Introduction The Joint Needs Assessment Committee (JNAC) started its work in late May of 2015. The committee consists of Norm Chandler (Chairperson), Terri Pettifor (Secretary), Cindy Camp, Jim Dundass, Amanda Ewasiuk, Andrew Lemke, and Anne Williams. The Presbytery Representatives are Rev. Don Koots and Jill Curd, both from Riverbend United Church. Interviewing our current ministerial staff and consulting with the congregation were part of our work in defining the current, as well as unmet, ministerial needs within Sherwood Park United Pastoral Charge. It is clear there are many positive things happening in our congregation, but due to limited staff resources, several areas have not received their due attention. In the fall of 2015, SPUC unveiled a new Purpose Statement, “Transformed by Faith and open to new possibilities, we are called to share God’s inclusive love and make the world a better place.” We asked the congregation to respond to this new Purpose Statement through questions included in the weekly bulletins or by internet surveys sent out by email and posted on the church website. Strengths of our congregation:

- Outreach - Dedicated volunteers - Music program and leadership - Fellowship and community building through major fundraising projects

Challenges for our congregation/ministerial team:

- Aging congregation - Pastoral care - Intentional work with youth and young families - Open to change/be more welcoming to new ideas - Lack of staff to meet all needs (effective, ongoing pastoral care; motivational

leadership development; and continuing inspirational preaching to a diverse congregation)

Recommendation: The JNAC fully believes that we need to recommend two full-time ministry personnel for our congregation, effective July 1, 2016.

Community Profile of the Pastoral Charge

Sherwood Park United Church (SPUC) is located in Sherwood Park (the Park) within Strathcona County, just 15 kilometres east of downtown Edmonton, Alberta’s capital city. In March 2014, Money Sense Magazine listed Strathcona County as the #2 Best Small City in Canada, #3 Best Overall Place to live in Canada, and #10 Best Place to Raise Kids in Canada. Sherwood Park is bounded by the Yellowhead Highway 16 on the north, Highway 21 on the east, the Whitemud Freeway on the south, and Anthony Henday Drive on the west. Its area is roughly 71 km2 and the population is approximately 73,000. The area of Strathcona County is 1181 km2 and its population is around 98,000. Strathcona is home to 75% of refining in Western Canada and Refinery Row runs along the western border of the County. Please refer to the two maps following this section. Following are some statistics for Sherwood Park according to the March 2015 Environics report: Religion: Just under 10% of the residents of Sherwood Park identify themselves with the United Church. Immigration and County of Origin: Immigrant residents comprise 11% of the area. Visible Minority: 7% - most common are South Asian and Filipino. Mother Tongue: English (89%). Family Formation and Age of Maintainer: Most of the households are 2 person families and houses are typically owned, single detached homes. 14% of households are headed by those 65-74 years of age and 35% are in the 25-44 age range. Education and Occupations: 61.5% of the residents have post-secondary qualifications. Labour force participation rate is 72%. Sales/service and business finance administration are the two most common types of employment. Income: Average household income is $148,253. Marital Status: 64% of households are married couples. Gifts of Money and Contributions: 1.03% of income is allocated to charitable contributions with 56% of this donated to religious organizations – this is equivalent to $863.00 per household. Here are some of the great resources we have to offer in the Sherwood Park area: Education: Sherwood Park offers two school divisions – Elk Island Public Schools and Elk Island Catholic Schools. Elk Island Public Schools is one of Alberta's largest school divisions serving approximately 16,700 students in 42 schools, 17 of those in Sherwood Park. Elk Island Catholic Schools has 16 schools throughout the division serving over 5,700 students with 8 in Sherwood Park. Programming includes French Immersion, French as a Second Language, German Bilingual, Ukrainian Bilingual, and Christian-based programs.

