NOVISTRANA: ACOUNTRY IN NEED OFCHANGE

The story begins many years earlier, whenyou are a young man. You witness theviolent arrest of your parents at your homeby the Secret Police. Incarceratedsomewhere deep in the bowels of theMinistry of The Interior, you never see orhear from them again. Although just anothertypical tale of woe against the backdrop ofthe totalitarian regime in Novistrana, it leavesan indelible mark on you. Your heart burningwith anger, you vow never to rest untilvengeance is wrought on the manresponsible, the then local head of theSecret Police… none other than a youthfulVasily Karasov.

For years you have charted the progress andcareer of Karasov, looking for theopportunity to strike. Recent years haveseen sweeping changes in your country. Theend of the Soviet Union and total collapse ofcommunism could not have been predicted,and the subsequent meteoric rise to powerof Karasov to the office of President cameas a total shock.

Soon after taking power Karasov declared aweek of public holidays to celebrate hisgreat victory and to announce to the countrythat it was a great honour that they, thepeople of Novistrana, should declare himtheir ‘President-for-life’. Karasov’s tyrannywould soon become apparent. Karasovbegan work on his grandiose palaceimmediately and ensured that billions ofNovistranian Roubles, most of the country’smeagre reserves, were siphoned off into hisoffshore bank accounts.

This is in stark contrast to the fortune of thecitizens of the country, who are slippingfurther and further into poverty. Unrest isbuilding, the people are growing increasinglyunhappy at the growing gulf between thehaves and the have-nots… Criminals havebeen given a free reign to do as they please,

the hopelessly corrupt and bogged downlaw enforcement officers are as muchinvolved in organised crime as thegangsters. All the while Trade Union leadersacross the country are selling out theirmembers and using their associations tolaunder money from drug dealing and blackmarket trading.

In the southern city of Eraliev, followingincreasing ethnic unrest, the President’sheavy-handed measures have lead tomassive riots and civil disobedience. Dawnraids saw dozens of supposed dissidentleaders and alleged subversives arrested.Amongst these included several respectedand the highly regarded political figures andjournalists. Nothing has been seen or heardof them for many weeks now and growingpockets of dissent are beginning to surfaceagain.

In short, the country is in a downward spiral.All the while Karasov sits on his seat ofpower in the Capital, Berezina, surroundedby his loyal guards. He seems to care littleas long as his own lifestyle remainsunaffected and he can maintain an air ofcalm and control to the outside world.Karasov himself is no slouch, with a shrewdmind for politicking and intrigue sharpenedby years spent in the cloak and daggerworld of the KGB.

Still, rumours circulate that Karasov has losthis sanity and is ruling like some crazedEmperor of ancient Rome. Furthermoremuch of this criticism is rumoured toemanate from amongst some of his closestadvisors. However, Karasov is certainly not aman to cross lightly, with powerful businessconnections and influence over thefearsome secret police, whose powers tokeep the people in line seem to have nolegal or ethical bounds. Any man who takeson Karasov will have to be either extremelybrave or very foolhardy – certainly, no oneclose to Karasov will break ranks. But, forbetter or for worse that is your calling in life.

INSTALLING REPUBLIC

1. Start your Windows Operating System.

2. Quit all applications and close allwindows on your desktop, including virusscanners.

3. Insert the Republic: The Revolution Disk 1into your CD/DVD-Rom Drive. Uponclosing your CD/DVD-ROM drive, theinstallation menu will appear.

4. If Autorun is disabled, the menu will notappear. To manually access theinstallation menu follow these simpleinstructions: Double-click on the ‘My

Computer’ icon on your desktop, andthen double-click on the CD-ROM iconthat appears in the newly opened window.Finally double-click ‘autorun.exe’ to openthe installation menu.

5. From the Autorun, menu click INSTALLREPUBLIC. If it is greyed out it meansthat you do not have DirectX installed onyour computer and will need to install it(Please see the section on DirectX beforecontinuing).

6. Follow the on screen prompts tocomplete installation.

UNINSTALLINGREPUBLIC

If you need to uninstall Republic, pleasefollow the instructions below:

1. Click on the START button from theWindows Taskbar.

2. Choose PROGRAMS from the pop-upmenu.

3. From the menu, select Eidos Interactive –Elixir Studios – Republic.

4. Within this group, click on UninstallRepublic and follow the onscreenprompts.

6DIRECTX

DirectX is a windows API that accessescomponents of your PC to allow them to runthe latest games. DirectX is updated in linewith new technologies to make the most outof your hardware. However this means that

you have to ensure that both your hardwaredrivers and your installed version of DirectXare kept up to date. Before installing DirectXplease consult your hardware manufacturerto ensure you have the most current drivers.

INSTALLING DIRECTX

We have included DirectX on the CD. Toinstall it just follow these instructions:

1. Start your Windows Operating System

2. Quit all applications and close allwindows on your desktop, including virusscanners.

3. Insert the Republic: The Revolution Disk 1into your CD/DVD-Rom Drive. TheAutorun menu will appear. If Autorun isdisabled, the menu will not appear. To

manually access the installation menufollow these simple instructions: Double-click on the ‘My Computer’ icon on yourdesktop, and then double-click on theCD-ROM icon that appears in the newlyopened window. Finally double-click‘Autorun.exe’ to open the installationmenu.

4. From the Autorun menu click InstallDirectX.

STARTING THE GAME

You have 3 ways to launch Republic: TheRevolution:

1. Ensure that the Game Disk, Republic: TheRevolution Disk 1, is in you CD/DVD-RomDrive and Double Left Click the ShortcutIcon on your desktop.

2. Ensure that the Game Disk, Republic: TheRevolution Disk 1, is in you CD/DVD-RomDrive and Left Click the START button on

the Windows Taskbar and select AllPrograms (or Programs) – EidosInteractive – Elixir – Republic –RunRepublic

3. Insert the Game Disk into your CD/DVD-Rom Drive, wait for the autorun menu toappear. Then click PLAY REPUBLIC.

MAIN MENU

After the initial splash screens and creditscycle, (which can skipped by pressing ESCkey or SPACE key on your keyboard) youwill be presented with the main menu:

NEW GAME

This menu will lead you through the steps ofsetting up your Avatar and Faction. The firststep is choosing the makeup of your Avatar.(See the section on Character and FactionCreation to start a new game.)

LOAD GAME

This menu will allow you tocontinue your revolution from thepoint at which you have previously saved.

OPTIONS

This menu will allow you to tailor Republic’sgraphics, audio, and game options to yourhardware and preferences (See the sectionon Appendix 1: Audio, Video, Game Optionson Page 49).

QUIT

This option will exit Republic and return youto the Windows Desktop.

9AVATAR AND FACTIONCREATION

Republic differs from many games, in that itwill ask you a number of multiple choicequestions rather than allowing you to tweaknumbers and values. The answer you choosefor each question will be scientificallyanalysed and factored into the final Avatarand Faction you will create.

You can choose to answer the questionshonestly, in which case your Avatar andFaction will be a direct representation of you

and your Ideological outlook within theuniverse of Republic.

Or instead, you may decide to answer thequestions in a completely different way tohow you would in real life.

Each question will be presented in thismanner:

Click on the answer you wish to give, andthen click on the Confirm button thatappears in the lower right hand corner of thescreen.

Be careful though, once you have answereda question, there is no going back!

The final question requires you to choose alogo to represent your Faction in Novistrana;this choice will also have some bearing onyour Ideological make-up.

Once you have answered all ten questions,you will be shown a breakdown of yourAvatar and Faction; you will see the Avatar’sAttributes, his name, the Faction logo andname, along with the Ideology that is derivedfrom your responses.

THE ATTRIBUTES YOURCHARACTER HAS

• Status:The standing, wealth and prestige of acharacter.

• Control: Character's intellectual ability in areas ofscheming and strategy and skill inmanipulation.

• Charisma: A measure of a character's intellectualpersuasiveness and natural charm.

• Presence: The physical prowess of a character andtheir leadership qualities.

• Resolve:A character’s commitment to his currentway of life, whether he is working for afaction, or a neutral. Your Avatar’s Resolvewill start at 100%; his faith is unshakable,at first anyway.

