Dear Members,

India is a land of festivals, where people from different religions coexist harmoniously. The wide variety of festivals celebrated in India is a true manifestation of its rich culture and traditions. There are many Indian festivals and celebrations. While the celebrations happen all over the year, October till January is the time when the country can be seen at its vibrant best.

All the festivals in India shoot-up the unorganised economy on a large scale and provide enormous employment opportunities for low-skilled and traditional manufacturing sector along with small to micro level entrepreneurs

During Diwali, electronics, automobiles, and apparel dominate the share of businesses around the country with a whopping 52 percent of the apparel products sales take place and every individual spends 20 percent additional for various celebration reasons.

Going forward, it will be more to see such changes when India’s retail market is expected to increase by 60 per cent to reach US$ 1.1 trillion by 2020 and the size of modern retail in India expected to reach US$ 111.25 billion in 2019 from US$ 70.45 billion in 2016 (Source: IBEF).

Sectors which registered growth of over 7 per cent include ‘manufacturing, ‘electricity, gas, water supply & other utility services’ ‘construction’ and ‘public administration, defence and other services’.

India would become the world's fifth largest economy in 2019 and among the top three in the coming years. India emerged as the world's sixth largest economy in 2017, surpassing France and likely to go past the United Kingdom, according to a data compiled by the World Bank. The United Kingdom, which is facing Brexit blues, had a GDP of $2.62 trillion which is about $25 Billion more than that of India. The World Bank's ease of doing business index, it has improved 65 notches to the 77th position during the four years. It has jumped from 100th position to 77th position in one year.

AbstractThis paper presents the procedure for arriving at the probable lengths of the pump assemblies where a number of parts are used. The length tolerance analysis of assemblies will lead us to understand the resulting assembly lengths and in dimensioning the parts of the assemblies. Dimensional chain charts and length tolerance analysis during design and development stage will be very useful for reducing the development time. In large-volume production of the pumpsets, they help us to avoid costly rework time and to maintain the assembly consistency. This paper describes two case studies and analyses the length of assemblies made of components whose errors are truncated normal curve nature, typical of a manufacturing environment wherein the components are sorted by GO/NO GO gauges.

IntroductionA variety of centrifugal pumps are being used for specific applications. Invariably the centrifugal pumps consists basically of two groups of components namely, stationary Housing Group and Rotating Rotor Assembly. The main criteria of assembly is that the impeller meridinal (radial) centerline and the volute radial center line should lie in the same plane or in different planes within the specified tolerance limit. Since several components are assembled in both stationary and rotating sub assemblies “Length Tolerance Analysis of The Overall Assembly” needs to be carried out to ensure satisfactory operation of the pump.

This paper describes two case studies, to illustrate the cumulative effect of length tolerances, namely

1. Length Tolerance Analysis of Monoblock Pumpset Assembly

2. Length Tolerance Analysis of Process Pump as-sembly

Length of Assembly when Component Errors are Normaly DistributedThe various components are assumed to be placed in an end-to-end assembly. Assembly lengths will vary-depending upon the length of the parts of which it

is composed. The variance of the assembly distribution by statistics can be found by the follow-ing equation [1].

Length of Assembly made of Components whose Errors are Truncated Normal Curves

When the piece part errors obey 1 truncated normal distribution, typical of a manufacturing environment wherein the components are sorted by GO/NO GO gauges, then the expression for the of the assembly, u can be obtained from,

CASE STUDY-I LENGTH TOLERANCE ANALYSIS OF A MONOBLOCK PUMPSET ASSEMBLYFig.1 shows a cross sectional assembly of a typical monoblock pumpset. The assembly procedure is given briefly below.

ASSEMBLY PROCEDUREFirst the ball bearing ‘6207’ [component No.11 i.e., (11)] is fixed in the bracket (6) with fitting both the bearing caps (5). Then this bracket is mounted on the right side of the motor body (3). The die cast rotor fitted shaft (4) is inserted into the ball bearing ‘6207’ (11) from left to right side. Similarly the ‘6306’ (12) bearing fitted back cover (1) is fixed at the left side of the motor body.

Now, the motor portion assembly is ready with protruding shaft on the right side of the bracket. The pump portion components viz, casing cover (8), impeller (9), casing (10), impeller lock nut and seal-ing gaskets are to be fitted one by one to form the complete assembly.

