Approval that all Meetings of the Board of Education be Conducted According to Roberts Rules A-15-02 of Order and Board Policy -RECOMMENDED ACTION: that the Board approve that all meetings of the Board of Education be conducted according to Robert's Rules of Order and Board Policy.

Approval to Adopt the Code of Ethics for School Board Members -RECOMMENDED A-15-03 ACTION: that pursuant to N.J.S.A. 18A:12-24.1, the Board has reviewed and adopts the Code of Ethics for School Board Members, as per the attached.

approve the Board Committee Standard Operating Procedures Handbook in order to improve internal communications on the Board of Education, as per attached.

HUMAN RESOURCE:

Approval of Memorandums of Agreement and Salarv Guides with Wayne Custodial Maintenance Association -RECOMMENDED ACTION: RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves the following Memorandums of Agreement and salary guides between the Wayne Custodial Maintenance Association and the Wayne Board of Education for the period of July 1, 2013 through June 30, 2017, as per the attached:

1. Memorandum of Agreement #1 dated May 23, 2013 2. Memorandum of Agreement #2 dated June 17, 2013 3. Memorandum of Agreement #3 dated June 27,2013 4. Memorandum of Agreement #4 dated June 27,2013 5. Memorandum of Agreement #5 dated December 15, 2014 6. Salary Guides for 2013-2014 through 2016-2017

SCHOOL RESOURCES:

Approval to Revise Locations for Public Input Sessions on the School District Budget -RECOMMENDED ACTION: WHEREAS the Board approved a motion on January 19, 2012 to eliminate the vote on the annual budget and move the election of school board members to the general election in November and

WHEREAS that motion stipulated that that at least two sessions would be held for the public, one at each high school, to provide information and gather input and

WHEREAS conducting these two public input sessions at each high school limits the dissemination of information on the proposed budget to only those public members in attendance and

WHEREAS the Board of Education feels that it would be beneficial to the community at large if the two public sessions were held at the Township Council Chambers since the sessions could be broadcast live and later televised, thus reaching the greater Wayne community,

THEREFORE, BE IT RESOLVED that the Board of Education approves the change of location for the public input sessions on the budget to be held at the Township of Wayne Council

N.J.S.A.1SA:12-24.1 Code of Ethics for School Board Members

A school board member shall abide by the following Code of Ethics for School Board Members:

a. I will uphold and enforce all laws, rules and regulations of the State Board of Education, and court orders pertaining to schools. Desired changes shall be brought about only through legal and ethical procedures.

b. I will make decisions in terms of the educational welfare of children and will seek to develop and maintain public schOols that meet the individual needs of all children regardless of their ability, race, creed, sex, or social standing.

c. I will confine my board action to policy making, planning, and appraisal, and I will help to frame policies and plans only after the board has consulted those who will be affected by them.

d.. I will carry out my responsibility, not to administer the schools, but, together with my fellow board members, to see that they are well run.

e. I will recognize that authority rests with the board of education and will make no personal promises nor take any private aelion that may compromise the board.

f. I will refuse to surrender my independent judgment to special interest or partisan political groups or to use the schools for personal gain or for the gain of friends.

g. I will hold confidential all matters pertaining to the schools which, if disclosed, would needlessly injure individuals or the schools. In all other matters, I will provide accurate information and, in concert with my fellow board members, interpret to the staff the aspirations of the community for its school.

h. I will vote to appoint the best-qualified personnel available after consideration of the recommendation of the chief administrative officer.

i. I will support and protect school personnel in proper performance of their duties.

j. I will refer all complaints to the chief administrative officer and will act on the complaints at public meetings only after failure of an administrative solution.

BOARD COMMITTEE STANDARD OPERATING PROCEDURES

Pursuant to Board policy 0155, "In order to use the time, effort and expertise of the members of the Board effectively, the Board shall operate under a Committee system." Committees of the Board are charged to conduct studies, make recommendations to the Board, and act in an advisory capacity. Committees are not authorized to take action on behalf of the Board or petition on behalf of any organization or group.

OVERVIEW

Committee meetings shall convene on a regularly scheduled basis or be called by the Chairperson of the standing Committee or the Board President as the need arises. The President, Superintendent, Board Secretary, and all other members of the Board shall be advised of all Committee meetings through an email notice of the meeting with an attached agenda.

In addition to the oversight of the pertinent district goals, the President of the Board will refer other items deemed appropriate to the various Committees on recommendation of the Superintendent or Board. The Superintendent or his/her designee will review with each Committee those items falling within its jurisdiction. After discussion by the Committee, the recommendation of the Superintendent and Committee will be reviewed by the entire Board.

Once again, Committees shall recommend yea, nay, recommend modification or no opinion to the Board, but may not make decisions for the Board.

