Capability Gap

The Yemen Air Force lacks the capability to conduct ground-based support for its air-based strike capabilities and expertise to employ and maintain its aerial assets to their optimal effects. These shortfalls hinder Yemen’s ability to engage VEOs and minimize collateral damage both among civilians and friendly forces.

Forward Ground Observer Teams

• Projected cost: ~$7.5M• CONOP

– 7 x 6-man teams: FGOT lead; targeteer; 2 x drivers; 2 x gunners– Based at Al Daylami AB– Deployed as required to support the 7 Military Regional Commanders

• Training– Team leads: DLI (CONUS, 24 weeks) and tailored JTAC certification (Germany, 5 weeks)– All personnel: In-country commo, vehicle, weapons and targeting (10-12 weeks total)

• Equipment– 2 x rugged-terrain patrol vehicles per team– 1 x Mk19, 1 x M-240B per team– Targeting equipment– Individual small arms, PPE, OCI&E, radios

• Sustainment– Approx. 2 years equipment spare parts– Radio field service rep support (1 year)

• Impact:– Enhanced ISR support, strike targeting and BDA– Decreased collateral damage and negative IO effects– Foundation for future precision-strike capability

Proposed FY 2015 Projects Background Information

• FY14 1206 – Precision strike, including FGOTs, proposed but pared to ISR-only capabilities– ENDP for key technologies unlikely to be achieved as quickly as

needed– FGOTs unattainable at the time due to fiscal constraints– General enthusiasm exists in CENTCOM and Washington but a more

gradual approach preferred to show readiness to absorb capability

• April 2014 – SOCCENT assessment of YAF 2nd Brigade– Identified critical shortfalls in training and procedures– Strong YAF desire to partner with US Aviation Advisors– Proposed embedding 5 fixed-wing/5 rotary-wing advisors to develop

air-based CT and equipment-maintenance competencies– Financing for compound MILCON unauthorized under Section 1208

• The FGOTs and AvFID training and advice will enhance existing YAF effectiveness and efficiency and increase self-reliance

1203 Description

• “1203” is the authority to build the capacity of certain CT dforces in Yemen and East Africa– FY2013 and FY2014--$150M Annually from DoD

O&M• Purpose: Equip, Train, Supply, Assist, and minor

MILCON projects• Restrictions:

– Advance 30-day congressional notification– MILCON cannot exceed $10M or $750K per project– Not more than $75M for Yemen’s Ministry of Interior’s CT

forces– All equipment and services must by on contract by 30 Sept 14

Conclusion

• Will enhance current YCG maritime capabilities

• Will further develop & build the YCG into a viable maritime force

• Includes 2 years of sustainment costs– FMS cases must be established to

maintain the equipment past the contractual agreements

• FY14 Section 1203 cost: $36.8M