Post-secondary programs are available in Edmonton at six publicly funded institutions - University of Alberta (U of A), Northern Alberta Institute of Technology (NAIT), Grant MacEwan University, Concordia College, King’s University College, and Norquest College. Several private training schools offer courses to support the industrial sector. Emergency Services: Sherwood Park has 3 fire stations and an RCMP detachment. The Strathcona Community Hospital opened in May 2014 starting with the 24/7 emergency department, laboratory and pharmacist services, diagnostic imaging and an IV therapy clinic. Entertainment: Sherwood Park is home to Festival Place, a vibrant multi-use center for the arts, community and business and a point of convergence for the cultural visions, ideas and energies of the community. It is an entertainment destination at the heart of Centre in the Park. There is a 10-screen theatre complex located at Sherwood Park Mall. A variety of restaurants are located throughout the Park. Housing: A variety of housing options are available within Sherwood Park – single family, condominiums, townhomes, duplexes, rental apartments, and mobile homes. Recent new building projects have increased the number of rental units available. Medical Care: As well as the 24-hour emergency care available at the Community Hospital, there are many medical clinics throughout the Park. Laboratory, X-ray, and diagnostic imaging facilities are available. Other medical facilities include dentists, optometrists, physiotherapists, chiropractors, naturopaths, and acupuncturists. Shoppers Drug Mart, Rexall Drugs, London Drugs have free-standing facilities along with independent pharmacies and those located in the Safeway, Sobey’s, Superstore, Save-On, Costco, and Wal-Mart stores. Recreation: There are many opportunities for recreation throughout the County. Within Sherwood Park, there are three recreation centres – Millenium Place, Kinsmen Leisure Centre, and Glen Allan Recreation Complex (GARC). They offer swimming pools, waterslides, hot tubs, indoor tracks, ice rinks for skating and hockey, fitness centres, racquet courts, indoor fields, gymnasium, curling rinks, and preschool playgrounds. The Emerald Hills Aquatic Centre is scheduled to open in September 2016. There are also several playgrounds, spray parks, baseball fields, tennis courts, soccer fields, and a track and field facility. There are more than 70 golf courses within an hour’s drive of Sherwood Park. The Strathcona Wilderness Centre offers hiking, wildlife viewing, tent camping, disc golf, picnic sites, cross-country skiing, and snowshoeing. The Millennium Card ($22 - $46.00/month) offers a monthly pass to enjoy a variety of drop-in activities and programs at five fabulous facilities including Millennium Place, GARC, Strathcona Wilderness Centre, the Kinsmen Leisure Centre and the newly revitalized Ardrossan Recreation Complex. Organized sports include curling, dance, football, lacrosse, pickle ball, gymnastics, swimming, martial arts, rugby, soccer, football, baseball/slow pitch, hockey, ringette, and figure skating. Levels range from recreational to competitive.

Services: The newly constructed Community Centre, located in the Centre in the Park, houses the Library, Art Gallery, a large space for community events, and meeting rooms. Family and Community Services has an office here and there is a restaurant as well. There are 2 daily newspapers – the Edmonton Journal and the Sun, as well as the local bi-weekly Sherwood Park News. Daycare centres and an abundance of day homes are found throughout the Park. Shopping: There are just over 20 retail complexes throughout Sherwood Park and 1 indoor mall. The stores vary in size from small to large. There are several chain stores such as Old Navy, Sport Chek, Pier 1, Golf Town, Wal-Mart, Bulk Barn, Visions, Pet Smart, Dollarama, etc. Department stores such as The Bay, Sears, and Best Buy are located in nearby Edmonton. All the national banks have branches in the Park, along with the Alberta Treasury Branch and Servus Credit Union. The Automall houses 4 major car dealers with others located throughout the Park. There is no provincial sales tax in Alberta, so goods are only subject to the federal 5% GST. Effective October 1/15, the minimum wage was increased to $11.20/hour. The government plans to raise it to $15.00/hour by 2018. Transit: Sherwood Park’s transit system offers extensive local service throughout the area. As well, there are commuter routes to take riders to the U of A, Grant MacEwan University, NAIT, and downtown Edmonton. As well as great resources, we also face some challenges in Sherwood Park: Low Income: 5% of residents are considered low income. The food bank is well utilized, more so by women, single parent families, and people belonging to First Nations, Metis and Inuit (FNMI). The majority of the food bank users are employed. In 2013, 1389 hampers were given out, which served 2,387 adults, 445 teens, and 1,513 children. Strathcona County offers several municipal subsidy programs – recreation access pass, subsidized transit fares, a sliding fee scale/bursaries for Family Community Services programs, and library card fee reductions. Housing: Affordable housing is a concern for many, especially seniors. In April 2014, the average median price of a single family home in the Park was $425,167. As of 2014, there are 12 Habitat for Humanity units completed in Sherwood Park. There are 2 manufactured home parks containing 679 homes. The 2014 Community Social Profile indicates that apartment buildings account for 5.7% of dwellings, compared to the Alberta average of 18.4%. The average monthly rent is high at $1,236. Since over 90% of residential housing is owner occupied, there is a limited volume of rental housing choices available for people with low income. The Heartland Housing Foundation offers 169 apartment units for seniors whose income falls below the Core Need Income Threshold (CNIT). They also offer 179 units of senior lodges in Sherwood Park to seniors who are functionally independent or independent with assistance of community based services. According to the CMHC October 2013 report, there are 619 apartment/townhouse rental units in the County (vacancy rate is 0.2%).

