SUPPLY/FUELS BADGE

Personnel can find specific guidance for the wear of the Supply/Fuels badge in AFI 36-2923 Aeronautical, Duty, and Occupational Badges. Enlisted supply personnel are awarded the basic badge after completing initial 3-level training, the senior badge after award of the 7-level, and the master badge as a Master Sergeant or above with 5 years in the specialty from award of the 7-level.

This is the first update to the April 1997 Career Field Education and Training Plan (CFETP). Due to the fast paced, ever changing environment in which we operate, it has never been more important to ensure training keeps pace. The previous CFETP implemented many initiatives developed under the “Year of Training”, i.e., core task requirements for upgrade training, the new 5 and 7-skill level CDCs and, finally, the in-resident Fuels Craftsman Course. The implementation of these initiatives has served us well and will continue to do so into the future. However, due to the implementation of the Fuels Information Service Center (FISC), and the subsequent realignment of our flights, the time to update our training plan has arrived. Based on inputs from the Fuels Training Planning Team (FTPT) at the 1998 and 2000 Utilization and Training Workshop (U&TW) we have improved upon an already superb training plan. This comprehensive document provides each of you with a viable training “action” plan that will prepare you for success in the Fuels Career Field in the new millineum. You, along with your supervisor and trainer, form a team that will shape the future of the career field and Air Force. POL has a long and proud tradition of providing fuel to the fight. However, before one gallon is pumped to the warfighter, hundreds of hours of training are required to ensure the right product, gets to the right place, at the right time. To paraphrase former Air Force Chief of Staff General Larry Welch, “give our people the tools, training and wherewithal to get the job done, get out of the way, and you’ll be amazed at what they can accomplish.” Those words are just as true today as they were in the mid 1980’s. Training is the most important thing we do—it makes all other things possible. I extend a challenge to each of you to not only learn about fuel systems and the components of those systems, but take the time to learn about the heritage of being a “POL” troop. PREFACE 1. This Career Field Education and Training Plan (CFETP) is a comprehensive core training document outlining life-cycle training and education requirements, training support resources, and minimum core task requirements for the fuels specialty. This plan provides fuels personnel in the total force (active, reserves, and civilian) with a comprehensive training guide. The Air NationalGuard, Air Force Reserve and active Air Force personnel developed the CFETP. The CFETP provides fuels personnel a clear career path to success and instills rigor in all aspects of career field education and training. 2. The CFETP consists of two parts that supervisors use to plan, manage, and control training within the career field. The CFETP also encourages constant improvement in training processes and is a constant reminder to maintain the high standards of quality training and life for the Total Force. 2.1 Part I provides information necessary for overall management of the specialty. Section A explains how to use the plan; Section B identifies career progression information; Section C defines skill level training requirements and Section D indicates resource constraints. 2.2 Part II provides supervisors with the information to identify, plan, and conduct training commensurate with the overall goals of this plan. Section A identifies the Specialty Training Standard (STS) and includes duties, tasks, technical references to support training, and wartime course requirements; Section B contains the training course index and the resident courses points of contact; Section C identifies MAJCOM requirements; Section D indexes Training Opportunities; Section E identifies Air Force Pollution Prevention Strategy. 3. This CFETP enables the fuels community to train todays work force for tomorrows jobs. The guidance provided in this plan ensures individuals in the fuels specialty receive effective and efficient training at the appropriate point in their career.