Republic is all about running actions; whenyou recruit more Characters, their Attributeswill be used to work out whether or not theyhave successfully carried out your bidding.

The magnitude of each statistic affects theprobability of an action being successful orfailing, you will soon get used to which typeof actions use which attribute(s). Attributesare highlighted in the game interface eachtime an action is launched to help youdecide if the character has the capabilitiesto successfully run each action.

Once they have been identified, be sure thatyou increase the right stat for the rightcharacter according to which actions theyhave. The stats can only be increased in thePromotion Screen. See page 37 for moredetails.

Once you have decided on your Avatar andFaction, click Confirm to continue.

11P L A Y I N G T H E G A M E

A quick run-down of the basic keys you willneed to play Republic.

BASIC CONTROLS:

• ARROW KEYS:Use the right/left/up/down arrow keys tomove around the city in Rooftop orSatellite Views.

• ROTATING THE VIEW:Bring the mouse cursor to the central areaof the Rooftop View. Then click and holddown the right mouse button and movethe mouse to rotate the view. The SatelliteView cannot be rotated.

• SCROLLING THE VIEW: You can move the camera position inRooftop view or the Satellite View bypositioning your pointer at the edge of thescreen, and single clicking the right mousebutton. The mouse pointer will changefrom a star to a four directional arrowdevice when it is in the right position forthis feature to be used.

• MOUSE WHEEL:Move the mouse wheel forwards orbackwards (if one is present) to togglebetween Rooftop and Satellite views.

IN-GAME OPTIONS MENU:

Press ESC key on the keyboard at any timeduring play to pause the game and accessthe in-game menu.

The options are as follows:

• BACK TO GAME Resume the current game.

• SAVE CURRENT GAME Saves the current game.

• LOAD GAMERestore a previously saved game.

• OPTIONS Access the Options menu. See page 50

• QUIT GAMESelect this button and follow theinstructions displayed on the screen to end the current game and return to themain menu.

Novistrana and your status in it arepresented to you in a number of ways:

• SATELLITE View

• ROOFTOP View

• ACTION View

• FACTION Screen

As the charismatic leader of your fledgingfaction, you must execute ACTIONS to makechanges in the world. Actions are the onlyway you can directly influence the gameworld.

Each character can perform up to twoactions a day (or three in the case of yourAvatar, who needs no rest segment); try toensure that your characters are alwaysworking toward a common goal.

Your initial aims are to:

1. Increase Your KnowledgeYou can only act on things that you knowabout. Find out about who is where andwhat the oppositions are up to byperforming actions such as Scout andInvestigate. Support in a district will alsoincrease your knowledge there.

2. Recruit Another PersonOne person does not a revolution make;Recruit more personnel to assist you. Yourfirst employee is important; ensure he hasthe actions you will need early on.Information gathering and SupportGathering Actions will be of most use tobegin with.

3. Gather SupportEvery action you carry out costs valuableresources. Support in districts gives youresources of the type denoted. Proles (thepeople of Novistrana whose politicalopinions are vital to your success) must beNeutral if you are to win their support; it isfutile canvassing for support in a districtthat has no Neutral Proles.

4. Attack Opposition SupportAttack enemy support strongholds toreduce the amount of resources they areawarded each game week. SuccessfulSupport Attacking Actions turn Proles to aNeutral outlook; ready for you to follow upwith a Support Gathering Action.

5. Weaken an Enemy CharacterThe enemy factions are strong. Try to getenemy faction members to leave thefaction they work for by weakening theirResolve. Weakening a character will alsotemporarily affect one or more of theirAttributes, making them less capable ofdoing their duties.

6. Strengthen a CharacterPrevent your own characters from leavingyour Faction by strengthening their Resolve(Other Attributes are temporarily boostedtoo, making them more efficient at theirtasks). Characters will let you know if theyare having an Ideological crisis; ignore theircommunications at your peril.

7. Spread MisinformationPrevent the enemy from finding out aboutwhat you are doing by spreading falserumours to bury the information.Particularly useful if you wish to keep acharacter out of the line of fire, or you areusing actions that leave traces of Sleaze.

SATELLITE VIEW

Satellite View allows you to get a goodoverview of how your campaign isprogressing within the current city, byviewing your action markers, and those ofother factions. You can see how muchInformation you have in a given district, andyou can see where your Faction (and EnemyFactions) enjoys support.

The Satellite View also allows quick andeasy navigation around the city; double leftclick anywhere to be instantly taken to thatpoint in the Rooftop View.

SUPPORT LEVELS

This pie chart shows you the supportpercentages of active factions in eachdistrict. Each faction has a distinctive logoand colour to make them easily identifiable.Your support levels will be represented bythe logo chosen in the Personality Test atthe beginning of the game.

TIP: The grey ‘N’ portion alwaysrepresents neutral support; these

Proles are ready to be targeted by aGather Support Action to convincethem to support your faction.

INNER CIRCLE PANEL

This portrait at the top represents you, theavatar. As you play the game and recruitadditional faction members, their portraitswill be displayed below yours. The maximumnumber of people you can hire is five (sixincluding yourself)

TIP: Recruits’ portraits are alwaysgrouped according to Ideology.

ACTION TRACKER

This is a schedule chart showing the actionsthat are currently being executed or will beexecuted in the future by yourself or bymembers of your faction. You can maximiseor minimise the Action Tracker by clickingthe RIGHT arrow button on the right verticalbar of the Action Tracker. Once the screenhas been maximized, you can minimise theAction Tracker by pressing the LEFT arrowbuttons on the right vertical bar of the ActionTracker.

TIP: The mouse wheel also allowsyou to move the Action Trackerforwards and backwards through time.

Alerts appear for a number of reasons;making progress in the game, recruiting orlosing characters, warnings from characters,newspaper reports etc.

Mouse over the alerts to learn more aboutwhat they contain

Right clicking on some Alerts will deletethem.

Some Alerts also spawn an item, such as amemo or newspaper. Once Memos andNewspaper items are clicked, theinformation they contain is stored away inthe Diary section of the Faction Screen. Seepage 21 for more information on the DiaryScreen.

FACTION SCREEN

Click this button to view the Faction Screen.See section on the Faction Screen on page19.

TOGGLE VIEW

Click this button to toggle between Satelliteand Rooftop View.

TIP: If the mouse pointer is over thegame world, use the mouse wheel toquickly change to and from Satelliteand Rooftop View.

DIARY SCREEN

Click this button to view the following:

ObjectivesKeeps a record of current and completedgame objectives.

Memos Keeps a record of memos you havereceived.

Newspapers Keeps a record of newspaper articlespublished.

TIP: Check your objectives often tomake sure you are concentrating yourefforts in the right area.

RESOURCES

This indicates the points of resourcesavailable to you. When these points aredepleted to 0, you will not be able toexecute any actions that require thatparticular type of resource.

The available resources are as follows:

Shows the current time in NMT (NovistrananMean Time). Each day lasts 12 minutes ofreal time, and each day is divided into threesegments. Each segment of the day(Morning, Afternoon and Night) each lasts 4minutes.

If you would like to speed up game time,click on the "+" button located just abovethe clock. The maximum speed up is +5.Click the "-" button to slow down game timeto normal. Game time can only be speededup in Satellite View.

TIP: Try to ensure that each of your characters is doing somethingproductive during each day segment if at all possible.

SATELLITE VIEW AND YOURACTIONS

Your own actions will show up as large Iconson the Satellite View if you have theShow/Hide Actions button set to ON (seeMini-Map section). Their position indicatesroughly where the action is taking place inthe game world, allowing you to form anoverall view of your strategy easily andquickly.

You can go directly to the place by doubleclicking the icon, or by left clicking andchoosing the camera icon from the mini menu.

SUCCESSFUL ACTIONS

Once an action has taken place, and if itwas successful, its icon will be shadedgreen.

You can mouse over the icon to discovermore information about the action; such asnow much support was raised in the case ofa Support Gathering Action.

UNSUCCESSFUL ACTIONS

Actions that have failed are shaded in red.You can mouse over them in the same wayas successful actions; they will reveal moreinformation if there is any.