Ministry Profile of the Pastoral Charge Sherwood Park United Church, also known as SPUC, is a community, which is primarily comprised of older adults and couples; although there is a small demographic of younger families. Worshippers at SPUC range from babies all the way up to 93 years old! The average attendance each Sunday in 2015 was 131 people. SPUC currently has one service on Sundays, which begins at 9:45am and typically runs to 11:15am. The service is considered more traditional and the leadership is provided by the Ministry personnel. SPUC has a large group of very gifted musicians which form the Senior Choir. The senior choir director, a pianist, an organist and the aforementioned senior choir provide music leadership each Sunday morning. Over the past five years, there has been an average of 15 weddings & funerals combined and 11 baptisms per year. SPUC continues to offer a Christian Education program, led by volunteers, for children 3 years old up to grade 12. We currently offer a 3 year old – grade 1 class and a grade 2 – 6 class. The youth group at SPUC is known as YAC and serves grades 7 through 12. It is the largest class and is a vital part of the Christian Education Program. Our Vision and Purpose SPUC’s Vision Statement is simply “Following Christ, we care and act.” The vision elements include being visible in the community, inspiring faith and fellowship and being responsible stewards. Early in the fall of 2015, SPUC also unveiled a new Purpose Statement, “Transformed by Faith and open to new possibilities, we are called to share God’s inclusive love and make the world a better place.” Who We Are As mentioned above, SPUC is primarily an aging congregation. The largest age group at SPUC is the 70-79 years age range. 73% of the congregation is over the age of 50. The demographic of young families has steadily been shrinking over the last 3 to 5 years, with only a handful regularly attending. Our Sunday School classes have seen a decrease in attendance in recent years. The 3 year old – grade one class typically has 5-7 children weekly, while the grades 2 – 6 class attendance is lower, seeing 3-5 children on average. There have been several weeks in the last couple of years where there have been no young children. YAC attendance has been the strongest in recent years with 8-14 youth coming each Sunday. The Sunday School program is run by a dedicated group of volunteers, which includes a Sunday School Coordinator and 6 regular teachers, as well as 6-10 casual teachers. As has been the trend of the United Church of Canada as a whole, SPUC has also seen a gradual decrease in attendance over the past several years. In 2011, the average attendance on Sunday morning was 141 people and by 2014 this number had dropped

to 135 people. As mentioned above, in 2015 attendance has seen another small decrease to 131 people. Theologically Sherwood Park United Church’s congregation holds a number of diverse positions. The majority of the congregation practices mainstream United Church Christianity. However, there are some small groups of people that would consider themselves Progressive Christians and Conservative Evangelicals. Ministry within the Community SPUC is a member of the County of Strathcona Ecumenical Ministry. The Ministry holds an Ecumenical Mission each year, which runs out of several community churches over the course of 4 days. Each year, a new guest is invited to speak to the chosen theme. The members of the Ecumenical ministry decide on a speaker and send out invitations to all participating denominations. Breakfasts, potlucks and the events advertised to the entire community are held at participating churches. SPUC continues to have a strong Ministry of Hospitality as it hosts a variety of community groups and workshops within its building. It also holds several successful annual events which include the Harvest Supper and the Cookie Walk. Sherwood Park is home to another United Church of Canada congregation, Salisbury United. The two churches have different cultures and do not connect very often. Salisbury is within Yellowhead Presbytery and SPUC is in Edmonton Presbytery, which contributes to some of the cultural difference. Ministry within the United Church of Canada SPUC has many dedicated volunteers at both the local community level, as well as at the Presbytery, Conference and General Council level of the United Church of Canada. Mission and Service are important to the congregation. The “Minute for Mission” is an integral part of each service. The Outreach committee has a yearly budget of $5000.00. The M & S offerings comprise approximately 12.5% of our yearly revenue. SPUC is one of the largest contributors to the M & S Fund in Edmonton Presbytery. Strengths, Challenges and Opportunities A few of SPUC’s greatest strengths and passions include Outreach and Pastoral Care. One of SPUC’s current outreach projects is our relationship with Mercy Touch International, which is a Canadian Christian Mission Organization with roots in Ndola, Zambia. SPUC has devoted countless hours, time and money to supporting this organization and the children in Ndola. Several congregational members have been called to do mission work in Africa over the last several years, which has made the relationship even more tangible and special. Just this fall, our congregation helped fundraise an entire shipping container’s worth of things to take over to Ndola next April, which included books, bikes, musical instruments and a playground, to name a few.

