    Fuss & O'Neill received authorization from DEP in the final Emergency Discharge Authorization dated February 10 , 1992, for the use of four-foot diameter carbon filter• in place ot the originally specified five-foot diameter carbon filters for the Interim Removal Traotmant System. Linullster hes ordered the new carbon filters along with the air stripper , transfer pumps, equalization tanka, etc. The urget date for the completion of the system is April 13 , 1992.

    on Februery 19, 1992, representetives of LinemB&ter , EPA, Fuss & O'Neill and Arthur D. Little (ADL). attended a meeting at Linemaster to diacuas EPA comments on the Initial Site Characterization Report ( ISCR) a nd the Work Plans. Short term project related topics were discussed including; background metals sampling, Zone 1 pumping test, installation of additional well clusters west of the ,...feciUty a nd soil sempling techniques . In addition, long

    te rm project related topics were discussed including; the

    ecological site assessme nt , the Feesibility Study , t he -iii!

    existence of DNAPLs end the project time table.

    On February 28, 1992 ADL provided information on the number = of samples required for determining the background metal = concentrations. The number and locations subsequently were confirmed in a letter from EPA dated March 10, 1992. In addition, resolution has been reeched on the Zone 1 pump test and the installation of the addi tionel moni taring wells west of the facility.

    Fuss & O'Neill will modify the SAP for soil sampling to specify the use of 120 ml sample vials in accordance with the site-specific procedure recently adopted by Region 1 of the U.S. EPA.

    Progress wes made in discussing the long-term project related topics. Fuss & O'Neill will evaluate epplicable technologies for the remediation of ONAPLs located in the soil and ground water under the Linemaster fecili ty building. Fuss & 0' Neill agreed to attempt to complete the RI /FS by the previously esteblished July 17, 1992 terget date, though promp't review of Interim Deliverable& by EPA a nd its subcontractors will be essential. Completion of

    the RI/FS by the target deadline will maximize the time

    available for public review and coiiiiDent.

    f'Uaa & 0 ' Neill has addressed the coaunents contained in the

    January 23, 1992 EPA letter regarding the Work Plan tor the

    Rl/FS and the Phase l B Work Plan . Work Plan revisions were

    trena•itted to the EPA by Fuss & O'Neill on February 26,

    1992.

    F e nnibtl ity S t udy

    An initiel TCE ma s s balance haa been calculated for t he

    uns atura ted till and fo r t he till , a hallow bed rock a nd deep

    bedrock aquifers. A mathematic a l modal has been de veloped

    to estimate the mass distributio n o f TCE with time withi n

    the above r eferenced hydros tra tigraphi c units defined at

    the Linemaster site . Both the TCE mass belanc e a nd a draft

    copy of t he mathematical model are presently undergoing in

    hous e reviews. -,... z Fuss & O'Neill has prepared aamplea in-house for laboratory

    analysis to determine TCE retention in the till soils

    collected at the site. The results of this test will be

    ueed to help e s timate the amount of TCE in the aoil and

    ground water in the soil at the Zone 1 area,

    Screening of technologies is continuing and Fuss & 0 ' Neill is incorporating input received from the EPA and ADL during the meeting at Linemaster on February 19 , 1992. A revi s ed preliminary screening was included in the resubmitted Work Plan for the RI / FS. Additional EPA comments will be incorporated in the Draft RI / FS .

    The benc h s cale vacuum extraction s tudy conduc ted by the Environmental Res earch Institute a t the Unive r si t y o f Connec tic ut was completed on Februa ry 6, 1992. The compi led data wa s forwarded to Fuss & 0 ' Ne i ll on Feb r ua ry 2 6 , 1992 a nd i s be ing revie we d a nd e valuated.