ABBREVIATIONS AND TERMS EXPLAINED Advanced Training (AT). A formal course of training leading to a technical or supervisory level of an Air Force Specialty (AFS). Training is for selected career airmen at the advanced level of an AFS. Air Force Career Field Manager (AFCFM). The individual within the career field, normally at the Air Staff level, responsible for overall management of a specific career field. Air Force Job Qualification Standard (AFJQS). A comprehensive task list that describes a particular job type or duty position. Supervisors use them to document task qualifications. The tasks on AFJQS are common to all persons serving in the described duty position. Career Field Education and Training Plan (CFETP). A CFETP is a comprehensive, multipurpose document encapsulating the entire spectrum of training for an Air Force specialty. Continuation Training. Additional training, either in-residence or exportable, provided to increase skills and knowledge beyond the minimum required. Core Task. Tasks that identify minimum qualification requirements for an Air Force specialty code or duty position. All individuals training within a given specialty must complete these tasks. NOTE: MAJCOMs approves waivers for the active force on core task requirements. For Air National Guard (ANG) and Air Force Reserve (AFRES) components, waiver authority is delegated to the Headquarters level. Course Objective List (COL). A publication, derived from initial skills course training standard, identifying the tasks and knowledge requirements, and respective standards provided to achieve a 3-skill level in this career field. Supervisors use the COL to assist in conducting graduate evaluations in accordance with AFI 36-2201, Developing, Managing and Conducting Military Training Programs. Element Tasks. Those tasks that are required of fuels airmen and noncommissioned officers during training at a given skill level. The tasks are related to the specific area within the fuels specialty the airman or NCO is assigned. Initial Skills Training. A formal technical training course that results in the award of a 3-skill level Air Force specialty code. On-The-Job Training (OJT). A delivery method used to certify personnel in both upgrade (skill level award) and job qualification (duty position certification) training. It is hands-on, over-the-shoulder training conducted at the duty location. OJT Task Certifiers. Members appointed by the Unit Commander to certify only Core/Critical Tasks identified by the AFCFM & MAJCOM. Members must possess at least a 5-skill level (in the same Air Force Specialty Code, if possible, but not required), hold a minimum rank of SSgt or equivalent experience (civilians), be an individual other than the trainer, be qualified to perform the task being certified, and be certified to evaluate others through completion of a formal certifier course. NOTE: You may grandfather any previous FTD Course attendance. OJT Trainers. Members appointed by the Unit Commander to train personnel. Members must be qualified and certified to perform the task and be certified to train others through completion of a formal trainers course. OJT Trainers may sign off trainees records on non-core, non critical tasks by initialing the trainer’s column. NOTE: You may grandfather any previous FTD Course attendance. Qualification Training (QT). Actual hands-on task performance-based training designed to qualify an airman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skills training required to do the job. Qualification Training Package (QTP). An instructional package that supports unit level on-the-job training. It may be printed, computer-based, or in other audiovisual media.

Specialty Training. A mix of formal (technical training school) and informal (on-the-job) training to qualify an airman or noncommissioned officer for upgrade to a higher skill level within an Air Force specialty. Specialty Training Standard (STS). An Air Force publication that describes an Air Force specialty in terms of tasks and knowledge which an airman in that specialty may be expected to know or be able to perform on the job. It also serves as a contract between Air Education and Training Command and the functional user to show which of the overall training requirements for an Air Force specialty are taught in formal technical training schools and correspondence courses (i.e. Career Development Courses (CDC)). Total Force. All collective Air Force components (active, guard, reserve, and civilian elements of the United States Air Force). Upgrade Training (UGT). Mandatory courses, task qualification requirements, and correspondence courses required for award of a higher skill level in an Air Force specialty.

