2.5hrs, clerical 5hrs and 24-hour response to calls. 50 hours/week. Total Cost $77,865.17

Additional cost - response to calls outside of dedicated patrol hours for labor, additional officers required on scene, overtime, and written

CONTRACT WITH ARGENTINE TWP. POLICE DEPARTMENT. Dedicated patrol 40 hours with administration. Total Cost - $152,609.00.

Additional cost - Gaines Township would have the right to increase its coverage. Coverage outside the 40 hours of dedicated patrol was not submitted.

CONTRACT WITH GENESEE COUNTY SHERIFF. Dedicated patrol 40 hours, with investigation, detective, overtime, government service fees and vehicle costs. Total Cost - $170,683.00

Additional cost – not submitted.

MICHIGAN STATE POLICE ONLY.

No dedicated patrol. Response times will vary based on the 911 priority system.

THE COST TO THE TAXPAYERS.

In order to sustain local police protection in Gaines Township a millage contribution being passed by the Citizens will be necessary.

0.5 (half) mill would generate - $83, 089.78

The cost for police protection is less than the $138.00 annual cost for

garbage pick-up, with exception of the top 14 taxpayers.

PUBLIC SAFETY ADVISORY COUNCIL (PSAC)

RECOMMENDATIONS The PSAC has concluded that the Future Model Gaines Township Police would be the best fit and most economically sound for our community. To implement this model, we are recommending the following:

• 0.5 (half) mill Ballot Request needs to be put before the people on the November 5, 2013 upcoming election. Due to time restraints, we ask that the board vote this evening to direct the township attorney to prepare the ballot language. In addition, we ask that a Special Meeting be held as soon as possible for approval of the language and to begin the process to place it on the ballot.

• Proration of taxes will be required so that the police costs can be included in the 2013

winter tax bills should the ballot initiative pass.

• Dedicated Services (any and all) must be fully funded by the requesting party(s).

• Police Administration Board needs to be created and recommendations come to the township board in the same manner as the Fire Department.

This presentation has been based on facts and we encourage the board to approve the Future Model of GTPD along with its recommendations and put it into effect with the well-being and welfare of the community in mind.