SATELLITE VIEW AND ENEMYACTIONS

Enemy Actions will show up as smalldiamond markers on the Satellite View if youhave the Show/Hide Enemy Actions buttonset to ON (see Mini-Map section below).Enemy Actions will only show up if they arefacts (see the Secrecy Section on Page 42),you will have to actively look for QuestionMarks in the game world. The position of thediamond markers indicates roughly wherethe action is, or has, or will take place in thegame world, allowing you to form an overallview of enemy activity easily and quickly.

Their position also corresponds to theenemy actions diamond markers shown onthe Mini-Map device.

You can double click the diamond markerson the Mini-Map device, or on the SatelliteView to go directly to the location where youcan find out more about the action that thecoloured diamond marker represents.

THE MINI-MAP DEVICE

This is an important tool that will provide youwith lots of useful information. It is presentfor most of the time in the top right handcorner of the screen (In both Satellite andRooftop Views).

The Mini-Map shows a map of the currentCity, the view of which is always oriented sothat North is at the top of the screen. Youcan tell which direction you are currentlyfacing in Rooftop View by the semi-transparent arrow that is overlaid on themap. The district under scrutiny (the one youare in) is always highlighted here, on bothSatellite and Rooftop View.

FIELD OF VIEW

The Field Of View is the black triangle thatappears on the Mini-Map. This indicateswhich way you are looking, as well as yourposition in the city. Your position is indicatedby the small black square close to the pointof the triangle.

TIP: You always face to the North inthe Satellite View, where the Field OfView is not displayed. The location ofthe black square determines which isthe Current District (and thus, whichdistrict all information on the Mini-Maprelates to)

INFORMATION LEVEL

The green bar down the right hand side ofthe Mini-Map device shows the level ofinformation you have accumulated in thedistrict that your cursor is positioned over inthe Satellite View or Rooftop View. Thehigher the green bar, the more informationyou have in that district. You can increasethe information level by executing suchactions as Scout, Investigate and Survey.Information will allow you to see what otherfactions are up to, discover new charactersto recruit or attack, and at its most basiclevel will reveal locations and support levelswithin a district. Raising your support levels

in a district also increases your informationlevel (The Proles there act as your eyes andears on the street).

TIP: Information levels decreaseover time. You will lose track of whatthe enemy is up to if you do notmaintain a healthy information level.Geographical features such aslocations are not forgotten oncelearned however. The rate ofinformation decay will be fasteraccording to ideological comparisons:faster if your Faction Ideology isdifferent to the District’s Ideology.

*SHOW/HIDE CHARACTERS

All characters that have been discovered inthe present district are shown on the Mini-Map whilst in Rooftop View. All charactersknown about citywide are shown when inthe Satellite View.

TIP: Moving characters can removethem from other faction’s informationlists, helping to keep them out of theline of fire (ensure they are moved to a district where you enjoy a lot ofsupport, or know that the enemy haslittle information)

Shows or hides markers of Player Actionsthat have been executed, are beingexecuted or will be executed in the future inthe Satellite and Rooftop Views. The playercan click on a marker to go directly to thelocation of the action. If the action is currentthe player will view the action through theAction View (see Page 22 for more details onthe Action View)

TIP: Turning this on allows you to geta global picture of your strategy; it isfar easier to coordinate your overalldirection when you can see where andwhen your actions are taking place.

*SHOW/HIDE ENEMY ACTIONS

Shows or hides flags of Enemy Actions thathave been executed, are being executed, orwill be executed in the future in the SatelliteView and Mini-Map. Enemy Actions areshown as small diamond markers; theircolour denotes which faction is responsible(where known). Mousing over the diamondmarker reveals more information. Clicking onthe diamond marker takes the player to thescene of the action.

TIP: Keep close tabs on enemyactivity, discovering and using the‘Sleaze’ that an action leaves behind can have a great impact on the success levels of some of youractions. See page 42 for more detailson Sleaze.

*SHOW/HIDE SUPPORT LEVEL

Shows or hides the pie charts that illustratesupport levels of districts. Pie charts areshown adjacent to the Mini-Map device inRooftop View, or across the city map inSatellite View.

TIP: Support levels will not beshown if you have a knowledge level of zero in a district, try tomaintain a small amount of knowledge across the city if you are able; keeping tabs on the support levels of enemy factions can be crucial.

*TOGGLE DISTRICT OVERVIEW

Shows or hides district borderlines, veryuseful for navigation.

FORCE DISTRICT

Districts that have RED borders in RooftopView, or are filled in Red on the Mini-Mapand Satellite View are FORCE Districts.

INFLUENCE DISTRICT

Districts that have BLUE borders in RooftopView, or are filled in Blue on the Mini-Mapand Satellite View are INFLUENCE Districts.

WEALTH DISTRICT

Districts that have YELLOW borders inRooftop View, or are filled in Yellow on theMini-Map and Satellite View are WEALTHDistricts.

TIP: The toggle switch optionsmarked with an asterix* above, can beconfigured separately for each view.

E.g. You may elect to have districtboundaries displayed in Satellite View, butnot in Rooftop View (or vice-versa, orneither, or both).

ROOFTOP VIEW

This is the main view that you will be usingto play Republic, it shows the city in greatdetail, and allows you to watch what otherfactions are up to at all times.

The Rooftop View allows you to gain insightinto all of the goings on in Novistrana. Leftclicking most things (e.g. people, streetfurniture, cars etc) in this view will presentthe player with a context-sensitive menu that can be used to discover more about anobject or person. Experiment to find out more.

MINI-MENU

Left clicking buildings, people, icons andtext in Republic launches a mini-menu thatcan be used to interact with the object justclicked upon.

The mini-menu is context-sensitive. Thismeans that it only shows you options thatare useful for the item you have selected.

The mini-menu will display these options,dependent on what you clicked:

SLEAZE

Launch actions using SleazeInformation of another action.

This will make the action’s effects stronger;using mistakes of other factions to makeyour own look better.

The mini-menu can be a very useful shortcutto launching actions. It will remember whatyou have chosen as the target and fill it infor you automatically.

NOTEPAD

Provide information on theobject, or solicit a comment

from a Prole. Information relating to anobject is always displayed in the informationpanel in the bottom right hand corner of thegame screen.

CAMERA

Takes you directly to that object or Action and focuses the game

camera on it. The information panel in thelower right hand corner of the screen willappear to accompany the close up view.

REMINDER NOTES

This is the reminder icon, andcan be accessed by left clicking

on an action icon in your Action Tracker.Setting this will take you to that action whenit takes place (can only be set on actionsthat have not yet happened). A small yellowreminder is placed on the action in yourAction Tracker.

TIP: Only a single action in any slotcan have this set. It is always the finalone that is marked.

BIN

This is the cancel icon, and canbe accessed by left clicking on

an action in your Action Tracker. Thiscancels the action and reimburses you withmost of the Resources it cost to schedulethe action.

TIP: There is a small administrationpenalty whenever an action iscancelled, expect to lose around a fifth of the resources indicated in theAction Cost.

The Faction Screen allows you to checkinformation on your faction members as wellas members of the opposing factions. Notall the information will be available at thebeginning. You must execute actions suchas Scout and Investigate (or gather support)in the game world to reveal information onmembers of other factions.

FACTION SELECTION

Click on faction logos to display everythingyou currently know about the enemy faction(s)in the current city. Alternatively you can selectyour own faction and ensure that everything isrunning as smoothly as you think.

Note: The first logo in the list isyour faction logo.

CHARACTER SELECTION STAR& STRAND BONUS

The star has the same functionality whetheryou are inspecting your own, or an enemyfaction. Known characters are rangedaround the central character; this is alwaysthe Faction Leader (for any faction).

The background colour of a character’sportrait and star segment shows theirIdeology strand (Red for Force, Blue for

Influence, Yellow for Wealth), a bonusmultiplier is shown if you have more than asingle character from the same Ideologicalbackground (including the Avatar), this isfactored into any action that you run thatshares the same Ideology.

You can have bonuses in more than onestrand at any one time if you carefully recruitand administer your Characters.

Another important detail is also displayed onthe star: The distance a character is from theFaction Leader (always at the centre of thestar) indicates the state of the relationshipbetween that character and their Leader (Inthe case of your faction, this is you).Characters with greater Ideologicaldisagreements will be further away fromtheir leader.

