In the above vein, please join me in congratulating Code Compliance Officer Mabel Cardosa, who has been selected as the October 2021 Diamond Service Award winner. Mabel is a 25-year City employee who is being recognized for her outstanding work performance, initiative, teamwork, professionalism, customer service and dedicated commitment to public service. In March 2020, Mabel transferred to Code Compliance from Engineering, and in the short time she has been in Code, she has made a significant and positive impact. According to Code Compliance Manager John Chidsey, Mabel immediately became a valued team member – sharing the knowledge she gained from her experience in various positions and divisions over the years to help assist fellow officers better understand engineering ordinances and related requirements. In addition, Mabel has received several letters of appreciation from residents in her District including one such from Fred Gesten who wrote: “The one division that has the ability to maintain the character of our neighborhood is the Code Compliance Division. That is why I and my neighbors are THRILLED about Ms. Cardoso. She has shown the ability and commitment to enforce property maintenance standards in our section, reducing the damage the guests of the short-term rentals inflict. If we must live with these new neighbors, we can at least demand that they are not allowed to diminish the integrity and beauty of it. On behalf of myself and my neighbors, thank you for your help Ms. Cardoso. October is Cybersecurity Awareness Month -Fight the Phish! Now in its 18th year, Cybersecurity Awareness Month was created by the National Cyber Security Alliance and the U.S. Department of Homeland Security

(DHS) as a broad effort to help everyone stay safe and more secure online.

Phishing attacks and scams have thrived since the COVID pandemic began and today, phishing attacks account for more than 80 percent of reported security incidents. During Cybersecurity Awareness Month pay close attention to emails, text messages or chat boxes that come from a stranger or someone you were not expecting. Think before you click on any suspicious emails, links or attachments and make sure to report any suspicious emails to your service provider and/or employer.

QUIPS ~ Quick Updates on Important Projects

Budget Corner: Economic Update The Office of Budget & Performance Management continues to monitor internal and external factors that may impact the City’s short and long-term financial plans. One recent report, written by Byron Shoulton, International Economist and former guest speaker at the Fiscal Kick-Off, provides an update on the global economy. Below are some of the key points made in Byron’s report:

The Organization for Economic Co-operation and Development projects a slower global economic recovery from the pandemic-driven recession.

Shortfalls in global energy supplies have had a ripple effect on the price of oil (which is the highest in 3 years). Low supply and high demand are being felt by consumers at the gas pump.

Low supplies of certain goods such as raw materials have also had an impact on the cost of goods and services (including construction costs).

Inflation continues to be an area of concern for economists as it may create further delays in the recovery of the U.S. economy.

Many employers continue to struggle to find employees to meet growing demands. This is supported by the September employment data, reported by the Bureau of Labor Statistics, which states that the unemployment rate and the number of unemployed persons is still higher than pre-pandemic levels.

Although Florida has experienced recent declines in the COVID-19 infection rates, other parts of the country (particularly states with colder temperatures) and other countries such as Australia have seen increases in infection rates as of late September.

Overall, the reopening of businesses, widespread distribution of vaccinations, and availability of federal funds are said to be contributing factors in the economic recovery in the U.S. However, supply chain disruptions, high inflation, and workforce shortages are a few economic factors that will impact future budget planning.

Communications staff promoted the community meetings for the Marina Master Plan held this week. The opportunity to provide input is still available at www.PlanHollywoodFLMarina.com. This week, messaging also included Cybersecurity Awareness Month, local traffic alerts, reminders of the annual utility rate increase and the reinstatement of disconnections for past due balances on utility bills. Outreach continues seeking public support for the Neighborhood Traffic Calming Project grant and the Bicycle Mobility Master Plan. Promotion also included Hollyweird Halloween Block Party and the cancellation of Halloween on Harrison Street, along with several additional events and initiatives. Staff completed a map of Downtown development projects and parking locations for the planning committee for the Broward Commuter Rail. Video production staff began working on the Diamond Service Award video and the team also assisted with clearing out old equipment from the EOC. Staff also continues to work on the website redesign for both the main site and the economic development site. The team also fielded several media inquiries. CMED staff partnered with Greater Hollywood Chamber of Commerce to host the SPARK Hollywood Pitch Competition on Thursday. The event was held via Zoom and featured five finalists competing for a grand cash prize of $5000. In addition to the competition, the featured speaker was Imran Siddiqui, Associate Vice President of BC Eduvenures & BCEX at Broward College. Economic Development staff and Parks, Recreation & Cultural Arts (PRCA) staff have completed the initial review of applications submitted by local businesses for the City’s Small Business Relief Program. Staff is now in the process of reconciling all missing documentation and continues to field email and phone inquiries from businesses regarding the program. Economic Development staff continues to administer the Commercial Property Improvement Program. Four new applications have been submitted for review. Funds are still available and all commercial and industrial property owners outside of the Beach and Downtown CRA are encouraged to apply. Staff attended the Greater Hollywood Chamber of Commerce’s virtual RECON Industry Group meeting on October 13th. An informative presentation on photovoltaics was provided. Staff will attend the Synchronist Users’ Forum & Business Retention + Growth Conference. Director Raelin Storey attended the quarterly Port Everglades Action Team lunch meeting on Wednesday at the port. The PEAT is a joint effort between the Alliance, Broward Workshop and Port Everglades Association to have the “outside the Port” business community learn as much as possible about the Port and advocate in concert with and on behalf of the Port as an important economic engine for our region. The team received an update on important Port Everglades Capital Projects including the deepening and widening project to allow for Post-Panamax container vessels, as well as an update on the cruise and energy operations at the Port. Additionally, the Miami Sector Captain for the U.S. Coast Guard provided an overview of the Coast Guard operations at the Port and efforts to enhance maritime security.