GENERAL COMMITTEE EXPECTATIONS

• All recommendations will be based on how the outcome will lead to greater student achievement

• Committee meetings will not be spent on individual issues of Board members. • Provide regular communication on progress towards achievement of goals and

objectives • Board members have the opportunity to attend Committee meetings for which they are

not assigned with 48 hour notice to the Committee Chair and Board President for the purpose of providing information.

• Board member questions go to the Superintendent, Board President, and / or the Committee Chairperson.

CONSIDERATIONS WHEN MAKING RECOMMENDATIONS

• What basis was used for forming your recommendation? • Have those affected by the issue had input on the recommendation? • What are the immediate and long-term educational impacts of your recommendation? • How will we be able to evaluate the implementation of this recommendation? • What fiscal implications are there to the recommendation? Is there money in the

budget for this recommendation? • What is the impact on students, staff and community of this recommendation?

Duties and Responsibilities:

1. Review and evaluate policies relating to curriculum development, adoption, and evaluation.

I. There will be a 0001 - 0($4,000.00 provided for professional development. Employees may apply for reimbursement on a first-come, first-served basis until the money is distributed. Excluded from the 0001 of $4.000.00 is an employee's reimbursement for courses falcen and/or renewal fees for the employee's renewal of hlslher electrical and/or plumbing license. Also excluded from the 0001 of $4.000.00 is an employee's reimbursement for the renewal fee of the employee's Black Seal License. Requests for taking courses must be pre­approved before the employee takes the courses by the Facilities Man"fer and Superintendent or designee. Courses must be related to employee's current job responsibilities. Requests for approval should be submitted on the form entitled "Tuition Reimbursement Certification".

A. Custodians and maintenance employees sball receive five (5) sets of uniforms (pants and work shirts) and five (5) t-shirtsper year at no cost to them. Qy!fpc!jan§ and maintenance employees may wear the work sbirt or the t-sbirt with the District logo. The aforementioned uniforms are mandatory and shall be worn while on regular or overtime duty, unless said overtime duty is the result of an emergency in the school district. Any employee who violates this provision shall be subject to the following disciplinary actions:

1. First offense shall result in verbal warning. 2. Second offense shall result in a formal written reprimand. 3. Third offense shall result in the employee being suspended without pay for the

day on which he/she did not wear hlslh.er Uniform.

MEMORANDUM OF AGREEMENT #5

This Memorandum of Agreement ("MOA") is made this 15th day of December, 2014 between the Board of Education ("Board") and the Wayne Custodial Maintenance Association ("WCMA") (collectively "the parties"). The parties agree that all proposals, not included here, nor previously agreed to, are deemed withdrawn by the parties. All previous MOAs remain in effect.

SECTION TI. SALARIES

All salaries are set forth in Appendix A (Hourly Rate). The guide reflects a 2.3% salarv increase. inclusive of increment, for the 2013-2014 school year effective July 1. 2013; a 2.3% salary increase. inclusive of increment, for the 2014-201 5 school year effective July 1 . 2014; a 2.3% salmy increase. inclusive of increment for the 2015-2016 school year. to be effective July 1. 2015; and a 2.3% salmy increase. inclusive of increment. for the 2016-2017 school year to be effective July 1. 2016.

SECTION IX. INSURANCE

A. Effective Februmy 1. 2015. employees will transition to the Horizon Direct Access Plan from the Horizon PPO. Employees may also enroll in the Horizon EPO or Horizon HSA.

Effective February 1. 2015. unit members will transition to a prescription drug plan with a ten dollar ($10.00) co-pay for mail-order prescription drugs. a ten dollar ($10.00) co-pay for generic drugs and a twenty dollar ($20.00) co-pay for brand name drugs for individual employees and their families. if eligible.

This Memorandum of Agreement is contingent on and subject to the ratification of the Wayne Custodial Maintenance Association and approval by resolution by the Wayne Board of Education.

I . All parties agree to recommend for ratification the terms and conditions contained herein to their respective constituents.

2. All terms and conditions previously agreed to shall remain settled and incorporated into as the new agreement as follows (See the memorandums of agreement attachlld hereto and listed below, and incorporated herein by reference);

This Agreement shall cover all current, retired and resigned employees on a retroactive basis as it relates to salary only.

The parties shall recommend the terms of this memorandum through their respective bargaining committees to the full Board of Education and the Association's general membership, and this memorandum shall be subject to ratification by the Board and the Association's general membership.

DURATION OF AGREEMENT

This Agreement shall cover the period from JULY 1, 2013 through JUNE 30, 2017. This Agreement shall not be extended orally and it is expressly understood that it shall expire on the date indicated.
