1. GENDER PROJECT GOALS AND OUTCOMES

Activity Title Cook Islands Gender Equality and Women’s Empowerment Project

Goal To promote and coordinate two components of the Cook Islands National Policy on Gender Equality and Women’s Empowerment Plan 2011-2016, specifically

1. to create an enabling environment for the full participation in economic development and 2. to eliminate violence against women

2. SEPTEMBER OUTPUTS

2.1 Stakeholder meetings (including preparation and reporting)

a. August 6 - Introduction to the actual outcomes and outputs of the project. Develop strategy for the initial Business Needs of Women Entrepreneurs Research study and the creation of a strategic planning unit to work on its development.

b. August 21 – the strategic planning unit workshop at which the group will provide the deliverables for the respective roles relating to the development of the Research study (1) Gender data collection (2) Financial institutions (3) Business Training (4) Gender Policy review. Advertisements prepared for posting in Week 1 September.

c. August 27 – Development of task groups relating to the VAW component relating to (1) improving data collection and analysis relating to domestic/gender related violence (Statistics) (2) coordination mechanism for addressing VAW (GADD) (3) Police processes for dealing with DV situations (Police) (4) Strengthening services to aid recovery of victims (Health) (5) Legal support (Justice)

2.2. Creation of a website page on which to record project development for general viewing

3. Achievements:

3.1 51 participants (39f-12m) attended 5 stakeholder workshops. Several of them attended all the sessions as they covered different topics.

3.2 The purpose of the first three workshops was to introduce the stakeholder community to the Gender Project, and the objectives of its two main components and to ascertain what understandings were within the community about Gender (public and private sector). The final meeting was to explain the plan by which the project proposed to initiate activities for the key components. Two HOMs attended these meetings (Internal Affairs, Justice). Other participants included representatives from: a Government: BTIB, CITTI (Pa Enua), Health, Internal Affairs, Justice, Crown Law, Marine Resources,

MFEM/Statistics, DCD, Police, Policy Division, Tourismb Private Sector: Banking Authority, BCI, ANZ, Westpac, Technology Consultantc Civil Society: BPW, CI Rugby Union, NCW, National Youth Council, PPSEAWA, PTI, Rotaianga, SIF Boardd Donor: NZAid.

3.3 12 participants (11f-1m) attended the Strategic Planning workshop. They represented the Banking community, Crown Law, Statistics, DCD, and civil society to prepare the deliverables for the job descriptions for the research and analysis positions that are to be advertised during the first and second weeks of September. These consultancies will undertake the “Business Needs of Women Entrepreneurs in the Cook Islands” Research Study. The consultancy positions include:

a Database specialist to work out of the Statistics Office – tasks to include working with key Ministries to build systems that will enable gender data to be transferred to Statistics.

b Researcher to investigate financial institutions and to ascertain how women can access financial resources in order to establish a new business

c Researcher to investigate what training opportunities are available to build capacity for establishing and maintaining a successful business operation.

d A policy analyst to review government and private sector policies to check that they are gender sensitive and encourage gender equality

e An analyst to build up a picture of the business environment from the findings of the other specialist positions. This analysis will also provide a “manual” for women entrepreneurs to access financial and training resources to establish new business opportunities. This position will be posted in October

3.4 9 participants (6f-3m) attended the Violence Against Women Planning workshop to assign task leaders and actions to complete before I meet with each task group independently –focus on activities specific to their roles within the VAW process. This meeting included two HOMs (Police and Justice), other members of the Community Police, and civil society groups including PTI. Follow up actions include:

a. Improve data collection and analysis on domestic/gender-based violence and put in place data disseminationAction 1 : Statistics to take the lead in this activity and to involve all relevant Ministries Action 2: Police and Justice agree to Statistics investigating their databases to enable gender data to be downloaded and analysed b. Establish a coordination mechanism for addressing VAWAction 3: GADD to take the lead in this activity and to ensure that all relevant Ministries are informed about the processAction 4: MH to check if there is a Cabinet Minute for the creation of a Steering Committee for the National Gender Policy (2011) This will cover the Gender Project. c. Increase capacity of Police Officers to support victims by developing a clear administrative processAction 5: The Police will take the lead in this objective Action 6: Ongoing developments within the Police have ensured a more robust administrative process. Appropriate resources are in place to deal with DV situations. The Commissioner will provide another objective to support the objectives of current community pilot projects that the Police are developing to support DV and which could be supported by the Gender Project.Action 7: The Police to enable and ensure that inputs of other associated Ministries are smoothly incorporated into their processes d. Further develop services to accompany the victims/survivors and to support their recovery – notably by increasing resources to service providers and strengthen their capacity. Action 8: PTI is to reword this objective in order to more appropriately reflect what is needed to strengthen community counselling and recovery services. Action 9: Health is to take the lead of this objective and to work with community organisations to develop strategies that will build capacity and strengthen the services that can support DV victims and the short term, medium term and long term e. Provide free legal supportAction 10: Justice will take the lead on this objectiveAction 11: Justice will negotiate further with The Law Society and the Minister of Justice to provide some sustainable system of legal support for victims as they cope with the impacts of a DV situation.

