Status of GSA Fleet Telematics
The GSA Fleet Telematics offerings are continuing to evolve. This document outlines the current status of what is available. Executive Order (EO) 13693 Planning for Federal Sustainability in the Next Decade was published March 2015. Among other requirements, it states that if an agency operates a fleet of 20 vehicles or more, it must deploy telematics at the asset level for all new passenger and light duty vehicles and for medium duty vehicles (where appropriate) no later than 2 years after the date of the order. It further states that agency annual asset level fleet data will be accounted for in a formal agency Fleet Management System and relevant data will be submitted to the Federal Automotive Statistical Tool reporting database. Prior to publication of EO 13693, GSA issued a solicitation for aftermarket telematics for government-wide use on government vehicles. Several vendors submitted bids and the award was made to AT&T on September 29, 2015. Two line items were awarded, one for GPS Tracking Only and the second for GPS Tracking with Fleet Diagnostics. GPS Tracking with Fleet Diagnostics meets the mandates of the EO, which are to collect and report data for vehicle speed, location, idling, utilization, maintenance, fuel consumption and emissions. GSA Fleet Solutions provides customers with the information to arrange for purchase, installation and payment of telematics devices and subscription services directly with AT&T. GSA Fleet developed an order form for agencies to use, so the agency contracting office will have all the information needed to perform the acquisition. If an agency decides to install telematics on GSA Fleet leased vehicles, they are required to submit a letter of agreement (LOA). The LOA template was also developed and is provided by GSA Fleet Solutions. In addition to aftermarket telematics, the vehicle manufacturers were requested to include original equipment manufacturer (OEM) factory installed telematics options on vehicles for the 2016 GSA vehicle offerings. OEM factory installed telematics options are available to GSA purchasing customers. For 2016, they are not available for GSA Fleet leasing customers. Also, legacy telematics for Networkfleet and Trimble continue to be supported through 2016. However, once vehicles with those devices are sold, the service will be terminated. If a customer requests to transfer those devices and continue the service on other GSA Fleet vehicles, the customer will be required to sign a LOA, so we can monitor and track which telematics devices are on GSA Fleet vehicles. LOAs will also be required for any telematics device a customer requests to be installed on GSA Fleet vehicles, similar to any other modification a customer requests. EO 13693 mandates telematics be implemented on all newly acquired passenger, light duty and medium duty vehicles, as appropriate starting in 2017. GSA Fleet plans to have a pass through telematics option for leasing customers available by 2017, which could include OEM, aftermarket, or a combination of both solutions.

Right Vehicle, Right Price, Great Service
Telematics devices collect, record, and transmit vehicle operational data. The devices plug into the vehicle’s dashboard computer and transmit the data directly from the vehicle to a web-based reporting platform.
Recently, GSA Fleet leveraged our purchasing power and updated our offerings by awarding a new government-wide Blanket Purchase Agreement (BPA) that provides federal agencies with the latest in telematics technology at competitive prices. This new offering will assist Federal agencies with meeting the sustainability mandates outlined in Executive Order(EO)13693 - Planning for Federal Sustainability in the Next Decade. The BPA was awarded to AT&T on September 30, 2015 and is open to all federal agencies for both GSA Fleet purchasing and leasing customers.
Federal agencies purchase telematics and arrange for the installation directly with AT&T, with their own contracting staff and preferred payment method. If GSA Fleet customers plan to install telematics devices on GSA Fleet leased vehicles, we request that a letter of agreement (LOA) be signed by the customer agency and GSA Fleet.
The new BPA with AT&T offers two categories of telematics: GPS Tracking Only and GPS Tracking with Vehicle Diagnostics. The GPS Tracking Only option is ideal for medium duty
vehicles. The GPS Tracking combined with Vehicle Diagnostics may help agencies meet the mandates set forth in the new EO. The table on the left indicates, by category, reporting data capabilities available.
Agencies can place orders through the BPA, directly with AT&T. The rates listed in the table below have been pre-negotiated to allow for a simple, streamlined, ordering process. An order form was created for federal agencies to use and is downloadable from www.gsa.gov/fleetsolutions.

GSA Fleet 2016 vehicle offerings include telematics as an additional factory installed equipment on some new vehicles for GSA Fleet purchasing customers only. Factory installed equipment is not available on GSA Fleet leased vehicles for the FY16.

Order Process for the GSA Fleet Telematics BPA
1. Go to www.gsa.gov/telematics
2. Download the AT&T telematics package
3. If AT&T Fleet Manager will be installed on GSA Fleet Leased Vehicles:
a. Complete LOA including vehicle information
b. Submit the signed LOA [email protected]
c. Once GSA returns the signed LOA continue with the ordering process
4. Contact your agency contracting and/or finance office to initiate ordering
process. You may find the “Agency Contracting Template” useful for gathering
information your contracting officer may need.
5. Submit a completed Task Order (TO) to AT&T by emailing it to Tasha Howland
6. Once the TO has been approved by AT&T the completed AT&T Customer Order
Sheet can be submitted with the specific order information to Tasha Howland.
7. AT&T will contact you to complete:
a. Billing Account setup
b. Installation Arrangements
NOTE: The contract with GSA and AT&T requires that AT&T and their
approved subcontractors perform the installation. Self-installation is not
allowed at this time.
c. Online Account Set Up
8. The devices will be shipped to the arranged installer.
9. The vehicles are brought to the assigned installation location for the devices to be
installed in your vehicles. The installation process takes about 20 minutes per
vehicle. The installer will properly install the device, check that it is working and
reporting properly, and ensure all loaded vehicle information is correct.
10. Once installation is complete the vehicle will appear in your online account.

(iii) collecting and utilizing as a fleet efficiency management tool, as soon as practicable but not later than 2 years after the date of this order, agency fleet operational data through deployment of vehicle telematics at a vehicle asset level for all medium duty vehicles where appropriate;
(iv) ensuring that agency annual asset-level fleet data is properly and accurately accounted for in a formal agency Fleet Management System and any relevant data is submitted to the Federal Automotive Statistical Tool reporting database, the Federal Motor Vehicle Registration System, and the Fleet Sustainability Dashboard (FleetDASH) system;