PART I SECTION A - GENERAL INFORMATION

1. Purpose of the CFETP. This CFETP allows Air Force Career Field Functional Managers (AFCFM), MAJCOM (major command) Functional Manager (MFM), commanders, training managers, supervisors, trainers, and the technical training center to plan, develop, manage, and conduct an effective career field education and training program. This plan also identifies initial skills, upgrade, qualification, advanced, and continuation education and training requirements. The CFETP also serves the following purposes: 1.1 Serves as a management tool to plan, manage, conduct, and evaluate a training program. 1.2 Identifies task and knowledge requirements for each skill level in the fuels specialty and recommends training and education throughout each phase of an individual’s career. 1.3 Lists training courses available in the fuels specialty, identifies sources of training, and training delivery methods. 1.4 Identifies major resource constraints which impact full implementation of the desired career field training program. 2. Initial Skills Training. Initial skills training is the Air Force Specialty (AFS) specific training an individual receives upon entering the Air Force. For the fuels career field, this training is provided by Air Education Training Command (AETC) at 366th TRS/TSIF, Sheppard AFB, TX. The initial skills training for AFSC 2F0X1 is provided upon entry into the Air Force and being assigned AFSC 2F0X1. 3. Use of the CFETP. HQ USAF/ILSP implements Air Force Training and Education Policy in AFI 36-2201. The AFCFM at HQ USAF/ILSP maintains and distributes the CFETP. HQ USAF/ILSP is the office of primary responsibility for the establishment of training policy to support the AFSC 2F0X1 career field. Annually MAJCOM focal points and AETC training personnel review the CFETP to ensure currency and accuracy. They forward any changes or recommendations to the AFCFM. MAJCOMs must make sure training developed does not duplicate existing courses. All levels of management will use this plan to ensure a comprehensive and cohesive training program is available for each individual in the career ladder. The following training responsibilities are assigned to each Air Force organizational level: 3.1 HQ USAF/ILSP monitors the progress of fuels training course development (entry, transition, and supplemental) and eliminates roadblocks preventing the development in a timely manner. In addition, the AFCFM submits requests for field assistance when necessary, conducts formal workshops to establish fuels training policy and direction of future fuels training, and monitors the overall effectiveness of the fuels training program. 3.2 The 366 TRS/TSIF personnel develop and revise formal resident and exportable training based on requirements established by the fuels community and documented in Part II of this CFETP. They also work with the AFCFM and MFMs to develop procurement and acquisition strategies for obtaining resources needed to provide the identified training. 3.3 MAJCOM fuels training managers ensure MAJCOM training programs complement the CFETP mandatory initial skills and upgrade training requirements. Identified requirements can be satisfied by OJT, resident training, contract training, or exportable courseware or courses. NOTE: Core tasks were developed with the majority of the career field in mind. However, there may be instances where an individual cannot be certified on a given task because of lack of resources. At locations that do not have required equipment/facilities needed to complete all core task requirements, MAJCOMs Fuel Managers may waive this requirement. A copy of this waiver will be placed prominently in the training record. It must contain a statement requiring the individual to be trained if equipment becomes available or the individual goes PCS or TDY to a

location where the equipment is available. If the training can not be accomplished until the individual goes PCS, training will be accomplished within 60 days of assignment. 3.4 Unit commanders are the key to a successful program. They should emphasize to all levels of supervision the importance of training. They must generate personnel motivation, enthusiasm and fulfillment through understanding what a job is, provide proper training, and make tools available to do the job as outlined in AFI 36-2201.