ANALYSISThe rotor shaft assembly will be located in between the bearing abutment shoulders of ‘6207’ and ‘6306’ bearings with 1 mm of ‘thermal float’. This float is provided to accommodate the linear thermal expan-sion of shaft due to eddy current heating during operation.During normal assembly, the ‘float’ will come in the ‘6207’ bearing side. By chance, if the ‘float’ is in the ‘6306’ bearing side, ie., if the shaft right side bearing

step is butted against with the ‘6207’ abutment face, the shaft protrusion will be more. In this case, the shaft usually will be driven back with the wooden block and the shaft left side bearing step will go and butt with ‘6306’ bearing abutment face. So, the resultant ‘float’ will be only on the ‘6207’ bearing side and the deviation is from 0.68mm to 1.32mm (

) as shown in Fig.2 After this motor portion assembly, the only possible dimension chain will be as shown in Fig.3 The calculations are given in the Fig .3 and the sleeve extension will be 1.0±0.37mm, ie., 0.63mm to 1.37 mm. The value 1.0mm is taken as nominal exten-sion and the pump portions components, viz, casing cover, casing, impeller and sealing gaskets are di-mensioned, so that the meridinal center lines of the casing volute width and the impeller outlet width coincide with each other. The deviation between the center lines will be 0.35mm and the minimum and maximum values of the bracket side and the front side gap in the pump portion assembly are given in the Fig.4

CASE STUDY-II. LENGTH TOLERANCE ANALYSIS OF PROCESS PUMP ASSEMBLY PROCEDUREThe cross sectional assembly of process pump is shown in Fig.5. The right side ‘6307’ (8) ball bearing is fixed with inner circlip and bearing cap (7).The shaft (6) is inserted from left to right side through the bearing. The lock nut is placed and tightened to butt against the abutment diameter of ‘6307’ bearing. Then the left side bearing ‘6307’ (9) is inserted over the shaft (6) and simultaneously the ro-tor ring is also pressed in the bearing housing bore. The left side bearing cap is fitted. The bracket fitted to the bearing housing (5). The water deflector, shaft sleeve and the gland are inserted over the shaft. The casing cover (3) is located in the bracket (4) locating spigot. Then the impeller (1) is fixed on the shaft and impeller nut is tightened / finally, the casing (2) is placed on the casing cover spigot and screwed to the bracket to complete the overall assembly.

ANALYSISThe right side bearing is the ‘locating bearing’ and the left side bearing is the ‘non-locating bearing’. The shaft is located axially in both the directions by the lock nut, shaft step, bearing cap and internal

circlip. So, there is no ‘float’ in this assembly. By drawing the dimensional chain and applying the ‘normal law calculations, the deviation between the center lines is at 0.42mm. The minimum and maxi-mum values of the front and the bracket side gaps of impeller and casing/casing cover are calculated using analysis as shown in Fig.6.

CONCLUSIONDimensional chain charts and length tolerance analy-sis during design and development stage will be very useful for reducing development time and for maintaining the assembly consistency during mass production.

Festival is an auspicious day or period of religious or other celebration prevalent in all societies

and religious communities. A festival is an event ordinarily celebrated by a community and centering on some characteristic aspect of that community and its religion or cultures.

Festivals often serve to fulfill specific communal purposes, especially in regard to commemoration or thanksgiving. The celebrations offer a sense of belonging for religious, social, or geographical groups, contributing to group cohesiveness. Festivals that focus on cultural or ethnic topics also seek to inform community members of their traditions; the involvement of elders sharing stories and experience provides a means for unity among families.

India is a land of festivals, where people from different religions coexist harmoniously. The wide variety of festivals celebrated in India is a true manifestation of its rich culture and traditions. India is worldly known as a land of vibrant celebration, celebration of various fairs and festivals. There are noble cause and meaning behind every festivals based on rituals, traditions, monsoon, history while many express devotion to the deities of different religion.

