    FOREWORDA Blueprin t for GADCs Role in the Economic Development Process

    The Greenville Area Development Corporation (GADC) Board of Directors recognizes that economic development inGreenville County is a multi-faceted and multi-layered process involving multiple organizations whose role in eachcomponent of the economic development process varies. The board also recognizes that its annual goals andinitiatives for the organization should be consistent with the role of GADC in each component part of the economicdevelopment process.

    Therefore, GADCs board will develop a blueprint which clearly delineates GADCs role in each component of the

    economic development process. The process for developing this blueprint will include identifying the components ofthe economic development process and determining the appropriate role of GADC in each component based uponthe existing structural relationships of all organizations directly involved in economic development or any organizationthat can impact a particular component. GADCs role will be clearly delineated as either directly managing,supporting, or coordinating:

    Directly managing to bring about, orchestrate, oversee, take charge of or influence directly Supporting to advocate, act with and assist in performance of, maintaining but not dominating Coordinating to effect action with others of equal rank and importance

    Upon completion, the blueprint should provide both a written and visual presentation of GADCs role in theeconomic development process. This blueprint can then guide future boards in developing initiatives in each areaof economic development along with the corresponding goals for GADC staff. Additionally, the blueprint and itsaccompanying initiatives/goals will allow the board to develop metrics for measuring annual and multi-year success.

    PURPOSETo promote and enhance the economic growth and development of Greenville County for thebenefit and welfare of the citizens of the County.

    MISSIONTo improve the quality of life of every Greenville County citizen by facilitating investment and jobgrowth from new and existing companies and serving as a liaison for client companies with local

    and state government and the Greenville business community.

    Our Mission will be furthered by coordinating the resources of the GADC with other communitybased groups dedicated to promoting economic development.

    GADC MANDATES Generate new business, jobs, investment

    - identify, contact, manage, negotiate, close deals

    Retain and grow businesses, jobs, investment Promote infrastructure development as needed Market Greenville County to key target audiences in accordance with GADCs mission Develop systems, processes, data, research and tools to ensure sustainable success Facilitate private sector investment to support efforts of the organization

    Ultimately,the GADCwill achieve its core mission by committing and focusing its efforts and initiatives in furthering amulti-dimensional economic development strategy for Greenville County. These seven strategic dimensionsof acomprehensive economic development strategy have been identified as:

    1. Investment and job creationinitiatives2. Incentives3. Educatedand skilledworkforce4. Transportation infrastructure5. Product & Otherinfrastructure6. Strategic Alignment7. Quality of life

    Each is outlined in more detail in the subsequent sections.

    Pursuing the Missionof improving the quality of life for every Greenville County citizen by facilitating investment andjob growth from new and existing companies is a daunting task under any circumstances; however, without a clearblueprint and strong leadership to accomplish the goal, it is beyond reach. That is the primary purpose of thisEconomic Development Blueprint to serve as a strategic tool and starting-point for the challenging and

    inspiring journey ahead.

    This document is dynamic and will change over time, outlining where the GADCstands at a given point in time, andidentifying important initiatives that will help guide our community to a brighter future:

    To influencethe future, rather than be influenced by it, through the power of a plan

    To embraceinnovative thinking, collaboration and continuous improvement in every aspectofGADCsdaily operations

    To advancein a way that will ensure the successful future of our community, our citizens,and our organization

    The commitment is evident and tangible. The leadership of the Board of Directors and the GADC team has neverbeen more necessary.

    The challenge awaits us.

    STRATEGIC DIMENSIONS

    Addressing the seven strategic dimensions noted in the Foreword demands absolute clarity in goal and strategysetting. The Board of the Greenville Area Development Corporation has outlined each of the dimensions andincorporated the following into its analysis:

    The organizational mandates of County Council which each addresses The proposed role that the GADC should play Vital strategies and key participants to be called upon in implementing those strategies Primary initiatives impacting each strategy

    o Existing initiatives are reflected where appropriateo As new initiatives are undertaken, these will be added

    A list of metrics for determining status and evaluating progressAt this time, this is a working document intended to provide a framework for development of a blueprint for theGADCs role in an integrated, holistic economic development plan. It is not yet comprehensive or complete, and wewelcome your own thoughts and contributions as we move forward with this undertaking.
