� Mobilization of resources and the assessment of helpfrom outside the Block.

� Coordination between various agencies by theDistrict/Block administration, to mitigate the effect offlood disaster.

� Instructions will be given by the DistrictCollector/Incident Commander and the follow up actionwill be taken up by the stakeholders as per real timeschedule and available resources.

� Mock Exercise will entail mainly interaction between theCollector /Incident Commander and the District levelstakeholders with the NDMA Coordinator acting asFacilitator and progressing the Exercise to meet theObjectives.

1.How much percentage of population in the lowlying flood prone areas and along riverchannels of Madhubani District are living inVulnerable Houses (mud wall, asbestos,thatched roof).

SITUATION 5 As at 1500 hrs on 18 June 09

Reports from IMD, CWC and State Disaster ManagementCommissioner and CWC indicate occurrence of heavy rainsupstream in Nepal and neighboring Sub Catchment Areas ofall river channels including River Kosi/Kamla/Bhutahi &Adhwara Group of Rivers which are likely to overflow andinundate low lying areas in most parts of the District.

Requirement1. As Collector of Madhubani Distt, what action, if any would

you like to take, in respect to Preparedness Planning.

SITUATION 6 As at 0800 hrs on 18 June 09

A breach in a dam in neighboring Nepal has led tomassive inflow in rivers, in Madhubani andNeighboring Districts. Further, continuous badweather for 24-48 hrs and shortage of boats isalready hindering evacuation affected areas.

Additional actions to be taken at state reliefmachinery as per Safety Norms and by theCollector of Madhubani Distt.

SITUATION 7 As at 1600 hrs on 18 June 09

Overflowing rivers and landslides have killed 150 people, 450 injuredand forced thousands from their homes in the worst flooding in years.More than 50,000 people were marooned or left homeless in low-lyingparts of Madubani district as river waters flooded huge swathes of land.12,000 people were stuck on rooftops, waiting for rescue assistance or

provide food. There have been a number of deaths due to flood.

Requirementi) Actions by District Collector.

ii) Action by CMO, for immediate action and checking epidemic.iii) Specialist response by NDRF and Army units if called for.iv) How would the water and food be arranged for the marooned

people.

SITUATION 8 As at 0800 hrs on 18 June 09

Although mercifully, the rainfalls have receded(but not totally stopped) the quantum ofdownstream river flows from Nepal are likely tocontinue in next 8 to 10 hrs. All inundated areasof Madhubani District have water level rangingfrom 1 to 2 meters stagnant for last two days.

(A) Mudslides caused by rain buried homes in partsof North Madhubani District.

Casualties/Losses:Human Beings – 97 killed and 250 injured.Cattles – 290 died.

Affected by Mud Slides

Human being - 3000 (including 900 senior citizen; 350pregnant and lactating women and 1500 children).

(B) There has been widespread damage toagriculture. It is estimated that in Madhubani Districtalone, a total land area of about 45,957 hectares hasbeen submerged, out of which nearly 19,310 hectaresis farmland. However, the flood situation in the stateis improving as water levels in the major rivers havestarted receding gradually.

(C) Public Health Emergency situation is prevalent in theareas under stagnant flood waters for over two day.

AffectedHuman being- 3500 (including 500 senior citizens, 700

pregnant women, 800 children); Cattle taken ill – 3500.

Requirementi. Action by the Collector and implementation, up to

Community level. Where the ICP is to be located?ii. Action contemplated by the Health Department

(Medical & Vet) to control the spread of epidemics.

iii. Action contemplated by the Agriculture Department.

SITUATION 9 As at 1000 hrs on 18 June 09

Almost half of the Relief Store in Madhubani are totallyinundated. Stored material cannot be used. The major NHsand State Highways are cut off due to disruptions at a No. ofplaces.

How would you augment relief stores and what arrangementwill be made to receive the stores from outside the District/State and distribution to victims?

SITUATION 10 As at 1100 hrs on 18 June 09

Rail communication is continuing only up to Muzafarpur. Vitalinstallations, telephone lines, educational institutions and otherGovernment institutions, electricity substations are badly damagedand power supply is severely disrupted in most parts of MadhubaniDistrict.

Two rakes of food grains are waiting for unloading at Muzafarpurbecause FCI does not have any safe godown space in nearby areas.

REQUIREMENTS

• How the relief stores be carried forward of Muzaffarpur?• How and when will the essential services (Electricity, Water &

Sanitation) be restored? What interim measures will be undertakento face the situation?

• Additional help if any from the State/ other districts be indicated?

Where is the Relief Camp to be located, theirlocation and how is a Relief Camp established?

Who is responsible to run the Camp?

What arrangements are made in the Relief Campsfor food, water and sanitation?

What special facilities are planned to be providedfor vulnerable groups (aged, infirm, pregnant andlactating women, children below 5 years etc)?

SITUATION 12 As at 1200 hrs on 18 June 09

About 200 elderly people/ senior citizensstaying in various Relief Camps in northMadubani District need hospitalization. PHC inthe Relief Camp is not sufficient to treat sucha large number of sicks. Where, in what modeand when will they be provided with medicalassistance at available major hospital facility.

SITUATION 13 As at 1300 hrs on 18 June 09

Relief material sent by the State Govt. wasintercepted by hooligans on road fromMuzaffarpur to Madhubani. The supplies werediverted and looted. There was rioting at anumber of places with people blaming theAdministration and Police for not looking aftertheir interests and have asked for help from thevisiting VIP.

How will you deal with the situation? And howwould you ensure security of foodstuff and otherrelief material in future?
