CASE COMMENTS: Please provide a response to each of the following comments:
1. Since proposed pavers are being removed for three (3) driveway access points off S.W. 27th Avenue / Riverland Road, continue concrete sidewalk across those driveways instead.
2. Consider providing and dimensioning the minimum stacking distance required for driveway ingress to and
egress from the proposed development – a minimum 12’ x 22’ area for each vehicle to be accommodated for stacking.
3. Per ULDR Section 47-2.2.Q, show and label sight triangles as appropriate for safe and adequate access of drivers and pedestrians, on the Site Plan, Landscape Plans, and Civil Plans: intersections of driveways with streets (measured from pavement edges), alleys with alleys (measured from property lines extended), alleys with streets (measured from property lines extended), and streets with streets (measured from property lines extended). Per ULDR Section 47-19.1.E, no accessory use or structure shall be permitted within a sight triangle except as provided in ULDR Section 47-35.
4. Wawa Outparcel – Delete proposed driveway access (to internal collector street) nearest S.W. 27th Avenue / Riverland Road, in order to eliminate vehicular conflicts trying to make left turns out of the site.
5. Wawa Outparcel – Provide and dimension the proposed Type II off-street loading zone location (min. 12’ x 45’), per ULDR Section 47-20.2 Table 2 and Section 47-20.6. The narrative shall also include, but not be limited to, descriptions of the following: loading activities (including locations, times, and duration), hours of operation, trash disposal, security/gating, number of employees, etc.
6. Wawa Outparcel – Show truck turning template circulation of the design vehicle to access the loading zone on the proposed site development; please note that turning geometries utilized in the design of Type II loading zones shall be sufficient to accommodate a standard, intermediate-sized semi-trailer vehicle (AASHTO ‘WB-40’ design vehicle), per ULDR Section 47-20.6.
7. Wawa Outparcel – Clarify the design intent of grading around the proposed building, especially whether the sidewalk areas are flush with the adjacent parking stalls and drive aisles.
8. Wawa Outparcel – Irrigation plan shows proposed dumpster and southeast corner of building to be constructed within what appears to be a utility easement; please clarify and update as appropriate.
9. Krispy Kreme & McDonald’s Outparcels – Coordinate with Melissa Doyle at (954) 828-6111 or [email protected] regarding dumpsters; please note that per ULDR Section 47-19.4.D.7, dumpsters serving restaurants require drains connecting to sanitary sewer.
10. Krispy Kreme & Flex #3 Outparcels – Per ULDR Section 47-19.4.D.6, all dumpster enclosures and adjacent service access drive shall be placed on poured concrete, solid or perforated interlocking concrete block paving (ICB), or any existing hardened paving system.

1. Because there are separate RLA providing plans for out-parcel sites, please only include landscape plans that are relative to the out-parcels being considered for this review. Please highlight the limit of work line for each out-parcel site, and cross out areas that do not apply to the out-parcel areas.
2. The eastern landscape perimeter currently has Veitchia Palms under the power lines. As previously discussed, these trees cannot remain. This comment is meant as a friendly reminder that this plant material must be replaced with appropriate understory plant material, such as Adonidia, Thrinax, etc.

3. Provide canopy tree in island on NE corner of building and NE corner of site, E islands and SE corner islands.
4. Provide canopy trees along perimeter in place of or in addition to Lignum Vitae.
5. Provide alternate species for Royal Palm to reduce the hazard of palm fronds falling in pedestrian and vehicular areas.
6. Label the plant material in islands along south perimeter.
7. Illustrate the location of overhead utilities and follow FPL Right Tree Right Place guidelines for tree selection
and placement. For example, there are overhead utilities running along E perimeter. Understory trees are to be provided at 2:1.
8. Illustrate pedestrian connectivity to the site from Broward Blvd. Be sure to implement shade trees to
maximize shaded pedestrian experience.
9. Utilities and site amenities such as walkways, flagpoles, transformers, fire hydrants, sewer and water supply lines, trash enclosures, and similar items located on the site shall not be placed in or under required tree planting areas, as per ULDR Section 47-21.12. Confirm with civil, site and life safety plans that utilities and site amenities are not causing conflicts with proposed landscaping. Where conflicts exist, shift the utility and/or site amenities. For example, the water lines and fire hydrant located in the required landscaped area must be relocated out of this space or an additional concrete area added to accommodate utilities next to this required landscape area.
10. Light fixtures with an overall height of more than ten feet shall be located a minimum of 15 feet aware from
shade trees, as per ULDR Section 47-21.12.
11. All detached freestanding signs shall be landscaped underneath the sign with a continuous planting and irrigation system, as per ULDR 47-22.E.3.
a. This area is to be minimum 3 feet deep and extend at least the same length as the longest side of the sign.
b. Continuous planting is to be mulched and can be hedges and shrubs 2 feet tall planted 2 feet apart. Groundcover may be 6 inches tall planted 6 inches apart.
c. Irrigation shall be from a permanent water source. d. Please clearly note and illustrate all of the above on plan