If a Character is too distant for too long, hewill eventually leave your faction due to‘Ideological Differences’.

TIP: Use Strengthen CharacterActions to bring distant charactersback in to the fold, check on themoften. Also, enemy characters that aredistant from their leader will be easierto recruit to your faction, especially ifthey share the same Ideology as youravatar.

20ACTIONS LIST

This panel lists all actions available to thecurrently selected character, or in the caseof an enemy character, all of the actionsperformed by that character you have so farspotted occurring in and around the city(from his entire action list).

CHARACTER VIEW

This window displays the currently selectedcharacter’s Attributes, Ideology and a list ofactions that you can carry out on them.Selecting an action from this list will takeyou through the normal action selection andlaunching process.

FACTION ACTIONS

Some actions are used to maintain thewelfare and interests of your Inner Circlemembers. They can be launched directlyfrom the Faction Screen, or from the maingame interface, whichever you prefer.

STRENGTHEN

Use a Strengthen Character Action on anycharacter you suspect may be thinking ofleaving (those most distant from the Avatarat the centre of the star). Even very loyalcharacters will gain some benefit from aStrengthen Character Action; a StrengthenCharacter Action temporarily improves someof a character’s Attributes in addition to theirResolve.

MOVE HOME

If a character is being attacked by otherfactions on a regular basis, moving them toa new home may help to hide them fromprying eyes. Try to move them to districtswhere you enjoy plenty of support, or youare sure that the enemy doesn’t have muchinformation.

CHANGE SLOT

Changing a character’s rest slot will allowyou to coordinate your actions better.

SACK MEMBER

If you need to get rid of a bad apple you cando it quickly and easily using this action.Ideal for those times when your faction isfull, and you spot a character that providesbetter alternatives.

CHARACTER IDEOLOGY

This shows the ideology of the selectedcharacter, remember that the Avatar’sIdeology is the Faction’s Ideology too, andthat all characters compare their ownideology to this one, to see if they will stayand fight for the cause. See Ideology onpage 32.

RESOURCES

Your Faction’s present total of Resources.You cannot view the amount of Resourcesavailable to other factions.

WORLD VIEW

Clicking this will take you back to where youwere in the game world.

DIARY SCREEN

Keep track of your progress, what you needto do next, Memos and more by accessingthis screen. More details on page 21.

Note: Move Home, Move HQ andChange Slot incur time penalties whenexecuted. This would mean that onceyou use these actions, the actions ofthe character chosen will be locked for2 days (six time slots). The lock iconshows a character that has his actionslocked.

You can review recent newspaper articles byclicking here. If you launch actions containingsleaze and they are continually exposed innewspaper articles, you can identify them here.

TIP: If too many of your actionscontaining secrecy are appearing in the newspapers, it is a safe bet thatanother faction in the city is exposingyour activities to the detriment of yoursupport. Find out who is doing it andWeaken them, or alternatively, makesure that any actions you executecontaining Sleaze are carried out in a secretive place, and consider using a Misinformation action in the Districtwhere they are taking place.

You can access the Action View for most ofthe actions that are run by any member ofyour faction. When you access the ActionView, the screen assumes a letterbox format.

ACCESSING ACTION VIEW

• Double click on any of your action markersin the Satellite or Rooftop View (They must

be turned on at the top of the Mini-Map ifthis option is to be used)

• Set a Reminder in your Action Tracker, butremember, the last action marked to bewatched in any slot will be the one you aretaken to.

• Left Click an action in the Action Tracker,and select the Camera icon from the mini-menu.

Some actions allow you to directly influencetheir outcome by use of the ConversationInterface. The example above shows aHeadhunt action at the beginning of theConversation. Not all actions have thisinterface, but you can view them regardless.

The top border contains the Clock, the nameof the action, and the exit button (whichtakes you back to the last place you were inthe City). At the bottom left of the screen

you have the standard Inner Circle Panel andAction Tracker (it is hidden, click on the tabto open it), with which you can navigatebetween currently running actions, tweakinga number simultaneously is possible.

To execute actions, you must have sufficientresources available.

When a character is highlighted in the InnerCircle Panel, their list of actions is displayedbeneath their profile.

Holding your mouse pointer over any ofthese actions will show how much of eachresource is required to launch it. This isdisplayed in the Information panel in thelower right hand corner of the screen.

23If you do not have enough resources tolaunch an action, it will be greyed out in thecharacter’s action list.

Resources are awarded every three days,this, and other regular game worldoccurrences are discussed below.

RESOURCE DISTRIBUTION DAY

Important regular checks and updates aremade to the game world every day (threetime slots) or every 3 days (9 time slots):

• Resource Distribution - updated every day

• Resolve Checks - checked every three days

• Support Erosion - updated every three days

A reminder is sent at the beginning of eachResource Distribution day in the form of anAlert. Make sure your support is as high aspossible at the end of every day, and that allbonds between your Recruits and yourAvatar have been strengthened if possible.

RESOURCE DISTRIBUTION

As actions cost resources, you need tomake sure that you have enough availableresources. At the beginning of a game, youwill start with 300 points of FORCE,INFLUENCE, and WEALTH. As you winsupport from FORCE, INFLUENCE, andWEALTH districts with Support GatheringActions (See the section on SupportGathering Actions), you will be awarded withresources allocated to each district.

E.g. The central part of Ekaterine; the firstcity, Town Centre, has 0 FORCE, 0 Influenceand 20 WEALTH. You are awarded a fractionof the resource value of each district inaccordance with the amount of support yourfaction enjoys there.

So in this case, if you had 50% support inthe district, you would receive 10 WEALTHpoints each Resource Distribution Day.

RESOLVE CHECKS

All Characters in all Factions check theirIdeology against that of their Faction Leader (in the case of your faction, this isyour Avatar).

SUPPORT EROSION

The Support Levels in all Districts of thegame world are also updated on ResourceDistribution day.

The Ideology of the District is compared tothe Faction’s current Ideology; the larger thedifference, the more support is lost in thedistrict.

E.g. Districts that share the same Ideologyas a Faction will lose little support, ones withwildly different Ideologies will experiencelarger swings in support.

Ideological Comparisons and DistrictSupport Erosion are worked out on thistriangle:

IDEOLOGICALRELATIONSHIPS

F - FORCE beats the easily ruffledINFLUENCE people. They get queasy at thethought of a bit of violence.

W - WEALTH beats the FORCE people.Anyone who uses testosterone to make theirdecisions can be won round if the rightnumber of digits is placed into their account.

I - INFLUENCE beats WEALTH. A bit ofbrains applied in the right places makes themoneymen weak at the knees. After all, it isnot what you know but whom you know.

One final issue that is related to support isPower Nodes. These are important buildingslocated around the city. If you (or an enemyfaction) has enough support in the district,you can effectively ‘own’ them.

A certain level of support is required beforeany faction is awarded the ownership of aPower Node. Once you have enoughinformation in a district, look at theinformation on the building and it will tell youhow much support is required to own it, andthe bonus it will give to the owning faction.

You should also remember that if yoursupport dips down below the requiredthreshold; you will lose control of the PowerNode.

Power Node ownership can mean thedifference between success and failure…

BONUSES

The owner of a Power Node is awarded abonus in keeping with the nature of thatnode.

Ekaterine Power Nodes and their bonuses:

• Town Hall (W)+15 Recruit/Strengthen

• Newspaper HQ (I)+15 Increase Support

• Prison (W)+15 Weaken/Information

• Casino (F)+20 WEALTH income

• Church (I)+10 INFLUENCE action

(The letter in brackets indicates which typeof district each is in).

Power Nodes show up on the Mini-Map as icons.

A neutral coloured icon indicates a PowerNode that is up for grabs.

25LAUNCHING ACTIONS

Launching actions is a simple process,though there are a few variations on thesame theme.

The next section describes the major steps

Selecting a Character and one of theirActions:

1. Select the Character you wish to run anaction from the Inner Circle Panel by left-clicking on their portrait. The Actionsavailable to this character are now listed(on the Action Panel) along with theCharacter Panel, which displays importantdetail on a character.

