PROJECT DESCRIPTION
BART currently provides transportation services to over 430,000 Bay Area residents each weekday,
providing the lowest GHG-emitting form of public transportation, on a passenger-per-mile basis, in the
nation. At the same time, BART is dedicated to facilitating Transit-Oriented Development (TOD) projects
to further lower transportation-related environmental impacts and emissions. However, as the
manager of 46,000 parking spaces throughout the Bay Area, BART also realizes the significant impacts of
its management decisions and planning for traditional vehicle travel to and from BART, including
decisions that encourage the use of electric vehicle use and electric vehicle charging at BART managed
parking lots.
As a result, BART has chosen to test new management and infrastructure polices and designs for electric
vehicle use at its new Warm Springs station scheduled to open in the latter-half of Q2 2016. Specifically,
BART intends to use the results of its Electric Vehicle Charging Demonstration at the new Warm Springs
Station to inform future policies for electric vehicle charging infrastructure throughout the BART system
over the next 2-10 years.
The proposed Electric Vehicle Charging Demonstration at the Warm Springs BART is shovel ready, with
significant initial work already complete, such as underground conduit runs and concrete EV charging
stubs construction complete. However, additional wiring and electrical work still needs to be
done. Moreover, while not applying for the solar PV bonus, the Warm Springs Station will have
approximately 350 kW of solar PV capacity installed on the station, helping to offset the demand of the
EV chargers. Additionally, the project is located in a Priority Development Area (PDA), with the new
BART station and extension being a key component of the development for that area. BART has initial
plans to coordinate with the proposed EV charging stations, with both onsite demand and local solar PV
generation, making the operation of the installation a true demonstration and deployment project.
COST ESTIMATE FROM LICENSED CONTRACTOR

The installation of the EV chargers will be completed by the Warm Springs Constructors Design-Build
Team. (See attached document listing the approved subcontractors on the team.)
Estimate Infrastructure Costs
Attached find an internal BART spreadsheet that estimates EV charging infrastructure costs. Some of
these measures have already been installed, but it is estimated that approximately $300,000 worth if
materials and installation work is required.
Price Quote
Attached find a price quote for Level 2 single and duel point chargers from ChargePoint. These values
were used to derive the cost per unit for the chargers specifically (before additional eligible
infrastructure costs were factored in).
When factoring in installation materials and labor, the price per unit increases to the following:
Assuming 23 chargers total, comprised of 18 L2 duel port ($18,107 x 18) and 5 L2 single port ($20,547)
the total project cost is about $460,300.