12. The use of structural soil is required in paved sites to provide adequate soil volumes for tree roots under pavements, as per ULDR Section 47-21.13. This dimension is usually 36” deep x 8’ radius from trunk of tree. Structural soil details and specifications can be obtained at http://www.hort.cornell.edu/uhi/outreach/index.htm#soil Please provide specific details and illustrate this on site, civil and landscape plans.
13. The City has adopted Florida Friendly Landscaping requirements into our ULDR Section 47-21. This basically means that plant material must be grouped together based on watering needs, and turf areas must be limited and/or consolidated. The planting areas are to be irrigated on a separate zone than the turf areas. Once plants are established, that particular zone can be shut off based on the season. The overall goal is to decrease water use through irrigation. Please consolidate and/or eliminate sod areas, and illustrate these separated hydrozone areas.
KRISPY KREME
14. Provide alternate species for Satin Leaf Trees in peninsular islands.
15. Provide additional canopy tree in island at SE corner of building.
16. Parking rows are to begin and end with a peninsular landscaped island containing at least one canopy tree, as per ULDR Section 47-21.12.A.4. Palm trees, smaller trees, and/or concrete are not acceptable in these areas. Please adjust to include minimum requirements. For example, two additional islands are required for the two interior parking rows south of the building and an additional canopy tree is required on the S side of the dumpster.
17. Utilities and site amenities such as walkways, flagpoles, transformers, fire hydrants, sewer and water supply
lines, trash enclosures, and similar items located on the site shall not be placed in or under required tree planting areas, as per ULDR Section 47-21.12. Confirm with civil, site and life safety plans that utilities and site amenities are not causing conflicts with proposed landscaping. Where conflicts exist, shift the utility and/or site amenities. For example, the transformer proposed at the NE corner is located in a required landscape area must be relocated out of this space or an additional concrete area added to accommodate utilities next to this required landscape area.
18. At least thirty (30) square feet of interior landscape area shall be provided for every interior parking and
loading space and shall not be part of any perimeter landscape area, as per ULDR Section 47-21.12.A.3.

34. Provide additional clusters of trees in the SW pervious area.
35. Provide street trees along S perimeter road adjacent to this building.
36. The City has adopted Florida Friendly Landscaping requirements into our ULDR Section 47-21. This basically means that plant material must be grouped together based on watering needs, and turf areas must be limited and/or consolidated. The planting areas are to be irrigated on a separate zone than the turf areas. Once plants are established, that particular zone can be shut off based on the season. GENERAL COMMENTS: Please consider the following prior to submittal for Building Permit:
37. A separate sub-permit application for General Landscaping is required at time of master permit submittal.
38. Provide separate Plumbing sub permit application for irrigation. Irrigation plans are required at time of
Building permit submittal. Plans are to be in compliance with ULDR 47-21.6.A.11 and 47-21.10.

