It’sbeenanextraordinaryyearatIMCAT.Yourassociationhasdonethingsthatneededtobedone,butpeopletolduswecouldn’tdo. First,yourBoardofDirectorsdeterminedtheassociation’sgoalsforthe84thlegislativesession. Oneofthosegoalswasfront-loadingthedistributionoftheinstructionalmaterialsallotmenttothefirstyearofthestate’stwo-yearbudget.Districtafterdistrictwastellingusthat,undertheoldwayofdoingthings,theywouldn’thaveenoughmoneytopurchasetheinstructionalmaterialsincludedinthemammothProclamation2015. TheSBOEhaddelayedProclamation2016,sothisseemedlikeano-brainer.Butalotofreallysmartandreallywell-placedfolkswereshakingtheirheadsandtellingus,“Oh,no,you’llneverbeabletodothat.That’snotpossible.” YourIMCATBoardofDirectorsdidnotagree. Toaccomplishthisgoal,wehiredafirmtogiveuslegislativerepresentation.We’dneverdonethatbefore,andwewereeagertowelcomeColbyNicholsandthestaffatAustin’sPowell&LeontothecauseofensuringadequateinstructionalmaterialsforTexasschoolchildren. Section66.104(e)isalsosuggestedforremoval.Itstatesthat“aschooldistrictoropenenrollmentcharterschoolmayorderreplacementsforinstructionalmaterialsthathavebeenlostordamageddirectlyfromthepublisheroftheinstructionalmaterials.” TheproposedChapter66revisionswouldalsotweakthescheduleforissuingproclamationstoadoptnewinstructionalmaterials,tyingtheproclamationstotherevisionoftheTexasEssentialKnowledgeandSkillsforasubjectarea. Thislegislationwasallthemoreremarkablebecauseitcarrieda“fiscalnote.”Thatis,theLegislativeBudgetBoardsaidthatitwouldcostthestatesomemoney(inlostinterest).ThatcouldhavekilledthebillinastaunchlyconservativeLegislature,butColbymanagedtonavigatearoundthatlandmine.HouseBill1474passed,andGov.Abbottsignedit. Wewereabletodoit.Itwaspossible.