SECTION B - CAREER PROGRESSION AND INFORMATION 4. Mission and the Goal. The importance of ensuring fuels personnel are performing fuels tasks cannot be overemphasized. Fuels tasks are those associated with the accomplishment of the fuels mission. Organizational tasks (i.e. ordering supplies, management of the Air Force Petroleum Fuels Account (FP), management of flight reports and funds) must be performed by the organization. We must continue to challenge the establishment and existence of fuels manpower authorizations that result in fuels personnel performing organizational functions. A goal of MAJCOM functional managers should be to ensure the initial assignment of our newest airmen is to an area where the basic fuels fundamentals can be taught. Our goal can be accomplished by working with the other functional communities and the MAJCOM manpower personnel. 4.1 Fuels Specialty Summary (AFSC 2F0X1). Maintains and operates petroleum and cryogenic facilities and equipment. Receives, stores, and issues, petroleum fuels, and cryogenics. Performs operator maintenance on fuels handling equipment and facilities. Prepares receipt, inventory, and issue documents for fuels and cryogenic products. Conducts electronic inventory management and billing transactions. Operates and maintains specialized mobility fuels equipment. 4.1.1. Duties and Responsibilities. Directs receipt, storage and issue operations for petroleum, and cryogenic products. Projects product requirements, places orders for products, and performs product receipt operations. Ensures proper handling and segregation of products received and verifies quantity and quality. Documents discrepancies in product receipt quantities and quality. Isolates off-specification products and takes appropriate actions to correct quality problems. Operates and maintains cryogenic production plants. Ensures compliance with all safety and environmental regulations. Maintains storage and dispensing facilities. Rotates stocks to prevent product quality degradation. Ensures an effective operator maintenance program is carried out. Performs operator checks and routine maintenance on facilities. Maintains inspection and maintenance records for facilities. Reports facility deficiencies to appropriate maintenance activity. Initiates facility upgrade and construction projects. Manages fuels mobility support equipment used for bare base operations. Maintains and operates fuels mobility support equipment. Performs technical fuels functions. Operates resource control center to monitor all product movements and ensure timely response to mission requirements. Coordinates refueling requirements with supported agencies and ensures appropriate prioritization of support requirements. Ensures an effective vehicle preventive maintenance program is carried out. Operates mobile and hydrant refueling equipment to dispense product to aircraft and ground support equipment and facilities. Operates cryogenic storage tanks to dispense products. Calculates and documents issue transactions for all products. Maintains fuels and cryogenic records. Ensures accuracy of receipt, inventory, and issue documents. Processes computer transactions to ensure proper billing and payment for all product receipt and issue transactions. Monitors product temperature and handling gains and losses to ensure they are within authorized tolerance. Compiles data and generates recurring reports. Monitors inventory levels to ensure adequate stocks are on hand to support peacetime and pre-positioned wartime stock requirements. Compiles consumption data and monitors energy conservation goals. Inputs data into the Fuels Automated System (FAS) to ensure accurate visibility of capabilities and support limitations. Maintains quality control of petroleum fuels and cryogenic products. Operates and maintains laboratory test equipment. Collects and analyzes product samples from receipt sources, bulk storage, and dispensing equipment. Documents analysis results and reviews quality trends analysis records. Establishes a sample correlation program

with the aerospace fuels area laboratory to ensure the integrity of the base level analysis procedures. Ensures an effective product segregation and recovery program is implemented. 5. Skill Progression. It is essential that everyone involved in training do their part to plan, develop, manage, conduct, and evaluate an effective training program. The guidance provided in this part of the CFETP will ensure individuals receive viable training at the appropriate points in their career. The following narrative identifies the training career path and the training required in an individual’s career. Initial skills training requirements were identified during the 2F0X1, November 1993, Fuels Utilization and Training Workshop (U&TW) and Fuels Training Planning Team (FTPT) Meeting, November 1994, and have been further revised during the 1996, 1998, and 2000 U&TW’s. 5.1. Apprentice (3-skill level) Training. Initial skills training in this specialty consists of task and knowledge training provided in the 3-skill level resident course at Sheppard AFB, TX. The 3-skill level will be awarded upon completion of the resident course. 5.2. Journeyman (5-skill level) Training. Upgrade to the 5-skill level will consist of task and knowledge training provided in the CDC and completion of the Journeyman OJT core tasks. The trainees will complete a set of core tasks identified in the STS. AFSC 2F051 will be awarded when an individual successfully completes CDC 2F051, meets mandatory 5-skill level minimum upgrade requirements, is certified on Journeyman tasks. Unit commanders with a trainee unable to complete the requirements will remove the trainee from training, enter the individual into Training Status Code (TSC) “T” (withdrawn from training), and pursue retraining, separation, or waiver the requirement in accordance with Part Two, Section C of this CFETP. 5.3. Craftsman (7-skill level) Training. Upon selection for promotion to SSgt, (not earlier than the first day of the promotion cycle) personnel will be entered into UGT. They will be required to complete Craftsman core tasks, 2F071 CDC,12 months time in UGT, and attend the Fuels Craftsman Course at Sheppard AFB, TX. Unit commanders with a trainee unable to complete the requirements will remove the trainee from training, enter the individual into Training Status Code (TSC) “T” (withdrawn from training), and pursue retraining, separation, or waiver the requirement in accordance with Part Two, Section C of this CFETP. 5.4. Superintendent (9-skill level) Training. The 9-skill level will be awarded upon promotion to the rank of SMSgt and completion of the resident Senior NCO Academy. Air Force Reserve (AFRES) and Air National Guard (ANG) personnel will continue to be awarded the skill level after completion of SNCOA in-residence or by correspondence and promotion to SMSgt. 6. Training Decisions. The training decisions on what training materiel, what information will be taught, when it will be taught, and how it will be taught, is determined at a U&TW. The training decisions for the CFETP were made at the 1998 and 2000 U&TW. Any changes to the training strategy must be made at subsequent U&TWs. The AFCFM may direct minor changes to course curriculum. 6.1 OJT is extremely important as we focus on being more versatile in the fuels career field. Supervisors must ensure 3-skill level apprentices receive experience before beginning Journeyman upgrade training. Supervisors should evaluate the technical training provided at the formal 3-skill level training course, provide performance based training on 3-skill level tasks taught to the knowledge level at the technical school, and familiarize the trainee with the organization or mission. The CDCs can be ordered at the start of 5-level upgrade training.

