Duties and responsibilities of the officers and members of
the Municipal Disaster Coordinating Councils.
MDCC Chairman (Municipal Mayor)
• Convenes the MDCC as often as necessary to effectively
coordinate the disaster preparedness, response, rehabilitation,
reconstruction and mitigation works.
• Activates Municipal Disaster Operation Center
• Formulates and develops municipal disaster action plan.
• Conducts MDCC meeting to assess vulnerability and evaluate
capability when typhoon warning signal number 2 is raised by
PAGASA, and other early warning systems floods, landslides etc.
• Coordinates with the MDCC members, higher DCCs and donor
agencies for possible assistance during calamity.
• Receives warning advisories from the PDCC chairman and
transmits the same to BDCCs concerned for public awareness and
appropriate preparedness and response.
• Asks the BDCCs to submit an updated inventory of population-at-
risk for consolidation and submission to PDCC.

• Advises the BDCCs to conduct observation of rainfall and monitoring
of river conditions when the area is declared by PAGASA under
typhoon warning signal number 1.
• Recommends to the Dep. Ed for the suspension of classes when
necessary.
• Orders the BDCC and the MDCC members to prepare for evacuation
when warning status on flood and debris flows is raised at level 3.
• Orders the BDCC and the MDCC members to activate evacuation plan
and the emergency support services when warning status on flood and
debris flows is raised at level 4.
• Suspends office works of govt. and private agencies during
evacuation stage, except those personnel of offices that are involved
in emergency related services.
• Activates emergency supports to BDCC during evacuation stage in
terms of transportation, medical and the like.
• Prepares evacuation report & submits the same to MDCC chairman &
higher DCC for assistance
• Maintains reserve forces in anticipation of other potential hazards (fire,
earthquake, etc.)
• Declares state of calamity in accordance with the provisions stipulated
under RA 8185.

MDCC Vice-Chairman (PNP Chief of Police) • Performs the duties and responsibilities of the MDCC chairman in his absence. • Advises the MDCC chairman on matters concerning disaster management and operations. • Assists the chairman in supervising the operational activities of MDCC and the secretariat.
Executive Staff & Action Officer (Designated by the MDCC
Chairman)
• Acts as the MDCC secretariat • Spearheads the organization and training of the DCCs and its control groups in coordination with the DILG. • Advises the chairman on matters concerning disaster management. • Assists the MDCC chairman to develop and disseminate disaster management manuals and other publications on counter disaster measures. • Coordinates the activities and functions of the MDCC member agencies. • Supervises and control the Municipal Disaster Operation Center • Monitors, collects and consolidates the disaster monitoring and activity reports submitted by the MDCC members and the various BDCCs. • Recommends to declare state of calamity in areas affected by the disaster. • Performs such other functions and responsibilities that maybe assigned by the MDCC chairman from time to time.

Intelligence & Disaster Analysis (Warning and Evacuation Comm.)
• Evaluates disaster situation and determines courses of actions to
follow in times of emergency.
• Formulates guidelines in assessing disaster situations.
• Conducts hazard assessment and advises the PDCC chairman and
member agencies regarding any impending threat.
• Recommends disaster counter-measures to MDCC chairman.
• Recommends allocation of resources.
Plans and Operations (MPDO)
• Formulates contingency plans.
• Determines courses of actions to be undertaken on recommendations
made by the Intelligence and Disaster Analysis Team.
• Assists the MDCC Action Officer review the functional roles and
responsibilities of DCC members.
• Prepares and consolidates periodic disaster monitoring and activity
reports.

Resource and Logistics Management Team (Municipal Treasurer, MSWDO, MHO)
• Conducts needs assessment of disaster threatened
areas.
• Conducts inventory of organic resources and
determines
gaps that require support from higher DCCs and donor
organizations.

Communication and Warning (PHIVOLCS, Communication Group and MPDO)
• Receives warning information and advisories from PAGASA and
PHIVOLCS through the PDCC and transmits such warning
information to the MDCC chairman for public awareness and
corresponding actions.
• Relays to BDCCs, the received weathers advisories received
from PAG-ASA and PDCC.
• Ensures that warning and communication equipment are
operational 24-hours a day during calamity.
• Conducts hourly observation of rainfall when warning level
number one is raised by PAGASA.
• Transmits to PDCC the monitoring reports on rainfall and river
conditions.
• Develops emergency advisories relative to any impending threat
for public information and awareness.
• Establishes communication network with the PDCC and BDCC
communication committees.
• Maintain issuances of advisories to BDCCs and communities.

