responding to the voices of our communityDuring these challenging and uncertain economic times, security and peace of mind are critical to the Erie community. The people we serve depend not only on the services we provide, but also on our support and guidance. Despite the many obstacles and hardships that many social service agencies have faced throughout the past year, Erie House has continued to make the families we serve our number one priority.

We focus on the needs of working families by listening when our community speaks. Many adult learners are struggling to find jobs that pay enough for them to feed their families. Erie's Pathways to Success Program prepares unemployed and underemployed participants to enter proven job training programs and connects them to employment in the manufacturing and health care fields. Erie listens to our community by providing the necessary tools to these adult learners, including adult basic education, career counseling and placement, so they can get jobs with opportunities for advancement and wages sufficient to support their families in an increasingly competitive job market.

When it comes to child care, as the community speaks, we hear that working families depend on full day child care for their children so they can earn a living and support their families. Erie listens by providing Nationally Accredited Preschool and After School programs that meet the needs of our parents - full day care in a safe, nurturing, physically and cognitively stimulating environment that gives working parents the peace of mind that their children are well cared for and learning, while they work to provide for their families.

Erie also advocates for our community's needs while developing community leaders. This year, Erie staff and participants worked side by side with many Illinois social service agencies to actively campaign against state budget cuts that - if implemented - would have severely impacted the level of service provided by Erie and agencies across the state. By traveling to the state capitol, participating in rallies and press conferences, as well as engaging in individual advocacy efforts, Erie's voice was heard and our programs continued to receive critical public funding.

Erie's strong commitment to the families we serve is the reason we have been working in Chicago for 139 years. Although we cannot predict what challenges the future may bring, Erie will continue to listen to our community and partner with them to provide the support and programs they need to reach for a better life.

There is increasing recognition that the first few years of a child's life are a particularly sensitive period in the process of development, laying a foundation in childhood and beyond for cognitive functioning; behavioral, social, and self-regulatory capacities; and physical health. Well-designed early childhood interventions have been found to generate a return to society ranging from $1.80 to $17.07 for each dollar spent on the program.(RAND Corporation)

According to parents surveyed, half-day preschool programs don't provide enough hours of child care to enable parents to work full time. ("Why isn't Johnny in Preschool?" A COFI project publication www.cofionline.org)

Children benefit from The Creative Curriculum which develops and measures basic cognitive development, communication and early literacy skills.

A full time psychologist, social worker and speech therapist provide free counseling and support services to Erie parents and children.

This year, nearly 85% of Erie parents with children in our preschool program are working full time.

Erie provides bicultural, high-quality care to children from two to five years old from 7:30am to 5:30pm, 248 days a year, that is accredited by the National Association for the Education of Young Children.

Evidence is mounting that where and how youth spend their time outside of normal school hours has important implications for their development.(Weisman & Gottfredson, 2001)

Estimates suggest that more than 7 million children in the United States are without adult supervision for some period of time after school, which puts youth at risk for such negative outcomes as academic and behavioral problems, drug use and other types of risky behavior.(Weisman & Gottfredson, 2001)

Externs from The Chicago School of Professional Psychology, under supervision from Erie's in-house psychologist, support children with socio-emotional needs and help them develop positive self-esteem.

Erie provides a Nationally Accredited After School program for children ages 5 to 12, year round, including full day care when school is not in session.

Children participate in music, theater, filmmaking, and sports clubs to promote positive social skills, foster independent thinking and encourage productive choices at an early age.

If a family does not have sufficient resources and the schools that their children attend are impoverished, as is the case with the great majority of Latino students in the United States, the consequences are negative. The data speaks for itself.(Latino Education Crisis by Scott Jaschik, 2008)

Teenagers and young adults are more likely to become victims of violent crime than older persons. In 1998, about a third of all victims of violent crime were ages 12 to 19 and almost half of all victims of violence were under age 25. (Bureau of Justice Statistics, U.S. Department of Justice)

Almost 70% of the teens enrolled in the Erie youth program come from families with income levels ranging from $20,000 to $25,000 a year.