Tip: You can cancel the action atany time by clicking the X Button.

2. You can view the important details of anaction by holding your mouse pointer overit for a short time. The details appear inthe window in the bottom right of thescreen (Shown Here). The Attributes that acharacter will use in the action will becoloured in blue, allowing you to assesshis chances before taking the plunge.

Note: Greyed out actions aretemporarily unavailable as this impliesthat certain conditions must be met in order to execute these actions.

E.g. For Headhunt, if there are no people tohire or if you have hired the maximumnumber of people, this action will be greyedout until you find more people to recruit, orfree up a character slot. Actions will also begreyed out if you do not have enoughinformation to run them, or not enoughresources.

3. Once you have decided which action youwant to run, Left click on the action in theAction Panel. Next, select the level of theaction you wish to run (if available). Thehigher the level, the more powerful (andexpensive) the action is.

Note: If you have a mouse wheel,you can use the wheel to scroll up anddown the action list.

Note: An action with no stars isbasic level, one star is level one, twois level two, and three stars indicatesa level three action.

4. The view now automatically changes tothe Satellite View. Viable targets arefiltered according to the type of actionyou are trying to instigate. Moreinformation on selecting targets can befound over the page.

SELECTING A TARGETCHARACTER

To launch an action, you must first decide andselect which character will perform it.Remember, different characters have differentactions, pick the best man for the job.

The example below describes selecting atarget character, other actions will requireother targets; their selection process is verysimilar.

1. Available Target characters show up asportraits in the Satellite View. Their Ideologyis indicated by the colour of their portraitbackground, their Faction affiliation isdenoted by a faction logo and a colouredborder (N for Neutral).

2. Holding the mouse cursor over acharacter portrait on the Satellite Map fills inthat character's information and name in thetarget area (as shown above).

TIP: Compare the blue attribute barsto get a feel for how the Instigator andTarget measure up to one another.

3. When you are happy with your choice oftarget, left click their portrait, then press theConfirm Button to confirm your selection.

TIP: Click the Set Reminder button if you wish to be taken to this actionwhen it begins (only the last action you set this for in each day segmentwill be remembered)

If necessary, select a location where youwant that action to happen (described overthe page).

Actions and the types of targets they need:

Here is a list of the types of actions you willencounter whilst playing Republic and acorresponding list of the targets they require.

Information Action = Choose a District

Misinformation Action = Choose a District

Character Strengthen = Choose a Character and Location

Character Attack = Choose a Character and Location

Support Attack = Choose District and Faction (click on theportion of the pie chart)

Support Gathering = Choose a Location

Recruit Character = Choose a Character and Location

DISTRICTS

Some Action types require you to select adistrict first. You can only select districts thatare highlighted on the Satellite View.

Some actions will require a more specificlocation in addition to a district; that iscovered in the next section.

TIP: To make other districts selectable,raise your information level there. The

more information you have, the moresecret locations you will discover to runyour actions in.

LOCATIONS

Locations are shown as coloured nodes inthe Satellite View; their colour correspondsto the type of district they are in (Red forForce, Blue for Influence, and Yellow forWealth). Actions of any Ideology can be runin any district, with varying levels of success(according to the Ideological comparisonshown in the interface).

In this example, a Location is chosen for aCharacter Action; other actions will needlocations too (Support Gathering/AttackingActions etc).

During some actions, (mainly one-on-onedealings between characters) you can have adirect effect on the outcome by choosingwhen to argue your point and when to backoff and let them think it through on their own.This is achieved using the ConversationSystem interface as shown below:

Here you must allocate the points availableto you into four icons. One can be a zero ifyou wish, but you must use all of yourpoints, and no two icons can be the samevalue.

The amount of points available to you andyour opponent are governed by acomparison of character attributes andIdeology, along with other factors like thelevel of the protagonists, and the actionbeing used.

- Resolve of the target character (higher =higher threshold)

- Level of the target character (higher =higher threshold)

- The type and level of the action (higher =lower threshold)

- Ideology difference between targetcharacter and instigating faction (larger =higher threshold).

You have only thirty seconds to allocate yourpoints to your Argument icons, if you havenot completed it within this time thecomputer will do it for you.

The Target’s Icons remain a mystery for thefirst four rounds, so think about the amountof points you want to put in to eachArgument Icon, and the order in which youplay them.

Ideology plays a vital role in the world ofRepublic, all characters, districts and actionshave an Ideological rating. Ideologies remainstatic for the duration of the game, with onenotable exception; Your Faction Ideology.This was determined at the beginning of thegame, but that was merely a starting point,your ideology will change according to theactions carried out by you and members ofyour Inner Circle.

WHAT IS AN IDEOLOGY?

In the political world of Republic: TheRevolution, the ethical characteristics ofmost things have a great impact on day-to-day life. People, Actions, Factions andDistricts are all rated on their standpoint onthe spectrum of political outlook. They canbe of Force, Influence or Wealth (whicheveris dominant), or more typically a mixture ofall three.

HOW ARE THEY USED?

By comparing Ideologies the outcome ofActions will be influenced, it is a good ideato take note of combinations that work, andthose that do not. This can all seem a littledaunting at first, but you will soon get usedto it.

WHAT HAS AN IDEOLOGY?

• People: A static Ideology, compared to theFaction Ideology every three days todetermine a Character’s resolve. If the gulfis too wide the Character’s Resolve willslip; if this becomes a problem he will letyou know by sending a Memo to you. Amore exact Personal Ideology can beviewed during a Character affecting Actionlaunch.

• Actions: The Ideological rating of an Actionshows which of the ideological strands thatmake up your Faction Ideology will increasewhen you or a member of your Inner Circlerun it. More powerful actions have a largereffect on your Faction Ideology. An Action’s

Ideology can be told by the colour of the barrepresenting it in the game interface, while amore specific Action Ideology can be viewedduring an Action launch sequence (excludingRecruit actions).

• Districts: District Ideology represents anaverage of all of its residents’ politicalleanings. It also determines which type ofresource the district yields when you enjoysome support there. District Ideologies aredenoted by the colour of the district or itsborders when viewed in the game world. Amore exact District Ideology can beviewed during a district-affecting Actionlaunch.

• Factions: This is the only Ideology in thegame that changes over time. It dictateshow easily characters can be recruited,and how motivated they are to remain inthe employ of your faction. YourFaction/Avatar Ideology is shown at thetop of your Inner Circle Panel at thebottom left hand corner of the screen

As mentioned above, Republic uses theIdeologies of various things to determine thesuccess levels of actions (amongst otherthings).

Comparison type and Modifier

Action Target

During each Action launch, you will seeideology hemispheres and icons as shownabove. The icon tells which type ofcomparison is currently taking place; either‘Same’ or ‘Different’, while the numberdenotes the modifier awarded.

‘Same’ comparisons are typically used forfriendly actions (Recruit, StrengthenCharacter, Gather Support etc), while‘Different’ comparisons are used forunfriendly actions (Weaken character, AttackSupport etc).

These are the icons used in the gameinterface to denote each comparison type:

Looking for same Ideologies, theplayer’s ideology is always onthe left (represents either an

Action or Faction). The sphere on the rightrepresents the most desirable Ideology type(Target Ideology; represents either aCharacter or District); in this case anidentical colour (for a Same comparison).

COMPARISON PRESENTATION

When Ideologies are being compared, theplayer’s (Action or Faction) always occupiesthe OUTSIDE ring of each node.

E.g.

Left to right: Player Ideologies, Force, Influenceand Wealth.

The Target’s (Character or District) Ideologyalways fills the INSIDE of nodes.

FACTION IDEOLOGY

This is the ideology of both your Avatar andyour Faction. As mentioned previously, unlikeall other Ideologies in Republic, this one canchange over time.

E.g. Your Ideology was INFLUENCE (Blue)after completing the Personality Test at thebeginning of the game. You recruit a coupleof FORCE characters, a Policeman and aHood, both of them low level. By running anumber of FORCE actions (Like Vandalize,Graffiti, etc) your Faction Ideology willslowly migrate toward a FORCE ideology.This would also be true if you had startedwith a WEALTH ideology.

