    (1) Local funding (by local authority) (a) Elmbridge (i) Elmbridge Sports Council The Elmbridge Sports Council (ESC) aims to promote sport throughout the Borough of Elmbridge, encourage youth participation in sport and assist, as much as possible, all clubs, societies, schools, colleges and sporting individuals in their quest for sporting success and participation. It is an independent body, administered by Elmbridge Borough Council. Grant Aid is available once a year for sports clubs and individuals in Elmbridge to assist with their various sporting pursuits. A total fund of £10,000 is provided by Elmbridge Borough Council for this purpose. Timescales: Applications for grant aid are invited between February and April each year. ESC works closely with Elmbridge BC and takes their recommendations for resolutions. It also offers support of up to £200 to individuals for travel costs, entry fees or training costs. The council informs the clubs and individuals about their Sports Grant Aid through a press release circulated Feb/March annually.     Projects that improve support networks for the unemployed and working age people on benefits

    least advantaged communities Projects that support those most affected by welfare reform Projects that achieve positive health and wellbeing outcomes and reduce

    inequalities, including by encouraging participation in sport and leisure activities by all ages

    Projects that prevent homelessness and support homeless households.

    Grant support is available to charitable, social enterprise, community and voluntary organisations. Priority will be given to projects that will become self-sustaining and will not require ongoing year-on-year contributions from the Council.

    (d) Mole Valley (i) Thomas Flack Trust Fund Mole Valley District Council is the trustee for the Thomas Flack Trust Fund which was set up to offer funding for projects for the general benefit of the inhabitants of Leatherhead, Ashtead, Bookham and Fetcham. Generally, funding is available for:

    Capital projects that will provide permanent facilities for local people Initial revenue contributions to assist the start-up of new initiatives provided

    arrangements are in place for funding in future years which does not rely on Grant Aid from the Trust

Grants do not normally exceed £300. Clubs located in the Borough may apply for grants towards the cost of improving their facilities, for equipment to extend the range of services offered (especially to the disabled) and to organise local tournaments to keep down the cost of entry (particularly, but not specifically, for youth participation). Grants do not normally exceed £400. This year they were given £500 each, and more than 30 Councillors still have unspent funds. A list of these Councillors is available from RBCVS. This covers parts of Reigate & Redhill and Tandridge (but not Caterham). The Trust funds a wide range of projects and activities including those that benefit young people and sport.     (ii) Runnymede Borough Council The Council makes grants available to assist local voluntary and community groups and individuals who participate either in the sports or the arts or voluntary, educational or charitable activities considered to be worthy of support.     The BAA Heathrow Communities Trust began in 1996 and has made grants totalling of nearly £7 million since its inception. Funded by an annual donation from the company, the independently run Trust makes grants to support projects in the communities closest to BAA’s airports, including Heathrow. Funds are given to

The Borough Council grant aids the Sports Council and in turn the Sports Council grant aids local groups and individuals. The Sports Council is made up of volunteers appointed from a variety of community sports organisations and meets six times per year. All sports organisations actively operating or intending to operate within the Borough can apply for membership of the Sports Council. Candidates have to live or attend secondary school in the Caterham area (defined as postal code area CR3 and CR6). Funding of up to £250 is available to support training costs.     (ii) Active Waverley Active Waverley is Waverley's community sports network. It aims to promote increased participation and opportunities for sports and physical activity throughout the Borough by networking and getting the different towns and villages to work together. For example, Sport Godalming have launched an initiative called 'Go for Gold' which raises money and then gives bursaries to talented athletes and this worthwhile scheme has just been extended to Haslemere under the title "Create a Star". Active Waverley will help promote and make the most of the opportunities presented by the London 2012 Olympic Games. They will be able to help with the latest funding options and grants available for their area within Waverley. There are open committee meetings held several times per year at each Sports Council to review grant applications. They are based in Cranleigh, Farnham, Godalming and Haslemere. Email: [email protected] (iv) Sport Godalming Sport Godalming offers 2 funds: ‘Go For Gold’ and ‘Grant Aid’. Both are open to residents of Godalming. The ‘Go For Gold’ fund provides grants of up to £750 to sports people with potential for international selection in an Olympic sport. The ‘Grant Aid’ fund provides small grants to assist individuals, mainly younger persons with small grants for training costs (including travel), competition costs and specialist clothing. The FSC acts to promote sport in the community at all levels, to safeguard existing facilities, to identify sporting needs in the area and provides a forum where clubs and individuals can present their views on sporting matters to local authorities

It will help them realise their dreams by giving grants to help meet their training costs. This could include equipment, additional coaching, travel expenses etc. ‘Create A Star’ will identify these budding young sportspeople and bring them together with local businesses to forge community partnerships from which both will benefit. Each business will sponsor an individual young sports person who will in return commit to promoting their sponsor through local media, sports clubs, schools etc. The sponsorship will be reviewed annually, during which time the recipient will regularly update their sponsor on their training and performance progress. The Fund will prioritise support for projects, which benefit communities in the village communities and the surrounding areas of Dunsfold Park. Projects, which demonstrate partnership, community involvement and which meet a clearly identified need, will be given priority. Projects supporting the following areas of community activity will be given priority:

    Projects improving facilities for children or young people; Village/community projects; Leisure and sports facilities for the local community; and Education, including grants to individuals for college/university costs

    particularly for young people from families with non-university backgrounds with a preference for science or Maths based courses.