Division Highlights

Highlights STRATEGIC PLAN FOCUS AREA • City staff held a meeting with the Florida East Coast

Railway (FEC) to discuss a new license agreement proposed for the crossing at Johnson Street. The new License agreement is necessary due to proposed construction being performed by Broward County. The construction will increase the footprint beyond the current limits of the existing agreement. City staff have requested that FEC develop a separate agreement between themselves and Broward County for the purpose of recovering costs associated with the Broward County construction project. Broward County is agreeable to paying FEC directly for construction related costs. FEC stated that they would discuss internally and submit a revised license agreement to the City of Hollywood for review.

• In total, 35 people virtually attended the Dixie Highway Lane Repurposing Webinar held on September 28th, 2021. Of the 35 in attendance, 7 were Panelists and 28 were attendees. The webinar was part of a larger public outreach effort that included an Online Project Website (Hosted using ESRI Story Map https://tinyurl.com/DHwyProject), a Project Flyer that was posted on the City website and also mailed out to all residents and businesses located within 300 feet of the corridor as well as an Online Public Survey.

This week, Officer Callari celebrated 30 years with the Hollywood Police Department. Officer Callari began his career on patrol, then worked in the Community Oriented Policing Unit, which is similar to our Neighborhood Team Leaders. From there, Officer Callari became a Detective in the Vice, Intelligence, and Narcotics Unit where he investigated cases involving narcotics and money laundering. He also worked in Street Crimes and Special Operations, and was a part of our Beach Unit. Officer Callari now works in Personnel, where he and the team are working to hire the next generation of Police Officers.

Hollywood Police Department Communications and Civic Engagement

QUIPS – (continued) Members of the Hollywood Police Department participated in the 2nd annual virtual G-Man 5k. This year’s run is in honor of Miami Division Special Agents Laura Schwartzenberger and Daniel Alfin who were both killed in the line of duty on February 2, 2021. This run also benefits the FBIAA Memorial College Fund, which assists children of deceased FBI Special agents with college tuition. We were honored to participate in this 5k.

The Hollywood Police Department’s Police Athletic League received a $10,000 check from Dick’s Sporting Goods to support the cheer program. This will help cheer teams attend the 2021 Florida PAL Cheer Championship at the end of this year. At the event, kids played football with Officers and members of Command Staff. There was a bounce house, ice cream truck and carnival games!

Employment Division The Office of Human Resources currently has thirteen (13) new hires and eight (8) promotions pending final approvals/start dates. In addition, the Employment Division tallied the following:

• 5 Civil Service Civil Service Eligibility Lists created for Accounting Clerk, Groundskeeper, Non-Certified Police Officer, Senior Project Manager, and Senior Projects and Administrative Manager.

• 16 Oral exams/interviews conducted for Administrative Assistant II-Internal Affairs (1), Billing Clerk (6), and Crime Scene Technician I (9)

• 6 Computer Skills / Typing Tests sessions conducted with 27 Administrative Specialist II applicants

• 8 Background checks completed for Driver Engineer, Electrical Inspector, Equipment Operator, Human Resources Technician, Marina Attendant PT, Parking Enforcement Officer, and Recreation Coordinator PT

• 1 Credit check for Community Service Officer

Risk Management Division

• The Risk Management Division reviewed 33 certificates of insurance for insurance compliance for firms or individuals that perform services on behalf of the City. • Reviewed five reports of damage

to City property. Four are pending additional information from the appropriate department to determine if recovery is possible. There were no costs associated with the fifth, therefore there will be no recovery.

• November flood insurance renewal process began for (15) City-wide locations.

QUIPS – (continued) The Commission appointed four new members to the Sustainability Advisory Committee (SAC) to fill vacant positions: Rebecca Adler, a high school student and Teen Leader of Sea Level Rise Solutions of South Florida, Joanna Berens, President of the Sustainable Events Network and Zero Food Waste Chair, Slava Cherkasov, retired senior economic expert in sustainable development for the United Nations, and Stephen Wechsler, founding board member of volunteercleanup.org.