Generally, the higher level the action is, themore impact it will have on your Faction’sIdeology. Each time you launch an action,look at the figures floating next to yourFaction Ideology; they are the number ofpoints that are added or subtracted to eachof the three sectors.

The diagram illustrates a rise in FORCE,while INFLUENCE and WEALTH decrease.

It is vitally important that you keep a closewatch on the direction of your Faction’sIdeology. If it is wildly different to that of thecharacters in your employ, they will let youknow that they are questioning your ethicsby sending you a memo (It will appear as anAlert on the right hand side of the screen).

StatusThe standing, wealth and prestige of acharacter.

ResolveA character’s commitment to his current wayof life, whether he is working for a faction, ora neutral. Your Avatar’s Resolve will start at100%; his faith is unshakable, at first anyway.

The fifth attribute that all characters possessis Resolve: This is their general motivation,their belief in the cause to which they havealigned themselves (This could be yourfaction, an Enemy Faction, or a life ofNeutrality). Their Resolve must be overcometo recruit them in the first place.

Resolve fluctuates during play; either byresult of an action carried out on thecharacter (Weaken or Strengthen Character),or due to Ideological differences in theFaction they are working for.

Note: The Avatar has 100% Resolveat the beginning of the game as he is100% loyal to his cause. However, theAvatar's Resolve will decrease if hisactions fail during play. (For instance, afailed recruit action will reduce it slightly;reflecting the Avatar's disappointment).The Avatar will regain Resolve whengame objectives are achieved.

There are ten types of Profession inRepublic, each has it’s own uniquepromotion ladder, allowing a choice of newactions at each Level Promotion.

Force• Police• Criminal• Union• Military

Influence• Political• Religious• Academic

Wealth• Media• Celebrity• Business

Each profession has twentyopportunities/promotions to increase statsand/or Actions. Each character gainsadditional Attribute Points at each new level(ten points to be spent amongst the fourimprovable Attributes).

This means it is possible for two charactersto be of the same rank and profession, butto have a different selection of actions to run(because different Actions were chosen foreach character at each promotion).

E.g. Two Political characters Ivan andSimyon are at Level one.They are both ableto run Investigate (Information Gathering)and Canvass (Gather Support). At the nextlevel they get a boost to their Attributescores and an extra level for an action oftheir choice. Ivan gets level two Investigate,making him a valuable scout, while Simyongets an increase in his Canvassing ability,meaning at this early stage he is somethingof a support specialist. At the next level, notonly do they both get the standard increasein Attributes (10 points per level), but theyalso have the choice of increasingInvestigate or Canvass, or buying a newaction entirely (Discredit or Charm).

Regardless of exact career choice, eachcharacter belongs to one of ten broad careerstrands, which can be further filtered into thethree ideological strands of FORCE,INFLUENCE or WEALTH:

Each time a character performs an action;they gain Experience Points (XP). Whenenough points accumulate, they will bepromoted along their career path. Each rankattained will reward the character with a newtitle, increased ability scores, and access tonew or more powerful actions.

When a character has gainedenough experience to be promoted,a large gold star appears on theirportrait in the Inner Circle Panel. To

receive your promotion, move the cursorover the star and left mouse click. ThePromotion Screen is now displayed.

38In the Promotion Screen, choose one Actionyou would like your character to receive orupgrade. Click on the Action to highlight it.

Use the sliders to enhance your character’sAttributes. You can add points to anAttribute, but you cannot reduce it beyondits initial value when you came to thePromotion Screen.

TIP: Mouse over an action you arethinking of upgrading. This showswhich Attribute it will use to determineits effects. Upgrade the relevantAttribute for the Actions yourcharacter has the most of if possible.

Note: Use up all available Attributepoints and click the Confirm button tocontinue.

Pressing the cancel button allows you toupgrade at another time.

CHARACTER ACTIONS

You are measured wholly by what you do inNovistrana, which means the actions youcarry out are the lifeblood of your campaign.Below are the broad categories into whichall actions fall. There are many actions ineach of these and you need to keep youreyes open for characters able to carry outnew actions. You also get access to newactions as your characters progress alongtheir chosen career paths.

RECRUIT ACTIONS

Recruit actions are used whenyou wish to attempt to add acharacter to your Inner Circle.

Characters may be neutral, or they maywork for another faction. Either way, here arethings to look out for:

• Resolve: The higher a character’s Resolve,the harder they will be to recruit.

• Character Levels: The wider the gulfbetween Instigator and Target levels, theharder it will be for the Instigator totriumph (assuming the Instigator has thelower rank)

• Ideology: The Target’s Ideology iscompared with that of the Faction that istrying to employ him. The more similarity inthe two Ideologies, the more likely it is forthe character to join.

Examples of Recruit Actions Headhunt, Persuade, Blackmail.

Note: You can never have morethan 5 people in the Inner Circle Panel(Excluding Avatar)

STRENGTHENCHARACTER ACTIONS

These actions are used toincrease a Character’s Resolve;they have an additional side

effect of temporarily increasing some of thecharacter’s other Attributes. StrengthenCharacter Actions can only be used oncharacters in your Inner Circle.

These actions can also be used tocounteract the negative effects of AttackCharacter Actions performed on yourcharacters by enemy factions.

A character cannot be strengthenedindefinitely; no more than two actions of thistype can stack on a single character at anyone time (over the course of 48 hours fromthe first).

A Happy Theatre Mask is shown on thecharacter’s portrait when a character isstrengthened successfully. Attributes (one ortwo) are also temporarily boosted; anadditional section added to the relevantAttribute bar indicates these increases. Thetemporary boosts in a character’s Attributeslasts for a couple of days on average, beforereverting to normal.

The major factors governing the outcome ofStrengthen Character Actions are:

ATTACK CHARACTERACTIONS

These actions are used topermanently lower the Resolve ofCharacters; they have an

additional side effect of temporarily reducingsome of the target Character’s otherAttributes.

These Actions are best used to soften up acharacter before employing them, or tomake problem characters less effective attheir actions.

A Sad Theatre Mask is shown on theCharacter’s portrait when they have beensuccessfully attacked. Attributes (one ortwo) are also temporarily decreased; anadditional section added to the relevantAttribute bar indicates these increases. Thetemporary boosts in a character’s Attributeslasts for a couple of days on average, beforereverting to normal.

A character cannot be weakenedindefinitely; no more than two actions of thistype can stack on a single character at anyone time (over the course of 48 hours fromthe first). The following are major factors ingoverning the outcome of the action:

• Ideology: Attacking characters withopposing Ideologies will be most fruitful.

• Secrecy: Attacking characters will get youinto trouble if the news gets out, try to dothem in high Secrecy locations or useMisinformation Actions to disguise youractivities.

• Attributes: The Attributes used in theaction for both Instigator and Target arehighlighted in the game interface. Youshould also take notice of these whenincreasing Attributes during the promotionof a Character.

TIP: Remember, WeakenedCharacters can still be targeted byStrengthen Character Actions tocounteract the negative effects of theformer.

Examples of Attack CharacterActions:

Assault, Honey Trap, Discredit

KILL/REMOVECHARACTER ACTIONS

These actions do not fail onceinstigated, but they require fulland in-depth knowledge of thetarget character, a large number

of resources and a large lead up time. Theycan if discovered however and be counteredby protecting the target agent with a SafeHouse or similar action (Protect CharacterActions, see below).

Examples of Kill/Remove CharacterActions: Hitman, Alpha Squad, Exile

PROTECT CHARACTERACTIONS

These are the only actions thatcan stop a Kill Character Action;if you discover one that isscheduled to take place on one

of your characters, react as quickly aspossible by running a Protect CharacterAction.

The Character will be protected for threedays, but will also be unable to perform anyactions themselves during this time.

SUPPORT ACTIONS

A key aspect of the game; the player mustkeep Support Levels high in their preferreddistricts for a couple of reasons:

• Resources: FORCE, INFLUENCE andWEALTH points are allocated according toSupport Levels and District Ideology. Besure to keep an eye on all three, or on theones that your faction is most reliant on.

• Knowledge: Support in a district alsoboosts your Knowledge level there; thinkof it as the eyes and ears of your loyalsupporters in the area.