Erie's YOU program includes TEAM (Tutoring to Educate for Aims and Motivation), which pairs Chicago professionals as volunteer mentors with Erie youth to focus on academics, college preparation and life skills in weekly one-on-one sessions. These mentors also provide positive emotional support to teens.

110 teens in 8th through 12th grade participated in the TEAM program which celebrated its 25th anniversary this year.

Erie youth participate in community projects such as raising environmental awareness through recycling and fundraisers for various causes. This year, teens served over 1,000 hours of service.

Hungry children are sick more often, and more likely to have to be hospitalized; they also incur developmental impairments that limit their physical, intellectual and emotional development. ("Child Food Insecurity: The Economic Impact on our Nation", John Cook, Ph.D. and Karen Jeng, A.B.)

Among members of the Feeding America network, 65% of pantries, 61% of kitchens, and 52% of shelters reported that there had been an increase in the number of clients who come to their emergency food program sites. (FeedingAmerica.org)

260 families received food from Erie's pantry and 38 families received assistance through The Emergency Fund.Compared to the previous fiscal year, demand for food

pantry services have more than doubled in the past six months.

Erie House distributed 48,000 pounds of food last year, to over 1,200 people in need.

Since the recession began in December 2007, Latino unemployment has risen 4.7 percentage points, to 10.9%. (U.S. Bureau of Labor Statistics)

Pathways to SuccessErie provided two manufacturing sessions and one health care bridge session, where students learned basic English, reading, writing and math skills to prepare them for careers in shipping and receiving, computer numerical control (CNC), machining, medical billing and coding, certified nursing assistance or emergency dispatching.

English as a Second LanguageOver 400 Latino students learned English in Erie's West Town and Little Village classes this year. 70% of these students advanced at least one grade level in their Basic English skills test.

NCLR panelists reported that few resources are aimed at Black and Latino communities that face what the policy folks call "multiple barriers to employment." That's jargon for saying there's no cash provided for folks who are poor AND don't speak English AND didn't get a high school diploma …all of which makes getting a job hard in the good times and close to impossible during the bad times. Latinos are also prevalent in the 19% of respondents without home access who mention language barriers online… Recent immigrants, in particular, are likely to have a lack of experience with the Internet as well as language barriers.

Latinos have only a 72% chance of using the Internet anywhere. Latino ethnicity alone makes a person 18% less likely to use the Internet.

The largest gap in home Internet access is based on a respondent's family income, not age. The poor are 29% less likely to have access than higher-income residents.

Erie's Technology staff is bilingual and provides technology classes in Spanish to break down language barriers which make gaining technology skills and accessing the Internet difficult for the Latino community.

96% of community residents who participated in Erie's Technology Program this year were Latino.

63% of households who accessed Erie's Technology Program this year make less than $20,000 annually.

Lower income respondents believe poverty is the result of factors beyond their control, while those with higher incomes are split between systematic causes and people not doing enough for themselves. (The Marguerite Casey Foundation)

The metropolitan area of Chicago-Naperville-Joliet had a population of approximately 360,000 legal permanent residents (LPR) eligible to naturalize as of January 2007, and in 2008 about 4.2% of the LPR population naturalized in this area. (U.S. Department of Homeland Security)

The number of Latinos who became Americans in fiscal year 2008 more than doubled over the previous year to 461,317. That's nearly half of the record 1,046,539 new citizens overall in 2008, a 58% increase from 2007. (National Center for Policy Analysis)

This year, Erie House participants played a huge role in helping to reduce the effects of state budget cuts to social service agencies in Illinois through advocacy efforts such as traveling to Springfield to speak with state representatives and attending press conferences and rallies.

Immigrants from dozens of countries, including Mexico, Poland, Ecuador, Columbia, Guatemala and Peru, received help from Erie this year.

Erie's Citizenship program helped over 900 people this year complete the application to become U.S. citizens, preparing them for the citizenship exam through on-site classes and tutoring.
