TOTAL GROUP FUNDING 164,945,452 NAMES AND BRIEF DESCRIPTION OF EACH PROGRAM 1. Executive, School Inspectors, Counsellors & Media:-

Executive staff, executive support staff, school counsellors, child protection coordinators, media, office management and administrative staff;

2. Primary Staffing & Direct Support to Primary Schools:- Staffing costs for all primary school principals, teaching staff, learning support teachers, some teacher assistants and direct support payments to primary schools;

3. Employee Support Services:- Personnel, human resources and payroll;

4. Financial Services Program:- Financial management, CEO accounting staff, school support accountants and accounts receivable and payable;

5. Teaching and Learning:- Executive program directors, coordinators, curriculum consultants and administrative staff;

6. Equity Program:- Students with Difficulties program coordinators, regional consultants and administrative staff;

7. Administration:- Executive program director for audit & risk, compliance, workplace health & safety, capital works program and administrative staff;

8. Information Technology Program:- ICT manager, IS Administrator, Project Manager, IT Technicians who support schools across the diocese;

9. IESIP Program:- Indigenous Education Coordinator, Regional coordinators, school and college teacher assistants and administrative staff;

10. Teacher Accommodation:- Costs and income for the provision of teacher accommodation in remote and rural centres across the diocese;

11. CEO General:- Income and costs that are not allocated or have no direct relationship with other CEO programs.


Evidence or rationale A small percentage of Commonwealth funding is allocated to Diocesan Targeted Programs (DTPs). These programs are based on historical Commonwealth funding arrangements that were in place prior to 2014. The programs have been continued because of the benefits provided to school communities or the delivery mechanisms that were in place. See TAB “2 – Diocesan Targeted Programs” for calculations.

1. Country Areas Program – Rural & Remote Access Program: The program helps diocesan schools and school communities improve the educational outcomes and opportunities of students who are disadvantaged because of their geographical isolation. Funding helps learning outcomes match those of other students. Grant allocations are provided to support and enrich a curriculum that is appropriate for the educational needs of geographically isolated primary and secondary school students. 2. Indigenous Support Program: This is a CEO program that supports indigenous students in schools. Funds are used to employ CEO staff, regional support staff and school staff and cover administrative and general expenses incurred in delivery of these resources. Government Loading – Indigenous

3. Students with Difficulties / Special Needs Students: This program provides funds to schools to support students who have a verified disability, meeting the Education Adjustment Program guidelines and students who have English as a Second Language and are band scaled as requiring additional support. Schools use this funding to provide literacy, numeracy and other curriculum area support to these students. State and Commonwealth grants are used to support this program. The DTPs funding pool for 2018 is estimated at 3.8% of total commonwealth government funding. This pool has increase from 3.41% in 2014 as the demand for support for students with difficulties has been steadily increasing. Generally, the DTPs pool has been deducted from the loading pools applicable to each program. Details of allocations are shown in the attached spreadsheet at the following TABs:

1. TAB “5 – Country Areas Program”; 2. TAB “6 – Indigenous Support Program”; and 3. TAB “4 – Equity Program – SWD SNS”.

Additional information CEO also provides additional support to primary schools through the Staffing Enhancement entitlement, Learning Support allocations and additional Professional Development included in the staffing at each school. These formulae are applied to the staffing calculations of each school with staff employed through the Primary Staffing and Direct Support to Primary Schools program at CEO.
