Visiting Fulbright Scholars and Occasional Lecturers

Administration and Funding of the Fulbright Program
Since the Educational Exchange Program was passed by Congress and signed into law by President Truman on August 1, 1946, over 156,000 men and women have participated. These people have acquired a capacity for empathy and understanding between cultures; they bring to their communities a fresh awareness of other countries, their customs, religions, and history. Such understanding is essential if the community of nations is to find a way to adjust to the reality of nuclear weapons.

The Fulbright Program is authorized by Public Law 87-256, the Mutual Educational and Cultural Exchange Act of 1961. The purpose of the program is “to enable the government of the United States to increase mutual understanding between the people of the United States and the people of other countries . . . and thus to assist in the development of friendly, sympathetic, and peaceful relations between the United States and other countries of the world.” The primary source of funding is an annual appropriation made by the Congress to the U.S. Information Agency (USIA). Participating governments and host institutions in many countries and in the United States also contribute financially through cost sharing, as well as by indirect support such as salary supplements, tuition waivers, university housing, and other benefits.
Grants are made to U.S. citizens and nationals of other countries for a variety of educational activities, primarily university teaching, advanced research, graduate study, and teaching in elementary and secondary schools.
The Board of Foreign Scholarships (BFS), composed of twelve educational and public leaders appointed by the President of the United States, formulates and develops policies and criteria for the purpose of making final selection of all candidates for awards.
The U.S. Information Agency develops policies to assure fulfillment of the purposes of the program and administers the program with the assistance of binational educational commissions and foundations in more than 40 countries that have executive agreements with the United States for continuing exchange programs, United States embassies in more than 80 other countries, and a number of major cooperating agencies in the United States.
The binational commissions and foundations propose the annual country programs, which establish the numbers and categories of grants based on requests from local institutions; review applications of nominated Americans and arrange or confirm their academic affiliation; make travel arrangements for grantees and their families; and provide orientations and facilitative services. In a country without a commission or foundation, the U.S. embassy develops the program and supervises it locally.
The Council for International Exchange of Scholars (CIES) is a private organization that facilitates international exchange in higher education. Under a grant from USIA, CIES cooperates in the administration of the Fulbright Scholar Program.

Visiting Fulbright Scholars and Occasional Lecturers
Each year over 1,200 scholars from abroad are invited to lecture and conduct research in American colleges and universities under the Fulbright Scholar Program. Some 1,050 of the scholars apply for grants through Fulbright commissions or U.S. embassies in their home countries; another 150 are invited by colleges and universities in the United States to lecture in their specific fields under the Scholar-in-Residence Program.
To acquaint the American academic community with the visiting scholars and their fields of specialization, the Council for International Exchange of Scholars (CIES), which cooperates with the United States Information Agency in administering the Fulbright Scholar Program, annually publishes the two-volume Directory of Visiting Fulbright Scholars and Occasional Lecturers. The directory assists institutions that wish to participate in the Occasional Lecturer Program.
In October of each year CIES publishes Volume I of the directory; Volume II is published later in the academic year. Each directory contains a comprehensive listing by discipline, which includes the scholars’ names, home geographic areas, the American universities with which they are affiliated, and topics on which scholars are prepared to lecture. In addition to the discipline listing, each directory has three indices: an alphabetical list by name of scholar, a list by home geographic area, and a list by host state.
The Occasional Lecturer ProgramAlthough colleges and universities are encouraged to contact visiting scholars directly (using the faculty associate names and addresses in the directory), visits may also be arranged through the CIES Occasional Lecturer Program. This program provides limited funds for the round-trip transportation of scholars who accept lecturing invitations. Special attention is given to the needs of institutions with little opportunity for international lecturers.
Responsibilities of Host InstitutionsInstitutions wishing to invite a visiting Fulbright scholar should develop a comprehensive plan for the visit and inform the lecturer of arrangements well in advance. The length of the lecturer’s stay at each institution will depend upon the particular interests of the academic community and the facilities available, but the period should be sufficient to provide an opportunity for the visitor to become acquainted with the educational program and the academic life of the host institution. A program of two to three days’ duration is suggested, or a longer period if visits to several member institutions of a consortium are planned.
Host institutions are asked to provide local transportation, accommodations, and meals for the lecturers. If possible, an honorarium should be considered. The lecturer should be advised in advance what the host institution will provide.
Suggested activities for the visiting lecturer are:• An initial general assembly or convocation
where the lecturer can be presented to students and faculty;
• Lectures in classrooms where the lecturer can make a contribution to the discipline;
• Faculty meetings where there can be an exchange of ideas on higher education;
• Informal coffees or teas with students and/or faculty;
• Invitations to dinner in student living groups;• Home hospitality provided by the faculty;• Meetings with community organizations or
church groups that have a special interest in international relations.