CASE COMMENTS: Please provide a response to the following: 1) The applicant is strongly encouraged to contact neighbors adjacent to, as well as condominium and
neighborhood associations located within three hundred feet (300’) of the development site, to advise of this proposal (a listing of officially-recognized neighborhood associations is provided on the City’s website: http://www.fortlauderdale.gov/neighbors/civic-associations). Please provide acknowledgement and/or documentation of any public outreach.
2) The site is designated Commercial on the City's Future Land Use Map. The proposed use is permitted in this
designation. This is not a determination on consistency with Comprehensive Plan Goals, Objectives and Policies.
2) Verify that copy of plat is the most current recorded plat, including notes and amendments, for the proposed site.
Provide documentation from the Broward County Planning Council verifying that the site does not require platting or replatting. If replatting or platting is not required, contact the Development Review Services Section of the Planning and Environmental Regulation Division of Broward County at (954) 357-6637 to ensure that proposed project is consistent with the latest recorded plat restriction.
3) Indicate the project’s compliance with the following ULDR sections by providing a point-by-point narrative response, on letterhead, with date and author indicated.
a. Sec. 47-25.2, Adequacy Requirements 4) Incorporate the following changes on the site plan to improve the pedestrian environment and to accomplish
greater street presence along Broward Boulevard (examples of preferred site design options in Attachment 1). a) Building/Street Presence Improvements:
a. All three buildings proposed along Broward Boulevard should be located closer to the street to create a spatial framework that supports pedestrian and multi-modal options. In addition, the corner buildings (proposed McDonalds and Wawa) should be placed closer to the corners in order to create a better presence at the intersection of Broward Boulevard with SW 24th Avenue and SW 27th Avenue;
b. Where outdoor seating is proposed, ensure that it faces Broward Boulevard in order to create an active street frontage. There is an opportunity to create several interesting outdoor spaces along the street;
c. On the Wawa site, relocate the building to the corner of Broward Boulevard and SW 27th Avenue, and place the gas pumps south of the convenience store. If the canopy that covers the gas pumps is visible from the street, ensure exceptional architectural design solutions in order to provide for an iconic presence along the street.
b) Pedestrian Realm Improvements: a. Provide a minimum seven (7) foot wide sidewalk along Broward Boulevard; b. Provide direct pedestrian access from the sidewalk to the buildings; c. Per Sec. 47-20.5.B.General design of parking facilities, address the pedestrian/vehicular conflicts
indicated on site plan to assure safety of pedestrians and avoid conflicts between pedestrian and vehicular traffic.
c) Landscaping Improvements: a. Provide an adequate landscape strip with shade trees between the curb and sidewalk to enhance
the pedestrian environment and accommodate tree canopy. Discuss shade tree types with the DRC’s Landscape Representative;
b. Ensure substantial tree canopy and more uniform coverage on site in order to mitigate the presence of the large surface parking area.
d) Indicate all utilities (above and below ground) that would affect the proposed planting or landscaping plan. Overhead lines, if any, should be placed underground. If lines cannot be placed underground provide documentation from FPL.
5) It is recommended the following pedestrian and bicycle-related comments be addressed:
a) Per Sec. 47-25.2.M.6. (Adequacy requirements / Transportation / Pedestrian facilities): Sidewalks,
pedestrian crossing and other pedestrian facilities shall be provided to encourage safe and adequate pedestrian movement on-site and along roadways to adjacent properties.
b) Label all proposed pedestrian access/circulation areas: sidewalks, paths, crosswalks etc. (including width) to/from and within the site.
c) Site plan design indicates pedestrian/vehicle conflict areas. Accommodate safe pedestrian access, in particular to/from public sidewalks, vehicle parking areas and building entrances.
d) Provide bicycle parking in visible, well-lit areas as close as possible to pedestrian entryways/doors. In addition where possible, locate bicycle parking facilities in an area that is sheltered/covered.
e) Please email Karen Mendrala at [email protected] for more information on bicycle parking standards and to obtain a copy of the Assoc. of Pedestrian and Bicycle Professionals [APBP] Bicycle Parking Guidelines and Broward County End-of-Trip Bicycle Facility Guide.
6) Provide the following changes to the elevations:
a) The North, West and East elevations of the building proposed on outparcel “D/E” and the South and East elevations of Wawa lack architectural detail. Redesign the façades to allow for a main pedestrian entrance to face Broward Boulevard and to allow for improved architectural detail such as awnings, banding, and large windows to create a better presence along the road. Consider incorporating outdoor seating areas;
b) Label the elevations based on North, East, South, West directions.
7) The existing Walmart entryway sign is not consistent with other City entryway signage. Please discuss replacing the sign to be consistent with the image provided herein (see Attachment 2) or at minimum revising the color, font and city seal to be consistent.
8) Pursuant to ULDR Section 47-22.4.C.8, provide a master sign plan detailing the following: a) Location and orientation of all proposed signage; b) Dimensions of each proposed sign (height, width, depth, etc.); c) Proposed sign copy; and, d) Proposed color and materials.
Please note any proposed signs will require a separate permit application. 9) Provide a roof plan for all structures indicating the location of all mechanical equipment. This plan shall include
spot elevations of the parapet wall and roof as well as mechanical equipment to verify adequate screening and to illustrate how equipment will be screened or shielded from view. In addition, indicate all mechanical equipment within the subject site on the site plan and elevations where applicable.
GENERAL COMMENTS: 10) Consider employing green building practices throughout the project including, but not limited to charging stations,
tankless water heaters, rain collection systems, pervious pavers, bio-swales, Florida Friendly™ plant materials, solar panels and green roofs.
11) If a temporary construction/sales trailer is needed for this project, provide the details and location of the trailer on
a separate site plan, to avoid additional review in the future. Verify details and location with the Building Representative.
12) An additional follow-up coordination meeting may be required to review project changes necessitated by the DRC comments. Prior to routing your plans for Final DRC sign-off, please schedule an appointment with the project planner (954-828-5072) to review project revisions and/or to obtain a signature routing stamp.

