THE JACKSON MPO The Metropolitan Planning Organization (MPO) is a federally mandated planning body responsible for transportation planning in the Jackson Urbanized Area (JUA). Federal regulations require all urbanized areas with a population of at least 50,000 to designate an MPO to carry out the transportation planning process. The Central Mississippi Planning and Development District (CMPDD) was designated as the MPO for the JUA on February 5, 1975 and is responsible for coordinating the transportation planning process and programs for all county and municipal jurisdictions within the MPO’s planning area which includes portions of Hinds, Madison and Rankin Counties. The MPO is the lead agency responsible for developing and administering plans and programs to maintain eligibility and receive federal funds for the transportation systems in the JUA. The primary mission of the MPO is to develop and maintain a transportation planning process that is compliant with federal and state requirements, and supports the development and enhancement of sustainable multimodal facilities, programs and systems in the area. The Jackson MPO functions under a committee structure comprised of the Metropolitan Planning Policy Committee and the Intermodal Technical Committee. The Metropolitan Planning Policy Committee consists of elected and appointed officials representing the county and municipal jurisdictions located in the Jackson MPO planning area boundary (see map above), a public transit services representative and the Director of the Mississippi Department of Transportation (MDOT). This committee also includes the Division Administrator for the Federal Highway Administration (FHWA) in Jackson and the Regional Administrator of the Federal Transit Administration (FTA), each serve as non-voting members. This committee is responsible for making policy decisions regarding the transportation planning process in the JUA. The Intermodal Technical Committee is comprised of representatives whose skills and training are more technical in nature and necessary to undertake comprehensive transportation planning activities for the JUA. Representatives from each of the county and municipal jurisdictions located in the Jackson MPO planning area are included on this committee, as well as representatives of all transportation modes in the area, including streets/highways, public transportation, bicycling/walking, air transportation, rail, and the trucking industry. The Technical Committee serves as an advisory committee to the Metropolitan Planning Policy Committee on all matters relating to the transportation planning process.

ABOUT THIS REPORT The annual listing of obligated projects is a record for tracking the progress of federally funded transportation projects included in the MPO’s TIP and the MDOT’s Statewide Transportation Improvement Program (STIP). This listing is updated annually and is intended to increase public awareness of federal spending on transportation projects in the Jackson Metropolitan Planning Organization’s (MPO’s) planning area. Each project included in this report has received federal authorization for funds committed to the project to be obligated. Obligation of federal funds means that a project has received a federal commitment for reimbursement of the federal share of costs incurred for an approved project, and does not necessarily mean that the project was initiated or completed in that year or indicate the total cost of that project. There are instances where funds obligated for a project may exceed the amount estimated in the STIP/TIP. There are also instances where unused funds may be credited back when not needed at the completion of a project phase resulting in a negative obligation or de‐obligation. De-obligation of funds typically occurs when a project has been completed without using the full commitment of obligated funds. It can also occur if a project sponsor decides not to proceed with the approved project or if there is a funding source change for the project. In addition to projects obligated in FY 2018, this report includes projects in which Federal funding remains and is still available for project completion from subsequent obligation years. Obligation occurs for Federal Transit Administration (FTA) projects after FTA grants are awarded. Obligation occurs for Federal Highway Administration (FHWA) projects by phase when a project agreement is executed and FHWA authorizes the federal funds. A project agreement defines specific project elements that are eligible for funding; how financing will occur; and agency roles, responsibilities and liabilities. As mentioned earlier, each project included in the report can be found in the MDOT’s STIP or the MPO’s TIP. A TIP is developed by each MPO (Jackson, Gulf Coast and Hattiesburg) in the state and is a listing of regionally significant projects in each MPO’s planning area. The STIP incorporates projects included in each MPO’s TIP, along with additional projects developed in areas outside of each MPOs’ planning area boundaries. Whereas, the MDOT uses the STIP for the development of priority projects identified in the State’s Long-Range Transportation Plan (LRTP), MPO’s use their TIP’s for the selection of priority projects included in their Metropolitan Transportation Plans (MTP). The STIP and TIP’s are also used as mechanisms for tracking the progress of those projects across the State as they advance through the project development process. The Fixing America’s Surface Transportation Act (FAST Act), signed into law on December 4th, 2015, requires that:
“An annual listing of projects, including investments in pedestrian walkways and bicycle transportation facilities, for which Federal funds have been obligated in the preceding year shall be published or otherwise made available by the cooperative effort of the State, transit operator, and metropolitan planning organization for public review.” 23 CFR 134(j)(7)(B)
This report addresses these requirements by providing a listing of all transportation projects in the Jackson MPO’s planning area in which Federal funds were obligated during Fiscal Year 2018 (October 1, 2017 - September 30, 2018). The Federal Highway Administration (FHWA) defines “obligated” as “the federal government’s legal commitment (promise) to pay or reimburse the States or other entities for the Federal share of a project’s eligible costs”. An “obligated” project is one that has been authorized by the federal government and funds have been obligated or approved for reimbursement.

THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) The TIP is a financially constrained four‐year program for addressing short‐term transportation priorities that are consistent with the Jackson Urbanized Area’s Metropolitan Transportation Plan (MTP). The TIP provides the opportunity to select projects that will implement the transportation planning goals expressed in the MTP. In order for a project to be eligible to receive Surface Transportation Block Grant (STBG) or Transportation Alternative (TA) funds and be included in the TIP, it must be included in the MTP’s list of priority projects. The federal funding used to implement the TIP is administered through the FHWA and the FTA. The amount of federal funding each State receives from the FHWA and FTA is based on the State’s total population as a ratio of the nation’s total population. Each MPO in the State receives its own apportionment from this allocation based off of a similar ratio that compares the population of the urbanized area in the State to the State’s total population. TIP projects are generally funded using an 80% federal/20% local‐match ratio. However, there are some exceptions, safety projects and some projects funded through congressional earmarks, may receive 100% federal funding. For a project to be considered for inclusion in the TIP, a commitment from the sponsoring agency to provide the required local matching funds is required. The projects included in this obligation report are from the 2017‐2020 TIP, which was adopted by the Metropolitan Planning Policy Committee on August 10, 2016. SUMMARY OF OBLIGATED PROJECTS The types of projects for which federal funds were obligated during FY 2018 included bridge improvement/replacement, new roadways, road widening, pavement resurfacing and reconstruction, intersection improvements, interchange improvements, Intelligent Transportation System (ITS) improvements, transit, bicycle/pedestrian facilities, transportation enhancements and safety related projects. The table on page 9 lists all of the projects obligated in FY 2018. Each listed project contains a project description, type of funding used for the project, amount of federal funds obligated, for whom the funds were obligated and date of obligation. In addition most projects include an FMS and External number; these numbers are unique to the MDOT and used to improve tracking of projects and project funds. While federal funding is included in this report, no local or state funds are reported. In FY 2018, Federal funding in the Jackson MPO area was distributed through the following categories: Bridge (BR) ‐ Provides funding for bridge replacement or rehabilitation of substandard bridges for any bridge on a public road. In some instances 100% of federal dollars are eligible when Bridge Credits are available. Bridge Credits are generated as a result of the State spending its own dollars to rehabilitate bridges located on the Federal Highway System. Bridge Credits may be used as a substitute for the 20% match required by States in obligating the annual appropriation of Bridge Replacement Funds. Congestion Mitigation and Air Quality Improvement Program (CMAQ) ‐ The CMAQ program provides a flexible funding source for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas).

Congressional Earmarks/Discretionary Project Funding - These are funds appropriated by Congress for specific projects including any anticipated grants awarded to MDOT, Office of State Aid Road Construction, or local entities. Delta Regional Transportation Development Program (DRTD) - Now part of the Surface Transportation Block Grant Program, provides Federal-Aid funding for highway planning, development or construction in counties/parishes in the 8 state area within the jurisdiction of the Delta Regional Authority. Projects must have a multi-state impact. Emergency Relief (ER) - Congress authorized in Title 23, United States Code, Section 125, a special program from the Highway Trust Fund for the repair or reconstruction of Federal-aid highways and roads on Federal lands which have suffered serious damage as a result of (1) natural disasters or (2) catastrophic failures from an external cause. This program, commonly referred to as the emergency relief or ER program, supplements the commitment of resources by States, their political subdivisions, or other Federal agencies to help pay for unusually heavy expenses resulting from extraordinary conditions. Ferry Boat Discretionary Program (FBD) - Provides funding for ferry facilities (either vehicular or passenger) that are on a non-Interstate public road and are publicly owned, publicly operated, or majority publicly owned providing substantial public benefits. Projects selected for funding under this program are funded at an 80 percent Federal share. FTA Urbanized Area Formula Program (Section 5307) - Provides funds for capital and operating assistance for transit operations in urbanized areas with populations greater than 50,000 and for transportation related planning. Funds can be for planning, engineering, design and evaluation of transit projects and other technical transportation-related studies; capital investments in bus and bus-related activities such as replacement of buses, overhaul of buses, rebuilding of buses, crime prevention and security equipment and construction of maintenance and passenger facilities; and computer hardware/software. FTA Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) - This program supports transportation services planned, designed, and carried out to meet the special transportation needs of seniors and individuals with disabilities in all areas – large urbanized (over 200,000), small urbanized (50,000-200,000), and rural (under 50,000). Eligible projects include both traditional capital investment and nontraditional investment beyond the Americans with Disabilities Act (ADA) complementary paratransit services. Examples of eligible activities for FTA 5310 funding include, but are not limited to: buses and vans, wheelchair lifts, ramps, securement devices, transit-related information technology systems including scheduling/routing/one-call systems; mobility management programs, volunteer driver programs, building an accessible path to a bus stop including curb-cuts, sidewalks, accessible pedestrian signals or other accessible features. FTA Rural Area Program (Section 5311) - This program provides funding to states and federally recognized Indian tribes to support public transportation in rural areas with populations less than 50,000. Funding can be used for planning, capital, operations, job access and reverse commute projects, and the acquisition of public transportation services. Activities eligible under the former Job Access and Reverse Commute Program (Section 5316), which provided services to low-income individuals to access jobs, are now eligible under the Rural Area Formula program.

