Research on Gender and Development is not only research on women and gender relationships but also research that takes into account gender as a significant variable in health and developmental issues. It pays attention the similarities and differences between men and women’s experiences and viewpoints, and gives equitable value to each. 4. To ensure gender mainstreaming are embedded in the research, the proponents shall ensure that there must be a defined conceptual framework reflecting women’s and men’s experiences, gender sensitive formulation of research questions, inclusive definitions of concepts, avoiding gender biases, prejudices or generalizations, gender-sensitive methodology, use qualitative tool to capture people’s perspectives and diversity of viewpoints, ensure equitable representation and participation of women and men, use gender sensitive research tools, use and produce gender disaggregated data and conduct of gender analysis, anticipate impacts to women and men, highlight gender dimensions, use gender sensitive language in the report, and advocating for gender sensitive practices. GUIDELINES ON THE CONDUCT OF RESEARCH USING THE GENDER AND DEVELOPMENT BUDGET

1. In line with the Gender Mainstreaming Plan of the Center for Health Development IV-B (MIMAROPA), gender mainstreaming in research seeks to ensure that gender issues are taken in consideration in planning the overall research agenda as well as formulating specific projects based on gathered scientific/empirical data.

5. Thus each year, the Center for Health Development IV-B (MIMAROPA) shall dedicate a considerable amount of the Gender and Development Budget to conduct researches on the following streams/domains:

a. Maternal and Child Health

This domain includes access to quality care, especially for low-income or limited

availability of care; reducing infant mortality, providing and ensuring access to comprehensive prenatal and postnatal care to women, increasing the number of children and mothers receiving health assessments and follow-up diagnostic treatment services; providing and ensuring access to preventive child and maternal care services as well as rehabilitative

programs, implementing family-centered, community-based, systems of coordinated care for children with special health care needs, and others.

b. Violence Against Women and Children This includes the prevalence of domestic violence and its variations in different

settings and provinces; the variables or factors associated with domestic violence; different forms of violence against women and children which may include but not limited to intimate partner violence, sexual violence, rape, sexual assault, domestic violence, dowry murder, early marriage, femicide, honor killing, and others.

c. Health Reform in Favor of Gender Equity

The costs of poor reproductive health for households and the economic burden of

other health services; the relationships between poor outcomes in health with other types of socio-economic disadvantages; the socio-economic risk factors and the long-term socio-economic consequences of poor health services on women and other members of their households; and issues of public health programs. This may also include evolution in indicators and measurement issues, trends and relationships between indicators and conceptual frameworks, gender gaps in Millennium Development Goals and Kalusugan Pangkalahatan.

d. Gender and Institutional Reform

This includes institutional reforms undertaken to promote gender equality, including

health policies or ordinance revisions and their impact on women’s equality and empowerment; identification of the features of a political system most likely to support a gender-sensitive legislative agenda; measures to increase women’s participation from the community level; the impact of gender equality machineries (local councils on gender and development) on gender equality and empowerment, gender-sensitive budget analysis and expenditures, and the relationship between different types of government revenue-raising mechanisms and their impact on women.

e. Decentralization and Gender Participation

This stream involves gender within the confines and measurement of administrative, fiscal and political decentralization; access in public health services, public-private partnership in urban and rural service delivery, decentralization and anti-corruption initiatives, participation of women in decision-making at the sectoral, political and administrative levels.

6. The scope of the grant amounting to Php 100,000 – Php 500,000 or more, as deemed necessary by the GAD Focal Point Person/GAD Focal Point System of the Center for Health Development IV-B (MIMAROPA), shall be available for prospective researchers from regular and faculty staff of research institutions, medical and paramedical schools, hospitals, non-government organizations and other health-related agencies upon submission of research proposals.

7. The researcher may be working under the supervision of a more experienced researcher affiliated in the same or another institution. The proposals may be endorsed also by the MIMAROPA Health Research and Development Consortium or any other duly recognized regional research networks.

8. The proposals shall be addressed to:

10. The research proposal is subjected to the evaluation of either a pool of experts, research and development management committee of a consortium or the GAD Focal Point System, adjudged on the following:

Merit/Urgency of the Project (30%) The project research findings should contribute to the broadening of existing knowledge in

the field of science under investigation. Likewise, the project should provide an immediate solution to an urgent health issue/challenge in Region IV-B. Adequacy, Clarity and Attainability of the Research undertaking (40%)

The objectives of the proposed project should be phrased clearly – unambiguously and very

specifically – leaving no doubts as to what has to be measured. They should be expressed in measurable terms. The methodology and procedures should meet scientific standards. The sampling design, methods of data gathering, control of variables, experimental design and statistical treatment should be appropriated to address the objectives of the study. The project should be workable within the timeframe considering existing constraints in laboratory equipment, technical know-how and human resources conditions. Capability and availability of researcher and institutional support (20%)