India is well known all over the world as a country of cultural and traditional festivals as it has many cultures and religions. One can enjoy the festival celebration in India every month. As it is a secular country full of diversity in the religions, languages,

‘Number of Direct Taxpayers may double to 7.6 Crore during 5 Years of Present Government’ – Arun Jaitley

Finance Minister Arun Jaitley said Thursday the number of direct taxpayers is expected to double to 7.6 crore during the five-year term of the present

government on account of various initiatives like rationalisation of tax structure, lowering of rates and anti-black money measures. "If we look at the functioning of the direct tax department, various factors like strict compliance, rationalisation of tax structure, lowering the lowest slab, and the result of that has been..we are finding 15-20 per cent gradual increase in the tax collections every year," he said.

He said this while delivering the valedictory address at the 29th Conference of Accountants General here, organised by the Comptroller and Auditor General (CAG). The number of direct taxpayers was 3.8 crore when the Modi-led government took office in May 2014.

"Four years ago, when we assumed office the total number of people who filed tax returns in India was 3.80 crore. It's already 6.86 crore last year, which is the fourth year. At the end of fifth year, I do hope it will be something close to 7.6 crore or 7.5 crore, which means that in five years we would have doubled the number of people filing tax returns in India," he added.

He attributed the increase in number of direct taxpayers to initiatives of the government like anti-black money measures, formalisation of economy, use of technology, ability to detect transactions. These initiatives have also led to increase in tax collections by 15-20 per cent, he added.

Ganesh Chaturthi to generate about Rs 20,000 crore business across its presence for 10 days with 20 percent CAGR, particularly in the states of Maharashtra and Telangana. BackgroundDussehra celebrates the Hindu god Rama's victory over the demon king Ravana and the triumph of good over evil. The epic Ramayana tells the story of the Lord Rama who wins the lovely Sita for his wife, only to have her carried off by Ravana, the demon king of Lanka.Ravana plays an important role in the Ramayana. Ravana had a sister known as Shoorpanakha. She fell in love with the brothers Rama and Lakshamana and wanted to marry one of them. Lakshamana refused to marry her and Rama could not as he was already married to Sita.Shoorpanakha threatened to kill Sita, so that she could marry Rama. This angered Lakshamana who cut off Shoorpanakha's nose and ears. Ravana then kidnapped Sita to avenge his sister's injuries. Rama and Lakshamana later fought a battle to rescue Sita. The monkey god Hanuman and a huge army of monkeys helped them.

The Mahabharata is another series of Hindu stories that play a role in the Dussehra festival. The Pandavas were five brothers who fought evil forces with a set of distinctive weapons. They abandoned their weapons and went into exile for one year. They hid their weapons in a Shami tree and found them at the same place when they returned from exile. They then worshipped the tree before going to a battle, which they won. This epic is also commemorated during Dussehra.

• Bonfires and fireworks• Paper and wood effigies of Ravana.• Red spots (tika) painted on people's foreheads.The effigies of Ravana are often burnt on the bonfires

Dussehra (Vijaya Dashami, Dasara, or Dashain) is a Hindu festival that celebrates the victory of

good over evil. It is the 10th day of the bright half (Shukla Paksha) of the month of Ashvin (Ashwayuja), according to the Hindu calendar.

What Do People Do?

Many people of the Hindu faith observe Dussehra through special prayer meetings and food offerings to the gods at home or in temples throughout India. They also hold outdoor fairs (melas) and large parades with effigies of Ravana (a mythical king of ancient Sri Lanka). The effigies are burnt on bonfires in the evening. Dussehra is the culmination of the Navaratri festival.

There are many local celebrations in some areas in India that can last for up to 10 days. Local events include:

• Performances of the Ramlila (a short version of the epic Ramayana) in Northern India.

• A large festival and procession including the goddess Chamundeshwari on a throne mounted on elephants in the town of Mysore in the state of Karnataka.

• The blessing of household and work-related tools, such as books, computers, cooking pans and vehicles in the state of Karnataka.

• The preparation of special foods, including luchi (deep fried flat bread) and alur dom (deep fried spiced potato snacks), in Bengal.

Many Hindus also believe that it is lucky to start a new venture, project or journey on Dussehra. They may also exchange gifts of leaves from the Shami tree (Prosopis spicigera) as a symbol of the story of the Pandavas brothers' exile in the Mahabharata stories.

2. The Director of Industrial Safety and Health in his letter second read above, has stated that suggestion/objection have been received from the Associations and examined and has requested the Government to confirm the above said Preliminary Notification.