6.2. Individuals who become trainers and task certifiers must be trained, and certified before accepting OJT responsibilities. Requirements for trainers and task certifiers are outlined in AFI 36-2201. 7. Community College of the Air Force (CCAF) Academic Programs. Enrollment in CCAF occurs upon completion of basic military training. Off-duty education is a personal choice but highly encouraged. CCAF provides the opportunity to obtain an Associate degree in Applied Sciences. In addition to the associates degree program, CCAF offers the following: 7.1 Occupational Instructor Certificate. Upon completion of instructor QT consisting of an instructor methods course and supervised practice teaching, CCAF instructors who possess an associates degree or higher may be nominated by their school commander/commandant for certification as an Occupational Instructor. 7.2 Trade Skill Certification. When a CCAF student separates or retires, trade skill certification is awarded for the primary occupational specialty. The College uses a competency based assessment process for trade skill certification at one of four proficiency levels - Apprentice, Journeyman, Craftsman/Supervisor, or Master Craftsman/Manager. All are transcribed on the CCAF transcript. 7.3 Degree Requirements. Upon completion of basic military training and assignment to an Air Force specialty field, active duty, ANG, and AFRES enlisted members may be placed in the degree program designed for their career field. The 5 skill level must be held at the time of program completion. The following are examples of degree requirements: The Logistics (1AMY) program. SECTION C - SKILL LEVEL TRAINING 9. Purpose. Skill levels in this career field are defined in terms of tasks and knowledge requirements. This section outlines the specialty qualification requirement for each skill level in broad, general terms and establishes the mandatory requirements for entry, award, and retention of each skill level. The specific task and knowledge training requirements are identified in the STS in Part II Section A. Core Tasks are used to guide commanders when determining if and when upgrade to the next skill level is appropriate. 10. Qualifications 10.1 Apprentice ( 3-skill level) Training Requirements. 10.1.1 Knowledge. Knowledge is mandatory of composition, properties, and characteristics of petroleum products and cryogenics fluids including toxic, explosive, and fire hazards, environmental protection procedures, conservation, methods of receiving, storing, testing, and evaluating fuel and cryogenic fluids under normal, field, or remote conditions. 10.1.2 Training. For award of AFSC 2F031, completion of the basic fuels course is mandatory. 10.1.3 Other. For entry into this specialty, trainees must have a valid, privately owned vehicle (POV) driver’s license, normal color vision, and H-1 hearing level. 10.2 Journeyman (5-skill level) Training Requirements. 10.2.1 Knowledge. Knowledge is mandatory of functions such as receipt, issue, and transfer operations from mechanical fuel storage systems and cryogenic storage, operating available mobile refueling equipment, documenting fuels transactions for computer processing, and performing laboratory analysis on petroleum products. 10.2.2 Training. Completion of CDC and core tasks on STS. 10.2.3 Experience. Qualification in and possession of AFSC 2F031. 10.2.4 Training Sources and Resources. CDC 2F051 provides the career knowledge training required. The current STS shows the tasks that are trained through the CDC materiel. Continuation and qualification training and OJT are provided by qualified trainers. 10.2.5 Implementation. Entry into formal journeyman upgrade training is accomplished when the individual is assigned to the first duty station. Apprentices build task experience while reinforcing the training accomplished at the Technical Training Center and receive training on local 3-level duty position tasks. Apprentices may perform 3-level tasks unsupervised once certified on that task. 10.3. Craftsman (7-skill level) Training Requirements. 10.3.1 Knowledge. Knowledge is mandatory of functions such as fuels accounting, training, material control, fuels quality control functions, and management of resources. 10.3.2 Training. Completion of core tasks on STS, CDC’s, and the Fuels Craftsman course. 10.3.3 Experience. Qualification in and possession of AFSC 2F051. 10.3.4 Training Sources and Resources. CDC 2F071 provides the career knowledge training required. The current STS shows the tasks that are trained through the CDC materiel. Continuation and qualification training and OJT are provided by qualified trainers. Formal training is accomplished at Sheppard AFB, TX. 10.4 Superintendent ( 9-skill level ) Training Requirements. 10.4.1 Knowledge. Knowledge is mandatory in functions such as mobile refueling, fuels hydrants, storage, managing fuels inventory accounts, fuels laboratory and training requirements. 10.4.2 Training. Completion of duty position training requirements, completion of SNCOA in-residence, or by correspondence (ANG/AFRES only) and SMSgt sew-on, are mandatory for award of the 9-skill level. Completion of the Petroleum Logistic Management course at Sheppard AFB, TX is desirable. 10.4.3 Experience. Qualification in and possession of AFSC 2F071.