The proponent’s track record should show potential for success in the proposed research

undertaking. He/She must possess technical knowledge and/or skill necessary for the accomplishment of desired project objectives. Considering other commitments, the proponent must have enough time to devote to the project. In addition, the institution with which the proponent is affiliated should be committed to provide the proponent with technical/laboratory facilities and administrative support (e.g. accounting and auditing services) Ethical Review/Clearance (10%)

Per DOST Administrative Order No. 091 (Series of 2006) dated March 3, 2006, all

researches involving human subjects should be subjected to ethical review. The Philippine Health Research Ethics Board (PHREB) of the PNHRS came up with the National Ethical Guidelines on Health Research which stipulates clear guidelines regarding composition of Ethics Review Committees (ERCs) in charge of evaluating the ethical soundness of research proposals. This document also serves as a guide for ERCs in reviewing researches on various topics. The guidelines are updated every five years.

ADMINISTRATION OF APPROVED RESEARCH PROJECTS

11. Once duly evaluated, the GAD Focal Point person shall issue to the lead researcher and affiliated institution or to the Consortium a notice to proceed and memorandum of agreement. The contracting parties are CHD IV-B Regional Director, GAD Focal Point Person, the project leader and the head of the recipient institution. In cases where there are collaborators, the co-proponents of the project and the head/s of their institutions shall serve as witness to the MOA. The MOA shall specify the obligations of the proponent and a clear definition of outputs expected from the project.

GRANT RELEASE Upon execution of the MOA, the project’s grant shall be administered by CHD IV-B

(MIMAROPA) and released to the proponent in tranches. Fifty percent (50%) of the funds shall be released upon signing of MOA. Succeeding releases shall be made upon submission of required deliverables as agreed upon in the MOA.

DEPOSIT OF FUNDS The proponent shall deposit the grant in a checking account in any bank (preferably in

Landbank of the Philippines) in the locality in the name of the project. Disbursement of the grant shall be in accordance with the approved line-item budget and subject to existing government accounting and auditing laws, rules and procedures. PROJECT STAFF

The MHRDC shall encourage development of project proposals that could be done by a

project leader without the assistance of a research personnel/aide. However, if the implementation of the project’s activities would need the assistance of a support staff, the project leader can:

1. Use existing personnel of his/her institution (personnel who are already employed in the

same institution, the services of whom can be paid on honorarium basis conforming with DOST’s Memorandum Circular No. 001 series of 2009, Revised Implementing Guidelines on the Grant of Honoraria to Personnel whose services are engaged by the National Science and Technology System)

2. Hire other personnel on a piece-meal basis (personnel who work for short duration, the length of which depends upon the availability of funds or the work to be done)

12. Monitoring of projects shall be undertaken to validate whether the implementation of projects is in accordance with the scheduled activities and budget. For this purpose, the project leader will be requested to submit required reports on the agreed schedule and submit the final report which contains the following information in detailed:

1. Title of the Project 2. Implementing Agency 3. Project Leader 4. Duration 5. Date Approved/Started 6. Period Covered by the Project 7. Summary of Accomplishment 8. Objectives

SUBMISSION OF FINAL REPORT

13. Monitoring of projects shall be undertaken to validate whether the implementation of projects is in accordance with the scheduled activities and budget. For this purpose, the project leader will be requested to submit required reports on the agreed schedule and submit the final report which contains the following information in detail:

a. Two weeks after the completion of the project, two (2) copies of the final report including write-up in publishable form shall be submitted by the proponent to the CHD IV-B (MIMAROPA). The report shall contain the following:

i. Acknowledgement: source of data, donors, colleges ii. Abstracts (not more than one page, double space) iii. Introduction (include objectives) iv. Review of Literature v. Methodology: design, materials, procedures vi. Results (with figures/tables as necessary) vii. Discussions/Conclusions viii. References ix. Appendices, if any tables, charts, publications arising from the research, others x. Plans to promote the result of the project

b. CHD IV-B (MIMAROPA) shall also mandate the project leader and its affiliate institution to

submit the following: i. Terminal Report with Diary of Best Practices/Pictures ii. Poster version of Research output iii. Audited Financial Report iv. Publishable Article

14. CHD IV-B (MIMAROPA) shall review the submitted final reports and recommend revisions, if

needed, to improve presentation of project outputs. EVALUATION OF COMPLETED RESEARCH PROJECTS

15. Completed projects will be presented in an inter-regional research forum consisting of project implementers, members, end-users and technical reviewers. The presentations shall highlight the results, discussions and recommendations of the study

CHECKLIST FOR EVALUATING RESEARCH PROPOSALS THRU THE GENDER AND DEVELOPMENT FUNDS

This checklist is meant to assist the GAD Focal Point System in evaluating research proposals duly submitted to the office. It guides evaluators in designing the research to become more gender-sensitive/gender-responsive. It should be emphasized that

evaluators may ask questions relevant in the specific context.