Accordingly, the Prelirttinary Notification issued in G.O.(Ms) No.126, labour and Employment (M2) Department, dated 24.07.2017 for amending the rule 4, rule 56B, rule 67A, rule 86 A and rule 95 of the Tamil Nadu Factories Rules 1950, notified in the Government Order read above is hereby confirmed with revised rates of Licence Fees and other Fees as prescribed in this notification.

4. The appended Notification shall be published in the Tamil Nadu Government Gazette both in English and Tamil.

5. The Director, Tamil Development and Information Department, Secretariat, Chennai is requested to send the Tamil translation of the Notification to the Works Manager, Government Central Press, Chennai-600079.

(i) `800 (Rupees eight hundred only) per plant or vessel irrespective of its size or capacity, for the external examination;(ii) `2000 (Rupess two thousand only) per plant or vessel upto 4 kgf/sq.cm(g) for the Hydrostatic test;(iii) `4000 (Rupees four thousand only) per plant or vessel above 4 kgf/sq.cm.(g) for the Hydrostatic test;(iv) 2000 (Rupees two thousand only) per plant or vessel irrespectove of the size or capacity, for the internal examination; and(v) `8000 (Rupees eight thousand only) per plant or vessel irrespectove of the size or capacity, for the non-destructive ultrasonic

thickness gauging test;(3) In rule 67-A, in clause (iv), in sub-clause (a), for the expression '`100/- (Rupees one hundred only),' the expression '`200/- (Rupees two

hundred only),' shall be substituted; and(4) In rule 86-A, in sub-rule (b), for the expression '`100/- (Rupees one hundred only),' the expression '`200/- (Rupees two hundred only),'

Diwali, which the country will celebrate this month, is unquestionably the biggest shopping

stimulus. Right from the neighbourhood mithaiwala and grocery store to white goods and gold retailers, everyone cashes in on the celebratory mood.

Companies from sectors such as auto, FMCG and white goods generate up to 35 percent of their annual sales during Diwali and the remaining part of the festival season. It helps as almost all of them come out with new models and products to lure the buyer. This automatically helps India strengthen its economy. We get the maximum number of public holidays a year globally, and it ensures that all through the year, our GDP keeps getting boosters.

None might compete with the grandeur of Diwali, but other festivals to pass out with impressive numbers. Ganesh Chaturthi, which just went by, might not be as widely celebrated as Diwali, but still managed to provide a Rs. 25,000 crore-push to the economy. In Mumbai, just one Ganesh idol was insured for Rs. 300 crore. In Southern states, Pongal and Onam are the biggest shopping seasons in Tamil Nadu and Kerala. And Dussehra has a similar impact in West Bengal. Fortunately for us in India, the busy festival calendar makes sure we have many reasons to celebrate and spend.

Christians in Goa love to celebrate Christmas! Goa has lots of 'western' customs as part of their Christmas as Goa has historical connections with Portugal. Most Christians in Goa are Catholics. People like to go carol singing around their neighbors for about a week before Christmas. Christmas Trees are also very popular as is a 'traditional' rich fruit Christmas Cake!

In India, Father Christmas or Santa Claus delivers presents to children from a horse and cart. He's known as 'Christmas Baba' in Hindi, 'Baba Christmas' in Urdu (both of those mean Father Christmas); 'Christmas Thaathaa' in Tamil and 'Christmas Thatha' in Telugu (both of those mean Christmas old man); and 'Natal Bua' (Christmas Elder Man) in Marathi. In Kerala state, he's known as 'Christmas Papa'.

Compared to other religious festivals, Christmas is quite a small festival in India, due to the number of people who are Christians

(about 2.3%) compared to people who belong to other religions. Having said this, the population of India is over 1 Billion, so there are over 25 million Christians in India!

One of the largest Indian Christian Communities in a city is in Mumbai. A lot of the Christians in Mumbai (previously known as Bombay) are Roman Catholics. In India's smallest state, Goa which is on the west of India, about 26% of people are Christians. Many of the Christians in Mumbai came from or have roots in Goa. The states of Manipur, Meghalaya, Nagaland and Mizoram (all on the very east of India) have high populations of Christians as well.