PART II SECTION A - SPECIALTY TRAINING STANDARD

1. 2F0X1 Specialty Training Standard (STS). This STS implements technical training provided by Air Education and Training Command and will be used for technical training for the 3-skill level AFSC-awarding course beginning 3 July 2001 and beginning 6 August 2001 for the 7- level Fuels Craftsman course. 2. Purpose. As prescribed in AFI 36-2201 this STS: 2.1. Lists in column 1 of attachment 1, the most common tasks, knowledge, and technical references (TR) necessary for an airman to perform duties at the 3-, 5-, and 7-skill level in the fuels ladder of the Airmen Fuels Career Field. 2.2 Column 2 indicates by (*) the items that will be taught by the training wing during wartime. Column 2 also indicates by (#) the 5 skill level mandatory core tasks required for upgrade and the 7 skill level mandatory core tasks required as prerequisites for 7 skill level course attendance. 2.3 Provides certification for OJT. Column 3 is used to record completion of tasks and knowledge training requirements. Use automated training management systems to document technician qualifications, if available. Task certification must show a certification/completion date. 2.4 Lists in column 4A, the proficiency to be demonstrated on the job by the graduate as a result of 3-level training received in course J3ABR2F031 001 (PDS Code 9QI) described on ETCA web page at : http://hq2af.keesler.af.mil/etca.htm. 2.4.1 Lists in column 4B, the career knowledge level provided in the mandatory 5- level exportable course. See ECI/AFSC/CDC listings maintained by the unit OJT manager for current CDC listings. 2.4.2 Lists in column 4C, the proficiency to be demonstrated on the job by the graduate upon completion of the 7-skill level AFSC awarding course J3ACR2F071 000 (PDS Code X3C) and the career knowledge level provided in the mandatory 7 level exportable course. Completion of the 7 level CDC is a prerequisite to attend the resident 7 skill level upgrade course. 2.5 Becomes a job qualification standard (JQS) for on-the-job training when placed in AF Form 623, On-The-Job Training Record, and used according to AFI 36-2201. When used as a JQS, the following requirements apply: 2.6 Is a guide for development of promotion tests used in the Weighted Airman Promotion System (WAPS). Specialty Knowledge Tests (SKTs) are developed at the USAF Occupational Measurement Squadron by senior NCOs with extensive practical experience in their career fields. The tests sample knowledge of STS subject matter areas judged by test development team members to be most appropriate for promotion to higher grades. Questions are based on study references listed in the WAPS catalog. human being responsibilities are in AFI 36-2605. 3. Documentation. Document and certify completion of training according to AFMAN 36-2247, Planning, Conducting, Administering, and Evaluating Training. Identify duty position requirements by circling the subparagraph number next to the task statement. As a minimum, complete the following columns in Part 2 of the CFETP: Training Completed Dates, Trainee Initials, Trainer Initials and Certifier Initials (if applicable). An AFJQS may be used in lieu of Part II of the CFETP only upon approval of the AFCFM. NOTE: The MAJCOMS may supplement these minimum documentation procedures as needed or deemed necessary for their career field. 3.1 Converting from an old Document. Use the new CFETP to identify and certify all past and current qualifications. For those tasks previously certified and required in the current duty position, evaluate current qualifications. Recertify using the current date, trainee, trainer, and certifier initials on core and critical tasks. For non core and non-critical tasks enter the trainers and trainees initials. For previous certification on tasks not required in the current duty position,

