Funding Focus – Updated – BTEC Firsts and Nationals – Funding in 2016/17

Funding Focus provides quick summaries of recent funding developments, or particular aspects of the funding system.
The tables in this document capture the funding eligibility for the BTEC First and Nationals in 2016/17. It has been updated to include the funding information for Nationals newly approved for loan funding. The document also provides guidance about learners starting QCF qualifications in 2016/17, or moving from smaller to larger qualifications in 2016/17 or 2017/18, and explains 19-23 eligibility for entitlement funding. We have recently extended 88 BTEC Firsts and as soon as the extension to feeds through to the funding hub this sheet will be updated with the new LDNS for these qualifications.

Core/non-core, and performance table information
For 2016/17 the SFA has identified core and non-core qualifications in the 19-23 entitlement. This approach is in place to support the SFA’s transition towards a single 16 to 23 entitlement offer.
Core qualifications are approved automatically and include level 2 Technical Certificates, and level 3 Tech Levels and Applied General qualifications, in the 2018 performance tables. The SFA has also included some level 3 qualifications in the 2017 performance tables.
Non-core qualifications take into account the impact on learners, training providers, awarding organisations and occupational areas of removing certain qualifications from the 2016/17 19-23 entitlement. Non core qualifications will be available for the 19-23 entitlement for 2016/17 but will not be considered for 2017/18.
Only core qualifications in 2018 and 2019 tables will remain eligible for 19-23 entitlement funding in 2017/18. Qualifications that are currently core, but only in 2017 tables will be removed for funding.

Qualifications at level 2 can also be eligible for 19+ local flexibility funding and this information is included in the table. There is no separate list of qualifications eligible for local flexibility funding but these can all be found on the funding Hub. Qualifications at level 3 can also be eligible for 19+ advanced learner loan funding and this information is included in the table. 19+ funding 2015/16, and 19-23 funding 2016/17, and where funded in 2015/16, but not in 2016/17, alternative qualification available
The table shows the qualifications eligible for 19-23 entitlement funding in 2016/17. We have also shown the changes in 19-23 funding eligibility for each qualification from 2015/16 to 2016/17.
Qualifications eligible for entitlement funding in 2015/16, and which continue to be eligible in 2016/17, are highlighted in green.
Qualifications eligible for 19-23 entitlement funding in 2015/16, and which are no longer eligible in 2016/17, are highlighted in orange. An alternative funded qualification is suggested where available.

19-23 LDNS, and 16-19 LDNS
The SFA approves qualifications for adult (19+) funding for one year only. The LDNS (last date for new starts (for funding)) for 19+ learners is included in the table.
The Education Funding Agency (EFA) approves qualifications for funding until the end date of the qualification. The LDNS (last date for new starts (for funding)) for 16-19 learners is included in the table. All the BTEC Firsts and Nationals listed are eligible for 16-19 funding in 2016/17. 88 BTEC Firsts have recently been extended until 31 December 2019 and as soon as this information feeds through to the funding hub this sheet will be updated with the new LDNS for these qualifications.
19-23 eligibility for entitlement funding
19-23 year-old s have an entitlement to full funding for an entitlement qualification at level 2 if they don’t already hold a full level 2, and for an entitlement qualification at level 3 if they don’t already hold a full level 3.
Full Level 2 is the level of attainment demonstrated by:
A GCSE in five subjects, each at grade C or above, or grade 4 or above, or
Technical Certificates on the 2018 16 to 19 performance tables, or
Other technical and professional qualifications listed as level 2 legal entitlement qualifications which must be at least 150 glh
If a learner aged 19- to 23-years-old has achieved a level 2 qualification that was at the time they started, or still is, classed as a full level 2, then any subsequent level 2 qualifications will be co-funded.
Full Level 3 is the level of attainment demonstrated by:
An A level in two subjects, or an AS level in four subjects, or
A QAA Access to HE Diploma at Level 3, or
A Tech level; or Applied general on the 2018 16-19 performance tables, or
A number of Tech levels and Applied generals from the 2017 16-19 performance tables, or
Other technical and professional qualifications listed as level 3 legal entitlement qualifications which must be at least 300 glh
If a learner aged 19- to 23-years-old has achieved a level 3 qualification that was at the time they started, or still is, classed as a full level 3, then any subsequent level 3 would either need to be loan-funded, or paid for by the student.

Learners starting QCF qualifications in 2016/17 and 2017/18, or moving from smaller to larger qualifications in 2016/17 and 2017/18
Learners generally need to be enrolled, or be topped-up, before the LDNS (last date for new starts) for the qualification, for the particular age group. The LDNS is different for 16-19 and 19-23 year-olds.
An exception to this is where a learner turns 19 during their study programme. These learners are funded under EFA rules and therefore can be enrolled, or topped up, before the LDNS for 16-19 learners.
This is because of the way the EFA define learner age for funding eligibility. A 16-18 year-old learner is any learner who is aged 16, 17 or 18 on 31 August 2016. A learner who was 16-18 at the start of the funding year when they began a learning programme, as recorded on their learning agreement, continues to be funded as a 16-18-year-old student if they become 19 years old during their learning programme.
The EFA also fund students aged 19 to 24 on the 31 August 2016 that have an Education Health and Care Plan (EHCP). These learners are also funded under EFA rules.
The table below gives some examples of how this would work for different learners for the QCF Nationals where the LDNS for 16-19 year-olds is 31/12/2017, and the LDNS for 19-23 year-olds is 31/07/16 or 31/07/17.