FTA Bus and Bus Facilities Formula Program (Section 5339) - Provides capital funding to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Highway Safety Improvement Program (HSIP) - The FAST Act continued the HSIP to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal lands. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance. Interstate Maintenance Program (IM) - Provides funding to rehabilitate, restore and resurface the Interstate System. Reconstruction is also eligible if it does not add capacity. With the exception of High Occupancy Vehicle (HOV) lanes. National Highway Freight Program (NHFP) - The FAST Act established the NHFP to improve the efficient movement of freight on the National Highway Freight Network (NHFN) and support several goals, including: investing in infrastructure and operational improvements that strengthen economic competitiveness, reduce congestion, reduce the cost of freight transportation, improve reliability, and increase productivity; improving the safety, security, efficiency, and resiliency of freight transportation in rural and urban areas; improving the state of good repair of the NHFN; using innovation and advanced technology to improve NHFN safety, efficiency, and reliability; improving the efficiency and productivity of the NHFN; improving State flexibility to support multi-State corridor planning and address highway freight connectivity; and reducing the environmental impacts of freight movement on the NHFN. National Highway Performance Program (NHPP) - Provides for the condition and performance of the National Highway System (NHS), for the construction of new facilities on the NHS, and to ensure that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State’s asset management plan for the NHS. National Highway System (NHS) - The National Highway System (NHS) consists of roads designated by the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 to be important to interstate travel and national defense. The NHS also includes roads that connect other modes of transportation (airports, water ports and railroads) and provide essential paths for international commerce. Rail-Highway Crossings Program (Rails) - The FAST Act continues the Railway-Highway Crossings program, which provides funds for safety improvements to reduce the number of fatalities, injuries, and crashes at public railway-highway grade crossings. Safe Routes to School Program (SRSP) - Funds are made available for infrastructure and non-infrastructure projects, and to administer Safe Routes to School programs that benefit elementary and middle school children in grades K-8. Surface Transportation Block Grant (STBG) - The FAST Act converts the long-standing Surface Transportation Program (STP) into the Surface Transportation Block Grant Program (STBG) which promotes flexibility in State and local transportation decisions and provides flexible funding to best address State and local transportation needs. Surface Transportation funds may be used for projects on the Federal-aid System, which include the NHS and all other roads that are eligible to receive Federal-aid funding. STP/STBG funds are used on several large highway programs that the State of Mississippi has

adopted. They include the 1987 Four-Lane Highway Program, the Gaming Roads Program, and the Vision 21 Program. Surface Transportation Program (STP) - STP funds may be used for projects on the Federal-aid System, which include the National Highway System and all other roads that are eligible to receive Federal-aid funding. STP funds have been used on several large highway programs that the State of Mississippi has adopted. They include the 1987 Four-Lane Highway Program, the Gaming Roads Program, and the Vision 21 Program. STP funds can be used on a variety of projects including roadway and bridge preservation, modernization, and expansion on the Federal-aid System. This program was eliminated by the FAST Act and replaced by the Surface Transportation Block Grant Program. Transportation Investment Generating Economic Recovery (TGR) - The eligibility requirements of TIGER allow project sponsors at the State and local levels to obtain funding for multi-modal, multi-jurisdictional projects that are more difficult to support through traditional DOT programs. Eligible projects for TIGER Discretionary Grants are capital projects that include, but are not limited to: road or bridge projects eligible under title 23, United States Code, public transportation projects eligible under chapter 53 of title 49, United States Code, passenger and freight rail transportation projects, port infrastructure investments (including inland port infrastructure and land ports of entry) and intermodal projects. Eligible applicants include: State, local, and tribal governments, transit agencies, port authorities, MPOs, and other political subdivisions of State or local governments. TIGER Discretionary Grants may be used for up to 80 percent of the costs of projects located in an urban area and 100 percent of the costs of a project located in a rural area. Transportation Alternatives Program (TAP) - The TAP provides funding for programs and projects defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; safe routes to school projects; and projects for planning, designing, or constructing boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways. This program was eliminated by the FAST Act (see Transportation Alternatives). Transportation Alternatives (TA) - The FAST Act eliminated the MAP-21 Transportation Alternatives Program (TAP) and replaced it with a set-aside of STBG funding for Transportation Alternatives (TA). The set-aside TA funds can be used on all projects and activities that were previously eligible under TAP, encompassing a variety of pedestrian and bicycle connectivity type projects.