In partnership with five local churches, SPUC will be sponsoring Syrian refugees. An Ecumenical Refugee Committee has been established which includes 3 congregation members from SPUC. This partnership is co-sponsoring two Syrian families (total of 8 people). As well, through the Joint Assistance Sponsorship program, they have agreed to sponsor an extended Syrian refugee family of 14. So far the group has been busy cleaning/painting the residence, collecting household items, and providing financial resources in anticipation of the family’s pending arrival. SPUC is also dedicated and accustomed to excellent Pastoral Care. This can be reinforced by the introduction of a new Wellness Cabinet, which is meant to help with pastoral care in a meaningful and tangible way. This group of people will be responsible for crisis management teams, accompanying people to appointments (medical/legal), providing car rides to those in need, as well as countless other things to ensure our congregation stays healthy. This Wellness Cabinet seems to compliment some of the mainstays already present here at SPUC, such as the Healing Ministry Team. Needless to say volunteers are not sparse here at SPUC. There are always people willing to join committees and/or help out in whichever capacity they are able. The Commonwealth Stadium concession project is a major fundraiser for our congregation as well as offering opportunities for fellowship and building community. The Music Program is also a vibrant bright spot here at SPUC, with over 40 members in the senior choir. They are regularly accompanied by a pianist and organist. Occasionally, guitar, keyboard, and drums are incorporated as well. The choir has special music services at Christmas and in the spring and is complemented on special occasions by the Handbell choir. At times, additional musicians provide special music during services. Two areas of need that have been identified include more intentional work with youth and young families and further introduction of contemporary music in the worship services. Adult Education is also a very positive aspect of SPUC. Bible studies and additional courses have seen great success amongst our congregational members, as well as some of those participating from outside our own walls. There were approximately 50 people registered in two study groups held in the fall of 2015. There is great potential to expand this area even more, should there be the personnel and leadership to do so. Although SPUC tries to be inclusive, at times we are not as welcoming as we think. Moving forward, SPUC should really look to include all those who would like to join our wonderful congregation. We have begun discussions around becoming an Affirming Congregation. We should also look to reach beyond our comfort zone and really focus on the ministry outside our own walls. This may include innovation and re-energizing new congregational members; especially young families and children to ensure that SPUC can continue to live on for years to come.

Resource Profile for Sherwood Park United Pastoral Charge Sherwood Park United Church (SPUC) is composed of faithful people who live in an affluent community. The majority of the congregation works in, or is retired from, professions or trades, small business or government services. SPUC has very competent and dedicated paid staff. Currently SPUC has:

1 part-time Bookkeeper [about 10 hrs/week; more for year-end, Charities Return preparation, budget preparation]

Minister Emeritus (volunteer) SPUC has a strong music program including a large choir and handbell choir. A new organ was purchased in 2015. The Audio Visual (AV) team uses a program called “Easy Worship” to project the order of service, hymns, videos, etc. onto a screen at the front of the church. This team also controls the sound during the service and records the sermons to be posted on our website each week. The infrastructure was built in 3 phases – Memorial Hall and the lower hall and rooms that are rented to a preschool program constructed in 1960; Activity Hall and the lower office, Sunday school and meeting rooms in 1973: and the Sanctuary and lower Fellowship Hall in 1983. All of these structures are connected by an extensive Narthex stretching the length of the building. A lift connects the Narthex to the Fellowship Hall. There is also a ramp from the Narthex to the sanctuary. A large electric sign is at the front of the church on Fir Street. This sign was donated as a memorial gift in 2013. SPUC owns the church and property with no outstanding debt. The building is well maintained by a dedicated Caretaker couple who have been employed for 25 years. The Property Committee is very diligent with their responsibilities of building maintenance and ensures that upkeep and safety inspections are carried out in a timely manner. Two fully equipped kitchens are certified by Alberta Health Services in meeting public health standards. An identified challenge for maintenance is the parking lot. The cost for replacing the pavement is prohibitive at this time. Building maintenance is ongoing. The roof was reshingled in 2014 and paid for from a property reserve fund. This fund now has to be