Health/Sanitation (Municipal Health Office)
• Organizes medical team that will be tasked to perform public
health and emergency health services.
• Assists the MDCC chairman for the protection and preservation
of lives in the threatened areas.
• Administers pre-hospital care and other emergency medical
assistance in case of mass casualty incident.
• Assists the BDCCs in the conduct of public awareness campaign
and organize trainings on public health and first aid at the
community level.
• Ensures good health and sanitation conditions in the designated
safe evacuation centers.
• Inspects and evaluates sources of drinking water, supplies in
the evacuation centers.
• Insures that medical and emergency kits are available.
• Assist the evacuees who are sick, disabled and pregnant.
• Reviews health history of the communities located in risk areas
in terms of leading causes of mortality and morbidity.
• Prepares report of casualties.
• Submits monitoring and activity reports to the MDCC chairman
through the MDCC secretariat.

Evacuation (Dep. Ed, MSWDO, Municipal Agriculturist)
• Conducts inventory of safe evacuation centers in
coordination with the warning and engineering committees.
• Develops evacuation plans.
• Conducts inventory of population-at-risk and maintains an
updated master list of the threatened population by type of
hazard.
• Evacuates threatened population according to specific
evacuation plan.
• Ensures that the non-functional facilities and utilities in the
designated safe evacuation centers are reported to the MDCC
chairman for repair and/or reconstruction supports.
• Inspects and prepares safe evacuation centers, classroom
keys are turned over to the principal or security guard when
warning status on flood and debris flows is raised at level 3.
• The municipal agriculturist identifies and designates safe
area for livestock evacuation.

Security (PNP)
• Organizes PNP personnel and the barangay tanods to
provide
security support services and maintain peace and order
situations in the vulnerable areas and the designated safe
evacuation centers.
• Secures critical properties and resources in the
threatened
areas and recommends appropriate support ordinances
or
resolutions for enactment by the municipal board.
• Maintains road traffic order.
• Requests security assistance from the AFP through the
PNP
Provincial Office when necessary.
• Instructs security staff on assignment of duty.
• Dispatches security personnel in the evacuation center.

Rescue (Solert, Alert)and Engineering (PNRC, Municipal Engineering Office)
• Organizes Search Rescue and Recovery teams and
develop
the skills of members.
• Assists the committee on health in saving lives in case of
mass casualty incident.
• Ensures that the search rescue and recovery equipment
and
supplies as well as emergency ambulance vehicles are
well
maintained.
• Maintains coordination with the higher DCC to ensure
availability of emergency and specialized vehicles at all
time.

Transportation (Municipal General Services and Municipal Engineer)
• Makes available emergency vehicles to the MDCC members
asked on evacuation, medical, relief, rescue and the like.
• Conducts inventory of transport facilities (govt./private)
• Makes sure that fuels and lubricants are allocated taken
from
the calamity fund or any appropriate source of fund.
• Reviews evacuation routes.
• Prepositions evacuation vehicles during the preparedness
stage.
• Makes available heavy equipment that will be used for road
clearing after the calamity.

Relief and Rehabilitation (MSWDO)
• Minimizes human sufferings during disasters and civil emergencies.
• Coordinates with relief agencies for augmentation of relief goods
and services.
• Distributes relief assistance to victims of calamities.
• Develops rehabilitation plans and projects for the victims who can
no longer be allowed to return home due to massive destructions
and continuous threat of calamity.
• Coordinates with health, engineering, agriculture, DTI, NGOs and
other donor and resource agencies that can provide integral support
for additional rehabilitation components such as livelihood, feeding,
water system, road, school facilities, and the like.
• Insures that stockpiles are ready.

Fire Service (BFP)
• Organizes and train auxiliary fire brigade. • Enhances the awareness of the community and the general public on fire prevention and suppression. • Controls the spread of fire.
Public Information (Municipal Information Officer)
• Establishes working relationships with the members of the press such as: broadcast, print and television. • Organizes regular press briefings and maintains regular press releases. • Prepares and preserve exhibits and displays of disaster related publications. • Publishes simplified literature on disaster preventions activities that can easily be understood by the ordinary people.

BDCC Vice-Chairman (Executive Officer of Barangay

• Performs the functions of the BDCC chairman
in his absence.
• Assists the BDCC chairman to organize the
BDCC and in redefining the functional roles
and responsibilities of the BDCC members.
• Assists the BDCC chairman in choosing
BDCC members and in designating the
various committees deemed supportive in the
interest of public safety.
• Performs such other functions and
responsibilities that maybe assigned by the
BDCC chairman from time to time.