Midnight mass is a very important service for Christians in India, especially Catholics. The whole family will walk to the mass and this will be followed by a massive feast of different delicacies, (mostly curries) and the giving and receiving of presents. Churches in India are decorated with Poinsettia flowers and candles for the Christmas Eve Midnight Mass service.

Many different languages are spoken in India. ABBSENCE OF ANY VALID DOCUMENT WITH THE PRINCIPAL EMPLOYER TO THE CONTRARY CONTRACT WORKMEN MUST BE MADE PERMANENT BY THE PRINCIPAL EMPLOYER:Union raised dispute for regularization of contract labour. The union adduced evidence to prove their case. The appellant-employer did not adduce any evidence to prove its case despite affording opportunities Reference was decided in favour of the workmen/union. The matter reached the supreme court. It is observed by the supreme court that agreement contractor had come to an end in 1991. The wages were paid directed by appellant to the workmen. Work was of a perennial nature. The workmen were performing duty like permanent workers. No rebuttal by appellant has been made. Impugned orders are not suffering from any perversity or illegality. The finding recorded by Tribunal are based on sufficient evidence . Appellant has failed to make out any case due to absence of any valid agreement between contractor and the Principal employer, for supply of manpower. Even the management do not lead any evidence in rebuttal,the evidence led-on behalf of the workmen would be the conclusive basis of the award.

I. SUPREME COURT OF INDIA CASE LAW ON GRATUITY

DISMISSAL IS A MUST FOR A FORFEITURE OF GRATUITY WITH ANY ONE OF THE FOLLOWING MIS CONDUCTS ONLY AND NOT FOR OTHERS:Forfeiture of gratuity is permissible only in case the misconduct leading to dismissal, committed by the employee by way of any act or willful omission or negligence causing any damage or loss to the employer or destruction of property belonging to the employer, has(i) Caused financial loss to the employer and

only to that extent ; Orii) if the termination of an employee is on

account of riotous or disorderly conduct or any other act of violence on his part or

iii) if the act constitutes an offence involving moral turpitude and that too committed in the course of his employment.

II. GRATUITY FORFEITURE FOR AN OFFENCE INVOLVING MORAL TURPITUDE CONVICTION BY CRIMINAL COURT IS NECESSARY:A) It is for the Court apart from disciplinary

proceedings to decide whether an offence involving moral turpitude has been committed or not by the delinquent employee.

B) Since the Bank has not set the criminal law in motion to establish offence involving moral turpitude by getting an F.I.R. registered with the police, the commission of offence involving moral turpitude is not there.

C) Employer itself has no authority to decide that delinquent employee has committed an offence involving moral turpitude.

Every man must walk his own path. It is good to get advice from others but what may have work for that person may not work for you. Learn from others but walk your own path.

A similar type of case was decided by the Kerala High Court awarding regularaization to the workmen and has been affirmed by the Supreme Court in CAJCA No.10530/2011 and No.7961/2014.

III. GUIDELINES ON SEXUAL HARASSMENT OF WOMEN AT WORKPLACE (PP&R) ACTI. An Employer must constitute internal

complaint committee under poshactGuidelines as laid down by the Hon’ble Supreme Court in Vashaka & Ors Vs. State of Rajasthan, 1997 (6) SCC 241 indicate obligations of the employer including that an employer must constitute a Committee for redressal of cases of sexual harassment and must get incorporated the misconduct or sexual harassment in its Certified standing orders since an employer is bound to ensure dignity and modesty of a woman. The sexual harassment of women at workplace (prevention, prohibition and redressal) Act 2013 is to protect women from sexual harassment at their place of work. This Act came into force from 09.12.2013. Most of the Indian Employers have not implemented the law despite the legal requirement that every employer employing 1- or more employees, is under an obligation to constitute an internal complaint committee under Section 4 of the Act.

II. The internal committee set up for investigating complaints needs to:Look at circumstances under which the alleged incidents have accurred and determine the process based on facts which may vary from case to caseKeep in mind the inappropriateness and unprofessionalism which has taken place even though the complaint may not fall within the parameters of legal sexual harassment.A few bench marks for evaluation are:w Was the action/comment related to gender

identity of the complainant

w Did the complaint find the behavior /action unwelcome and was an objection voiced

C) The maximum or minimum number of the members of an Internal Committee?