replenished over time. The Property Committee maintains insurance and safety of the building. The Ministers, Office Administrator and Bookkeeper have computer equipment. The photocopy room has newer equipment available to staff and volunteers. There is an AV system in the Sanctuary and the sound system is well maintained. Finances See the attached actual and budget comparisons for 2014 and 2015, as well as the 2016 proposed budget. Over the last three years, including 2015, SPUC’s finances have been variable with Operating Surpluses in 2013 and 2015, and an Operating Deficit in 2014. Offering Revenue decreased in 2014 and 2015 following changes in the church. In 2014 the roof was reshingled. Property Reserve Fund monies were transferred to income and expensed in Property. The significant decrease in Offering Revenue resulted in the deficit. The high surplus in 2015 is the result of higher than anticipated Offering Revenue, inclusion of Cell Tower revenue as income for 2015 only (as opposed to being designated to a Reserve Fund), and increased income from the Commonwealth Stadium Concession booth fundraiser. It is noted that the 2016 budget has a proposed deficit of $32,500. This is anticipated as a result of the expense of increasing from 1.5 ministers to 2 ministers. The difference will be met with the general chequing account surplus funds from previous years. Sherwood Park United Church congregants respond generously to the Stewardship Campaign. They are also very generous in supporting M&S and other appeals. The M&S contributions in 2015 will be above $50,000.00 and are among the highest in Edmonton Presbytery. A special appeal was made in 2014 to raise funds for a new organ (see Designated offerings – Projects and church-related). The organ was purchased in 2015. This congregation has always met its payroll commitments and will continue to meet pay increases in the coming years. For salary categories, please refer to The Statement of Terms. SPUC has a Treasurer and a Bookkeeper who manage the finances on a daily basis, reporting to Council with monthly financial statements. The Stewardship and Finance Committee meets occasionally to discuss the Stewardship campaign, budget preparation and year-end financial statements.

Position Description for Ministry Personnel A1 Position Title: Minister Summary Statement: This position, functioning as a member of a Ministry team, will lead, guide, and support our community of faith in the proclamation of the good news of Jesus Christ. The focus of this ministry will be preaching, pastoral care, adult education, and leadership development. Another focus will be to assist the congregation in carrying out the recently adopted Purpose Statement, “SPUC’s purpose in our community and beyond: Transformed by faith and open to new possibilities, we are called to share God’s inclusive love and make our world a better place.” Responsibilities and Percentage of Time:

Worship – 25%

To inspire, strengthen, and challenge the people of God

To lead worship approximately fifty percent (50%) of the Sundays and special services throughout the year

To preach 60% of the time

To encourage and support lay participation and leadership in worship.

Pastoral Care – 15%

To provide active pastoral care throughout the year for persons in times of change and crisis

To facilitate, guide, and support a process amongst the laity to ensure that pastoral care occurs on a regular basis.

Faith Formation – 15%

To develop and lead adult study groups

To lead adult confirmation and membership classes

The M & P Committee will ensure there is a suitable liaison person, agreed to between the Minister and the Committee, to provide support and encouragement on a regular basis. Position Description for Ministry Personnel A2 Position Title: Minister Summary Statement: This position, functioning as a member of a Ministry team, will lead, guide, and support our community of faith in the proclamation of the good news of Jesus Christ. The focus of this ministry will be faith formation for youth and young families, pastoral care, and leadership development. Another focus will be to assist the congregation in carrying out the recently adopted Purpose Statement, “SPUC’s purpose in our community and beyond: Transformed by faith and open to new possibilities, we are called to share God’s inclusive love and make our world a better place.” Responsibilities and Percentage of Time:

Worship – 25%

To inspire, strengthen, and challenge the people of God

To lead worship approximately fifty percent (50%) of the Sundays and special services throughout the year

To encourage and support lay participation and leadership in worship

To preach up to 40% of the time

Pastoral Care – 15%

To provide active pastoral care throughout the year for persons in times of change and crisis

To facilitate, guide, and support a process amongst the laity to ensure that pastoral care occurs on a regular basis.

Sunday School/Faith Formation – 15%

To be the primary person to develop and support leaders for youth programs

To be the primary person to provide resources for Sunday School leaders

To nurture the spiritual growth of youth and young families

To lead youth confirmation classes

$56,066 to $62,420 based on a 40-hour week – Category B to F