carry forward only the previous completion date. If and when these tasks become a duty position requirement, recertify with current date and certification procedures as stated above. 3.2 Decertification and Recertification. When an airman is found to be unqualified on a task previously certified for his or her position, the supervisor lines through the previous certification or deletes previous certification when using automated system. Appropriate remarks are entered on the AF Form 623A, On-The-Job Training Record Continuation Sheet, as to the reason for decertification. The individual is recertified (if required) either by erasing the old entries and writing in the new or by using correction fluid (if the entries were made in ink) over the previously certified entry. 4. Recommendations. Comments and recommendations are invited concerning quality of AETC training. Reference this CFETP/STS and address correspondence regarding changes to 782 TRG/TTS, 826 G Ave, Suite 4, Sheppard AFB TX 75311-2857. 6. Enlisted Professional Military Education. 6.1. SECTION C - MAJCOM REQUIREMENTS 9. Submission of Mandatory Training Requirement Waivers. The AFCFM DSN 225-0763, is the waiver authority for any mandatory training requirements for AFSC 2F0X1 active duty personnel. For retrainees, the AFCFM may waive the skill upgrade experience requirements (3, 12, 18 months), but not the academic (e.g. school, CDC) requirements. Justification will be on a case-by-case basis to the skill level held in the previous AFSC. 9.1. Recognizing the unique environment of the Air National Guard (ANG) and the AF Reserve (AFRES) components, waiver authority for mandatory training requirements is delegated to the ANG and AFRES Headquarters level. 9.2. The first step in submission of a waiver is for the supervisor to determine whether pursuing a waiver is appropriate by considering the complexity of the new AFSC and the trainee’s background. If a waiver is deemed appropriate, supervisors will develop and forward a case file, which includes evidence to warrant a waiver, through the unit commander to the servicing military personnel flight personnel employment element. The military personnel flight will provide their recommendations and forward the case file to the MAJCOM/DP, who will coordinate the package with the MAJCOM training manager and appropriate AFSC functional manager. In the event there is no AFSC functional manager at the MAJCOM to evaluate the case, the MAJCOM training manager will send the case to HQ AFMPC/DPMYCO3 for review by the appropriate AFMPC functional advisor. After AFMPC review the case will be sent to the AFCFM for a decision. Waiver requests for upgrade of trainees who have not completed formal training must include documentation which shows the trainee has completed all the requirements of the fuels career field for the applicable skill level. The minimum requirements were established by the fuels community at formal U&TWs and are annotated on the STS. Waiver requests must show STS certification on all tasks designated as taught in formal residence courses. 10. CDC Failures. Wing commanders will approve or disapprove waiver request for two-time failures of CDCs required for skill-level award . The waiver request must be based on squadron commanders recommendations. 10.1 After the first failure the Commander must: 10.1.1 Personally interview the trainee, determine if external factors adversely affected the trainees’ opportunity for success, and recommend upgrade. 10.1.2 Identify the trainee’s reading comprehension level. 10.1.3 Analyze the trainee’s ability to grasp knowledge based on job assignment. 10.1.4 Evaluate Volume Review Exercises to determine negative trends. 10.1.5 Ensure the trainee is aware of proper study techniques. It is important to note that not all materiel necessarily comes from the VREs. 10.1.6 Evaluate the trainees’ trainer and/or supervisor’s actions to ensure that they did not adversely affect the trainee’s performance (i.e. Supervisor on leave, TDY, etc.) 10.1.7 Ensure the necessary time is provided prior to the retest. 10.2 While trainees are ultimately responsible for successful completion of CDCs, commanders and supervisors ensure the trainee has every opportunity to succeed and is free from external factors which may adversely affect their ability to complete CDC end-of-course exam.

