lam directed to refer to the approval of the competent authority to release an amount ofRs.28,03,30,0001 (Rupees Twenty Eibht Crore Three Lakh Thifi Thousand Only) as 2nd
installment of 2 New Model Degree Colleges, lnfrastructure Grants to 1 University and 34 Colleges atthe central: state share of 60:40 to be incurred to the State Government of Andhra Pradesh underRashtriya Uchchatar Shiksha Abhiyan (RUSA). Under the initiative under reference, the CentralGovernment shall provide assistance to the State Governments for various components, which arementioned as per the guidelines under RUSA.
2. ln accordance with the instructions of the Department of Expenditure, Ministry of Finance,Government of lndia, vide D.O.No.32/PSOTFS/20'I 5 Dated 28'October, 2015 for General CategoryStates, the funding pattern is revised to 60:40.Andhra Pradesh comes under the General Category States. The second installment of the centralshare as 2 New Model Degree Colleges is Rs.2,83,30,000/- , lnfrastructure Grants to 1 University isRs.6,00,00,000/- and 34 Colleges is Rs.'19,20,00,000/-. Further installments of the allocation shall bereleased by the Ministry only after the State Government concerned releases its committed sharetowards non-recurring expenditure and recurring grants, besides submission of the UtilisationCertificate by the State in respect of the installment of the Central grant released.
3. The sanction is issued in exercise of the powers delegated to Ministries under DFPR, 1978,as amended from time to time. Above grants are being released in accordance with the pattern ofAssistance approved by the Ministry of Finance, Government of lndia. lt is also certified that thisSanction is being issued in conformity with the rules and principles of the scheme.
4. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to theReserve Bank of lndia (Central Accounts Section), Nagpur for affording credit of the sanctionedamount to the balance of the State Government. The Principal Accounts Officer may foMard a copyof the advice to the Accountant General and Finance Department of the State Govemment as well asDirector, Higher Education of the State with a copy to the undersigned. The State will then transferthese amounts to the RUSA bank account of State Higher Education Council (SHEC).
5. The grant-in-aid is subject to adjustment on the basis of audited statement of accounts ofAndhra Pradesh. Further, the accounts ofAndhra Pradesh SHEC in so far as it relates to grants-in-aid will be open to inspection by the sanctioning authority and audit both; by the Comptroller & AuditorGeneral of India or by any other designated by him and lnternal audit by the Principal Accounts Officeof the Ministry of Human Resource Development, Department of Higher Education, whenever it is

Accordingly, I am directed to convey the sanction of the President to release an amount ofRs.21,72,55,750/- (Rupees Twenty One Crore Seventy Two Lakh Fifty Five Thousand SevenHundred Fifty Only) as the Generat Component of the 2no installment of 2 New Model DegreeColleges, lnfrastructure Grants to 1 University and 34 Colleges at the central: state share of 60:40 tobe incurred to the Government of Andhra Pradesh, under Rashtriya Uchchatar Shiksha Abhiyan(RUSA).
8. The Expenditure of Rs.21,72,55,750/- (Rupees Twenty One Crore Seventy Two Lakh FiftyFive Thousand Seven Hundred Fifty Only) will be debited to Demand No.S8-Department of HigherEducation from : Major Head 3601 Grants-in-aid to State Government, 06- Centrally SponsoredSchemes 101- Central Assistance/Share, 33-National Education Mission : Rashtriya UchchatarShiksha Abhiyan (RUSA), 01-Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 35-Grants for creation ofcapital assets, of the financial year 2017-18.
9. A certificate of actual utilization of the grants received, for the purpose for which it wasreceived, should be submitted to the Ministry within 12 months of the closures of the financial year.
10. The grant has been sanctioned in accordance with the pattern approved by the Ministry ofFinance and is in conformity with the rules and principles of the scheme as approved by the Ministryof Finance.
11. Necessary Sanction lD has been generated
12. This sanction issues with the concurrence of lntegrated Finance Division's Dy. No.2980,dated 24.08.2017 and funds certified by the lF I Section vide their Dy.No.542117-lF.ldated 25.08.2017.

I am directed to refer to the approval of the competent authority to release an amount ofRs.28,03,30,000/- (Rupees Twenty Eibht Crore Three Lakh Thirty Thousand Only) as 2nd
installment of 2 New Model Degree Colleges, lnfrastructure Grants to 1 University and 34 Colleges atthe central: state share of 60:40 to be incurred to the State Government of Andhra Pradesh under
Rashtriya Uchchatar Shiksha Abhiyan (RUSA). Under the initiative under reference, the Central
Government shall provide assistance to the State Governments for various components, which are
mentioned as per the guidelines under RUSA.
2. ln accordance with the instructions of the Department of Expenditure, Ministry of Finance,Government of lndia, vide D.O.No.32IPSOTFS/2015 Dated 28'October, 2015 for General CategoryStates, the funding pattern is revised to 60:40.
Andhra Pradesh comes under the General Category States. The second installment of the central
share as 2 New Model Degree colleges is Rs.2,83,30,000r- , lnfrastructure Grants to 1 university isRs.6,O0,O0,O0o! and 34 colleges is Rs.19,20,00,000/-. Further installments of the allocation shall be
released by the Ministry only after the State Government concerned releases its committed share
towards non-recurring expenditure and recurring grants, besides submission of the Utilisation
Certificate by the State in respect of the installment of the Central grant released.

Accordingly, I am directed to convey the sanction of the President to release an amount ofRs.2,10,24,750/--(ifupees Two Crore.Ten Lakh Twenty Four Thousand Seven Hundred FiftyOnly) as the ST Component of the 2no installment of 2 New Model Degree Colleges, lnfrastructureOrairts to 1 University and 34 Colleges at the central: state share of 60:40 to be incurred to the
Government of Andhra Pradesh, under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).
8. The Expenditure of Rs.2,10,24,7501- (Rupees Two Crore Ten Lakh Twenty FourThousand Seven Hundred Fifty Onty) will be debited to Demand No.S8-Department of Higher
Education from : Major Head 3601 Grants-in-aid to State Government, 06- Centrally Sponsored
Schemes 796- Tribal Area Sub Plan, 33- National Education Mission: Rashtriya Uchchatar Shiksha
Abhiyan (RUSA), 01- Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 35-Grants for creation of capital
assets, of the financial year 2017-18.
g. A certificate of actual utilization of the grants received, for the purpose for which it was
received, should be submitted to the Ministry within 12 months of the closures of the financial year.
10. The grant has been sanctioned in accordance with the pattern approved by the Ministry of
Finance and is in conformity with the rules and principles of the scheme as approved by the Ministry
of Finance.
11. Necessary Sanction lD has been generated.
12. This sanction issues with the concurrence of lntegrated Finance Division's Dy. No.2980,
dated 24.08.20't7 and funds certified by the lF I Section vide their Dy.No.542l17-lF.l
dated 25.08.2017.
