on behalf of deaf Americans throughout the United States, I respectfully ask thatthe FCC rescind its AU9ust 7, 2006 clarification to the top 25 U.s. televisionmarket stations regardlng the July 20, 2006 reminder notice on emergency broadcastbulletins. Please consider my request for the following reasons:
* captioning currently is the fastest, most effective technologyto reach deaf persons via television in a local emergency.
* Televised maps, crawling text, graphics or pictures on paperalone do not communicate the amount of vital information necessary to effectivelynotify deaf people in case of immediate local catastrophe.
* In an emergency, seconds can mean the difference between lifeand death.
* By removing the possibility of FCC investi9ation of TV stationsthat do not caption emergency bulletins, the FCC--ln essence--is giving TV stationsthe option of not captioning at all: a tremendous reduction in both the immediacyand amount of emergency information available to deaf people.
* Imagine being in the middle of a catastrophe and not knowing:the safest routes to travel; how to provide and/or seek adequate shelter; or when itis safe to resume normal activities, and what activities are permitted. This wouldbe the situation for many deaf people when captioning of emergency TV broadcastsstops.
* By permitting stations not to caption their emergency telecasts,the 8/7/06 clarification puts the lives of deaf people in danger: they would be atincreased risk of injury or death due to delay or misdirection of their ownpreventive actions because of incomplete or misunderstood vital information.
* TOp 25 market broadcasters already have establishedrelationships with captioning providers that they can summon in an emergency. Theresources are in place to continue this service when it is needed most.