District Support Levels will erode accordingto ideological comparisons (Faction VsDistrict), similarly aligned districts will erodeslower than those with differing Ideologies.Support in neighbouring districts and theownership of Power Nodes will also slowdown support erosion.

SUPPORT GATHERING ACTIONS

Use these Actions to increaseSupport Levels in a district (andat higher strengths, neighbouringdistricts too).

• Ideology: Use an action with a similarIdeology to the target district for a betterresponse; FORCE districts will be moreimpressed with FORCE actions,INFLUENCE with INFLUENCE actions, andso on.

• Action Strength: The higher the strength ofthe action, the larger the magnitude of thesupport swings.

• Secrecy: Keep the location of the action aspublic as possible, so that more Proleshear about your action. Support GatheringActions need to be visible to be effective.Be careful though, some actions shouldn’tbe too public!

• Nearby Support: Districts that shareborders with the target district, and alreadyhave support for your faction will have asmall beneficial effect on the outcome ofany Support Gathering Actions run in thetarget district.

• Attributes: Instigator Attributes used in theaction are highlighted in the main interface,keep an eye on them, and increase themwhen your character receives a promotion.

Note: Repeatedly performing thesame Action in the same district willcause it to be less and less effective,Proles like variety. Regular checks ofwhat the Proles have to say willprovide valuable clues about how youractions are being received, and mayprovide clues as to what other Factionsare up to.

INFORMATION ACTIONS

Information plays a vital role in Republic. Themore you know about your environment, andwhat the opposition are up to in it, the betteroff you will be.

Without information you will not be able to:

• Discover highly secret locations, or usethem for your actions (or in the worst case,ruin the most basic actions)

• Discover and use Sleaze left by otherfactions in the game world

• Find the residences of other charactersthat you might want to attack or recruit

You can raise or lower Information levelsaround the city, either on a broad scale or onone specific place. Knowing when to do thiscould mean the difference between successand failure.

INFORMATION GATHERINGACTIONS

Use these actions to increaseKnowledge levels in a givendistrict. Knowledge inneighbouring districts will also

increase slightly.

• Ideology: Using Information actions of thesame Ideology as the target district willdeliver the best returns.

• Action Strength: The higher the strength ofthe action, the more your Knowledge inthe district (and neighbouring districts) isincreased

• Attributes: Relevant Instigator Attributesare highlighted in the main interface whenlaunching actions, keep an eye on them,and increase them when your characterreceives a promotion.

SECRECY AND ACTIONS

Secrecy plays a key part in Republic, keepingyour actions hidden from the prying eyes ofenemy factions is a must, especially if you areusing underhand tactics (Actions that containSleaze)

AN ACTION’S SECRECY

An Action’s Secrecy is an average of theAction’s Secrecy rating, and the Secrecy ofthe location where it takes place in the city.You can see the action’s Secrecy before youlaunch it by looking at the Action Panel in themain interface.

Some actions demand high Secrecy levels,others demand low Secrecy levels.

HIGH SECRECY ACTIONS

These actions benefit from a high Secrecy;you don’t want anyone else to find out aboutthem, or the bad methods used in the actioncould be broadcast to the population andyour support levels will suffer.

If you detect an enemy action that containsSleaze, it is a good idea to use the Sleazeagainst the responsible Faction.

Recruit Try to keep your employment attempts secretor you may attract unwanted attention fromother factions.

Attack Character Attacking another individual is bound to godown badly with the population; they haveseen far too much of it over the years. Ifenemy factions discover that you areweakening their characters, you could be in alot of trouble.

Any Sleaze Action Sleaze can be broadcast by other factions, try

to keep any of your actions that leave it in thegame world as hush-hush as possible byusing Misinformation Actions and performingthem in secretive locations.

Add Secrecy to your own actions to keepthem under wraps, if news gets out aboutyour tactics, your support could begin to sliderapidly.

LOW SECRECY ACTIONS

These Actions benefit from a low Secrecy, ingeneral the higher their profile the moresuccess they will meet with. SupportGathering Actions cannot work if nobody isaware that they have taken place can they?

Support Gathering Actions By performing Support Gathering Actions inless secretive places, more Proles will beaware that they are happening.

Support Attacking Actions By performing Support Attacking Actions inless secretive places, more Proles will beaware that they are happening. Be carefulthough, some of these actions contain Sleaze,calculated risks may have to be taken fromtime to time.

SLEAZE

Some actions are less savoury than others. Ifyou find out that an action containing Sleazehas taken place in the game world you canuse this knowledge to help your Faction, or toattack other factions or characters.

ACTIONS AND THEIRREPRESENTATION

Every important action that is performed inthe game world will leave behind a trace thatit has occurred. Think of it as general rumoursamong the populace, or finding a clue leftbehind.

This trace will only last for a finite time, youmust discover it, and use it before itdisappears.

If you do not have enoughinformation in the current districtto exceed the Secrecy of theaction (an average of the Action’sSecrecy and the Location where ittook place) then you will see a

The size of the Question Mark indicates theshortfall between your Information level and theSecrecy of the Action it represents: The smallerthe Question Mark, the more information youhave to gather in the district where the fact is.

TIP: An indication that you are veryclose to breaking a Question Mark'sSecrecy level is the presence of colourin it. Question Marks are small, and ofa neutral colour when you have littleinformation; they will begin to take onthe hue of the faction responsible forrunning them when your InformationLevel is close to exceeding theSecrecy Level of the Question Mark.

Left click on a Question Mark to see a littleinformation concerning it:

Its Secrecy level (so you can make aneducated guess about how much support orscouting activity you need to do)

The number of day segments it will remain inthe world (including current one)

Whether it contains Sleaze (when you arewithin a few points of exceeding its Secrecy)

TIP: If you have an InformationGathering Action running in the

district (or adjoining district at higherlevels), you can elect to ‘Dig Deeper’on a specific fact. This option will bepresented along with the above datawhen you look at the information of aQuestion Mark.

Digging Deeper will make the overallInformation Gathering action less effective,but will raise your information level on theQuestion Mark, possibly breaking it into the bargain.

The higher the level of Information Gatheringaction, the more Dig Deeper opportunities itwill allow the player, use them wisely.

Facts: Once you have exceeded a Question Marks’Secrecy level it will transform into a Fact;this means that you know all about the eventthat transpired in the game world.

You can now use any Sleaze that the factcontains against the faction or personresponsible for it.

Facts are Question Markswhose Secrecy level you haveexceeded. Left click on a factto trigger the mini-menu, andthen select the Informationoption to see what it contains.

Depending on what else you know you canlearn which faction was responsible for theaction, what effect it had (if it has alreadytaken place), which character wasresponsible (if you have discovered hisresidence in the city).

If the character field of a fact is blank, itmeans that you have not yet discovered thehome of the character responsible. Oncethis has been achieved (by raising Secrecylevels in District, or Digging Deeper on aspecific house that you suspect contains anenemy character) you will be able to targethim specifically (Using Weaken characterActions etc).

TIP: Even before you know thecharacter responsible, you can useany Sleaze that the action containsagainst the faction responsible: If youthrow enough mud, some of it isbound to stick?

Use the Sleaze Icon from theMini-Menu or the InformationPanel to launch an action thatone of your characters has thatis capable of broadcasting the

Sleaze to the Population of the city.

E.g. Leafleting can be used to spread thebad deeds of other factions. The Sleaze of

A valid tactic is to target the characterresponsible for these actions, and to eitherweaken them, or to recruit them.

Ultimately, you may have to resort to killingvery problematic characters; this option isonly available late in the game.

The arrows underneath both Question Marksand Facts indicate when it happened. Eitherin the past, right now, or in the future.

Arrow pointing left = The action happened in the past

Arrow pointing down = The action is taking place in the current daysegment.

Arrow pointing right = The Action will happen in the future.

Fact containing Sleaze

TIP: You can quickly identify whichdistricts have the most enemy

activity by turning on the ‘Show EnemyActions’ filter on the Mini-Map. Smalldiamond markers indicate whereenemy actions have taken place; theircolour corresponds to the factionresponsible for them. These diamondmarkers show the presence of Factsonly, not Question Marks.

It is important to remember that QuestionMarks do not show up on the Mini-Map,instead, you have to scrutinize the gameworld closely to discover their presence.