SECTION D FUELS EDUCATION AND TRAINING OPPORTUNITIES 11. Logistics Education Advancement Program (LEAP). LEAP provides selected NCOs with on-the-job experience and training in special fuels logistics areas. Four LEAP positions exist, one at Kelly AFB, Texas on an 18-month rotational basis between SA-ALC/SFRF and SFTH; one at DFO-FD, Fort Dix, New Jersey; and two at the Air Staff, Pentagon, Washington DC. Each position is a 3-year assignment. 11.1 HQ USAF/ILSP chairs a LEAP selection panel comprised of 2F000 personnel. The AFMPC fuels (2F0X1) functional representative serves as an advisor. 11.2 HQ USAF/ILSP tasks HQ AFMPC/DPAAD1 to advertise the projected vacancy and solicit volunteers meeting the following mandatory prerequisites: 11.2.1 Hold a grade of E6 or E7. 11.2.2 Completed 8 to 14 years total active federal military service as of 1 October in the year considered for assignment. 11.2.3 Possess a control 2F071 AFSC. 11.2.4 Completed required PME. 11.2.5 Have at least a “Secret” security clearance. 11.2.6 Eligible for reassignment. 12. Petroleum Logistics Management Course (PLMC). 12.1 The 366 TRS, at Sheppard AFB, TX, holds this formal fuels career broadening course, J3AZR2F091 002, for grades Master Sergeant through Chief Master Sergeant and LEAP selectees. PLMC provides fuels operation training in quality surveillance, war planning, and logistics management areas. 12.2 MAJCOMS/LGSF selects PLMC attendees and approves wavier request for individuals in the grade of technical sergeant selected to attend PLMC.

Effectively promote the National Policy of pollution prevention by minimizing or eliminating the use of hazardous materials and release of pollution into the environment. Meet or exceed regulatory requirements through the use of education, training, and awareness programs, health based risk assessments, acquisition practices, contract management, facilities management, energy conservation, and innovative pollution prevention technologies. 14. Objectives. Permeate all mission areas with the pollution prevention ethic through comprehensive education, training, and awareness. Develop and transition innovative pollution prevention technologies to the field. 14.1 Fuels Objectives: 14.1.1 Follow federal, state, local, or host nation laws on environmental protection and the policies contained in public law, federal regulations, and Air Force Policy Directives and Instructions. 14.1.2 Ensure all BFMO controlled fuel tanks are equipped with high-level alarms and/or automatic high-level shutoff valves. 14.1.3 Establish safe fill levels below the high-level alarm level. 14.1.4 Provide secondary containment that is impermeable to petroleum products at all loading and unloading facilities and for above ground tanks larger than 660 gallons. 14.1.5 Coordinate local procedures for the proper operation, inspection, and maintenance of oil/water separators with the Civil Engineer Operation Flight. 14.1.6 Develop local operating procedures for collecting, segregating, storing, and disposing of waste and reusable bulk petroleum products according to AFI 23-502, Recoverable and Unusable Liquid Petroleum Products. 14.1.7 Ensure fuels personnel understand responsibilities outlined in AFI 32-4002, Hazardous Material Emergency Planning and Response Compliance, Hazardous Material Emergency Planning and Response plan (HAZMAT Plan), and the local Spill Prevention Control and Countermeasure plan (SPCC).