Security
• Organizes and activates the security functions of the barangay
tanods to augment manpower requirement of the dispatched PNP
personnel.
• Secures evacuees and properties in the areas of operations.
• Implements and enforces personnel identification and control by
checking unauthorized person’s vehicles in the cordoned areas.
• Responds to alarm signals or other suspicious activities and
reports the unusual activities to higher authorities concerned
through the BDCC chairman or any person in authority.
• Performs escort duties in the transport of persons, supplies, and
equipment.

Supplies
• Assists the BDCC chairman in arranging for
and supervision of the storage and disposition
of required supplies and equipment.
• Identifies the sources of supplies as may be
needed.
• Receives supplies and channels the same to
the service leaders as needed.

Transportation
• Conducts inventory of evacuation vehicles and contacts private vehicle owners to get ready with their support in case of any impending threat.
• Prepositions evacuation vehicles at pick-up points during preparedness stage.
• Identifies all locally available transportation facilities in the barangay and tap these sources as needed.
• Supports the transportation needs of the barangay during emergency operations.

Communication
• Informs the community through “ Bandilyo” the appropriate warning information and advisories during the preparatory and evacuation stages.
• Maintains coordination with MDCC communication teams for regular updates of impending threats and advisories.
• Keeps records of all warning and communication messages.
• Acts on all communication pertaining to disasters.

Operating Team
Warning
• Performs rainfall observations and monitors the river
conditions.
• Reports the rainfall data and river conditions to BDCC
chairman for transmittal to higher DCCs for analysis
and issuance of appropriate advisories.
• Confers with the BDCC chairman regarding real time
observations on rainfall and river conditions that may
call for a preparatory advisory or evacuation
movement.

Rescue
• Organizes and trains rescue service teams
• Coordinates with the higher DCCs and PNRC for training support.
• Requests budget appropriation to support training requirements.
• Conducts search, rescue and recovery operation in case of mass casualty incident.
• Coordinates for emergency vehicles assistance in case of need.
• Ensures that the members of the rescue service units are skilled first aid and life saving techniques.

Evacuation • Develops and reviews evacuation plan
• Prepares the evacuation centers in coordination with the Dep. Ed. Authorities.
• Determines safe evacuation route in coordination with transportation committee
• Provides manpower support to the MDCC evacuation committee.

Relief
• Coordinate with MSWDO for relief assistance.
• Assists in organizing and facilitating the preparation
and distributions of relief goods.
• Receives relief donations like canned food, clothing,
medicines, household utensils, and equipment
needed for operations, materials for temporary
shelters and others.
• Assists the BDCC chairman prepare relief status
reports for submission to MDCC.

Medical
• Prepares medical kit/resources for health concerns
during evacuation.
• Provides manpower support to the MDCC medical
committee.
• Coordinates with the government health agencies, Red
Cross and other resource agencies for first aid and
medical self-help trainings.
• Directs the first aid and medical self-help operations and
controls access to medical supplies.
• Maintains adequate sanitation, hygienic standards, and
other matters related to emergency health, hygiene and
medical activities within the barangay during evacuation.
• Ensures safety of the storage, handling of food and
available drinking water in evacuation areas.

Fire Brigade
• Organizes fire brigade team.
• Coordinates with the higher DCC and the BFP for technical assistance
in the conduct of training to the organized fire brigades.
• Provides fire-fighting instruction through available sources, such as local
fire departments, and others
• Assures that firefighters know their stations, locations of fire-fighting
equipment in their area of responsibility and the alarm signals if any, that
direct to their stations.
• Deploys fire-fighting personnel to fire areas to extinguish or contain fire
pending the arrival of regular fire-fighting forces.
• Provides fire-fighting personnel with ready supply of water.
• Works closely with the dwellers or residents on matters of fire prevention
and protection.

Damage Control
• Develops damage control plans.
• Deploys personnel after any disaster to correct
damage utilities or to report conditions that require
assistance.
• Conducts road clearing after the calamity.
• Conducts clearing of canals and waterways of with
accumulated trashes or junks.
• Installs warning signs on open manholes,
unrepaired dangerous structures and facilities.
• Maintains the physical facilities of evacuation
centers and conducts damage assessments in the
inflicted in the areas.