CONSULTANCY POSITION: FINANCIAL SERVICES RESEARCHERBACKGROUND: THE GENDER PROJECTThe Gender Project is an Australia Aid Funded project which came out of their “Pacific Women Shaping Pacific Development” Delivery Strategy (2012). It is supported by the “Pacific Leaders Gender Equality Declaration” from the Pacific Islands Forum Secretariat, 2012, and by the “Cook Islands National Policy on Gender Equality and Women’s Empowerment and Strategic Plan of Action 2011-2016 – Implementation Plan of the Government of the Cook Islands, 2011. The main objective of this component of the project is to strengthen capacity for gender responsive development towards an enabling environment for the full participation of women in economic development. The programme aims to strengthen capacity to:

Identify new economic opportunities for women Promote and support women’s businesses in both the formal and informal sectors Support women’s access to financial services and other productive assets for the development of

their enterprises Support the integration of women living with disability in socio-economic development

By doing so, strengthening capacity will help: Increase benefits from new livelihood options and economic opportunities for women Women will have increased access to productive assets.

OBJECTIVES OF THE RESEARCH REPORT The role of the researcher/analyst is to provide a comprehensive investigation into financial institutions and services and resources that are available to Cook Islands women. The position is responsible to the Gender Project Coordinator. The focus of this paper is on improving women’s economic empowerment data with a focus on tax, land, bank loans, employment and business ownership. Therefore the content of this report should help women contemplating starting up a business to access financial assets and services. The report will identify any gaps that need to be addressed that will more easily facilitate access to finances, especially for women starting out to establish their own businesses. A set of recommendations will be expected from this research to address any identified challenges and limitations and possible solutions would be helpfulWhat is listed below are examples of deliverables for your report but need not be limited to these topics. It is expected that the report will be organised in a logical and easy to follow format and include a contents page.DELIVERABLES 1. OBJECTIVES OF THE RESEARCH REPORT The role of the training researcher/analyst will be to provide a comprehensive investigation into business and financial literacy needs, as well as to include the pre-requisite characteristics of a business entrepreneur and potential employer. Recommendations will be required about how business training needs can be addressed both on Rarotonga and in the Pa Enua.Questions are provided under the key areas to be investigated. The study need not be limited to these questions.

1. Investigate business training providers – both on island, off-shore and online a. What value do they provide for potential women entrepreneurs?b. How do they encourage the natural talents and skills of our women undergoing training so

that they can start up their own businesses rather than slotting into already established businesses?

c. Do training providers focus on any gaps in our economic environment when they are designing their training programmes?

d. What are these gaps and can they be translated into new opportunities for the young women who might be undergoing training in that area?

e. What do CISO gender statistics demonstrate about business development in the Cook Islands?

f. CITTI - what pathways are being provided to encourage women entrepreneurs to establish new businesses opportunities – how do people transition from young enterprise to trade or hospitality careers but in their own businesses (see Owen Lewis, Director CITTI)

g. What is the number of women who have accessed business training over previous years and where are they now (individual stories of successes in private business)

h. How do women in the Pa Enua access these same training opportunities?

2. Business mentoring – what is available on island or online?a. What services do the following organisations provide and to what extent do/can they

support women wanting to establish their own businessesb. Some services that could be investigated: US Consul General, BPW, BTIB, Chamber, NZAid,

VSA, NGOSc. What programmes are available to senior students in secondary schools to mentor them into

business studiesd. For example - Young Enterprise Studies – mentoring of senior school students – to trial their

products – what training and mentoring is available at their level – how are their successes charted after the in-school programme (see Janet Woodger, Enterprise and Financial Advisor (MoE) in conjunction with Chamber of Commerce Enterprise Programme and Youth Enterprise Trust NZ)

e. Development of the small business Cultural and Creative Industries? What government support? What gaps need filling?

f. For example BTIB – Foreign Enterprise and Banks – ANZ provides business training as their contribution to the Tourism Awards

g. Private Mentoring Services eg Australian Rotary through the BTIB, Global volunteersh. Cooperatives, incubator programmes – how helpful are/would these be, to help women

establish themselves in new business opportunities – learning together, being trained and mentored together, establishing on-site networks and gender support, marketing and product development and support.

OBJECTIVES OF THE RESEARCH REPORT The role of the policy reviewer /analyst will be to provide a comprehensive gender-sensitive analysis of the policies of government agencies and private sector organisations to ascertain their concurrence with the National Gender Equality Policy. The position is responsible to the Gender Project Coordinator.

After discussion with our Crown Law representative, Cook Islands laws themselves have been written in gender-neutral language, however sometimes when the law is interpreted into a policy that is to be implemented, the implications of the language used can be construed in such a way as to give one gender more authority over another. These language constructs must be identified and pointed out to the Ministry or private sector agency concerned. The report will consist of a review of existing documents including an assessment report of current knowledge of government officials, private sector partners and NGO Partners on national policies on gender sensitivity. The report will identify any policy gaps that should be incorporated into workplaces – for example, gender equality and anti-harassment policies. It is stated that many government Ministries fall back on the government’s Code of Conduct. However, a review of this document in relation to the National Gender Equality Policy would be appreciated.

The report will therefore require a review of gender-related policies in as wide a range of Ministry departments and agencies, as well as private sector organisations that employ both men and women. A set of recommendations will be expected to address any identified challenges, limitations and possible solutions.