    (viii) Surrey Community Foundation (Hazelhurst Fund) The aim of the fund is to support and benefit communities and individuals in need in Surrey. The Fund will support projects that benefit communities across Surrey but with a priority of supporting communities in Haslemere, Hindhead, Godalming and surrounding areas. Projects that demonstrate partnership working, community involvement and which meet a clearly identified need will be given priority. Projects supporting the following areas of community activity will be given priority:

    Rural/ agricultural communities - to support projects which improve rural facilities and services and which combat rural exclusion;

    Education – a contribution towards the costs for individuals to benefit from training and personal development including Higher Education and Adult Learning courses that they would otherwise not be able to attend;

    Disability – to support projects that improve facilities and services for children and adults with disabilities;

    Environmental/ wildlife conservation – projects which conserve or improve the wildlife value of Surrey;

    Sports and leisure - particularly to improve community and youth facilities. The fund reflects Birtley House values of care and support and aims to transfer these values into the wider community. The fund will support projects within the following criteria:

    Supporting local community activities with a preference for projects supporting rural/ village communities.

    Improving facilities, services and activities for older people; Providing training, development and intergenerational learning opportunities

    for local people; Environmental - Projects which conserve or improve the wildlife value of

    There is a small grants scheme available to those residing or located within the borough, which is awarded to individuals or clubs that would like to:

    1. Enhance or improve equipment and/or facilities for individual or group performances;

    2. Develop and expand the range of activities; 3. Increase participation and the number of members; 4. Provide specified specialist coaching or training for individuals or groups to

    achieve (a), (b) or (c) above; 5. Fund innovations or new events requiring initial support.

    The funds are available to expand the role or performance of recipients and should not be available for routine expenses or to support an existing programme. There is a maximum award of £500 per application and evidence that the applicant is contributing a minimum level of 50% to the cost of the scheme from either personal or other sources. In order to mitigate the losses incurred by participating in the Scheme FCC Environment (as a condition of providing Landfill funders with the funding)requires project applicants to secure the help of eligible ‘Third Parties’ who will reimburse them with an amount equal to 10% of the cost of the funding committed. In addition to the level of the grant this also takes into account the automatic levy charged by the Funds’ regulator ENTRUST together with a proportion of the costs associated with administering the grant. Who can be a Third Party Funder? The key consideration regarding Third Party Funding is the term ‘Unique Benefit’.     Sport England Improvement Fund The fund supports projects that deliver improvements through new build, modernisation or refurbishment. It bridges the gap between the Strategic Facilities Fund and Inspired Funds. The Improvement Fund awards grants of £150,000 - £500,000 in sustainable projects with a clear local need. The SPF is not just about playing fields. It is a countywide organisation promoting, representing and aiding ALL sport and recreation in Surrey. It is an independent charity staffed by voluntary officers and affiliated to the National Playing Fields Association (NPFA), but not subject to NPFA direction. The SPF has grant aid and loans available. It can also provide (at no charge to the applicant) technical, legal, financial or planning advice for providing or improving facilities. The SPF has a £500,000 loan fund for providing new facilities, improving existing facilities and purchasing the freehold of sports grounds. Loans up to a maximum of £35,000 are available. These loans are NOT for running expenses, but they may be used as `match' funding for lottery applications. Loans have to be guaranteed by club members, interest is charged at 5% on outstanding balances and payments can be spread over up to ten years. Types of project that will benefit (from grant aid):

    Projects to increase participation.

    Improve standards by providing financial aid for courses for coaches, judges and umpires, including facility hire and specialist equipment e.g. hire of indoor halls, payment of coaches and purchase of video cameras.

    Purchase demonstration equipment for courses.

    Assist with the cost of minor provision i.e. non personal equipment for `junior' sections, artificial wickets, machinery. Projects of countywide significance can also apply for funding; examples include PHAB accommodation block, racket sports for children with special needs and the Sports Aid Foundation for awards to Surrey athletes.

    HSBC Golf Roots Plus This new grant-aid scheme provides funding for projects where the development of life skills is the primary purpose using golf as the catalyst. Local delivery partners such as a youth services, local authorities, police services or partnership of schools can apply.