A) As per section 4 of the Act Internal Committee consisting of 4 members is to be constituted to enquire into the allegations. Out of 4 members of the Internal Committee,3 are to be women and one from an NGO,an independent member altogether.

Q) Is it imperative that the women member under the Act should be senior in rank against whom the complaint has been filed as a victim?

IV. BONUS BY PRINCIPAL EMPLOYER TO WORKERS OF CONTRACTOR(S).

1) The employees engaged through the contract labour as covered under the Contract Labour (Regulation & Abolition) Act will not be entitled to bonus from the principal employer .In Cominco Binani Zunc Ltd v .Pappachan 1989(i) LLJ 452: 1989 LLR 123,rgw Kerala High Court has held that neither the Contract Labour (R&A) Act nor the Payment of Bonus Act Provides that the employees engaged through the contractor will be entitiled to bonus under the Payment of Bonus Act.

2) The Supreme Court has held that a claim for overtime wages is tobe rejected in the obsence of authorization.

V) OVERTIME WORKING ITS NECESSITY, IMPLICATIONS & OBLIGATION OF WORKERS TO WORK FOR

Some time we have to detain workers to work beyond their duty hours and they are oaid their overtime. I seek some clarifications as enumerated below:-

i) is overtime working by the workers necessary?ii) What are the legal implications and restrictions

on overtime working?(i) The necessatiy of the management ‘s seeking

overtime work from employees becomes inevitable mainly to overcome:

a) Inappropriate allocation of manpower and improper scheduling:

b) Absenteeism c) Unforeseen situations created due to

genuine difficulties like breakdown of machines;

d) Where the work is of a fluctuating nature and it is economical and more convenient to work with existing staff longer hours during peak periods rather than employing extra staff on a long term basis:

e) Rush of jobs during the financial year end and

f) Situations willfully planned where overtime work is forced as the only answer to obtain production.

ii) All employees who are deemed to be workers under the Factories Act or under the Minimum Wages Act are entitled to it at twice the ordinary rate of their wages for the work done in excess of 9 hours on any day or for more than 48 hours in any week. The ordinary rate of wages have been defined as the basic wage plus such allowances including the cash equivalent of the advantage accruing through the concessional sale to workers of food grains and other articles as the worker for the time being entitled to,but not including at bonus. Copensatory allowance as well as the dearness allowance are to be taken into account in computing compensation for overtime work. However, house rent allowance will be excluded for calculation of overtime payment if accommodation is given to a factory worker by his employer.

There is no uniformity in the period of employment with reference to which overtime is calculated. Where weekly working hours have been prescribed, overtime work is normally computed on weekly basis. Under the Factories Act overtime work or overtime allowance is for work in excess of hours in a day or for more than 48 hours in a week. The total number of hours of overtime shall not exceed 50 for any period of 3 consecutive months, beginning on 1st of January, 1st of July and 1st October.

VI. PF-AADHAAR LINKING IS NOT MANDATORY

New Delhi: The landmark Supreme Court (SC) judgement on Aadhaar on Wednesday has brought cheer to employers and employees on the provident fund (PF) front as it clearly states

“benefits earned by an individual”cannot be covered under Section 7 of the Aadhaar Act.

The government cannot make linking of an Employee”s PF account to his Aadhaar number mandatory,or put the responsibility of validating an employee’s Aadhaar details with his PF account information on employers.

“We also make it clear that a benefit which is earned by an individual(e.g.pension by a government employee) cannot be covered under Section 7 of the Act,as it is the right of the individual to receive such benefit”, says the SC verdict in the paragraph 322.

The SC’s wording in its order implies that PF cannot be taken as a subsidy or a welfare scheme and therefore making its linkage to Aaadhar would be now be unconstitutional.

“Another facet which needs examination at this stage is the meeting that is to be assigned to the expression “benefits” occurring in Section 7 of the Aadhhar Act along with “subsidies” and

“Services.” It was argued that the expression “benefits” is very lose and wide and the respondents (Government) may attempt to bring within its weep any and every kind of governmental activity in the name of the welfare of the communities which would result in making the requirement of Aadhaar virtually mandatory. Says the Apex Court verdict.