1. Security and safety features, policies, and procedures from the McDonald’s corporation should be in place.
2. CCTV should be used to monitor all entrance/exit points, drive up windows, front counter and any location where money is stored and/or counted.
3. Consider pre-wiring for alarm system to include panic alarms.
4. Doors should be impact, metal, or solid core. Secondary locks should be provided along with an180 degree

1. Please see Florida State Statute 812.171, 812.173 and 812.174 for state requirements for convenient store operation and security mandates.
2. If the store falls under one of the exemptions please consider using the state mandates as guidance for
proper security measures (CCTV, drop safes, lighting, height markers, clear sight lines, alarm system, and training)
GENERAL COMMENTS: The following comments are for informational purposes. Noted comments for plaza DRC 72R13: However, for the plaza and all proposed/future stores including Wal-Mart, consideration should be made for the use of CCTV for all entry/exit points to businesses, any location where money is handled or stored, any pharmaceutical areas, and strategically placed throughout the parking lot; pre-wiring the business for an alarm system; using impact resistant materials for windows and doors. It is highly recommended that the managing company make arrangements for private security during construction. Please submit comments in writing prior to DRC sign off.

CASE COMMENTS:
1. Submit an updated traffic impact statement and continue coordinating with the Transportation and Mobility Department (TAM) regarding the need to update the existing traffic study. Take into consideration that the review of this study, once submitted, will take about 4-6 weeks.
2. Bicycle parking is strongly encouraged, covered if possible with a bike pump at each building. Consult the APBP Bicycle Parking Guidelines and Broward County End-of-Trip Bicycle Facilities Guide. Provide the minimum long term and short term bicycle parking at each building based on requirements in the guide and include total counts in the site plan data sheet.
3. Please coordinate with TAM regarding public transportation improvements adjacent to and within the site.
4. Please provide a direct and safe pedestrian connection from all outparcels (existing and new) to surrounding sidewalks (both internal and external).
5. All previous conditions of approval still apply and will be attached to the site plan during sign-off.
6. Please encourage the use of more sustainable transportation choices by installing electric car charging stations, in addition to bicycle pumps and repair/service stations.
7. Please consider providing public seating and interactive art works along the sidewalks, improvements along Broward Blvd, SW 27th Ave, and SW 24th Ave to enhance the pedestrian experience.
8. Please ensure all access points, sidewalks, walkways, and curb cuts with connections to Broward Blvd, SW 27th Ave. and SW 24th Ave are a minimum of 7’ wide including all pinch-points and crosswalks. All remaining internal access points, sidewalks, walkways, and curb cuts shall be a minimum of 5’ wide including all pinch-points and crosswalks.
9. Ensure all access points, sidewalks, walkways, and curb cuts are unobstructed and ADA accessible with appropriate slopes and detectible warning devices.