Some of the most important movers andshakers in Novistrana.

IVAN ALEXASHENKO

Ivan Alexashenko is a very powerful man,and dangerous with it. A decorated Afghanwar veteran; he has used his position in themilitary to cement himself a formidable seatof power. While many army units havesuffered terribly from bad funding since thebreak up of the Soviet Union, units loyal toAlexashenko seemed to be thriving. As wellas using his units to engage in lucrativemercenary activities, Alexashenko also runsa series of major criminal activities from theimportation of black market goods, sale ofweapons, as well as plain and simpleprotection rackets. All this means thatAlexashenko’s Army stands on its own twofeet, rather than relying on the pitiful trickleof resources from the Government.

DR. JOSEF KISLOV

Josef Kislov is very religious man and astaunch conservative. He believes greatly infamily values and high moral upbringing.Only through decent moral standards,education, healthcare and tackling povertycan Novistrana become truly great. He hasbranded the current regime a group ofgodless gangsters and criminals. Hisoutspokenness is legendary, while it isrumoured that there are two separatecontracts out on his life, only his greatpopularity and very public profile hasprevented him from reaching a stickydemise. Originally an Orthodox Priest, hestudied Psychology and Sociology inBerezina. It was here, in the nation capitalwhere he saw people walking the streets,side-by-side with corrupt politicians andgangsters driving around in expensive carsthat he became politically motivated. Sincethen he has become a powerhouse inNovistranan politics, and everyday citizenswho are tired of the crime and corruptionthat dominates their daily lives are flockingto his cause. Dr. Kislov no longer works forthe church, which he views as part of theproblem.

ARKADY ILYUSHIN

Ilyushin is one of the new breeds ofgangster, totally uncompromising, ruthlessand utterly insane. He rose to be theGodfather of the Novistranan branch of theRussian Mafia in a bloody night of violencethat saw he and his gang murder all of hisrivals. This turned out to be a somewhatretrograde step for Red Mafiya, which in itsweakened state was easy prey for theauthorities and other factions likeAlexashenko’s Army. Arkady knows that hehas his work cut out for him. His bosseshave granted him a bit of slack, but he hasto restore the Mafiya to its former position ofpower otherwise it’ll be he that finds himselfgunned down and dumped unceremoniouslyin an unmarked grave.

ALEXEI KONSTANTINO

Alexei began his business empire at an earlyage. Renovating old buildings while stillstudying at University, he found that thegovernment agencies that he wascompeting with for lucrative contracts wereeasy to beat and the money soon beganrolling in. Before long he was buying thebuildings that he was renovating and withina few years had built up a huge propertyempire. Not all of this ran smoothly, mostnotably the old communists who felt he wasstealing their wealth and acting in anunpatriotic manner and the Russian Mafiya(whom he detests) were very upset with hismethods. There have been several attemptson his life, including a crazed gunman whoburst into his office, gunning down severalof his staff, before being gunned down byhis own security personnel. Somehow,Konstantino escaped death, despite taking abullet himself. Since then he has becomesomething of a recluse, using his Status andinfluence to set up a powerful cartel ofsimilarly minded people. He hopes that theCartel will turn Novistrana into an economicpowerhouse; he has great plans, includingsetting up a Space Program and being thefirst Novistranan to go into space.

In recent years, the Pugachev University ofTechnology has become a hot bed ofsocialist and anti-capitalist activism. Buoyedup by the recent explosion of anti-establishment activity across the globe avery active and powerful cell has sprung uparound this thriving young academicinstitution. They are led by the enigmaticand highly secretive young radical Dmitri,who used to be a student at the University.However, he was expelled before completinghis first year after being caught onInternational TV, participating with anextremely violent group of Anti-capitalistdemonstrators at an Economic Summit inBrussels. Since then he has disappearedinto the Novistrana’s underground andcemented himself an almost mythical statusamong Novistrana's cynical youngergeneration. He has many supporters in andaround academic institutions acrossNovistrana and keeps his campaign goingthrough his website, frequent and oftenviolent demonstrations and now infamousillegal rave parties.

There are those who would dismiss Dmitriand his band as group of violent thugs, hell-bent on disruption and destruction ofproperty. However, his socialist leaningshave recently attracted support from themore leftist elements of Novistranan Politicswho now see Dmitri’s extreme methods asthe only way of overcoming the existingregime.

ROBERT TARASOV

A relative newcomer to politics and power inNovistrana, Robert Tarasov, a local EkaterineTown Councillor has nevertheless rapidlymade up for lost time with a sweepingmedia campaign across the whole of thecountry. An extremely charismatic man, hehas quickly assembled himself a dedicatedand loyal team that have seen postercampaigns, leaflet drops and radio and TVbroadcasts spreading his pro-democracymessage to the people of Novistrana.Tarasov’s message is simply, he is calling forthe President to step down and compete forhis position in a just and fair election. There

are some that regard Tarasov’s campaign asa lot of pointless rabble rousing that is likelyto end in his arrest and disappearance forgood.

VIKTOR KOVAK

Viktor Kovak is not a popular man in hishometown of Ekaterine. However, despitethis, his ruthless reputation means, he stillcommands a great deal of Resolve andrespect from his followers. Kovak has set upthe Union of Socialist Workers. With most ofthe police force signed up it is nothing morethan a front for his nefarious criminalactivities, the bulk of which is using theUnion funds to launder money for criminalorganisations. Kovak is unlikely to amount toanything great. He is too lazy and sloppy toplay with the big boys, but he will nothesitate to protect what he has carved out –as the many unmarked graves in the forestsaround Ekaterine will attest to.

ROMAN LEONOV

Roman is a real slime, a notorious scumbagin the criminal fraternity of Pugachev. He ismost often to be found at his strip club – theRoman Bar. The interior is decked out tolook like the inside of Caesar’s Palace. It is atacky and tasteless den of inequity, repletewith the usual pole dancing and toplesswaitresses that are the de rigueur for placessuch as this. Roman also offers his specialgold card membership which is nothing buta front for his high-class prostitutionenterprise. Roman is a weasel of acharacter, never directly involved inanything; he always makes sure that he isnever far from his burly security guards, justin case any dirty work needs doing.

MIKHAIL KORELEV

Mikhail owns what may be Ekaterine’sbiggest business asset – The Casino.Situated in the far away town of Ekaterine,Korelev realises that expansion of hisbusiness lies in attracting gamblers andgamers from the neighbouring cities. Ashrewd man, he is looking for likely investorsto help him implement the extensiveoverhaul and promotional plans that he has.

Your ideology changes according to theactions you run by all of your employedcharacters. Your Avatar and FactionIdeology are exactly the same throughoutthe game; If you run a lot of FORCE actionsand you are an INFLUENCE faction then youwill slowly turn into a FORCE faction.

This is because your faction’s ideology iswhat people see you as being. You may nothave chosen to be a FORCE leader, but ifthe world sees you as a bully, you might aswell be. Be careful as this may cause someof your faction members to leave.

All actions, locations and people have aSECRECY level. An Information GatheringAction gives a brief boost to yourKnowledge in the district it is run in and thesurrounding ones to a lesser extent.

Some things will mean that a Survey,Investigation, or Scout won’t help you much:

Your support level there is too low:Support for your faction in any districtmeans you have many more loyal eyes andears there, your Information level is raisedaccordingly. If you have no support in adistrict a Survey, Investigation, or Scoutmight not be enough to show any moreinformation. Get some support, or performmore information gathering actions.

Your opponent has runMisinformation actions This will increase the Secrecy of theiractions in that district and it’ll be harder foryou to uncover them.

The action was very secretSome actions are very low impact and don’tdraw attention to themselves, making it lesslikely that someone will have seen it. Higherlevel actions will have greater Secrecy levels,and there will be more secretive locations toperform actions in when you reach some ofthe later cities.

Please read before using this video game orallowing your children to use it.

Some people are susceptible to epilepticseizures or loss of consciousness whenexposed to certain flashing lights or lightpatterns in everyday life. Such people mayhave a seizure while watching images orplaying certain video games. This mayhappen even if the person has no medicalhistory of epilepsy or has never had anyepileptic seizures.
